This editorial is not about pandemics. Or not only. After a long year, when most predictions about how society would change turned out to be wrong —or were revealed as mere wishful thinking—, if one thing has become clear it is the perennial difficulty, as Walker Kaplan noted in a recent article in LitHub (2020), of writing "about the swamp while still being waist-deep in it". Experiences of social and political unrest, trauma, or crises in the broadest sense "need time to percolate" and it is usually easier to look at them from a distance, obliquely, or with some measure of historical perspective (Power, 2020). And this applies to fiction as well as to historical, sociological or political analyses. In other words, the challenges of the last year are compounded by the difficulty of accurately diagnosing the present because, as the philosopher Patricia Manrique notes, faced with the novelty of a "crisis" the usual reflex is to interpret it within the parameters of the already known. We tend to appeal to tired tropes and dull meanings, for example our understanding of "time" and "crisis", in our attempt to name that which does not yet have a name. In these brief introductory notes, I turn to these three concepts —contemporaneity, crisis, time— as a means of providing a framework for approaching the eight articles that make up this monographic dossier. In their examination of literary texts that traverse the long twentieth century and reach into the twenty-first, they span almost a century, from Virginia Woolf's first modernist novel, published in 1922, to works published as recently as 2019.
La actual crisis económico-financiera en la que se encuentran sumidos muchos países desarrollados, ante todo de la Unión Europea, está muy relacionada con las últimas transformaciones y adaptaciones del sistema capitalista, las nuevas ofensivas neoliberales y la falacia sobre la que se sustenta la construcción europea, que desde sus orígenes ha estado supeditada al capital financiero alemán. Esta crisis económica, financiera y de la deuda está sirviendo para aplicar unos planes de ajuste que recaen sobre las clases sociales más desfavorecidas y empobrecen a los países más vulnerables. Las consecuencias de esta situación crítica pueden ser imprevisibles mientras siga en pie ese megaproyecto capitalista, imperialista, financiero y burgués llamado Unión Europea. El futuro pasa por construir unos Estados Unidos Socialistas de Europa, donde se superen las fronteras nacionales, haya una integración política plena y la propiedad de los medios de producción sea pública. ; The current economic and financial crisis in which many developed countries, first and foremost of the European Union, are mired is closely related to recent transformations and adaptations of the capitalist system, the new neoliberal offensive and the fallacy on which is based the construction of Europe, which since its inception has been subject to the German financial capital. This economic, financial and debt crisis is serving to implement plans setting that they fall on the most disadvantaged social classes and impoverish the most vulnerable countries. The consequences of this critical situation can be unpredictable while still standing that mega financial and bourgeois capitalist, imperialist project called European Union. The future is to build a Socialist United States of Europe, where national borders are exceeded, has a full political integration and ownership of the means of production is public.
The municipal social services must give precedence to or regain the main role of citizens in taking social decisions at a municipal level, by providing innovative mechanisms to express and coordinate, thus allowing for greater participation fromcitizens and social entities. The article analyses the contributions and opportunities for civic participation, and goes deeper into the democratisation of public policies in the municipal sphere. A systematic and reflexive assessment of the contexts, objectives, dimensions, opportunities and mechanisms aimed at incorporating civic participation into social services management. In addition, results and conclusions are presented from recent empirical research into participation in municipal social policies, comparing the reality and trends in studies and experiences, both nationally and internationally. ; Els Serveis Socials municipals ha de prioritzar/recuperar el protagonisme ciutadà en les decisions socials municipals mitjançant la innovació en l'articulació i coordinació de mecanismes que permetin una més gran participació dels ciutadans i de les entitats socials. L'article realitza una anàlisi de les contribucions i oportunitats de la participació ciutadana per aprofundir en la democratització de les polítiques públiques en l'àmbit municipal. Una avaluació sistemàtica i reflexiva dels contextos, objectius, dimensions, oportunitats i mecanismes orientats a incorporar la participació ciutadana en la gestió de serveis socials.
