Die vorliegende Arbeit gliedert sich in zwei Teile. Der erste Teil widmet sich der Fragestellung inwiefern formelle Gruppeneigentumsrechte Herkunftsgemeinschaften vor unautorisierten Verwendungen ihrer traditionellen kulturellen Ausdrucksweisen (TKAs) schützen können. Kapitel 2 und 3 führen hierzu einen ökonomischen Vergleich fünf so genannter sui generis Rechte zum Schutz jener TKAs durch und leiten Politikempfehlungen ab. Zum einen bilden die Beiträge eine Rangfolge der Transaktionskosten, die bei Verhandlung über Verwendungen der TKAs entstehen können. Zum anderen vergleichen die Kapitel, ob die Schutzpräferenzen der Ursprungsgemeinschaft durch die Modelgesetze geschützt wären. Hierbei zeigt sich, dass ein Prinzipal-Agenten-Problem auftritt sollten staatliche Behörden über zu viel Verhandlungsmacht verfügen. In diesem Fall werden Bürokraten eher ihre eigenen Interessen als die der Eigentümer der TKAs durchsetzen. Letztendlich existiert zwischen beiden Effekten ein klarer Trade-Off: Je mehr ein Gesetz die Schutzinteressen der Ursprungsgemeinschaften schützt desto höher sind seine Transaktions- und somit sozialen Kosten. Der zweite Teil dieser Arbeit behandelt – auf Basis ökonomischer Laborexperimente – den Fragenkomplex wie Gruppenmitglieder öffentliche Güter im Kontext kulturellen Eigentums – so wie TKAs – bereitstellen. Der Fokus liegt hierbei auf dem Einfluss sozialer Identität auf das Ausmaß an positiver sowie negativer Reziprozität der Individuen als Determinanten der sozialen Wohlfahrt. Die bedingte Kooperation der Gruppenmitglieder sowie das gegenseitige Bestrafungsverhalten untereinander bilden hierfür Maße für positive und negative Reziprozität. Kapitel 4 zeigt, dass Individuen unter dem Einfluss sozialer Identität grundsätzlich divergierende Kooperationspräferenzen abhängig davon mit wem sie interagieren aufzeigen. Auf Basis eines Within-Subject-Designs und mehreren ein-Perioden Spielen in Strategiemethode, zeigt der Beitrag, dass Individuen in identitäts-homogenen Gruppen (In-Group) die Präferenz für eine höhere bedingte Kooperation und weniger Eigennutzorientierung als in einer heterogenen Gruppe (Out-Group) zeigen. Zusätzlich neigen Individuen in heterogenen Gruppen eher zu einem vollständigen Trittbrettfahrerverhalten. Somit könnten Politikinstitutionen, die den Zusammenhalt einer Gruppe betonen, die soziale Wohlfahrt steigern. Auf der Basis eines zehn-Perioden-Spiels zeigt Kapitel 5, dass hauptsächlich vergleichsweise höhere Erwartungen an die Kooperation der Mitglieder in einer In-Group als an die in einer Out-Group Wohlfahrtsgewinne in homogenen Gruppen im Zuge mehrperiodischer Interaktionen auslösen. Die bedingte Kooperation – hier die Erwiderung der eigenen Erwartungen an die Kooperation der Gruppenmitglieder durch eigene Beiträge – ist hingegen in In- und Out- Groups ähnlich. Insgesamt belegt dieser Beitrag somit, dass Erwartungen der Individuen der entscheidende Faktor für das Beitragsverhalten der Gruppenmitglieder unter sozialer Identität ist. Kapitel 6 analysiert inwiefern die Möglichkeit einer gegenseitigen Bestrafung die Kooperationsbereitschaft unter dem Einfluss sozialer Identität ändert. Hierzu verwendet der Beitrag ein-Perioden-Spiele in Strategiemethode sowohl mit als auch ohne Bestrafung. Es zeigt sich, dass die Antizipation einer Bestrafung in heterogenen Gruppen zur größten Anhebung der Kooperationsbereitschaft führt, was am deutlichsten durch das Verhalten der Free-Rider ausgelöst wird. Darüber hinaus hebt die Bestrafungsinstitution unterschiede in der Kooperationsbereitschaft zwischen homo- und heterogenen Gruppen auf, die sich typischer Weise zugunsten homogener Gruppen verlagert. Letztlich deuten die Ergebnisse darauf hin, dass im Vergleich zu einer Situation in der ausschließlich eine Bestrafungsinstitution vorliegt, eine zusätzliche Identitätszuschreibung die Wohlfahrt zusätzlich erhöht. Mit Fokus auf negativer Reziprozität untersucht Kapitel 7 die Frage inwiefern soziale Identität das Bestrafungsverhalten gegenüber Gruppenmitgliedern beeinflusst, die weniger zum öffentlichen Gut beitragen als der Bestrafende. Hier zeigt sich, dass Mitglieder identitäts-homogener Gruppen seltener und in geringerer Höhe bestrafen, als es in heterogenen Gruppen der Fall ist. Darüber hinaus ist das Bestrafungsverhalten in heterogenen Gruppen signifikant stärker durch Ärger-ähnliche Emotionen motiviert als in homogenen Gruppen. Insgesamt zeigt der zweite Teil dieser Dissertation, dass Identitätszuschreibungen sowohl positive als auch negative Reziprozität beeinflussen und somit die soziale Wohlfahrt bei der Bereitstellung öffentlicher Güter – auch im Kontext kulturellen Eigentums – beeinflussen. Diese Ergebnisse sind demzufolge für Verhaltensabschätzungen im Rahmen von Politikempfehlungen relevant, die sich auf Situation mit dem Charakter öffentlicher Güter beziehen. ; The dissertation is divided in two parts. The first part