Create a Country Perception and Image by International Public Relations: An Empirical Research about Perception and Image of Turkey in Germany (2010-2013)
Önder, Hatice Burcu (Arel Author) ; For centuries, countries have always communicated with each other, such as wars, political and economic power struggles, outbreaks, migrations, border changes, technical developments. This communication is sometimes caused by reasons such as political or economic power struggles. Today, countries have to deal with the developments, trade, social, cultural exchanges that are happening within the borders of each other. It is necessary for one country to have a good place in the international arena. Counties need to gain a positive place in international communication. Providing a positive perception in the international arena will feed countries in commercial, economic and political sense. Positive perception will lead to greater investment in the country, increased cooperation and ultimately achieving country interests at the final point.

Hegel'in uluslararası hukuk felsefesi ; Hegel's phılosophy of ınternatıonal law
Hegel'in uluslararası ilişkiler ve hukuka ilişkin felsefesinin çeşitli yorumları mevcuttur. Önemli sayıda yazar, Hegel'i realist kuramın öncüleri arasında sayarken, az sayıdaki bazı düşünürler Hegel'de bir liberal kuram temsilcisi görebilmektedir. Bu tartışmaların ışığında, bu çalışmanın konusu Hegel'in; devlet, sivil toplum, uluslararası hukuk ve tanıma konularındakini yaklaşımını incelemektir. Hegel'de devlet mutlaktır. Önemli görevler üstlenecek bürokratik kadrolara ihtiyaç duyar. Bununla beraber, sivil toplum ve orada geliştirilen ilişkiler de önemlidir. İkincisinin her hal ve şartta ilkine fedası gibi bir durum söz konusu değildir. Tıpkı sivil toplumdaki gibi, tanıma kurumu uluslararası siyasal ilişkilerde de önemli roller oynar. Tanımanın, devletin meşruiyetini tamamlayıcı bir etkisi vardır. Tanımanın sonucu olarak, devletler birbirlerini devlet olarak görürler ve bu, savaş zamanı dahi devam edecek bir minimum hukukilik alanı oluşturmaktadır. Çalışmanın sonunda, Hegel'in uluslararası hukuk felsefesinin, realist kuram ile benzeşen yahut bu kuramdan ayrılan yönleri ele alınacaktır. Burada temel ölçüt, Hegel düşüncesindeki devlet veya sivil toplum kavramlarından hangisine daha büyük önem verileceğidir. ; There is a great variety of comments on Hegel and as to where one should place him on an IR theory spectrum. Many see in Hegel a precursor of the Realist School of International Relations. Fewer scholars, though, attribute Hegel a liberalistic worldview, turning him into a liberal IR forerunner. Amid all these different takes on him, this paper aims to elaborate Hegel's philosophy on the state, civil society, international law and the importance of recognition therein. Hegelian concept of state is one of an absolute. The state is in need of bureaucratic cadres, entrusted with significant duties. However, civil society and relations developed within it are of utmost significance, as well. The latter is not destined, under all circumstances, to be dispensed with in the favour of the former one. On the contrary, just as it is the case in civil society, the institution of recognition plays an important role on international political fora. As a result of recognition, states see each other as equal others, i.e. states; which will contribute to the observation of a core of principles and rules. Toward the end of the paper, I shall endeavor to compare Hegelian thought with the basic premises of Realism. The crucial criterion here proves to be the level and the scope of significance attached to the Hegelian notions of the state and the civil society

