for more than three decades, the successive governments in Bonn justify their Deutschlandpolitik, in particular by the desire of the Germans of the two Germans to be reunited. However, the RFA surveys show ambiguity: while West Germans want reunification, this is one of their last priorities. The GDR is increasingly seen as a foreign country, even if more and more people travel to it. Conversely, so few eastern Germans can cross the border, the people of the GDR live partly in Uestallemande political culture. This strange symbiosis feeds in some, in the West and the East, the nostalgia of a third route. ; Depuis plus de trois décennies, les gouvernements qui se sont succédé à Bonn justifient leur Deutschlandpolitik notamment par le désir des Allemands des deux Allemagnes d'être réunifiés. Les sondages faits en RFA montrent cependant une ambiguïté : si les Allemands de l'Ouest souhaitent la réunification, celle-ci n'en est pas moins l'une de leurs dernières priorités. La RDA leur apparaît de plus en plus comme un pays étranger, même s'ils sont de plus en plus nombreux à s'y rendre. Inversement, si peu d'Allemands de l'Est peuvent traverser la frontière, les habitants de la RDA vivent en partie dans la culture politique ouestallemande. Cette étrange symbiose nourrit chez certains, à l'Ouest comme à l'Est, la nostalgie d'une troisième voie.

In June 1953, the Rosenberg case led in France to a public awareness campaign, carried out in particular by the left-wing political parties and by the press. The Communist Party takes the opportunity to stigmatise US justice. In Alsace, the press is loquely and the people are rife about the fate of Mr and Mrs Rosenberg. The brutal campaign led by the Communist Party, in the colours of a 'Rosenberg Defence Committee', is ultimately ineffective and unable to mobilise public opinion against political instrumentalisation. In fact, there is a strong concern not to endorse the efforts of a Party which, taking advantage of the real wave of indignation and emotion raised by the case, is above all concerned to rebuild its image in the region. ; En juin 1953, l'Affaire Rosenberg donne lieu en France à une campagne de sensibilisation de l'opinion publique, menée notamment par les partis politiques de gauche ainsi que par la presse. Le Parti Communiste se saisit de l'occasion pour stigmatiser la justice américaine. En Alsace, la presse se montre loquace, et la population s'émeut du sort des époux Rosenberg. La campagne bruyante menée par le Parti communiste, sous les couleurs d'un " comité de défense des Rosenberg ", se révèle in fine peu efficace et incapable de mobiliser une opinion publique réfractaire à toute instrumentalisation politique. En effet, prévaut le souci de ne surtout pas cautionner les efforts d'un Parti qui, profitant de la vague réelle d'indignation et d'émotion soulevée par l'affaire, est avant tout soucieux de redorer son image dans la région.

Les études menées par Lumsdaine (1993) et Noël et Thérien (1995) montrent que les États-providence socialistes fournissent plus d'aide publique au développement que les autres types d'État-providence. Les États-providence sont généralement considérés comme l'institutionnalisation des valeurs de la justice distributive. Mais en tant qu'institutions, ils sont également sensés transmettre ces valeurs et influencer les dirigeant politiques et l'opinion publique. Cet article met à l'épreuve cette hypothèse grâce à une analyse de régression qui s'appuie sur une nouvelle base de données, indisponible jusqu'à ce jour. Cette analyse remet en question les résultats et le cadre théorique de Lumsdaine et Noël et Thérien. ; Lumsdaine (1993) and Noël and Thérien (1995) argue that socialist welfare states give more foreign aid than other types of welfare states. Socialist welfare states are seen as institutionalised values of distributive justice. But as institutions, they also said to re-transmit these values and have a conditioning effect on policy makers and public opinion. This paper tests these hypotheses with pooled cross-sectional time-series analysis based on new dataset that was previously unavailable. The analysis in this paper casts doubts over their original findings and theoretical framework.
L'article explore les visions de l'Europe en Bulgarie et dans les autres pays d'Europe centrale et orientale et juxtapose l'opinion publique et les discours des élites. Ces visions ont leur histoire récente depuis la chute du régime communiste de type soviétique, comme ils sont fondés dans la culture politique et géopolitique des sociétés des pays postcommunistes de l'Europe. L'analyse porte sur les schémas récurrents de la perception de l'Europe comme un donateur riche, ainsi que du rôle géopolitique de l'UE comme garantie de l'indépendance face à la Russie et à la Turquie. ; This article explores views of the EU in Bulgaria and other Central and Eastern European countries, juxtaposing public opinion with the discourse of the elites. The recent history of these views dates back to the fall of the Soviet-style Communist regime, based as they are on the political and geopolitical culture of Europe's post-Communist nations. Our analysis addresses the recurrent perceptions of the EU as a rich donor entity and its geopolitical role as a guarantor of independence from Russia and Turkey.

