The term co-radicalization refers to intergroup hostilities leading to conflicts through cycles of reciprocal threat. This article explores the concept of co-radicalization in violent and non-violent terms and its potential application particularly in Turkey and broadly in the Middle East, a region characterized by ethnic, cultural and religious diversity, as well as socio-economic disparities. Drawing from the social fragmentations recently observed in Turkey, where scientific research on radicalism and co-radicalization is insufficient, the article offers several subjects of scrutiny, including (1) socio-economic co-radicalization between the native and migrant people in the fringes of the urban spaces, (2) the religious norm carriership led by the state institutions and the rise of "Deism" and atheism in response, and (3) the variety of non-violent radical expressions feeding each other, from music to satire. We conclude that the study of co-radicalization should be distinguished from the reductionist approaches to the concept, which tend to take terrorism and radicalism synonymously; the social scientific goal is to gain a deeper understanding of the complex dynamics behind societal divisions.

Ayrıca çalışmanın vaka analizi olarak, varsayılandan daha karmaşık bir örgütlenme sunan ve mevcut literatürün analizde yetersiz kaldığı Hamas örneği seçilmiştir. ; A survey of the existing literature on political violence reveals that there is no single paradigmatic approach and method with which to study collective forms of political violence. Scholars usually focus on one type of political violence, developing a case-specific approach, which is not adequate to the task of providing a comprehensive framework with which to analyze different forms of collective political violence. This study points to the need for a new framework which overcomes the shortcomings and limitations of the existing literature. It argues that social movement theory (including both Resource Mobilization approach and New Social Movements theory) can contribute to the development of such a comprehensive approach by providing the base for another way of understanding and interpreting collective political violence as it offers the necessary conceptual and methodological tools such as political opportunity structures, framing processes, resource mobilization, organizational mobilization strategies, movement participation and processes of identity construction. It is, thus, necessary to combine the theoretical insights of social movement theory and the literature on political violence to better analyze collective political violence in different contexts at different times. In this study, these arguments are presented through a case study of Hamas, a complex organization, which is often inadequately analyzed within the existing literature on collective political violence.
Çalışmada, popülizmin esasen liberal demokrasinin iç krizi olduğu ve bu krizden çıkmak için türeyen yeni bir konuşma biçimi olduğu teziyle, radikal ya da aşırı-sağ hareketlerin ve partilerin güçlenme nedenleri ve sonuçları anlatılacaktır. Avrupa Parlamentosu veya ülkelerindeki seçimlerde oylarını artıran aşırı-sağ parti örneklerine ve bu partilerin etkisiyle merkez partilerin radikalleşme sürecine değinilecektir. Avrupalılaşma düşüncesinin gerilemesi, anayasa tartışmalarında AB'nin yeni bir aşamaya geçememesi ile birlikte ülkeler kendi iç siyasetlerinin belirleyiciliğine geri dönmektedir. Popülist sağ partiler bu süreçte yeni bir siyaset önerseler de önerilerinin evrensel insan hakları ile temel hak ve özgürlüklerin gerisine düşmeden serbest piyasacı bir versiyonun ötesine geçmesi gerekir. ; The study aims to analyze the reason and results of the radical or extremeright movement and parties in Europe in the framework of the thought that populism is the inner crisis of liberal democracy. This paper analyzes the extreme political party cases, which raise their voting rate in the European Parliament elections and national or local parliament elections and the radicalization of mainstream parties, which are under the effect of those parties, especially in Poland and Hungary. These countries have got back to domination of domestic politics in the process that declining of Europeanization and the failure of moving European Union to another stage in the constitution debate. Populist radical right has raised its power on this process. While these parties offer a new politics, new democracy have to go beyond free market-based version and not go back to basic universal human rights.
