The Private Sector Operations Department (PSOD) of the Asian Development Bank (ADB) catalyzes, structures, and provides financing to privately held and state-sponsored companies across a wide range of industry sectors throughout developing Asia. The emphasis is on commercially viable transactions that generate attractive financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth.

Public and private sector wages: co-movement and causality
This paper looks at public and private sector wages interactions since the 1960s in the euro area, euro area countries and a number of other OECD countries. The paper reports, first, a strong positive annual contemporaneous correlation of public and private sector wages over the business cycle; this finding is robust across methods and measures of wages and quite general across countries. Second, we show evidence of long-run relationships between public and private sector wages in all countries. Finally, causality analysis suggests that feedback effects between private and public wages occur in a direct manner and, importantly also via prices. While influences from the private sector appear on the whole to be stronger, there are direct and indirect feedback effects from public wage setting in a number of countries as well. We show how country-specific institutional features of labour and product markets contain helpful information to explain the heterogeneity across countries of our results on public/private wage leadership.

Development Effectiveness Report 2016: Private Sector Operations
2016 marks the 50th anniversary of the Asian Development Bank (ADB) and the first full year with the new Sustainable Development Goals and the Paris agreement to fight the effects of climate change. Ending poverty without further exacerbating climate change will only be possible if the private sector takes a leading role in supporting green economic growth and creating quality jobs. Private capital and expertise will be needed to address poverty. ADB strongly recognizes this salient role of the private sector in meeting the development challenges in Asia and the Pacific. Through its Private Sector Operations Department, ADB provides assistance to the private sector to help address these development challenges. This seventh annual report reviews the contributions of ADB's Private Sector Operations Department during 2016 to promoting its development effectiveness agenda.

Homelessness in Hong Kong : failure in the co-operation between public and third sector?
The housing price is increasing sharply since 2009. To respond for the rising housing price, the government in Hong Kong has tried to increase the housing supply and stabilize the housing price. At the same time, the number of street sleepers has also increased. Despite the efforts of the government and third sector organizations, the homelessness in Hong Kong is not yet to be tackled successfully. In view of the above issues, the literatures on homelessness have been studied. The literature review suggests that homelessness is multi-dimensions and caused by various reasons. It is observed that, the interactions between the government and the third sector organizations in homelessness are likely under-researched. On the other hand, apart from the government in Hong Kong, many countries have tried to tackle the homeless issues. In this paper, the homeless situations in Hong Kong, England and the United States will be studied and analyzed. Also, the weaknesses of homeless assistances in Hong Kong will be examined, and certain insights from the international experiences in homeless assistances will be drawn. Regarding the above interactions, this paper has attempted to examine the co-operation between public and third sector organizations in the homelessness of Hong Kong. This study argues that, the homelessness in Hong Kong is not tackled successfully, by reason of the failure in the co-operation between the government and third sector organizations.
