The buildup of the German armed forces in the 1950s end 60s led to a downright seller/buyer relationship with the U.S.A. Procurements in the U.S.A. and license production in Germany were the rule; the Starfighter and Sidewinder programs are examples for this kind of cooperation. Although transatlantic arms cooperation has become an essential element of German and European arms policy since then, its extent has nevertheless drastically declined in the past years. The current project of NATO cooperation, the "Allied Ground Surveillance (AGS)" project, shows that protectionist tendencies for the protection of national industries and for the maintenance of technology know-how on both sides of the Atlantic play a major role despite the general assertion to the contrary. Both sides try to continue to be the leading high technology nation (U.S.A.) in the field of radar technology or to close up in this field (EUR). (Europ Sicherheit / SWP)

The European market for defence goods and services and the systematic buildup of the European armaments cooperation offer the great chance to close existing capability gaps in the European armed forces more quickly, to increase the interoperability of equipment and, at the same time, to enhance the competitiveness of the European industry by capitalizing on efficiency gains in the development and procurement of military equipment. But these positive effects can only be achieved if one succeeds in creating the necessary parametric conditions for fair competition and a fair share in cooperatiori projects. As to this there is an immense demand and scope for shaping Progress. The active German collaboration is of vital significance here and allows an even greater commitment - and this goes equally for industry and government. (Europäische Sicherheit / SWP)

Die Rahmenbedingungen in Europa haben im Laufe der vergangenen Jahre einen enormen Wandel durchlebt. Die Rüstungsindustrie hat weitestgehend erkannt, daß nur eine Bündelung der Ressourcen es erlaubt, die europäische Wettbewerbsfähigkeit zu stärken. Konsequenterweise stellt sich die Forderung nach gemeinsamen Strukturen auch für die Amtsbereiche. Ein erster Schritt hierzu ist die Einrichtung von OCCAR (Organisme Conjoint de Cooperation en matiere d'Armement). Walter Storz hat sich mit der Problematik OCCAR und BWB im internationalen Umfeld auseinandergesetzt. (Wehrtechnik/SWP)
