This PhD thesis presents a history of innovating convertors using renewable energies (tidals, waves, wind, sun, ocean thermic energy, geothermy) between 1880 and 1990 in colonial and post-colonial France. The evolution of these converters is studied in a technical (types of converters) and political (stakeholders, concerns and means of action) perspective. This approach leads to the understanding of the projects' articulation with technological and energy systems in various territories, in their political, technical, economical, social and environmental dimensions. It underlines the momentum of these systems and their influence on the conception and materialisation of renewable energy converters. The technical imagination carried by the thermo-industrial civilisation, that requires from convertors steadiness, power and delocalisation, and the construction of a national energy system, lead projets toward a declining number of technical solutions. Convertors hardly find their place in the energy system because of their thermo-industrial qualities that always remain worse than fossil and nuclear converters' ones. These assessments depend on the energy sources, the territories and the periods. Four periods, characterized by a set of stakeholders and types of converters, are proposed : (1880-1918);(1919-1939) ;(1940-1970) ; (1970-1990). China in Energy Transition: A shift to renewable energy? ; La Chine en transition énergétique : Un virage vers les énergies renouvelables?
Since the seventies the People's Republic of China has undergone an impressive and successful effort of industrialization and economic development. While millions of Chinese were getting rid of extreme poverty and while the country was becoming the world's second largest economic power, this development came at a cost: natural resources have been intensively overexploited, energy consumption has reached new heights and the natural environment has paid a steep price. Since the turn of the century, the Chinese government has started to acknowledge the need to tackle these negative impacts of rapid development. Sustainability has emerged as a major concept in terms of energy policy in the PRC and since 2007 Beijing has formally included it inside its growth objectives. In March 2011, the XIIth Five-Year Plan has stressed the need to build a sustainable and environmentally aware society. This commitment has been followed by several regulations aiming towards the evolution of the Chinese economic model energy system reducing its consumption of fossil fuels and depending more and more on renewable and green energy sources, while maintaining a high growth rate. This ambitious objective faces huge challenges such as the geopolitical impacts of China's energy policy and the current lack of innovation experienced by the country in terms of energy technologies. To address these issues, Beijing has developed an international cooperation strategy based of two concepts: « go global » et « bringing in », while being extremely firm in defending its interests at the international level. The Chinese green revolution seems quite real and huge progresses have been recorded in terms of developing renewable energies (such as solar, wind or hydropower). They canbe used for electricity production, in the heating and cooling, and the transportsectors. However, these low-carbon sources have only developed slowly andsignificant differences exist between countries.In this thesis, I first explore the empirical determinants of RE sources deploymentby systematically reviewing the existing quantitative country-level literatureon this topic. I find that this strand of literature is quite fragmented andanalyze the authors' results based on the framework considered to investigatethe existence of a consensus on possible determinants of RE development at acountry level.To complement this multi-country approach, I focus on two significant barriersthat have been found to hinder a wide spread use of RE sources: financingand acceptance. More specifically, I look at the RE crowdfunding sector. Indeed,crowdfunding is an innovative financing tool that enables the participation ofcitizens in the funding of RE projects, thus involving them in the energy transitionprocess towards low-carbon sources. In particular, I focus on the FrenchRE crowdfunding sector because it has experienced a strong growth in the contextof a favorable regulatory environment. I conduct a case study of a Frenchcrowdfunding platform specialized in RE projects to better understand its businessmodel and the risks associated with it. Then, to shed some light on thecharacteristics of the sector, I give an overview of the different actors that are involvedin the French RE crowdfunding sector: platforms, project promoters, andcontributors. Plus particulièrement, je me concentre sur le secteur du financement participatif d'EnR. En effet, le financement participatif, ou crowdfunding en anglais, est une moyen de financement innovant qui permet notamment une participation des citoyens au financement de projets d'EnR et donc les implique dans le processus de transition énergétique vers des sources bas-carbone. Plus spécifiquement, j'ai choisi d'étudier le financement participatif d'EnR dans le cas de la France car le secteur a connu une forte croissance dans un contexte réglementaire favorable. Je réalise une étude de cas d'une plateforme de financement participatif spécialisée dans les projets d'EnR afin de présenter son modèle économique et les risques qui y sont associés. Ensuite, afin de mieux cerner les caractéristiques de ce secteur, je donne un panorama des différents acteurs impliqués dans le secteur du financement participatif d'EnR en France : les plateformes, les porteurs de projet et les contributeurs. Finalement, je mène une analyse empirique de données de sondage concernant le processus de décision des citoyens qui ont investi en France dans des projets de financementparticipatif d'EnR.

