Public policy is a process about selecting strategies and making choices. Public policy making include some steps –getting of agenda, policy formulation, policy adoptions, policy implementation. It must be also evaluated to see theintended results, to revise existing and future public programs and projects. Public policy can be studied as producing threetypes of policies (distributive, regulatory and re-distributive) related with decision making process. Public administration isthe set of processes, structures, functions, methods and procedures. Public administration is the formulation andparticularly implementation of public policy and the examination of the strategies and choices associated with that process.Public administration also can be defined as public programs and projects, profession and as academic field of study.There is no clear separation between administration and politics in the development of government policy and publicadministration. Administrators engage in political acts by recommending legislation as much as by making policydecisions in carrying out the laws. The administrators understanding of managerial issues and policies places them in aposition of substantial expertise, while their knowledge of administrative and legal procedures helps them by suggestingways of managing and enforcing the laws. The most modern forms of governance, administrative innovations allow us toassume that legislative and implementing contents of institutional activity today acquires new specific features. Executivebureaucratic structures using expert-consultation services, get more and more possibilities to really influence not only theimplementation of policy and the estimation of activities, but also to directly influence the preparation of public sectordirections and strategy.

Abstract This paper examines how public administration and public policy can be used to achieve sustainable development in a multifaceted way, that is, economically, environmentally politically and agriculturally in Nigeria. Though Nigeria is rich in material and other resources, it has not fared well in terms of development indices. Mismanagement, corruption and misplaced priorities still dog her development strides. In this paper our attempt therefore is to show that if Nigeria purposively harnesses the rich potentials in public policies and the administrative strategies that abound in the country, then the desired goal of development can be achieved. The objectives of the study are to discuss the roles of administrators and public policy formulators in achieving development in government. Without proper administration and policy, success cannot be achieved. It is through administration and policy that we can harness and put together the values derived from other areas. The paper also highlights some hindrances to development in Nigeria and suggested ways of improving them. The paper recommends that the agencies saddled with the responsibilities of policies implementation be allowed to follow the framework as given and to block or check the excesses of major key players who stand to divert or hinder the implementation of policies. Résume Cet article examine comment l'administration publique et les politiques publiques peuvent être utilisées pour réaliser un développement durable d'une manière multiforme, c'est-à-dire, économiquement, écologiquement, politiquement et culturellement au Nigeria. Bien que riche en ressources matérielles et autres, le Nigéria ne va pas bien en termes d'indices de développement. La mauvaise gestion, la corruption et les priorités mal placées continuent de freiner ses progrès en matière de développement. The study of public administration is a huge garden of fruits and vegetables. There are a wide variety of different plant species that are beneficial to the public interest. Unfortunately, however, every garden also harbors pests, both of the plant and animal kind. In this essay, the "garden" represents the fruits enjoyed by a democratic public administration and the primary destructive force is the unchecked power of the rat.1 The rat represents the worst of capitalist behavior that undermines democracy and public service. First, we will make a simple salad comprised of fruit, nuts, and vegetables. Second, we will be looking at the behavior of the rat in undermining the produce from the garden. Finally, we will conclude the short essay with a possible solution to the problem of the rat.

AbstractMixed methods research (MMR) designs are well suited for answering policy‐relevant questions, yet they remain underutilized in public policy and public administration scholarship. To provide a deeper understanding of the effective use of such designs, this article examines the prevalence of MMR in public policy and public administration journals, drawing a key distinction between "canonical" and "non‐canonical" MMR. Canonical mixed methods studies are characterized by (1) an explicit rationale for using mixed methods (i.e., a clear connection between methodological decisions and research questions), (2) effective integration of qualitative and quantitative strands, and (3) design transparency. We demonstrate the value of a canonical approach in public policy and public administration research by highlighting differences in quality between canonical and non‐canonical mixed methods studies. Our findings indicate that a canonical approach to mixed methods research makes positive contributions to methodological quality and knowledge development.

AbstractIn this essay, I take stock of the red tape research program (and research programs on administrative burden and sludge) to assess whether subjective individual experience has been given its rightful due in public policy and public administration. My primary purpose is to assess how concepts facilitate or hinder our understanding of the subjective individual experience. To serve this purpose, I present a conceptual analysis strategy and elaborate on the value of interrogating the modularity assumption (fit between conceptualization and experience). I conclude by advocating for consilience across concepts and research programs to better capture the subjective individual experience.

AbstractRecently, there have been a variety of arguments voiced to encourage that more attention be given to the role qualitative methods can play in mixed methods research in public policy and public administration. This article discusses these claims and describes the benefits of qualitative approaches, and how qualitative research methods can be leveraged to strengthen mixed methods research in public administration. We also provide a guide for improving the credibility of mixed methods research through increasing transparency and discussions of all methodological decisions. This study is based on a systematic content analysis of 186 mixed methods studies published in public policy and public administration journals between 2010 and 2018. We found that findings from the quantitative methods dominated the mixed methods studies, little diversity in data collection and analysis methods, and frequent failure to integrate insights from both methods. We also analyzed the 36 qualitative‐dominant studies in the sample, and illuminated seven different ways that authors of qualitative‐dominant studies leveraged the qualitative strand to strengthen mixed methods research. We developed lessons from our analysis of the qualitative‐dominant articles on how to incorporate qualitative methods in a thoughtful manner, articulate a role for each strand, and effectively support findings with one or more strands.
