1948 yılında İsrail devletinin kurulması ve İsrail-Arap Savaşı"ndan sonra 700.000'den fazla Filistinli Arap, ülkeyi terk etmek zorunda kaldı. Lübnan, Ürdün, Suriye ve Mısır gibi komşu ülkelere ise bu mülteciler istemeden yerleşmek zorunda idiler. Ev sahibi ülkeler arasında, Filistinli mülteciler için en sorunlu ülke Lübnan"dır. Bu husus devletin istikrar ve güvenliğini, aynı zamanda mültecilerin yaşam koşullarını da etkiler. The research of the Palestinian refugee question has fundamental importance both at national and international level, because the problem can influence the realities of the world and particularly of the states hosting the refugees. The need of understanding the historical background and the causes of the Arab-Israeli conflict is very important in order to provide the best solutions for the refugee problem. The comprehension of the continuous armed struggle between the parties involved in the conflict and the permanent violation of the human rights is significant in securing the right assistance for the needy persons. In order to maintain the security of the international community and the agreement between the Israel and other Arab states, the Palestinian question is the basic element that should be solved. Im particular, the research of the policies of Lebanon towards the Palestinians is absolutely necessary, considering that the massive violation of the human rights and the inhuman living conditions of the refugees are unseen in another hosting country. The regional security is dependent on finding a solution for the Palestinians from Lebanon, because the economic, social and political exclusion of the refugees has created a psychological anxiety, which can determine conflicts in the society. As it was seen in the history, the Palestinians had been the reason for a series of armed conflicts in the region involving the most important actors, for civil war and the threat for Lebanon"s security, determining external occupation. In the analysis of the Palestinian refugees" exclusion on account of the Lebanese policies, there are a series of fundamental questions. Firstly, what was the context that determined the Palestinians to arrive to Lebanon and remain in a state that has not provided them any rights? In addition, what is the meaning of the refugee problem and how is treated by the international community and law? Another question is about the situation of the Palestinian refugees in the world and more specific what are their living conditions in Lebanon? The main question of the thesis is about the policies promoted by Lebanon towards the Palestinian refugees. Ultimately, an important question regards the differences between the Palestinian refugees from Lebanon and the ones from another two states under UNRWA areas of operation, Jordan and Syria.

Tatar, Volkan (Arel Author) ; 2010 yılında Tunus'ta bir gencin kendisini yakmasıyla başlayan Arap Baharı, toplumsal, politik ve ekonomik bir kriz haline gelerek birçok bölge devletini derinden etkilemiştir. Tunus'ta başlayan ve domino etkisiyle bölge devletlerine yayılan hareket, başlangıçta bölgedeki devletlerin uzun yıllar yönetiminde olan siyasi elitleri tedirgin etmiş, sürecin devamında ise iktidar değişiklikleri meydana getirmiştir. 2011 yılında Arap Baharının etkisine giren ve her geçen gün daha da çatışma bölgesi haline gelen Suriye'den, yaklaşık 4 milyon kişi başka bölgelere göç etmek zorunda kalmıştır. Göç eden kitlenin büyük çoğunluğunun hedefi, coğrafi yakınlığın da etkisiyle Türkiye'dir. Bu sebeple Türkiye, Arap Baharının olumsuzluğunu ve yükünü çeken devletlerin başında gelmektedir. Dış politikada olduğu kadar, iç politikada da tartışma konusu olan Suriyeli mülteciler için, özellikle güneydoğu illerinde sığınma kampları kurulmuştur. Ayrıca Suriyeli mültecilerin, Avrupa devletlerine kaçak geçiş için, Ege Bölgesi'ni kullanmalarından dolayı bu mesele, Türkiye ile Avrupa Birliği'ne üye devletleri de karşı karşıya getirmiştir. Arap Baharı bu kaçak göçlerle birlikte farklı devletlerin ortak ve içinden çıkılması zor sorunu haline gelmiştir. Bu çalışmanın konusu, Arap Baharı sonrasında Türkiye'nin karşı karşıya kaldığı mülteci sorununu farklı açılardan irdelemektir. Bu amaçla nitel veri toplama yöntemi kullanılmış, belge incelenmesi üzerinde durulmuştur. Konuyla ilgili kaynaklar incelenmiş, farklı yayın organlarında yer alan röportaj ve haberlerden de kaynak olarak faydalanılmış, nitel veri analiziyle sonuca ulaşılmaya çalışılmıştır ; The Arab Spring, which was triggered by a young boy's burning himself up in Tunusia, has had an impact on most of the other countries in the same region deeply through turning into a social, political and economic crisis. The movement starting in Tunusia and spreading into the surrounding countries through domino effect, first made the political elitists governing the countries for a long time feel uneasy and then led to governmental changes in the following period. 4 million people had to leave their home country Syria, which had been influenced by the Arab Spring since 2011 and then turned into a battle field gradually day by day. These people had to immigrate to other regions. Due to its being close to the area, Turkey has been in the target of the majority of these immigrants. Owing to this fact, Turkey is one of the major countries which have experienced the negative effects, consequences and the burden of the Arab Spring the most. Refugee camps have been established especially in the Southeast provinces in the country for the Syrian refugees, who have been at the core of the discussion continuously in not only domestic policy but also foreign policy. Apart from that, this issue has created a big conflict between Turkey and the members of European Union since Syrian refugees have been using The Aegean Sea as a passage to enter European countries illegally. With the accompaniment of these illegal migrations, The Arab Spring has turned out to be a very big issue which is difficult to be resolved for a lot of different countries. The subject of this paper looks into the refugee problem Turkey has been facing as a result of the Arab spring in different aspects. With this aim in mind, qualitative data collection method and qualitative data analysis has been used. The resources regarding the subject have been analyzed and the interviews and the news found in various media resources have been utilized as a resource in order to reach conclusions through the qualitative data analysis method

