The topic at issue today is a particularly topical topic on both sides of the Pyrenees: in France, the contested law of 16 December 2010, known as the territorial reform law, introduced the cessation of national policy, systematised and simplified inter-municipal grouping, required the extension of EPCI perimeters and introduced new inter-municipal structures, the metropolitan areas. In Spain, territorial organisation is the subject of lively debate. In the context of the recent election campaign (parliamentary elections of 20 November 2011), the PSOE proposed the abolition of the provinces, established in 1833, while in the regions the question of 'good' splitting remains. In Aragon, the controversy rises over the cost of running the comarcas; in Catalonia, the revision of the Statute of Self-Government adopted in 2006 calls into question both the existence of the provinces (assimilated to central government taxation) and that of the 41 comarcas introduced by the Generality, which would eventually be replaced by 7 veguards 1. I propose that you put all this into perspective and give some feedback on the recent history of the territorial divisions in France and Spain, which should help to better understand today's debates. To this end, I will present you here with some results of a research carried out a few years ago as part of a research programme on the emergence of new areas of inter-municipal cooperation. This programme had received a grant from the Aragon/Aquitaine Joint Cooperation Funds (2003) and was carried out in collaboration with geographers of the University of Zaragoza. As other european mountains, the Pyrenees have constituted since the beginning of the 20th c. a privileged area for the application of various nature protection policies. Relations between nature protection and the other mountain's functions, considered for a long time with a dichotomised approach, were in fact complex and diversified. In a context of evolution where Pyrenean mountain is marked by desindustrialisation, the recombining of pastoral and forest productive systems, and the growth of local touristic economies, various actors have given to nature protection more and more social objectives which have complexed its implementation. It was used as a support for local strategies in order to reorganize and recombine collective action. However problems of coordination and conflicts of interests arise because of taking into account ecological stakes and the integration of nature protection into a functionalized logic of territorial development. ; A l'instar des autres massifs européens, les Pyrénées ont constitué un secteur privilégié pour l'application des générations successives de politiques de protection de la nature. La relation entre celle-ci et les fonctions sociales de la montagne, longtemps appréhendée suivant une lecture antithétique, a été en pratique diversifiée. Dans un contexte d'évolution marqué par l'héritage de la désindustrialisation, la recomposition des systèmes productifs pastoral et forestier et la croissance des économies locales touristiques, les acteurs publics ont progressivement investi la protection de la nature d'objectifs sociaux qui ont complexifié sa mise en œuvre. Elle a ainsi servi de support à la construction de stratégies de recomposition de l'action collective. In order to analyze the construction of regional-scale policies for fighting climate change, we have chosen to study windmill development, wood energy and solar power in the region of Midi-Pyrenees. More precisely, we study the interactions between public actors, local associations and renewable energy experts, the manner in which this interface has been institutionalized and what this process means in terms of knowledge acquisition among the actors involved. Theoretically, we seek to shed light on neo-institutionalist and sociology of science approaches. By drawing upon the 'policy arrangements' framework of analysis, we show that three of the dimensions characterizing the policy arrangement of renewable energy - coalitions among actors, the distribution of resources and the legal framework - have gradually been modified. This has led to changes in a fourth dimension - that of dominant discourse. Finally, even if interactions between experts and local associations may play a decisive role in the initial phase of the construction of energy policies, public actors gradually succeed in bringing the implementation of these policies under their control. Mountain areas exhibit high environmental, economic, social or cultural values. Land use and cover changes (LUCC), whether or not from anthropogenic origin, have led to significant encroachment and reforestation dynamics over the last decades in the French Pyrenees. Current trends suggest that these dynamics will amplify in the future. If they are closely related to the decline of agropastoral and forestry activities, the location of potentially affected areas is of great importance for managers and local stakeholders. For medium to long-term management perspectives, it is now essential to provide a quantified vision of possible futures of their territory to help in the definition of sustainable strategies. The objective of this work is to spatialize future scenarios at three different scales (regional, local and micro-local) to identify the most vulnerable areas to LUCC and analyze the influence of spatial scales and modeling approaches on their location. The methodology is based on four stages. The first step is to identify prospective modelling approaches that are preferred according to the considered spatial scales. The second step is to provide the knowledge for building scenarios. The third step is to simulate future