In recent years institutions have regained their lost prominence throughout the social sciences. A host of rules, routines, and norms shape social and political interaction, the new institutionalists agree. However a sociological and a rational choice approach have disagreed on a number of issues, most notably on how institutions shape political action. Notwithstanding this, the conception of man and human rationality is the root of most controversies. In contrast to other presentations this essay argues that the most promising aspects of the two traditions are already converging. If the rational choice approach abandons its narrow conception of rationality, and if the sociological approach concedes that human beings have a capacity of conscious reflection over goals and values irrespective of context, one of the critical obstacles for mutual theoretical enrichment has been swept away. A more reasonable conception of rationality sees preferences as culturally bounded and shaped by experiences constrained by institutions. Within this framework, dialogue between the two approaches is possible; different theories of institutional change can be seen as being complementary or as rivals; a host of politically germane issues can reenter our research agenda. In den Wirtschaftswissenschaften dominiert die "ökonomische Sicht der Welt", die auch in anderen Wissenschaften Platz greift. Der einzelne Markt wird als Marktwirtschaft für das wirtschaftliche Teilsystem der Gesellschaft fortgedacht und schließlich die gesamte Gesellschaft als Marktgesellschaft ökonomisch interpretiert. Aus dem "wirtschaftenden" Menschen wird der "wirtschaftliche" Mensch, der "homo oeconomicus" der Wirtschaftstheorie. Den ersten Teil der Überlegungen des Autors bildet der Versuch, dieses Vorgehen als nicht untypisch für traditionelles wirtschaftliches Denken auszuweisen. Vom "vermarkteten Menschen" und seiner Zukunft wird der "wirtschaftende Mensch" und seine nichtwirtschaftliche Umwelt abgehoben. Das Individualprinzip in der Wirtschaft führt in Verbindung mit dem Rationalitätsprinzip zum Menschen als "homo oeconomicus", zur Marktwirtschaft und Marktgesellschaft als "vernünftiger" sozialer Organisation. Das Sozialprinzip in Verbindung mit dem Rationalitätsprinzip führt zur Planwirtschaft. Dritte Wege führen zur "Systemüberwindung" oder nur zu "zweitbesten Lösungen". Die Verallgemeinerung des homo oeconomicus als Natur des Menschen und bester Weg zu einer vernünftigen Gesellschaft "könnte jedoch den wirtschaftenden Menschen hindern, die Früchte seiner Anstrengungen durch mehr Freiheit von der Wirtschaft statt in der Wirtschaft zu genießen." Dies wird am Problem der Arbeitslosigkeit veranschaulicht. (ICD)

Recent research on European integration has largely profited from the institutionalist turn in political science. Theoretical progress has, however, hampered by the diverse understandings of this new research tradition. This paper tries to tackle the conceptual diversity in a positive way. We first analyse the neo-institutionalist turn in political science and European studies and then move on to detailed analysis and comparison of the three competing approaches - sociological, historical, and rational choice institutionalism. Next, we will show that the main differences are as much epistemological as theoretical. A convergence towards a unifying institutionalist approach can thus only be possible if some sort of a methodological convergence takes place. We sketch how a synthesis between the competing schools might appear. (European Journal of Political Research / FUB)