İnsanlık tarihi kadar eski olan terör çeşitli süreçlerden geçerek günümüze kadar gelmiştir. Avrupalı devletler güvenliklerini sağlamak adına ekonomik ve siyasi olarak bütünleşmeye gitmiştir. Bu amaç doğrultusunda hem ekonomik hem siyasi olarak birçok adım atılmış, atılan adımlardan en önemlisi ise Avrupa Birliği'nin kurulması olmuştur. Avrupa Birliği'nin kurulması ile birlikte terörle mücadele adına birçok çalışma yürütülmüş fakat birlik beklenen başarıyı yakalayamamıştır. 11 Eylül saldırılarının da gerçekleşmesiyle Avrupa'da güvenlik zafiyetinin üst seviyede olduğu gözlemlenmiştir. Terörle mücadele adına çeşitli önlemler alınmış, 2004 Madrid ve 2005 Londra saldırıları ile de bu önlemler daha da arttırılmıştır. Küreselleşme ile birlikte IŞİD'in doğuşu, yabancı savaşçı ve radikalizmle mücadeleyi de beraberinde getirmiştir. Radikalleşme ve terör hukuki, kurumsal önlemlerin yanısıra psikolojik, sosyal ve ekonomik boyutlarıyla da değerlendirilmelidir. Alınan tüm önlemlere rağmen 2015'te Fransa'da Charlie Hebdo dergisine yapılan saldırı ile birlikte İslami radikalizm daha da tırmanmış ve terör ideolojik boyut kazanmıştır. Bunun sonucunda Avrupa'da İslamofobi artarak daha da tartışılır hale gelmiştir. ; Terror, which is as old as the history of humanity, has passed through various processes and has survived until today. European states have gone into economic and political integration in order to provide their security. To this end, many steps have been taken both economically and politically, and the most important one has been the establishment of the European Union. With the establishment of the European Union, many studies have been carried out in the name of combating terrorism, but the European Union has not achieved the expected success. With the September 11 attacks, the security weakness in Europe was observed to be at the highest level. Various precautions have been taken in the name of combating terrorism and these precautions have been increased with the 2004 Madrid and 2005 London attacks. With the globalization, the rise of ISIS brought along the fight against foreign fighters and radicalism. Radicalization and terrorism should be evaluated in terms of psychological, social and economic dimensions as well as legal, institutional measures. Despite all the measures taken in 2015, with the attack on Charlie Hebdo in France, Islamic radicalism escalated, and terror gained an ideological format. As a result, Islamophobia has become increasingly debatable in Europe.
SOL, LİBERALİZM VE DEMOKRASİTÜRK AYDINLARININ DÖNÜŞÜMÜ (1980-2008)ÖZETBu çalışmanın amacı, seksenli yıllardan itibaren Türkiye solunda, bir deradikalizasyon süreci olarak tanımlanan liberal demokratikleşme perspektifinin ortaya çıkışını farklı görünümleriyle incelemektir. Solcu entelektüeller tarafından yayılan bu liberal-demokrat söylemin şekillenişi 12 Eylül 1980 darbesi karşısında devrimci hareketlerin yenilgisi ve Yeni Sağ'ın hegemonyası çerçevesinde ele alınır. Kemalist rejime ve Türkiye sosyalist hareketinin geçmişine yönelik bu "sol liberal" düşünce akımı tarafından formüle edilen eleştiriler ve savunulan demokratikleşme stratejisi, özerk bir sivil toplumun ortaya çıkmasını engellediği varsayılan "güçlü devlet geleneği" tezine dayanan bir tarih okumasıyla ilişkileri bağlamında incelenir. Çalışmamızda, aynı zamanda doksanlı yılların ortasından itibaren liberal yayın organlarının ortaya çıkışını açıklamak üzere medyatik ve entelektüel alanlarda meydana gelen dönüşümlere odaklanılır. Liberal sol söylemin sözcülüğünü yapan başlıca entelektüeller, Türkiye'nin Avrupa Birliği'ne katılımına dayalı ve siyasal ilişkilerin "normalleşmesini" sağlayacak hegemonik projeyle yakından ilişkili bir "demokratik söylemin" inşasına bu gazeteler aracılığıyla katılır. The emergence of this democratic- liberal discourse among leftist intellectuals is placed in the context of revolutionary movements' defeat in the face of 1980 military coup and the construction of the hegemony of new right. Different critiques of Kemalist regime and the past of socialist movement in Turkey as well as democratization strategies formulated by this "left liberalism" are analyzed in their relations with the hegemonic reading of the Ottoman-Turkish historical development conventionally known as the thesis of "strong state tradition" which has supposed to prevent the emergence of an autonomous civil society. Our study also focuses on the transformations in the media and of the intellectuals in order to expose the rise of the liberal press after the mid 1990s. Outstanding intellectuals, who are the spokesmen of the liberal left movement, have contributed to the construction of a "democratic" discourse through their columns and newspaper articles. This discourse is deeply linked with the project of Turkey's adhesion in the European Union, which is constructed as a