Purpose
– The purpose of this study is to primarily address the need for expanding e-government in Greece in the labour market. The authors attempt to analyse e-government initiatives in labour and social security legislation areas and identify whether private sector companies are willing to utilize them. The re-organization of government functions and procedures is discussed as a means of achieving the desired objectives of all interested parties.


Design/methodology/approach
– The study is based on a survey of companies in the area of Heraklion, Crete. A questionnaire instrument was used to collect the data. The authors attempted to identify whether companies would prefer to use either the Integrated Information System (IIS) that the Ministry of Labour has initiated or Payroll Information System (PIS) that is proposed by the authors and provided via a cloud computing platform by the public sector. In addition, the authors use the Delphi technique and a panel of experts consisting of Inspectors of the Ministry of Labour in an attempt to identify which of the aforementioned systems would help make controls more efficient and effective.


Findings
– The companies acknowledge the need for e-government and about 50 per cent of them would feel positive about using the proposed application (PIS). Small companies are more willing to accept PIS and large companies feel more positive about using the IIS. Furthermore, the panel of experts agree that the adoption of PIS would help the most in the fight against undeclared work.


Research limitations/implications
– The questionnaires were completed by 75 companies in the area of Heraklion, Crete, Greece. The sample, although representative of the structure of Greek industrial sector, is nevertheless small and expresses only the local culture. This limitation provides at the same time opportunities for further research. Although the need for e-government is recognized, there are concerns about the possible failure of new applications' implementation.


Practical implications
– Labour and social security legislation areas are important for modern countries. The paper provides a model of e-government on these areas that if implemented could reduce administrative costs and facilitate public control.


Social implications
– The proposed model could enhance employees' protection and effectively reduce undeclared work.


Originality/value
– This study is a first attempt to analyse e-government initiatives in labour and social security legislation areas in Greece. The main idea is not simply to make procedures electronic but to re-organize and re-define these procedures. Thus, the model that is proposed by the authors as a possible way of e-governance appears to help the most in reducing companies' administration costs, increasing the protection received by the employees and assisting public services in conducting more effective and simpler controls.

The meeting was opened at 10:05 hours (Atlantic Daylight Time in Halifax, Nova Scotia) on Monday, 12 July 2021 by the Chair, Temur Tairov (Russian Federation). He welcomed representatives from Canada, Denmark (in respect of Faroe Islands and Greenland), European Union, Iceland, Japan, Norway, United Kingdom, and the United States of America. The SC Chair and the STACTIC vice Chair were also in attendance (Annex 1).

The corporate governance scandals of 2003 have brought renewed focus on mandatory disclosure. One of the most fundamental questions relating to this kind of regulation is the choice of regulatory area. The United States initially faced this question in the 1930s when, after intense debate, it decided to move from an exclusively state-based system to one primarily relying on federal regulation. It is a hot issue today as well. The countries of Europe, for example, are currently deciding the extent to which the European Community, rather than its member states, should determine securities disclosure in Europe. Canada is deciding whether to follow the path taken by Australia in the 1980s and to enlarge the role of the federal government in a system that has traditionally left disclosure regulation primarily to the provinces. Also, advocates of issuer choice are urging the United States to reconsider its 1930s decision and to give issuers the option to choose among a reinvigorated set of state regulatory regimes. The issuer-choice school of thought is influencing the debates in Europe and Canada as well. Finally, other advocates are pushing for a move in the opposite direction, arguing that standards for issuer disclosure should be set at a global level. This Article constructs an economic-efficiency based theory of optimal regulatory areas for securities disclosure. While larger political and constitutional considerations unrelated to efficiency will inevitably also play a role in the resolution of the debates recounted above, efficiency considerations are important because they go to the capacity of capital markets to promote the generation of real wealth. The theory developed here can help identify the efficiency-related tradeoffs involved in choosing one level of government versus another and the information that is needed to choose intelligently.

In the current phase of liberalisation, privatisation and globalisation, and now broadly governance, regulatory administration has acquired growing importance as an instrument of achieving socio-economic objectives. It is through instrumentality of regulatory administration that the government is able to exercise effective political and economic sovereignty and control over the country's governance process and resources. Governments of nearly all developing countries have initiated policies and procedures to promote and strengthen regulatory bodies and agencies. However, the results of these promotional and regular activities have varied considerably, often reflecting large inadequacies in policies, organisational structures and procedures. Increasing emphasis is now being placed at the national level on a more flexible regulatory administration to enforce compliance with nationally established policies and requirements in various political, economic and social spheres. As a watchdog for the public interest, governments both at central and state levels should engage in activities for the promotion of social and economic justice, so as to ensure the happiness and prosperity of the people.