examines the case of how traditional cultural expressions (TCEs) can be protected by formal institutions of collective property rights against unauthorized use by non-community members. Specifically, Chapter 2 and 3 evaluate and compare economic impacts of five so called sui generis rights for the protection of TCEs and derive policy recommendations. The analysis results in an ordinal ranking of the model laws firstly with regard to transaction costs for negotiating access to TCEs as far as an underutilization can occur. Secondly, the chapters compare the model laws according to their potential to serve local communities' preferences for protection. This is highlighted by showing that a principal-agent problem occurs if state agencies are provided with a lot of bargaining power. In this case bureaucrats will serve their own purposes more than those of the actual holders of sui generis rights. Lastly, there is a clear tradeoff between both effects of sui generis protection: The more a law respects the local communities' protection preferences the higher are its transaction and thus social costs. Employing economic experiments, the second part of this dissertation is devoted to the more general question of how public goods in the context of cultural property – such as TCEs – are provided by group members. In particular, it focusses on the influence of subjects' social identity on their degree of positive and negative reciprocity, which is captured by different measures of their conditional cooperation as well as punishment behavior, respectively. Chapter 4 employs a within-subject design based on one-shot public good games in strategy method. The article shows that social identity systematically invokes different cooperation preferences depending on the matching circumstances. In particular, when matched with in-group members, subjects consistently show the preference for higher levels of conditional cooperation and thus less self-serving bias than in out-group matching. Additionally, they show an elevated propensity to be a free-rider when matched with individuals of a different identity. These results indicate that it can be reasonable to devise policy institutions that strengthen the feeling of belonging to a particular group enhancing social welfare. Making use of a ten-periods public good game, Chapter 5 yields that comparatively higher expectations on in-group than on out-group members' cooperativeness are the main driver for welfare enhancements when subjects interact with members of a common identity over multiple periods. The degree of conditional cooperation – here to what extent subjects reciprocate these expectations by own contributions – is however, similar in all matching protocols. Consequently, the results of this article clearly underline the paramount importance of expectations in determining cooperation under social identity. Chapter 6 analyzes how peer-punishment affects subjects' cooperativeness in the provision of public goods under social identity. The article employs a series of one-shot public good games in strategy method both with and without the institution of peer punishment. It finds, firstly, that the strongest increase in subjects' cooperativeness is present in out-group matching, especially for individuals classified as free-riders. This is most likely due to an anticipation of comparably strong punishment by individuals of different identities. Secondly, the presence of peer-punishment clearly eliminates the existence of an in-group bias typically prevalent without punishment. Lastly, the results indicate that compared to a situation in which merely peer-punishment is present an identity affiliation – independent whether subjects interact in identity-homogenous or heterogeneous groups – may raise social welfare. Turning to negative reciprocity, Chapter 7 examines whether social identity affects individuals' willingness to sanction deviating group members in a public good context. The results indicate that members of identity homogeneous groups punish much less often and in smaller amounts than of heterogeneous groups when they face contributions smaller than their own. Also, anger-like emotions influence punishment behavior much stronger when individuals are matched with members of different identities than in identity homogenous groups. All in all, the insights of the second part of this dissertation show that subjects' identity affiliation is determining their degree of positive and negative reciprocity and thus the level of social welfare obtained in a public goods context. Consequently, social identity should be considered as relevant in the provision of specific types of cultural property, such as TCEs, as well. Even more so the results are of crucial importance for improving economists' ability to predict behavior and derive policy recommendations for public good contexts involving social identity in general.