Ceza muhakemesinde uzlaşma ; The mediation in the Criminal Procedure Law
Alternatif uyuşmazlık çözüm yolları, onarıcı adalet kavramının ortaya çıkmasıyla uygulanmaya başlamıştır. Bunlardan biri uzlaşma kurumudur. Günümüzdeki anlamıyla ilk olarak Kanada'da 28 Mayıs 1974 tarihinde meydana gelen bir olayda uygulanmıştır. Uzlaşma kurumunun ortaya çıkmasının çeşitli sebepleri vardır. Bunlardan en önemlisi klasik ceza adalet sistemlerinin uyuşmazlığın taraflarını, özellikle de mağduru tatmin etmemesidir. Uzlaşma kurumu ülkemizde ilk olarak 1 Haziran 2005 tarihinde yürürlüğe giren 5237 sayılı Türk Ceza Kanunu ve 5271 sayılı Ceza Muhakemesi Kanunu'nda yer alan düzenlemeler ile uygulanmaya başlanmıştır. Uyuşmazlığın taraflarının özgür iradelerine dayanan uzlaşma kurumunun mağdur veya suçtan zarar gören bakımından, şüpheli veya sanık bakımından, toplum bakımından, yargı organlarının iş yükü bakımından ve kamu harcamaları bakımından birçok faydası bulunmaktadır. Tezimiz iki ana bölümden oluşmaktadır. Birinci bölümde, uzlaşma kavramı, uzlaşma kavramının hukuki niteliği, alternatif çözüm yöntemleri ve onarıcı adalet kavramlarını ve bunların ortaya çıkış sebepleri, uzlaşmanın karşılaştırmalı hukuktaki ve uluslar arası belgelerdeki yeri inceleme konusu yapılmıştır. İkinci bölümde ise, uzlaşmanın koşullarını, Yüksek Yargı içtihatları doğrultusunda soruşturma ve kovuşturma aşamasındaki uygulanma sürecini, olumlu ve olumsuz sonuçlarını, faydalarını incelemeye çalıştık. Çalışmamızı, uzlaşma kurumu konusunda genel bir değerlendirme yaparak sonlandırdık. ; Alternative dispute resolution methods, with the emergence of the concept of restorative justice, began to be implemented. One of these is mediation institution. Meaning today as the first in Canada on May 28, 1974 was implemented in an event occurring. There are the various reasons for the emergence of mediation institutions. Most importantly, classic criminal justice system does not satisfy the parties to the dispute, particularly the victims. Mediation institution in our country was introduced by the regulations of the No. 5237 Turkish Penal Code and No. 5271 the Criminal Procedure Code which came into force on 1 June 2005. Mediation institution which based on the free will of the parties to the dispute has many benefits in terms of the person who has suffered damages from the crime, in terms of the suspect or the accused, in terms of the society, in terms of courts? workloads and in terms of public expenditure. Our study is composed of two main sections. At the first chapter, the concept of mediation, legal character of mediation, alternative dispute resolution methods and restorative justice concepts and their emergence causes, its places in the comparative law and on intirnational documents had been expressed. And at the second chapter, the rules of the mediation, in accordance with high judicial case law, the implementation process of the mediation at the investigation stage and prosecution stage, positive and negative results of mediation, the benefits of mediation had been expressed. At the final section, We had terminated our study making an overall assessment about the the concept of mediation with examples of decisions which we made at the practice.

INTERNATIONAL ACTIVITIES OF LOCAL GOVERNMENTS IN TURKEY: AN EVALUATION OF MEMBERSHIPS TO INTERNATIONAL ORGANIZATIONS
In recent years, there has been an increase in the international activities of local governments in Turkey. Local governments conduct international activities by establishing sister city relations, becoming members of international organizations, and signing cooperation protocols, and memoranda of understanding/goodwill letters. The present study aimed to investigate the activities regarding the international activities of local governments in Turkey. In the study, lectures on international activities, following the description of theoretical, historical and legal backgrounds of international relations, the statistical data on the activities of local governments in Turkey are presented, and some observations and assessments were made through the information obtained from the relevant unit managers of six metropolitan municipalities in Turkey which have the strongest memberships in international organizations. As a result, it was determined that there has been an increase in the number of international activities of local governments in Turkey, memberships to these organizations have been effectively carried out, the municipalities have become a member of international organizations which are expected to benefit from, a purpose was determined by these municipalities before becoming a member, and these municipalities have become stakeholders of international organizations and have gained significant benefits through these joint projects.