scenarios at each spatial scales to identify the most vulnerable areas to encroachment and reforestation. The last step is to analyze the influence of scales and modeling approaches in the prospective framework. Spatially explicit scenarios allow to (i) quantify and assess possible impacts of contrasting socio-economic and environmental contexts on LUCC, and (ii) identify the most vulnerable areas to encroachment and reforestation for each considered spatial scale. Moreover, the combination of scenarios allows to evaluate the spatial uncertainty, regrouping the inherent and the ensemble uncertainties, related to future LUCC. The pattern-based models used at the regional and local levels tend to underestimate LUCC compared to the process-based model used. Finally, the multi-scale approach allowed to provide knowledge on the Pyrenean land system that a single scale approach would not have provided, to target the areas at stake regarding future LUCC and to establish a degree of confidence in the adopted modeling approaches in order to help in the definition and assessment of land use policies and strategies. ; Les espaces montagnards représentent des zones à forts enjeux environnementaux, économiques, sociaux voire culturels. Les changements d'occupation et d'usage du sol qui s'y tiennent, qu'ils soient d'origine anthropiques ou non, ont engendré, au cours des dernières décennies, des dynamiques significatives d'enfrichement et de reforestation dans les Pyrénées françaises. Les tendances en cours laissent présager que ces dynamiques vont s'amplifier à l'avenir. Si ces dynamiques sont étroitement liées au déclin des activités agro-sylvo-pastorales, la localisation des zones potentiellement concernées constitue un réel enjeu pour les gestionnaires et les acteurs locaux. Dans une perspective de gestion à moyen ou long terme des espaces montagnards, il est aujourd'hui essentiel de pouvoir leur fournir une vision quantifiée des futurs possibles de leur territoire afin d'éclairer leurs décisions. L'objectif de ce travail est de construire des scénarios prospectifs spatialisés à trois échelles différentes et emboîtées (régionale, locale et micro-locale) afin d'identifier les espaces les plus vulnérables aux changements d'occupation et d'usage du sol et d'analyser l'influence des échelles spatiales et des approches de modélisation sur leur localisation. La démarche méthodologique s'articule autour de quatre étapes. La première étape consiste à identifier les approches de modélisation prospective qui sont privilégiées selon les échelles spatiales considérées. La seconde étape vise à construire « la base » des scénarios. La troisième étape consiste à produire les scénarios prospectifs spatialisés à chacune des échelles spatiales, selon des démarches de modélisation adaptées et des facteurs explicatifs pertinents, afin de simuler l'évolution possibles des paysages montagnards et d'identifier les espaces les plus vulnérables aux processus d'enfrichement et de reforestation. Enfin, la dernière étape consiste à analyser l'influence des échelles et des approches de modélisation au sein des travaux de prospective. Les scénarios prospectifs spatialisés ont permis (i) de quantifier et de spatialiser les impacts possibles de contextes socio-économiques et environnementaux contrastés sur les changements d'occupation et d'usage du sol et (ii) d'identifier les espaces les plus vulnérables aux changements à chacune des échelles considérées. Le croisement des scénarios produits a également permis d'évaluer l'incertitude spatiale des changements liée au futur. Les modèles pattern-based, utilisés à l'échelle régionale et locale, tendent à sous-estimer les changements par rapport au modèle process-based appliqué à l'échelle micro-locale. Au final, l'approche multi-scalaire a permis : d'apporter des connaissances sur le fonctionnement du système pyrénéen, voire de combler des lacunes quant aux données disponibles, qu'une approche mono-scalaire n'aurait pas produites ; de cibler les espaces les plus propices aux changements et d'établir un degré de confiance quant aux approches de modélisation choisies dans le but d'éclairer les politiques et stratégies de gestion.

This thesis focuses on the heritage process of mountains in the context of the implementation of the policy "Grand site" in the Canigou (Eastern Pyrenees). We analyse the relationship between development strategies and protection policies of the mountain in France to update the emergence of a "patrimonial ordre". We show that policy takes hold of heritage through a variety of procedures, devices and projects of different nature that are made consistent with the heritage value. This research is conducted as part of an approach we have termed "ethnogeographic". This allows us to further analyze the base, supports and figures of the heritage value of the Grand site Canigo. ; Cette thèse s'intéresse aux processus de patrimonialisation de la montagne observés dans le cadre de la mise en œuvre de la politique "Grand site" dans le massif du Canigou (Pyrénées-Orientales). Nous analysons le rapport entre les logiques de développement et les logiques de protection des politiques de la montagne et d'aménagement du territoire en France pour mettre à jour l'émergence d'un "ordre patrimonial ". Nous montrons ainsi que l'action publique se saisit du patrimonial à travers une multitude de procédures, de dispositifs et de projets de natures différentes qui sont mis en cohérence par la patrimonialisation. Ce raisonnement est réalisé dans le cadre d'une approche que nous avons qualifié d'ethnogéographique. celle-ci nous permet d'approfondir l'analyse des ressorts, des supports et des figures de la patrimonialisation du Grand site Canigo.
