Purpose
– The author assembles three hypothetical regulatory regimes and deploys computer simulations to contrast different banking systems based on conventional strategies for appointing risk-based capital minimum thresholds. The paper aims to discuss these issues.
Design/methodology/approach
– The author instigates cascading failure models within numerous directed graphs and measures the inflicted costs, the accumulated bank failures, and the general robustness of the networks following various economic shocks.
Findings
– The author finds that a homogeneous regulatory regime is an inferior approach. However, a selected too-big-to-fail scheme portrays the best defensive banking model with the lowest number of total bank failures and the fewest banks' costs and social costs.
Research limitations/implications
– The author can only theoretically examine this topic.
Originality/value
– The author overcomes some obstacles in prior studies including the use of a large and complex network and the proportional allocation of funds upon a bank failure.

Recent financial reforms in Japan and elsewhere in Asia represent, for various authors, a fundamental shift in financial governance and in state-business relations in the region. The old 'developmental' state in East Asia has supposedly made way for a neoliberal 'regulatory' state, with its emphases on agency independence and the non-discretionary enforcement of rules. I show in this paper that this interpretation exaggerates the extent of the transformation in the important case of Japan. Although the outward institutional forms of economic governance in Japan, as with many Asian developing countries, has changed dramatically since the mid-1990s, discretion still remains at the core of economic and financial policy. In the area of Japanese banking regulation and supervision, I show how this highly discretionary application and enforcement has been consistent with domestic political pressures. The result is a substantial divergence between superficial convergence upon international regulatory standards and underlying behaviour. I also give reasons why globalization does not mean that this hybrid regulatory model is unsustainable. (Pac Rev/GIGA)

The problem of protecting consumer interests in the regulatory process is viewed from the free enterprise, progressive, and pluralist paradigms. Berman considers the characteristics of each paradigm, the ways reformers have sought to implement each, and how they interact and shape the nature of the regulatory system. The greatest conflict lies between the free enterprise and progressive paradigms on the need for regulation. The author concludes, however, that the regulatory system can best be viewed as a blend of the different paradigms–unstable though that blend may be.

The article aims to improve the state agribusiness regulatory system. It is established that the state regulatory system for agribusiness must be based on the application of a reasonable protectionism policy, guaranteeing food security through a system of tariffs and customs taxes on imported food products. The authors demonstrate the need to create a favorable climate for foreign investors, establish joint ventures in the agricultural business, provide state guarantees to foreign creditors by importing advanced equipment and technology, as well as finance key areas of science on business problems. Agricultural, the theoretical and methodological basis of this study is an abstract logical method, induction, deduction, analysis, synthesis and systematization methods; as well as the statistical, economic and graphic methods used to study the levels and trends of change in the parameters of agricultural development in the current stage. In conclusion, it is revealed that parities in agricultural prices must include parity with consumer prices. For rural residents. The wages of employees in rural areas must guarantee the reproduction of the labor force and the development of the social sphere.