The increase of the community consumption of animal food origin, especially chicken, is continuing to rise. In the process of animal slaughter in slaughterhouse, there are the high numbers of fraudulence, which affect to the food security issues. Therefore, the government made the regulation not only the central government regulations but also the local government regulations regarding poultry slaughterhouse license in order to the poultry slaughterhouse could be operated with the standard of hygiene, food safety, halal matter, animal welfare, and not pollute and disrupt the environment. In addition to the existing of the permit of local governments, it is expected to do monitoring and controlling easier to the slaughterhouse in their territory. But, there are still many chicken carcass those are distributed on the market which are derived from illegal (does not have formal permission) poultry slaughterhouse so that the hygiene and the halal matter are doubtful. The purpose of this study is to find the obstacles in regulations of the building of poultry slaughterhouse, which led many slaughterhouse, especially small and medium sized slaughterhouse, and trouble in getting license of the building of slaughterhouse legally. It is to be expected that this research can be the input for the government in making policy to ease the small and medium poultry slaughterhouse in legalizing their business. In addition, the research is expected to draw the situation and condition to the stakeholders of poultry slaughterhouse about the procedures and regulations in the region, especially debotabek, in building of the industry of poultry slaughterhouse.

New and innovative ways of service provisions based on digital platforms have changed the ways in which doing business, communicating and connecting providers to users in the EU Internal Market are shaped and transformed. Since the adoption of the Directive 2000/31/EC (the E-Commerce Directive) in 2000 digital services have gained market dominance, and this has become especially evident during the Covid-19 virus crisis when the importance of digital technologies in all aspects of modern life became prominent. It has clearly shown the dependency of the economy and the society on digital services highlighting both the benefits and the risks that stem from the current framework for the functioning of the services provided by the digital platforms regardless of whether they are defined as digital services or not. In the European Commission (EC) Communication "Shaping Europe's Digital Future" the EC committed to update the horizontal rules that define the responsibilities and obligations of digital service providers, and online platforms in particular. Additionally, the European Parliament's "Report on the Digital Services Act and fundamental rights issues posed" highlights the need for legal clarity of platforms and users, as well as respect for fundamental rights in the light of the rapid development of technology. According to the current data, the digital platforms account for over 10% of the EU's 45 million users. These platforms are subject not only to the specific obligations in controlling their own risks, but also to a new oversight structure.In 2020 the EC initiative was finalized by the "Proposal for a Regulation on a Single Market for Digital Service" which addresses the negative consequences arising from certain behaviours on platforms. Subject. Organisational and regulatory peculiarities of the regional system of remuneration of healthcare workers in state medical organisations. Purpose. This study aims to analyse the current system of remuneration of healthcare workers of state healthcare institutions in the Voronezh Region, to identify current issues, and to determine the main paths for improving the sectoral remuneration system. Method. The study used data from statistical reports related to the structure and composition of wages in 2019-2020 and other financial indicators of the healthcare system in the Voronezh Region. The methods of the investigation included analysis, observation, generalisation, comparison, grouping, classification, etc. Results. A method for calculating the amount of guaranteed payments was offered, the earlier and current remuneration systems were compared. The analysis of wage systems in medical organisations subordinate to the Department of Health of the Voronezh Region confirmed the need to increase the basic salary and reimbursements in order to improve the welfare of healthcare workers, which contributes to improving the quality and accessibility of medical care. Conclusions. The hypothesis was confirmed that it is necessary to develop a concept and methodological recommendations for the formation of a sectoral remuneration system containing information on the amount of salaries, the key approaches to determining reimbursements and incentive payments and their ratio in order to decrease the differentiation between healthcare workers' salaries in the region and to increase the appeal of the profession and to motivate employees to work more efficiently.

This article analyses regulatory innovation. It considers, in particular, how a regulatory environmental agency has been encouraged to innovate in the area of biopesticides. The literature on regulatory innovation is reviewed, the discussion situated within Moran's theory of the regulatory state. It considers to what extent innovation has occurred within the agency, looking at its proactive stance, and how unusually for a regulatory body it has negotiated new policy spaces in which to operate. The article looks at the contextual drivers and also the exogenous and endogenous pressures behind the innovation. It shows how the executive has intervened in order to promote more use of biopesticides and how pressure is also being exerted within the regulatory authority. By using the existing literature and empirical evidence a framework is outlined for explaining the likelihood of regulatory innovation occurring in regulatory agencies.

AbstractWe examine de facto autonomy across regulatory agencies and policy sectors. Yet not much is known whether, how and why de facto autonomy could vary across policy areas within the same policy sector. This article demonstrates the existence of such variation and suggests that this variation depends on the interplay between stakeholders' diverging (or overlapping) policy preferences, deficient (or superior) organizational policy capacity, and institutional arrangements leading to enabled (or constrained) de facto autonomy. Relying on elite interviews and secondary resources, this study builds on an illustrative study on bank regulation in Turkey in the post‐GFC period and presents a nuanced understanding of de facto autonomy: a multi‐policy area approach to de facto autonomy that allows us to examine variation in de facto autonomy across policy areas, the determinants of the variation, and whether de facto autonomy is constrained or enabled, which structures the regulatory policy process.

The paper investigates the occurrence of three categories of household deposits in 15 euro area countries - guaranteed, high value, and very high value - which, according to the European Banking Authority, differ in terms of their sensitivity to outflows under stress. The analysis is based on household-level data and applies a logit model. Its main finding is that the impact of wealth and socio-demographic features of households on their propensity to possess the deposits was opposite regarding guaranteed and unguaranteed deposits. It proves two separate profiles of households who declared deposits in the euro area. For selected member states, the adoption of the single limit within guarantee schemes was assessed as an incentive which may strengthen the deposits? resilience on withdrawals, and thus positively influence the funding stability of credit institutions.
