Los contratos públicos y el poder privado en la República romana
The year 2008 will be remembered in history as the year of the most serious capitalist fi nancial crisis since the outbreah of World War, and as the beginning of state measures taken to mitigate the social eff ects of the economic earthquake. Th is behaviour of Western governments, which includes millions of euros and dollars in public contributions to save the market economy and decisions to intervene in banking that would have been unthinkable in other circumstances, reminded me of the relationship of equilibrium and dependency that has always existed between the state and private interests, between the public sector and private initiative (is this the "invisible hand" of Adam Smith?). Th at is why I was led to remember the serious events that aff ected Rome in the fi rst century before Christ. Th is was a period when the business of the big fi nancial companies operating in the rich province of Asia were shaken and when the Senate resounded to the warning words of Cicero, recalling that the social equilibrium of Rome and its existence as a State depended on the successful outcome of the interests of the great businessmen, and urging the Republic to intervene with all its power to resolve them. Th is is an approach to those events and to fi nding out about the fi nancial fi rms operating during the last two centuries of the Roman republic. ; 2008 será recordado en la historia como el año del estallido de la más grave crisis fi nanciera capitalista tras la segunda guerra mundial, y el inicio de un conjunto de medidas estatales con el fi n de paliar los efectos sociales de tal terremoto económico. "Thriumphus navalis" - Die Rituelle verherrlichung des Sieges zur See
The ancient Rome's claim to naval power took an early outline, when its system of alliances was enlarged by several seaside towns and by using the foreign ships provided the republic with an access to the sea. Yet only the conflict with Carthage during the first Punic War demanded the construction of a roman armada and procured the open naval war. The naval battle of Mylae, in which Caius Duilius defeated the Carthage fleet, finally put an end to five unsuccessful years of battles ashore. Extuberantly did Rome celebrate this victory over Carthage and Duilius was granted the festivity of a triumph, which by adding the sobriquet navalis or maritimus indicated the exceptional importance of that victory. By ways of this maritime triumph the sea as a stage for virtus, fame and haul came into focus of the roman nobilis. On this account Duilius set the patterns for subsequent roman warlords wishing to triumph. Many of them were eager to follow suit, triumphantly presenting tropaia obtained at sea or acknowledging their gratitude to maritime deities by erecting temples and hallowing booties in their honour. Even Octavian did still choose Duilius as a model and ideal with reference to his own naval victories of Naulochos and Actium. Furthermore he constantly commemorated the first-ever naval triumph and warlord, thus causing this name to live through the ages, so that temporary Italian warships are actually named for him. ; La afirmación de la antigua Roma para poder naval tuvo uno de los primeros esquema, cuando su sistema de alianzas se amplió por varios mar ciudades y mediante el uso de los buques extranjeros siempre la república con un acceso al mar. Sin embargo, sólo el conflicto con Cartago púnica durante la primera Guerra exigió la construcción de una armada romana y adquirió al aire libre la guerra naval. La batalla naval de Milas, en el que Cayo Duilio derrotó a los Flota cartaginesa, puso fin a cinco años sin éxito de las batallas en tierra. Durch den Seetriumph rückte das Meer als Bühne für virtus, Ruhm und Beute in den Fokus römischer nobilis. Zugleich setzte Duilius durch seinen Seetriumph Maßstäbe für nachfolgende Triumphatoren. Sie alle wollten ihm nacheifern; die auf See errungenen spolia im Triumphzug präsentieren und Gottheiten des Meeres ihre Dankbarkeit zeigen, indem sie Tempel für sie errichteten oder ihnen Beutestücke weihten. Noch Augustus nahm sich Duilius zum Vorbild für seine Seesiege bei Naulochos und Actium. Darüber hinaus erinnerte er immer wieder an den ersten Seetriumphator, so dass sein Name bis heute gegenwärtig ist und sogar italienische Kriegsschiffe seinen Namen tragen.

Los reyes y emperadores de la Casa de Austria fueron durante siglos los defensores de la religión católica y la Iglesia de Roma. Los monarcas españoles pertenecientes a este linaje hicieron de la defensa de la Fe cristiana un eje esencial de su práctica política, estableciendo un pacto con Dios con un objetivo confeso: una realeza legítima para un planeta católico. Esta alianza será representada en las artes propagandísticamente en las numerosas recreaciones pintadas de la batalla naval de Lepanto, que muestran a Dios, la Virgen y los santos tomando parte en el combate y decidiendo su suerte. Varios cuadros de la Corte de Felipe II dejan entrever las complejas claves dinásticas, espirituales y simbólicas de un momento crucial de la monarquía hispánica. ; For centuries, the Habsburg kings and emperors were defenders of the Catholic religion and the Church of Rome. The Spanish monarchs belonging to this lineage made the defence of the Christian faith a fundamental core of their political practice, establishing a pact with God with a declared objective: legitimate royalty for a Catholic planet. This alliance would be represented as propaganda in the arts in the many painted recreations of the naval battle of Lepanto, showing God, the Virgin and the saints taking part in the combat and deciding its destiny. Various paintings from the Court of Philip II reveal the complex dynastic, spiritual and symbolic keys to a crucial moment for the Hispanic monarchy.

L'any 1992 a Roma, després d'un primer col·loqui sobre les condicions precàries, d'abandonament i d'exclusió social, en què es troben les persones sense llar a les capitals europees, va néixer el moviment SMES (Salut Mental Exclusió Social). D'aleshores ençà s'han endegat diverses iniciatives amb la finalitat d'eradicar les situacions infrahumanes en què viuen tantes persones al nostre planeta. Així, SMES-Europa promou una nova consciència política, ètica i professional respecte de les persones que estan marginades i excloses dels serveis ciutadans, i els ofereix atenció prioritària, tant a nivell local com europeu. Aquest article pretén explicar quin és el nostre marc d'actuació i quina és la realitat de les persones que viuen en les nostres societats sense dret a ser-hi ni a participar. ; The SMES (Mental Health and Social Exclusion) movement was founded after a first symposium in Rome in 1992 on the precarious conditions of neglect and social exclusion experienced by homeless people in Europe's cities. Since then various initiatives have been launched to tackle the inhumane situations in which so many people on our planet are obliged to live. SMES-Europa is promoting a new political, professional and ethical awareness with regard to people who are marginalized and excluded from public services in order to give them priority at both the local and the European level. This paper sets out to explain our framework of action and the real conditions of life for people living in our societies without the right to be or to participate ; En el año 1992 en Roma, tras un primer coloquio sobre las condiciones precarias, de abandono y de exclusión social, bajo las que se encuentran las personas sin hogar en las capitales europeas, nació el movimiento SMES (Salud Mental Exclusión Social). Desde entonces se han puesto en marcha varias iniciativas con la finalidad de erradicar las situaciones infrahumanas en que viven tantas personas en nuestro planeta. Así, SMES-Europa promueve una nueva conciencia política, ética y profesional respecto a las personas que están marginadas y excluidas de los servicios ciudadanos, y les ofrece atención prioritaria, tanto a nivel local como europeo. Este artículo pretende explicar cuál es nuestro marco de actuación y cuál es la realidad de las personas que viven en nuestras sociedades sin derecho a estar ni a participar.
