En este artículo se reconoce que la educación formal está poderosamente influida y delineada, desde sus bases, por fundamentos y orientaciones eugenésicos y de darwinismo social que la hacen altamente proclive a la producción y reproducción del racismo de modo que, con o sin contenidos racistas explícitos o implícitos, la educación formal ofrece condiciones que le permiten a éste verificarse por el solo hecho de que se desarrolle el plan curricular correspondiente. Con todo, ni los organismos internacionales que tienen en sus agendas la encomienda de prevenir y de luchar en contra del racismo, ni las instituciones locales que se han establecido en el país con un fin parecido parecieran notar este hecho, y tampoco lo hace la mayoría de las investigaciones que en México exploran el tema del racismo en la educación institucional.
This article rethinks the role that racialization plays in Latin America and relates racialization to multiculturalism. Official multiculturalism does not necessarily lead to reducing racism, and may even remain as a set of rhetorical gestures. It is necessary to focus on racism and the concept of "race" as phenomena with their own history and social strength. The marginalization of the concept of "race" in discussions about inequality in Latin America is examined here, and it is argued that it is necessary to see Latin America as an integral part of the "black Americas". I argue that the concept of "race" has been manifest in Latin America more than has been commonly assumed. I propose that issues of "race" and racism are gaining more public space in Colombia (and Brazil). Multiculturalism has to be understood as a battle ground in order to define its political effects.

El multiculturalismo oficial no necesariamente conduce a la disminución del racismo y puede quedarse en gestos retóricos. Es necesario enfocar el racismo y el concepto de raza como fenómenos con historia y fuerza social propias. En este artículo se mira cómo este concepto ha sido marginado en las discusiones sobre la desigualdad en Latinoamérica, y por qué es necesario ver a Latinoamérica como parte integral de las Américas negras. Además, cómo el concepto de raza se ha manifestado en Latinoamérica más de lo pensado. Se propone también que las cuestiones de raza y de racismo están ganando más espacio público en Colombia (y en Brasil). El multiculturalismo se tiene que entender como un campo de batalla, para definir sus efectos políticos.

De acuerdo con Isaac Benjamin, autor de The Invention of Racism in Classical Antiquity (La Invención del Racismo en la Antigüedad, traducción de HMS) también los principios elementales de la discriminación y el racismo provienen de autores tan reconocidos como Platón, Aristóteles, Herodoto, Hipócrates y Cicerón, quienes vertieron estas ideas y concepciones en la literatura de la Grecia y Roma clásicas.
This is an introduction to the Dossier "Racism, democracy and citizenship". We wanted to illustrate the extent of racism in Latin America. This diffusion of the phenomenon is fixed in observable and very specific facts. That has been our first step, given that there is a tendency to deny racism, which tries to remove this phenomenon from any cultural or social discussion in our countries. Next, we have logically and historically shown the correlation of anti-racist movements with democratic transformations and citizen mobilizations. In the specific case of Latin America in the present, we have pointed out that this coupling comes from the 80s of the last century. In some national contexts, it has advanced rapidly and profoundly depending on the autonomy of the organizations of racialized subjects. Finally, we show the evidence of inequality in the case of indigenous peoples. This inequality begins with the disadvantages of these peoples to make use of natural elements to which access has been denied. This makes very evident the need for democracy in indigenous affairs and the insufficiency of the denial of racism. ; Esta es una introducción al Dossier "Racismo, democracia y ciudadanía". Hemos querido ilustrar la extensión que tiene el racismo en América Latina. Esa difusión del fenómeno se fija en hechos observables y muy específicos. Ese ha sido nuestro primer paso, dado que existe una tendencia de negación del racismo, que trata de sustraer ese fenómeno de cualquier discusión cultural o social en nuestros países. A continuación, nosotros hemos mostrado de manera lógica e histórica la correlación de los movimientos antirracistas con las transformaciones democráticas y las movilizaciones ciudadanas. En el caso específico de América Latina en el presente, hemos señalado que ese acople proviene desde la década del 80s del siglo pasado. En algunos contextos nacionales ha avanzado de una manera rápida y profunda en dependencia de la autonomía de las organizaciones de los sujetos racializados. Finalmente mostramos las evidencias de la desigualdad en el caso de los pueblos indígenas. Esa desigualdad empieza en las desventajas de esos pueblos para hacer uso de elementos naturales a los que se les ha negado el acceso. Eso hace muy evidente la necesidad de democracia en los asuntos indígenas y la insuficiencia de la negación del racismo.

From an anthropological perspective, Fernández Robaina reviews the social issues that exemplify the complexities of racial integration in the history of the Island in order to relate them to the political practices that have taken place in recent years, not only in Cuba, but also in other Latin American countries, in relation to the challenges of multiculturalism. ; En el artículo se reflexiona en torno a la problemática del racismo en Cuba en las últimas décadas y se presenta cuestiones capitales en el debate sobre la integración de las identidades raciales en Cuba. Desde un punto de vista antropológico, Fernández Robaina repasa las cuestiones sociales que ejemplifican la compleja integración racial en la historia de la Isla para relacionarla con las actuaciones políticas que se llevan a término en los últimos años, no solo en Cuba, sino también en otros países latinoamericanos, en referencia a los desafíos de la multiculturalidad.

El primer lugar se aborda como se manifiesta el racismo en el presente, es decir, que aspectos lo caracterizan y han hecho que se denomine como "neorracismo". Tras esto, el trabajo se centra en la manifestación de este fenómeno en la industria cinematográfica, tratando las controversias que este hecho genera. Después se tratan las diversas medidas que se han llevado a cabo en el plano internacional, tanto por la labor de la ONU como por la de activistas. Asimismo también se mencionan algunas disposiciones destacadas que ha llevado a cabo la Unión Europea en esta materia. ; The first place is how racism manifests itself in the present, that is, the aspects that are characterized and have been called "neracism". After this, the work focuses on the manifestation of this phenomenon in the film industry, dealing with the controversies that this generates. Human beings millenarian interest in improving their natural attributes culminated at the end of the 19th century with the emergence of 'eugenics' as a science that studied the enhancement of human lineage. In practice, the ideological and political eugenics movement materialized in the first half of the 20th century, especially in the United Kingdom, the United States of America and Germany. These three nations, embodying the eugenics movement mainstream, tried to carry out the desired improvement of human species by applying several homophobic and racist policies whose direct consequence was involuntary sterilization and murder of thousands of people. However, the end of the Second World War brought about a turning point for the eugenics movement. It gradually modified its racist nature in order to develop the idea of human enhancement from the point of view of "social welfare" and the improvement of citizens' quality of life, giving rise to a racism-welfare hybridization within the eugenics ideology of the second half of the 20th century. ; El milenario interés del ser humano por mejorar sus atributos naturales derivó a finales del siglo XIX en la emergencia de la 'eugenesia' como ciencia que estudiaba la mejora del linaje humano. En la práctica, el movimiento ideológico y político eugenésico se materializó en la primera mitad del siglo XX, especialmente en Reino Unido, Estados Unidos y Alemania. Estos tres Estados, considerados como la línea principal del movimiento eugenésico, intentaron llevar a cabo la pretendida mejora de la especie humana a través de toda una serie de políticas de carácter homófobo y racista cuya consecuencia directa fue la esterilización involuntaria e incluso el asesinato de miles de personas.
