Kosovo: Os Desafios A Democratizacao

This article focuses the relation between the state and democracy in Kosovo, analysing three of its dimensions: the international recognition, the govern capacity and the national cohesion. After the unilaterally declaration of independence in February 2008, Kosovo searches to concretize two main goals: to obtain the State total international recognition and to pursue its transition process towards the democracy and market economy, approaching the European Union. As a new open war unfolds in the Middle East, in defiance of an internationally, UN recognized border between Israel & Lebanon, the fact remains that for almost 60 years now, Israel, like no other country, has seen its existence as an independent, sovereign state, hotly & widely called into question. Drawing mainly from Portuguese diplomatic documents, this article brings to light the policy & attitudes adopted by Portugal towards Israel from the proclamation of the State through the reluctant path to formal recognition, & the somewhat vague rapport the two states on the west's periphery established in the period between 1948 & 1977, when Portugal finally extended full de jure recognition to Israel. The democratization process which was launched by the United Nations mission in Kosovo on June in, 1999 & the unilateral declaration of independence of the Serbian province on February 17, 2008 are the landmarks that signal the democratic transition & the creation of the new state in Kosovo. Kosovo is the largest per capita recipient of EU financial aid in the world, and is home to the largest civilian crisis management mission ever launched by the EU (EULEX). However, it is questionable whether or not this assistance has been sufficiently effective. The judiciary continues to suffer from political interference, inefficiency and a lack of transparency and enforcement. The Kosovar authorities do not prioritize sufficiently the rule of law and the disagreement over the recognition of Kosovo jeopardizes the incentive for EU accession. This paper considers the EU's assistance to Kosovo in the field of the rule of law and assesses its success in achieving its intended results. It discusses the EULEX's impact upon the overall progress of Kosovo in the main areas of the rule of law: the police and justice. Adapted from the source document.
Empresários, trabalhadores e grupos de interesse: a política econômica nos governos Jânio Quadros e João Goulart, 1961-1964
This thesis analyses the formulation and implementation of economic policy in Brazil during the administrations of Jânio Quadros and João Goulart (1961-1964). The main objective is to understand why the Brazilian government was unable to tackle the countrys most urgent economic problems, such as rising inflation and a mounting balance of payments crisis. To do so, the study explores the way social groups, including entrepreneurs, workers, and representatives of foreign nation states, influenced economic policy outcomes. Making use of a wide range of data from confidential employers reports, labor periodicals and commercial newspapers, through to official government sources from Brazil, the U.K. and U.S. the thesis concludes that interest groups reactions are fundamental to explaining why economic programs failed in the early 1960s. While during the administration of Jânio Quadros employers attitudes played a major role, in the final phase of João Goularts presidency, a great distributional struggle broke out between capital and labor, setting the stage for the collapse of Celso Furtados Three-Year Plan. The findings are of great relevance given scholars general recognition that the inadequacy of the Brazilian government in tackling economic problems had a decisive impact on the fall of democracy in 1964, in turn paving the way for a 21-year military dictatorship
Políticas da imagem: vigilância e resistência na dadosfera

The author proposes, in the six essays of this her brand-new book, a reflection on the status of image in the contemporary world. Since the emergence of photography, and after cinema, the universe of technical images did not know a process of transformation as radical as that of our time. Images have become the main interfaces of daily mediation, occupying communication, affective relationships, infrastructure, surveillance aesthetics and body scan systems in the city. Speaking of image policies, she argues that images are, in addition to the transmission of ideas and languages, the very field of political tensions and disputes of today. Beiguelman associates the invention and massive distribution of smartphones with a new surveillance regime, no longer instituted by the state, but the result of the systematic capture of personal data, deliberately offered by users to social media platforms the datasphere. The countless production of images in the feeds and stories of social networks, surveillance cameras and official records configure, according to her, a new aesthetic of surveillance. Digital image, selfies, memes, image aging apps, Waze and Google Maps, deep fakes videos, body scanning, the internet of things, facial recognition machines, artificial intelligence, gable protest projections in cities, digital censorship, all these novelties from the contemporary world are analyzed by Giselle Beiguelman to describe (and even guide the reader to recognize in the world around him/her) the role of the image in social relations today