Präsentation des Modellvorschlages von Berner Fachhochschule und Caritas Schweiz mit Fokus auf die Familienarmut

Armutsbetroffenen Menschen fehlt oft die Information, an wen sie sich mit ihren Anliegen wenden können. Dabei sind gut aufbereitete, zugängliche Informationen ein wichtiges Element, um ihre Situation eigenständig verbessern zu können. Deshalb wurde in diesem Forschungsprojekt untersucht, welche digitalen Informationsangebote, Datenbanken, Beratungsangebote und Selbsthilfegruppen es für armutsbetroffene Menschen gibt. Zudem wurde vorgeschlagen wie diese Informationen adressatengerecht auf einer Onlineplattform strukturiert werden können. ; Bien souvent, les personnes touchées par la pauvreté ne savent pas vers qui se tourner pour faire part de leurs préoccupations. Pour pouvoir améliorer leur situation par leurs propres moyens, il est indispensable qu'elles puissent disposer d'informations bien structurées et facilement accessibles. La présente étude s'attache à dresser un inventaire des offres d'information en ligne, des bases de données, des offres de conseil et des groupes d'entraide destinés aux personnes touchées par la pauvreté. Elle formule également des recommandations pour la structure d'une plateforme d'information en ligne, de sorte qu'elle soit adaptée aux destinataires. Access to carefully compiled information is an important prerequisite for enabling people to improve their own situation. With this in mind, the present research project surveys the digital information services, databases, advice services and self-help groups that are currently available to individuals affected by poverty in Switzerland. It furthermore proposes a concept for the structure of an online platform designed with this specific target group in mind. Die Formen von Arbeit und ihre Beiträge zur Wohlfahrt werden, wie die Diskussion zu Wohlfahrtsregimen aufgezeigt hat, von der Art des Zusammenspiels von Staat, Markt und Familie geprägt. Die Wohlfahrtsmixe in Lateinamerika sind von denen der entwickelten kapitalistischen Wohlfahrtsstaaten des globalen Nordens verschieden, nicht nur wegen des niedrigeren ökonomischen Entwicklungsniveaus und der begrenzten staatlichen Ressourcen. Auch tragen staatliche Sozialpolitiken kaum zur Umverteilung bei; institutionelle soziale Sicherungen und Dienstleistungen sind vergleichsweise rudimentär, lückenhaft und so-zial selektiv. Es bleibt Familien überlassen, sowohl Marktrisiken als auch den Mangel öffentlicher sozialer Sicherung und sozialer Dienstleistungen aufzufangen. Das Paper stellt neuere Typologien lateinamerikanischer Wohlfahrtsregime und ihre Implikationen für Arbeit - die Formen der Erwerbsarbeit und ihre Beziehungen zur familiären Betreuungs- und Versorgungsarbeit - zur Diskussion. Lateinamerikanische Staaten sind zwar eher 'truncated welfare states'. Die Typologien machen aber darauf aufmerksam, dass sie mit ihren je spezifischen wohlfahrtsstaatlichen Institutionen und Politiken dennoch beträchtlichen Einfluss auf die Strukturierung von Arbeit - so das Verhältnis von formeller und informeller Beschäftigung und Spektrum und Umfang von Familienarbeit - ausüben. Dabei zeigen sie aber große Unterschiede in den Wohlfahrtsmixen zwischen den Ländern. In den Schlussfolgerungen werden Defizite und Desiderate der Regimeforschung benannt. Sie beziehen sich einerseits auf die Vielfalt verschiedener, koexistierender Welfare-Mixe innerhalb der Länder, andererseits auf die differenzierten Rollen des Markts und der Familien - auch als unabhängige Variablen - in der Wohlfahrtsproduktion. ; As the recent discussion on Welfare Regimes points out, forms and welfare outcomes of work - economically oriented employment and unpaid family work - are shaped by the ways of interaction between State, Market and Family. Welfare Mixes in Latin America differ from those of long standing capitalist welfare states of the Global North, not only due to lower economic development and very limited public resources. Social policies have little impact on redistribution; institutional social security and public services are rather rudimentary, fragmentary and socially exclusive. It is left to families to manage market risks and to compensate for deficits of public policies. The paper presents and discusses typologies of Latin American Welfare Regimes and their implications for work. Though Latin American states are considered 'truncated welfare states', regime typologies show first that public welfare institutions and policies have a strong impact on the structuring of work; second, they indicate the central role of the family in Caring and social security. However, there are considerable differences between countries. The paper draws some conclusions on deficits and future perspectives of welfare regime research referring to the coexistence of multiple welfare mixes within societies, on the one hand, to the differentiated roles of markets and families as independent variables in the welfare production, on the other hand.