Determinants of willingness-to-pay for renewable energy: does the age of nuclear power plant reactors matter?

De nombreux pays sont confrontés à un dilemme : allonger la durée de vie des réacteurs nucléaires les plus anciens ou investir massivement dans les énergies renouvelables. Cet article étudie les déterminants du Consentement A Payer (CAP) pour les Energies Renouvelables (ER) en France à l'aide d'une question monétaire qui a été inclue dans une enquête internet organisée par l'OCDE. La principale contribution à la littérature de cet article est de tester si les personnes qui vivent près d'un réacteur sont sensibles à l'âge de ce réacteur. Nous trouvons que l'âge du réacteur a un effet positif sur le CAP pour les ER.
Is there a Link between Renewable Energy Consumption and Economic Growth? A Dynamic Panel Investigation for the OECD Countries

Cet article a pour but d'étudier la relation entre la consommation de l'énergie renouvelable et la croissance économique pour 34 pays de l'OCDE sur la période 1990-2014. A l'aide de techniques récentes de données en panel, les résultats montrent que l'augmentation du PIB réel a un effet positif et significatif sur la consommation d'énergie renouvelable et non renouvelable (et vice versa) seulement à long terme. A court terme, les impacts diffèrent selon lasource d'énergie (énergie provenant de sources renouvelables ou non renouvelables). A court terme, les résultats montrent une causalité bidirectionnelle entre la consommation d'énergie provenant des sources non renouvelables et la croissance du PIB. Les sources renouvelables sont influencées négativement par une augmentation de la croissance économique dans les sous-échantillons de l'OCDE. Dans l'ensemble, les résultats valident l'hypothèse de feedback pour les sources d'énergie non-renouvelables à court et à long terme. En ce qui concerne la consommation d'énergie renouvelable, les résultats valident l'hypothèse de conservation pour le court terme et l'hypothèse de feed-back à long terme. Ces résultats montrent que les politiques économiques devraient aborder simultanément la croissance économique et l'expansion du secteur des énergies renouvelables en finançant des investissements en R & D dans des technologies renouvelables prometteuses, en développant un réseau d'infrastructure connexe pour rendre les énergies renouvelables plus compétitives que les combustibles fossiles et en favorisant, en même temps, la coopération régionale et l'efficacité énergétique entre les pays.
Causality between Renewable Energy Consumption and Economic Growth: A Literature Review ; Causalité entre Consommation d'énergie renouvelable et croissance économique : Revue de littérature
With climate challenges and the depletion of fossil resources. The option of renewable energies seems a wise choice which renews the debate on the relationship / causality between the consumption of renewable energy and economic growth. From a theoretical point of view the link between these two variables can be treated with forecast models which are very often macro-econometric models (computable general equilibrium models) with a Top-down approach which starts from a macroeconomic balance which is gradually disaggregated. Or the opposite, with a "stock picking" view which is a bottom-up method that begins with a detailed description of the energy system with a complete list of various forms of energy, as well as the range of technologies available or to be. The two approaches (bottom-up and top-down) can be used simultaneously because they allow it to answer different questions posed by the rationalization of the production and consumption of energy so-called "hybrid" models. The same question can be treated by the elasticity logic, generally 4 hypotheses mark the causal relationship between energy and economic growth as well as the political consequences which ensue from it: the first, is the hypothesis of growth or energy causes GDP. In the second, a reduction in energy consumption has no negative effects on real GDP, it is the hypothesis of conservation. Under the neutrality assumption, the effect of energy on real GDP is small or zero. However, if a two-way causal relationship between energy consumption and real GDP exists, it is the feedback hypothesis. Similarly, the empirical studies that address this relationship are heterogeneous. This contrast is mainly due to the method used: time series, panel data, the bivariate approach (studies with only two variables: energy consumption and real GDP) and finally the multivariate approach. In addition to the method this difference can be explained by the size of the sample and the representative variables. JEL Classification : B22, B23, O13, Q49. L'option des énergies renouvelables semble un choix judicieux ce qui renouvelle le débat sur la relation/causalité entre la consommation d'énergie renouvelable et croissance économique. D'un point de vue théorique, le lien entre ces deux variables peut être traité avec des modèles de prévision qui sont très souvent des modèles macro-économétriques (modèles d'équilibre général calculable) avec une approche Top-down, descendante qui part d'un équilibre macroéconomique qui est progressivement désagrégé. Ou bien le contraire, avec une vision «stock