Analysing the making of opinion enables one to understand which are the ideas of a society at a precise time. Because of its particular populating and recent history, the Reunionese society is a highly interesting topic to work on. Our purpose is to look for the existence of a Reunionese public opinion and its characteristics. As far as political, economical and social fields are concerned, Reunion island underwent deep changes from 1974 to 1995. The Reunionese public opinion largely changed throughout that development process. In 1976, the creation of the Quotidien de La Réunion newspaper had a lead role in that evolution. The opinion press thus gave way to information press. But in the late 1970's, the Reunionese society was still lagging behind in the economical and social fields, in spite of Michel Debré's instigation at the beginning of the 1960's. The debates between the autonomists and the departmentalists about the future status of the island grew more bitter since the issue of the status had to take into account the elaboration of a complex identity and development strategies. The political stakes trapped the Reunionese identity – culturally linked to the Indian Ocean area countries but historically linked to continental France, within a controversy with no way out. François Mitterrand's election drove the Reunionese communist party to give up the struggle for autonomy, and as a consequence to put an end to the splitting into two opposing blocks of the Reunionese society. The 1981's "radio broadcasting liberalisation" followed by the illegal creation of Télé Free Dom in 1986 confirmed the need for expression felt by the Reunionese people. Analyser le mécanisme de fabrication de l'opinion permet de comprendre ce qui « se pense » à un moment précis dans une société donnée et pourquoi. La société réunionnaise, par l'originalité de son peuplement et la jeunesse de son histoire, se révèle un sujet d'étude particulièrement intéressant. Existe-t-il une opinion publique réunionnaise et comment se caractérise-t-elle ? C'est ce que cette thèse se propose de découvrir. De 1974 à 1995, La Réunion connaît de profonds bouleversements politiques, économiques et sociaux. Ce développement à marche forcée se traduit par une profonde mutation de l'opinion publique réunionnaise. L'apparition du Quotidien de La Réunion dans le paysage médiatique local en 1976 joue un rôle crucial dans cette évolution en imposant le passage d'une presse d'opinion à une presse d'information. Mais en dépit de l'impulsion lancée par Michel Debré au début des années 1960, la société réunionnaise souffre encore d'un important retard économique et social à la fin des années 1970. La définition statutaire de l'île envenime les débats et voit s'affronter autonomistes et départementalistes. La question du statut se heurte à l'élaboration d'une identité complexe et au choix cornélien d'un modèle de développement. Partagée entre ses liens culturels avec les pays de la zone océan Indien et ses liens historiques avec la France métropolitaine, l'identité réunionnaise ne peut échapper aux enjeux politiques qui la tiennent prisonnière d'une controverse obsessionnelle. L'élection de François Mitterrand incite le Parti Communiste Réunionnais à abandonner la lutte autonomiste, ce qui met fin à la bipolarisation de la société réunionnaise. La « libéralisation des ondes » en 1981 puis la création illégale de télé Free Dom en 1986 confirment le besoin d'expression des Réunionnais. Le renouvellement culturel dessine les bases d'une nouvelle identité créole. Mais les émeutes liées à la saisie des émetteurs de la télé pirate, en 1991, soulignent les fragilités et les contradictions de la société réunionnaise. Les événements du Chaudron, loin de se réduire aux scènes de violence et de pillage, ont peut-être été le point d'orgue d'une crise identitaire interpellant cette société réunionnaise à la recherche d'elle même, mais qui désormais revendique sa double appartenance à l'espace européen et la zone océan Indien.
The thesis deals with trends and changes in Jewish-Israeli public opinion during seven Low Intensity Conflicts (LICs) in which Israel was involved between 2002-2014, as well as during the routine periods between these conflicts.The research is anchored in four overlapping disciplines: "Military and Defense"; Mass Media and Public-Opinion; Civil–military relations; Resilience. Studying the responses of 37,190 respondents, collected in sixty-seven public opinion surveys among Israeli Jews between 2002-2019, sheds light on the question: How does the occurrence of LIC affect public opinion among the Jewish population of Israel?A cumulative impact process of LICs has been identified, showing a slow trend of long-term change in public opinion. The LICs are perceived as less threatening and easier to adaptation: an indicator of a process of "routinization". Energy appears to be a major public problem, in which the public authorities regularly commit. But at the other end of this chain, how do ordinary individuals appropriate the public problem of energy? In the classical measures of public opinion, energy and environmental issues are often far from the top of the hierarchy of priorities. However, to reduce the pressure generated by our consumption patterns on ecosystems, the change in consumer behavior and attitudes is presented as a major lever. Is the energy issue then a political issue for all but a problem for no one? In order to answer this question, we question the fabric of ordinary opinions and propose to consider them as discursive statements tested in more or less complex, conflicting and public social situations.Upstream, many actors with access to public space help to guide and promote certain normative injunctions to define "good" practice. But these injunctions are neither stable nor homogeneous: they are the subject of controversies and give rise to discursive reformulations, sometimes dissonant. Between technological, economic, ecological, societal, etc. energy as a public problem is then subjected to a framing by dynamic normative orders defining certain deviations and is offered solutions recognized as legitimate under the influence of, inter alia, public action.But this level of description does not take "ordinary" citizens into account, and covers a common instrumental presupposition that citizens with "good" information act "correctly". This presupposition is questionable. Admittedly, an overwhelming majority of respondents stressed their agreement in principle to energy savings, thus demonstrating their knowledge - even partial - of the existence of a "public energy problem" and a commitment - even limited - to injunctions to moderate their energy consumption.