Die voranschreitende Transformation vom versorgenden zum aktivierenden Sozialstaat und die Einführung von New Public Management veränderten die Anforderungen an das berufliche Handeln von Beschäftigten (semi-)staatlicher Institutionen. Gefordert sind höhere Effizienz und Effektivität öffentlicher Dienstleistungen sowie BürgerInnennähe, also kundenorientierte Interaktionsarbeit statt bürokratischer Verwaltungsarbeit. Unser Beitrag fokussiert auf diese Prozesse im Feld der öffentlichen Arbeitsvermittlung in drei Untersuchungsländern (A/D/CH). Die Maxime "Fördern und Fordern" richtet sich in ähnlicher Weise an die Erwerbslosen aller drei Länder und begründet ein Doppelmandat der ArbeitsvermittlerInnen: Sie sind dazu angehalten, den Arbeitsuchenden beratend und motivierend zur Seite zu stehen sowie deren individuelle Bemühungen im Rahmen der Stellensuche zu kontrollieren. Mit den steigenden Anforderungen an die moralische Unterstützung und Motivation der KlientInnen nimmt die Beratungstätigkeit die Form affektiver Interaktionsarbeit an. Gleichzeitig werden in den Interaktionen symbolische Herrschaftsverhältnisse konstituiert, die auf neue Formen affektiver Gouvernmentalität schließen lassen. ; The reorientation from welfare to workfare and the introduction of activation policies and New Public Management changed the professional requirements for civil servants and public employees. Public services are supposed to increase their efficiency and effectiveness and public employees should act more responsively towards their clients. Our article focuses on those developments in the field of public employment services in three central European countries (Austria, Germany and Switzerland). The workfare and activation regime addresses job seekers in a similar way in all three countries, and constitutes a dual responsibility for employment agents: to advise and motivate job seekers and to control their effort in finding paid work. In accordance with the rising demand to assist, motivate and morally support job seekers, interactive affective labor becomes the core issue of the counseling process. However, the interactive work process also constitutes power relations that we conceive as "affective governmentality".

The animal agriculture and animal husbandry are the focus of public and political debate. The triggers are a number of food scandals like proven dioxin in eggs or unmarked horsemeat in products on the one hand and on the other hand dubious moral treatment of animals in livestock farming. In the first part of this study different animal ethical theories are explained and discussed. The aim is to find arguments to justify or refuse the use of animals for human purposes particularly in food production. From an ethical point of view the most problematic condition in animal husbandry is, that farm animals have to suffer in modern livestock farming systems. Based on this ethical discussion a quantitative study will be presented in the second part. The study deals with attitudes to livestock farming of students from different disciplines. The survey was taken in 2013. It tries to evaluate the personal acceptance and-perceived validity of preference and motivation tests to improve animal husbandry conditions in livestock farming. After the students had indicated their willingness to pay for eggs, milk and minced meat, they were asked how much more they would pay for these products from farms where the conditions were improved by preference and motivation tests. The disciplines organic agricultural sciences, biology, landscape ecology and philosophy are less satisfied with the current conditions of animal husbandry in conventional livestock farming than the disciplines agricultural sciences, business administration, economics and law. However, the acceptance and the validity of preference and motivation tests are equally positive in all examined fields of study. The willingness to pay for 1 liter milk was 0,99 €, for 6 eggs 1,93 € and 2,70 € for 250g minced meat. Various values were assumed behind the different acceptance of livestock farming. These values were tested with Schwartz's Portrait Values Questionnaire (PVQ-21). The relationship between values and attitudes to livestock farming is discussed in the third article. Using the PVQ-21 the analyzed disciplines could be combined in three groups with similar values. The first group is formed by students of environmental sciences, landscape ecology, biology and philosophy. Students of these subjects entitle animals a higher consciousness and are more open to changes in livestock farming. In the second group there are agronomists, students of business administration, economics and law. These disciplines are significantly more tolerant with the current livestock conditions. The third group is the discipline psychology. It positions itself in the value circle between the first two groups