picking» qui est une méthode ascendante qui commence avec une description détaillée du système énergétique avec une liste complète de diverses formes d'énergies, ainsi que l'éventail des technologies disponibles ou qui le seront. Les deux approches (ascendante et descendante) peuvent être utilisées simultanément, car elles le permettent de répondre à différentes questions posées par la rationalisation de la production et de la consommation d'énergie ce qu'on appelle les modèles «hybrides». La même question peut être traitée en se basant sur le principe de l'élasticité, généralement 4 hypothèses marquent la relation de causalité entre l'énergie et la croissance économique ainsi que les conséquences politiques qui en découlent: la première est l'hypothèse de croissance ou l'énergie cause le PIB. Dans la deuxième une réduction de la consommation d'énergie n'a pas d'effets négatifs sur le PIB réel c'est l'hypothèse de conservation. Pour l'hypothèse de neutralité, l'effet de l'énergie sur le PIB réel est faible ou nul. Cependant, si une relation causale bidirectionnelle entre consommation d'énergie et PIB réel existe c'est l'hypothèse de rétroaction (feed-back). Pareil, les études empiriques qui traitent cette relation sont hétérogènes. Ce contraste est dû principalement à la méthode utilisée: les séries temporelles, les données de panel, l'approche bi variée (les études avec seulement deux variables: consommation d'énergie et PIB réel) et enfin l'approche multi variée. Renewable energy development strategies in the MENA region: Comparative study and development corridors ; Les stratégies de développement des énergies renouvelables dans la région MENA : Etude comparative et couloirs de développement
Since the late 90s, several MENA countries have committed themselves to the development of renewable energies. In order to meet the twin economic and environmental challenges, the Mediterranean Solaire Plan (Paris, 2008) encourages this commitment by opening up the European market and increasing the production of renewable electricity. As a result, several investment projects have been implemented to increase the production of renewable energy in the region. However, investment efforts in these energies vary at country level and so far there is a lack of evidence to compare the position of countries in relation to their political commitment. The issue is not only how the political commitment of MENA countries affects their renewable energy supply, but also about which renewable energy sources have been preferred. The literature on energy consumption has highlighted the causal relationship between energy consumption and economic growth with four testable assumptions: the mortgage on growth, the assumption of retention, the assumption of feedback and the hypothesis of neutrality. We contribute to this literature by testing the empirical validity of the neo-classical production function. Our main contribution is the consideration of co-integration and non-linear asymmetries and between variables with the Nonlinear ARDL (NARDL) model (Banerjee et al., 1998; Pesaran et al., 2001; Shin et al., 2014). Assessment and evolution of renewable energy policy : the transition of the Latin-American electricity sectors ; Évaluation et évolution des politiques de promotion des énergies renouvelables : la transition des secteurs électriques en Amérique Latine
The transition to a more sustainable energy system requires a much faster development of new and renewable energy technologies for electricity generation (RENe). Thus, involving new challenges in the regulation of electricity sector. Additionally, a stronger commitment by emerging and developing countries for a deeper decarbonization trajectory, calls for the strengthening of renewable energy policies. Such policies include designing regulatory instruments that are better adapted for their specific economic and institutional needs.This thesis deals with the evaluation and the redesign of policies that encourage the diffusion of RENe in the context of Latin America's countries. To this end, we first use Environmental Economics theory to analyse the different regulatory instruments available, characterize them and to propose evaluation criteria based on a thorough review of the literature. We then carry out a panel data econometric study, to identify the determining factors of investments in regards to new RENe production capacity; and in particular, to measure the effectiveness of such policies. In a third phase, we mobilize the evolutionary theory of technological change to analyse the process of policy implementation, the existing barriers and the obtained results. This analysis is based on three case studies in the electricity sector of Chile, Brazil and Argentina. And finally, we focus on the challenges related to the massive deployment of RENe in Latin America by 2030-2040: the integration of intermittent energy sources, the access to financing and the industrial challenge.Our research shows that the evolution of the economic and institutional context encourages a dynamic which conditions public policy choices as well as their performance. We therefore propose the basis of an analytical framework for the design and assessment of ambitious long-term promoting policies.