hegemonic project that would lead to a process of "normalization" of the political relations to be emancipated from military tutelage. The final chapter is reserved to the analysis of the political positioning and analyses of the "democratic intellectuals" on the basis of their columns in the course of two period of political crisis and military interventions, namely 1996-1997 and 2007-2008. Terörizmin demokratik toplumlarda mı, yoksa otoriter ya da totaliter hükûmetlerin iktidarda olduğu toplumlarda mı daha fazla imkânlar bulabildiği konusunda görüş farklılıkları vardır. Hâkim görüş demokrasinin terörizm için diğerlerinden daha fazla imkânlar sunduğu yönündedir. Bu halde demokrasiyi dünya üzerinde yaygınlaştırmaya matuf çabaların altında yatan niyetlerden birkaçının ülkedeki toplumsal gruplar arasında çatışmalar oluşturmak, siyasal, sosyal ve ekonomik istikrarsızlıklar yaratmak, devletleri/hükûmetleri güçsüzleştirmek vb. olduğu ileri sürülebilir. Nitekim bazı devletlerin hâlihazırda bir yandan demokrasiyi teşvik etmeleri diğer yandan ise terörizme ve terör örgütlerine destekler vermeleri, demokrasinin bu uğurda kullanılabileceğine dair iddiaları bir komplo teorisinin ürünü olmaktan çıkarmaktadır. İnsanın yaşam kalitesinin artırılabilmesi için önemi haiz olan demokrasi, bazı toplumlarda radikal fikirlerin oluşması için uygun zeminler sunabilir. Öyle bir zeminde radikalleşmeyi hızlandırıp aşırıcı davranışları teşvik ederek toplumlarda azınlık durumunda bulunan vatandaşlar ya da diğer gruplar aleyhinde aşırı sağ terörizmin gelişimini de kolaylaştırabilir. Terörizmin bu türü özellikle kültürel çeşitliliğe sahip olan toplumlarda toplumsal bütünleşmenin sağlanabilmesinin önündeki engellerden biridir. Bu nedenle özellikle bu tür toplumlarda demokratik polislik hizmetleri önem kazanmaktadır. Ancak polislik hizmetlerinde görev alacak olan kişilerin ideolojik kimlikleri, polislik hizmetlerini sunan kurumların yerleşik kurumsal kimlikleri, ülkedeki toplumsal gruplar arasında "hâkim" durumda bulunan grupların diğerlerine ilişkin algıları ve tutumları, tüm iyi niyetli çabalara rağmen, terörizmin bu türüyle mücadeleyi zorlaştırabilir. Zorluklarına rağmen demokrasilerde iç güvenlik yönetimleri ve polislik hizmetleri bu türdeki riskleri dikkate alan stratejilerin üretilmesi suretiyle yapılandırılmalıdır. Başka bir ifadeyle özellikle çokkültürlü toplumlarda polislik hizmetleri artık aşırı sağ terörizmle baş edebilecek nitelikte geliştirilmelidir. Çünkü aşırı sağ terörizmle mücadele meselesi hükûmetler için bir meşruiyet meselesi iken, devletler ve toplumları için bir beka meselesi olabilir. ; There are differences of opinion in whether terrorism finds more possibilities in democratic societies, authoritarian or totalitarian societies. The prevailing view is that democracy offers more opportunities for terrorism than others. In this case, it can argue some of the underlying intentions of the efforts to spread democracy around the world are to create conflicts between social groups in the country, to create political, social and economic instability, to weaken states/governments etc. As a matter of fact, the fact that some states are already promoting democracy on the one hand and supporting terrorism and terrorist organizations on the other hand makes the claims that democracy can be used for this purpose from being the product of a conspiracy theory. Democracy, which is important for increasing the quality of life of people, can provide suitable grounds for the formation of radical ideas in some societies. It can also facilitate the development of far-right terrorism against citizens or other groups who are in a minority position in societies by accelerating radicalization and encouraging extremist behavior on such a ground. This type of terrorism is one of the obstacles to social integration, especially in societies with cultural diversity. For this reason, democratic policing services gain importance especially in such societies. However, the ideological identities of the people who will take part in the police services, the established institutional identities of the institutions providing the policing services, the perceptions and attitudes of the groups that are in a "dominant" position among the social groups in state, may complicate the fight against this type of terrorism despite all well-intentioned efforts. Despite their difficulties, internal security administrations and policing services in democracies should be structured by producing strategies that take into account such risks. In other words, policing services, especially in multicultural societies, should be developed in a way that can cope with far-right terrorism. Because of while the issue of the fight against far-right terrorism is a matter of legitimacy for governments, it can be a matter of survival for states and their societies.