Am Spiegelgrund, originally an exclusively topographic term, during WW II designated one of the most important killing facilities in the 'children's euthansia' program. It was part of the City of Vienna's public health and welfare system. Its creation in 1940 coincided with attempts to establish Therapeutic Pegagogy as a new discipline in Germany, based on the principles of race hygiene and dominated by the influence of medical doctors. With 'children's euthanasia' an organisation was created that allowed the permanent selection and extermination of children who were deemed of little or no biological or economic value to the German body politic. Everywhere, children and youths were assessed, segregated, and selected in order to separate the 'worthy' from the 'unworthy.' Between 1940 and 1945, altogether 789 children and youths lost their lives in the Spiegelgrund facility. The systematic identification of potential victims for this campaign was only possible due to the cooperation of numerous institutions and individuals. The most important among them was the City of Vienna's Children Admittance Center (KÜST), but there were also important connections to Vienna University, most importantly to the Pediatric Clinic under Prof. Franz Hamburger. One of his assistants, Dr. Elmar Türk performed lethal tuberculosis experiments on children from Spiegelgrund. The 2004 parliamentary elections in Indonesia delivered some striking results. Among these, the enormous success of the islamist Justice and Welfare Party (PKS) represents one of the most interesting developments of Indonesia's young democracy. Having increased their number of MPs by over 500 percent (from 7 to 45), the PKS is now considered to be a rising political power which is decidedly promoting an Islamic agenda. Now arousing public interest, the party has become an object of analysis by domestic and international observers, which come to an array of different conclusions and judgements about this apparently controversial party. The success of the PKS is based on its populistic political communication which aims at establishing the image of a moderate and pragmatic party of problem-solvers, and its social welfare programs. But this is only one view at the PKS, as it also appears as a cadre party of strict ideologists that are obviously borrowing their basic ideas from the Muslim Brothers. Thus, it is this Janus face that might encourage differing judgements about the PKS.

This dissertation analyzes the restructuring of the welfare system for old age income security in Taiwan since the 1990s that embraced a mixture of expansion, retrenchment, and consolidation, and to identify factors explaining this development. Substantial changes have taken place seen in three institutional areas, following different pathways:(1)initiation and expansion of a system similar to the basic pension system which based on various tax financed, status-differentiated old age allowance schemes targeted on people over 65 without any support of social benefits;(2)reform and retrenchment of the existing occupation-based social security system, including occupational social insurance schemes (since 1950s), public pension schemes for civil servants (since 1960s), and the mandatory occupational pension for employers (since 1984); (3) establishment of a national pension insurance system for the working-aged excluded from the occupation-based social security system mentioned above. I argue that this multi-dimensional restructuring is influenced by the interactions of three dynamic factors, namely: (1) the welfare system developed before the political transformation and its legacies; (2) the role and function of democratic elections and political parties in social interest representation; (3) the semi-presidential system for policy-making.

Ziel der Untersuchung ist es zu zeigen, wie armutsbetroffene und -gefährdete Personen in Entscheidungs-, Planungs-, Umsetzungs- und Evaluationsprozesse rund um Massnahmen der Armutsprävention und -bekämpfung einbezogen werden können. Dazu entwickelte das Forschungsteam anhand von wissenschaftlichen Arbeiten konzeptionelle Grundlagen. Zudem analysierte es schriftliche Evaluations- und Erfahrungsberichte sowie Websites zu partizipativen Projekten, Programmen und Massnahmen der Armutsbekämpfung und -prävention. Als weiterer Schritt führte es mit Direktbetroffenen und Vertreter/innen von Nichtregierungsorganisationen, Verbänden und Institutionen telefonisch oder vor Ort im Rahmen der Begleitgruppe einzelne Gespräche. Die Analyse bezieht sich auf die kommunale, regionale und nationale Ebene in verschiedenen Sprachregionen der Schweiz sowie im Ausland. In der Studie hat das Forschungsteam verschiedene Partizipationsmodelle identifiziert und dargestellt. Die Bandbreite der Modelle reicht von der Weiterentwicklung von Strukturen und Prozessen öffentlicher und privater Dienstleistungen bis zu gemeinschaftlicher Selbsthilfe. Es nennt zentrale Voraussetzungen, Herausforderungen und Erfolgsfaktoren solcher Vorhaben. Zielgruppen der Studienergebnisse sind Fachpersonen und politische Verantwortliche in Kantonen, Städten, Gemeinden und NGOs sowie betroffene Personen mit Multiplikatorenfunktion. Sie finden Orientierung bei der Planung, Umsetzung und Evaluation von Partizipationsvorhaben im jeweiligen Kontext. Die Ergebnisse zeigen, dass die Partizipation von armutsbetroffenen und -gefährdeten Personen zwar anforderungsreich, aber umsetzbar ist. Wirkungspotenziale von Partizipation werden auf individueller, institutioneller, politischer und gesellschaftliche Ebene festgestellt. So kann sie zum Beispiel ebenso zum Empowerment von betroffenen Personen beitragen wie zur Entwicklung von bedarfsgerechteren und daher wirksameren politischen und fachlichen Massnahmen. Die Münchner Säuglings- und Schwangerenfürsorge sowie die Mütterberatung nehmen während der Weimarer Republik eine Vorreiterrolle ein. Vor dem damaligen sozioökonomischen Hintergrund kann auf diesen Teilgebieten die Vernetzung und intensive Zusammenarbeit von Vertretern der Staatsregierung, der Stadtverwaltung und der medizinischen Fakultät der Ludwig-Maximilians-Universität gezeigt werden. Die vorliegende Dissertation arbeitet die Verbindung von Forschung, insbesondere auf dem Gebiet der Pädiatrie und der Ernährungsmedizin, neuen Therapieansätzen, zum Beispiel die diätetische Behandlung der Rachitis sowie bakteriostatische Therapie der Tuberkulose und die staatlichen Bemühungen, vor allem um die Säuglingsfürsorge, heraus. Zugleich kann aber auch ein zunehmender Einfluss von Konzepten der Eugenik und zwischen den Zeilen auch der aktiven Euthanasie beobachtet werden. Insgesamt wurden die drei oben genannten Teilbereiche der Münchner Fürsorge während der Weimarer Republik kontinuierlich erweitert, die Fürsorgeleistungen verlässlich ausbezahlt und eine stationäre Unterbringung von Säuglingen und Müttern gewährleistet sowie eine Absicherung der Befürsorgten auf einem Basisniveau trotz der Weltwirtschaftskrise und der daraus resultierenden Sparmaßnahmen erreicht. ; The public infant and antenatal care as well as the maternity counselling are playing a leading role in Munich during the Weimar Republic. Against the socio-economic background of this period the networking and intense cooperation of agents of the governement, of the city council and of the medical faculty of the Ludwig-Maximilians-University in these subareas can be shown. This dissertation elaborates the connection of research, particularly in the field of pediatrics and nutrition medicine, new approaches to therapy, i.e. the dietary treatment of rachitis as well as the bacteriostatic therapy of tuberculosis and the governmental effort, especially in the field of the care for infants. At the same time an increasing influence of the concepts of eugenics, and between the lines of active euthanasia, can be observed. All of the above mentioned three subareas of the medical care in Munich were extended continuously during the Weimar Republic. The care benefits were reliably paid and inpatient accomodation of infants and mothers was ensured. Furthermore coverage for the recipients was ensured on a basic level in spite of the world economic crisis and the resulting saving measures.

Elternbildung CH hat als Dach- und Fachverband das Ziel, Erziehungskompetenzen von Eltern zu fördern. Müttern und Vätern stehen Angebote der Elternbildung zur Verfügung, welche eine Ergänzung zu Elternberatungsstellen darstellen und ein Teilbereich der Erwachsenenbildung sind. Zu den Angeboten der Elternbildung gehören institutionalisierte Kurs- und Gruppenangebote (non-formale Bildung) und Informationsangebote (z.B. Ratgeber, Podcasts, Videobeiträge als informelle Bildung). Eine zentrale Herausforderung in der Elternbildung besteht darin, Eltern (d.h. Mütter und Väter) unterschiedlicher sozialer und kultureller Herkunft zu erreichen. Damit dies gelingt, braucht es flexible Elternbildungssettings, die sich an den Bedürfnissen und Interessen der Eltern orientieren. Deshalb führte die Berner Fachhochschule (BFH) im Auftrag des Dach- und Fachverbandes Elternbildung CH eine Innovationsstudie durch, bei der eine explorative und partizipativ ausgerichtete Bedürfnisabklärung zu zukünftigen Elternbildungsangeboten erfolgte. Der Fokus liegt dabei auf Müttern und Vätern, die selten oder nie an institutionalisierten Elternbildungsangeboten teilnehmen (dies macht die Mehrheit der Eltern aus). Weil werdende Eltern für zukünftige Elternbildungsangebote besonders bedeutsam sind, werden diese ebenfalls berücksichtigt. Das zentrale Ziel der Studie besteht darin, Grundlagen für die Innovation von Elternbildungsangeboten zu schaffen. Zudem sollen die Befunde der Innovationsstudie Reflexionsanstösse für die Weiter- und Neuentwicklung von Elternbildungsangeboten in der Schweiz geben. Die gegenwärtige Familienstruktur und der Wandel der beruflichen und finanziellen Situation von Familien sowie Prognosen wurden mittels einer systematischen Literaturrecherche analysiert. Anschliessend wurden die Vorstellungen, Bedürfnisse und Erwartungen von Eltern aus allen drei Landesteilen der Schweiz mit Workshops und einem innovativen Elterntreffen explorativ und partizipativ erkundet. Auf der Grundlage der Literaturanalyse, der Workshops und innovativen Elterntreffen wurden Empfehlungen formuliert. Die Empfehlungen wurden einer Expertin und drei Experten zur Stellungnahme vorgelegt und aufgrund der Rückmeldungen geschärft. Die Empfehlungen beziehen sich auf folgende acht Themen: 1) Bestehende Informationsplattformen und Elternbildungsangebote: Bessere Bekanntmachung durch Multiplikator*innen und bessere Sichtbarmachung 2) Niederschwelliger Zugang zu Fachpersonen im Alltag fördern 3) Ausbau von digitalen Elternbildungsangeboten 4) Schulung und Einsatz von Peer-Educator*innen 5) Breitere Erprobung der innovativen Elterntreffen (Peer-to-Peer Angebot) 6) Weiterführen gezielter Bemühungen, um Väter mit Elternbildungsangeboten besser zu erreichen 7) Thematisierung der gesellschaftlichen Leistung von Eltern und Entstigmatisierung der Nutzung von Elternbildungsangeboten 8) Bessere Vernetzung von Angeboten für Familien Grundsätzlich fällt auf, dass das Thema Elternbildung trotz zunehmend multiplen Herausforderungen, welche Familien gegenwärtig zu bewältigen haben, eine verhältnismässig geringe gesellschaftliche Akzeptanz und Resonanz erfährt. Umso wünschenswerter ist es, dass die Befunde und Empfehlungen als Grundlage für eine Diskussion und Weiterentwicklung von Elternbildungsangeboten dienen. Darüber hinaus spielt die Unterstützung der Zivilgesellschaft, Politik und weiteren Interessengruppen eine zentrale Rolle für eine nachhaltige Elternbildung.

Der Raumordnung war von Anfang an (hier: seit 1970) die rechtliche Möglichkeit gegeben, Umweltaspekte und damit implizit Klimaprobleme bei ihren Raumverträglichkeitsprüfungen gebührend zu berücksichtigen. Der Normenkatalog der Programme und Pläne trug anfänglich durchaus die Züge der erst viel später mit der Agenda 21 ins Spiel kommenden nachhaltigen Entwicklung. Die Politik hat diese Möglichkeiten nicht problemangemessen oder gar nicht ergriffen: einerseits hat sich der Staat seiner Verantwortung entzogen, andererseits sind die Kommunen der Verführung größerer Machtfülle im Konkurrenzkampf untereinander erlegen, ohne in gleichem Umfang beim Einsatz ihres natürlichen Kapitals Maß zu halten. Die Raumordnung hat sich diesem Wandel, ausgelöst durch die Funktionslogiken des marktliberalen Wirtschaftssystems, angepasst und den wirtschaftlichen Nutzungsansprüchen nicht im erforderlichen Umfang beim Verbrauch des natürlichen Kapitals Grenzen gesetzt. Das Allgemeinwohl ist auf wirtschaftlichen Erfolg verkürzt. Die Ernüchterung um die Marktunzulänglichkeiten seit der Finanzkrise beim Schutz der Naturausstattung und der Wahrung sozialer Ausgewogenheit bietet nun Anlass, die Raumordnung so weit umzubauen und zu ergänzen, dass sie ihrer Funktion als "Hüter der Werte des Allgemeinwohls" (wieder) gerecht werden und die notwendige Transformation hin zu einer die Nachhaltigkeit beachtenden ökosozialen Marktwirtschaft unterstützen kann. Die eigentliche Herausforderung der Raumordnung fängt im Kopf an! ; From its beginnings (here: since 1970) spatial management was given the legal opportunity to taking environmental aspects, and thereby implicitly climate problems, on all levels into due consideration. The norm-catalogue of programs and plans, at that time, bore definitely a resemblance to the requirements of sustainable development known as a notion only decades later with the agenda 21. Politics didn't seize these opportunities appropriately if at all, though: on the one hand, the state withdrew from its responsibilities as "designing and interfering state"; on the other hand municipalities succumbed to the temptation of increased power to competing economically with one another without restraining enough from immoderate usage of their natural capital. Spatial management again adapted to this change in values - unleashed by the functional logics of the marketliberalism - without mandating necessary limits to the economically reasoned demands on the environmental resources. Public welfare is equated with economical success. The disillusionment about the market's shortcomings with regard to environmental protection and to social balance, since the financial crisis, give reason to renovate and amend spatial management. The aim of which is to fulfilling again its function as "custodian of public welfare values" and support the necessary transformation toward a sustainability observing eco-social market economy. The real challenge of spatial management, though, starts in the head.

Es waren in erster Linie ältere Menschen und insbesondere die Gruppe der Kleinrentner, die unter den Folgen der Inflation in der Weimarer Republik zu leiden hatten, da ihre Ersparnisse durch die Inflation für den Lebensabend wertlos wurden. Der Staat, der von den Kleinrentnern für ihre Verluste verantwortlich gemacht wurde, entwickelte ein bis zu diesem Zeitpunkt einzigartiges Fürsorgesystem, nicht zuletzt um seine eigene Existenz zu legitimieren. Dieses ambitionierte und auch erfolgreiche System konnte jedoch letztendlich die Kleinrentern nicht zufriedenstellen. Diese waren zornig, überhaupt auf Almosen angewiesen zu sein und enttäuscht von der Lücke, die zwischen versprochenen und erhaltenen Leistungen klaffte. Diese Enttäuschung über die demokratischen Parteien und über die Weimarer Republik trug dazu bei, daß viele Kleinrentner NSDAP-Wähler wurden. ; The article deals with a small yet powerful group of elderly people during the time of the Republic of Weimar. These so-called 'Kleinrentner' (persons with small pensions) were people who in old age, due to the dependancy on their savings, had been impoverished as consequence of the great inflation which took place during the Republic of Weimar. Blaming the government for the loss of their money they put in claims for compensation. The government, though being unable to meet with the demands of this particular group, tried hard to provide for them by granting a subsistance on the basis of welfare, a complex system of benefits developed in those years. But the beneficiaries were repelled by the very idea of welfare, and they wanted what they thought their due. Disappointed by the political parties which had failed to give them substantial help they possibly fell prey to the promises of Hitler's Nazi-Party. The final question is: Have they been frustrated enough to vote for Hitler?

Die gemeinsame Studie des Instituts der deutschen Wirtschaft Köln und des Instituts für Wirtschafts- und Sozialpsychologie an der Universität zu Köln untersucht die negativen Auswirkungen staatlicher Eingriffe auf die Motivation und Leistungsfähigkeit der Empfänger staatlicher Transferzahlungen. Als theoretische Grundlage wird dazu ein integratives Menschenbild entwickelt. Die daran anschließende Analyse der sozialen Schichtung und sozialen Mobilität in Deutschland mündet in eine Betrachtung konkreter Beispiele von Sozialstaatsfallen – mit dem zentralen Ergebnis, dass die staatlichen Eingriffe die Arbeitsmotivation und -fähigkeit der Betroffenen vielfach unterminieren. Dies führt zu schlechteren Perspektiven, langfristig ein bestimmtes soziales Milieu verlassen zu können, und damit zu geringeren Aufstiegschancen. Das Gegenmittel ist eine Konzentration wirtschafts- und bildungspolitischer Maßnahmen auf die Stärkung der Erwerbsarbeit und des Bildungssystems – mit dem Ziel, die Durchlässigkeit der Schichten zu steigern und die Chancengerechtigkeit zu verbessern. Darüber hinaus sind einzelne Korrekturen an staatlichen Transferinstrumenten erforderlich, um unmittelbar die Arbeitsanreize zu erhöhen und um Ineffizienzen im Sozialsystem zu verringern. ; This joint study by the Cologne Institute for Economic Research and the Institute for Economic and Social Psychology at the University of Cologne investigates the negative effects of state intervention on the motivation and productivity of public welfare recipients. At first an integrative model of individual behavior was developed as a theoretical basis. The subsequent analysis of social stratification and social mobility in Germany is followed by an examination of examples of welfare traps. The key finding is that state intervention often undermines the willingness and ability to work of those affected. This lowers their prospects of eventually leaving a certain social environment and thus of achieving upward mobility. The suggested remedy is to concentrate economic and educational policy measures on strengthening employability and improving the education system (eduployment). The aim is to increase the permeability of social strata and provide better opportunities for everybody. In addition, certain corrections to the way welfare is distributed are necessary in order to boost the incentives to work and to reduce inefficiencies in the welfare system.