ÖZET2011'de başlayıp bir dalga halinde Kuzey Afrika'dan Orta Doğu'ya yayılan Arap ayaklanmaları bölgede emsalsiz dönüşümlere neden oldu. Bu çalışmada ayaklanmaların bir sonucu olarak ortaya çıkan Suriyeli mülteci krizine Avrupa Birliği'nin ulusal ve toplumsal güvenlik çerçevelerinden getirdiği yorumlamalar karşılaştırılmıştır. İki güvenlik anlayışının getirdiği farklı algılayışların kaynağına inmek amaçlanmıştır. Avrupa Birliği içinde hâlihazırda bilinen, demokrasi açığı gibi fay hatlarını Suriyeli mülteci krizi üzerinden incelemesi açısından çalışma, kurumun varoluşuna, devletler ve toplumlar ile olan ilişkilerine dair soru işaretleri uyandırması açısından önem arz etmektedir. Araştırmada niceliksel ve niteliksel analiz yöntemlerinden yararlanılmıştır. "Suriyeli mülteciler" olarak alınan örneklem 2011'de Suriye İç Savaşı ile başlayan dönemden, günümüze kadar geçen sürede Avrupa Birliği bölgesine giriş yapan Suriye vatandaşlarını kapsamaktadır. Bu gruba dair veriler göç üzerine çalışmalar yapmakta olan uluslararası örgütlerin, sivil toplum kuruluşlarının ve devlet kurumlarının veri bankalarından elde edilmiştir. Ulusal güvenlik ve toplumsal güvenlik kavramlarına dünden bugüne bir bakış ile kavramlara atfedilen farklı anlamlar incelenmiştir. Suriyeli mülteci krizi, üye ülkelerin böyle hayati bir olaya dair dahi fikir birliğine varamaması nedeniyle Avrupa Birliği'nin varoluşsal bir kriz yaşayıp yaşamadığı sorusunu tekrar gündeme getirmiştir. Çalışma ile Avrupa Birliği gibi uluslar üstü nitelik taşıyan bir kurumun üye ülkelerin güvenliklerine dair karar alma mekanizmalarına getirdiği kısıtlamalar bir kez daha gözler önüne serilmektedir. Ulusal ve toplumsal güvenlik kavramlarının tarih boyunca geçirdiği dönüşümler ve demokrasinin kalitesine dair mühim bir gösterge olan devletlerin toplumları temsil etme derecesi gibi sorunlara Avrupa Birliği geneli ve farklılıklara dikkat çekmek amacıyla, üye ülkeler özelinde yanıt aranmıştır.ABSTRACTThe wave of Arab uprisings, which started in 2011 in North Africa and spread to the Middle East, entailed unprecedented transformations for the region. In this study, interpretations from the national and societal security perspectives of the European Union for the Syrian refugee crisis which occurred as a result of these unrests, are compared with one another. It is expected to retrace the different understandings of the two security approaches. The study which examines the already existing fault lines of the European Union, such as the democratic deficit, over the issue of the Syrian refugees, has importance in terms of raising questions regarding the existence of the institution, and its relations with the states and societies. Quantitative and qualitative analysis methods are employed for the research. The sample which is taken as "Syrian refugees" contains the Syrian citizens whom entered into the European Union zone in the process starting from the outbreak of the Syrian Civil War in 2011, until today. Data concerning this group is gathered from the databases of international organizations, non-governmental organizations, and the institutions of the states working on immigration. With an overview of the national security and societal security definitions from past to today, different approaches to the concepts are evaluated. Syrian refugee crisis revived the question on whether the European Union has been experiencing an existential crisis, due to the fact that the member countries could not reach a consensus on such a vital issue. The constraints put by an institution like the European Union with its supra-national characteristic, on the member states decision-making mechanisms operating for security, are unfolded with this study. Answers are explored for the significant questions on the transformations of national and societal security concepts throughout history and on the extent of states representation of societies which is an important indicator for the quality of democracy, by looking generally at the European Union, and specifically at the member states to remark the differences.

Uluslararası İlişkilerde İngiliz Okulu teorisi ve uluslararası toplum kavramsallaştırması; uluslararası sistemdeki devletlerin ortak çıkar, değer, norm, kural ve kurumlar ile bir toplum oluşturduğu varsayımlarını savunmaktadır. Uluslararası toplumda düzenin ve nihayetinde barışın sağlanmasında kurumlar önemli bir role sahiptir. Tezde; örnek olay olarak İsrail-Filistin sorunu incelenerek uluslararası toplumun kurumları çerçevesinde, bu kurumların İsrail-Filistin sorunu üzerindeki etkisi incelenmeye çalışılmıştır. Tezde; Hedley Bull 'un ortaya koymuş olduğu sistem seviyesindeki beş kurumdan faydalanılmıştır. Bu kurumlar; güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaş 'tır. Bu tez, mevcut literatüre hem bütüncül bir uluslararası toplum anlayışını benimseyerek devlet ilişkilerini bu bütünsellik içerisinde incelemek, hem de genellikle realist bir açıdan incelenen bir olayı farklı bir perspektiften değerlendirmeyi amaçlayarak katkı sunmaya çalışmıştır. Tez; 'İngiliz Okulu; Realizm gibi egemen devletleri sistemdeki en önemli aktör olarak kabul etmektedir. İngiliz Okuluna göre bu egemen devletlerden oluşan uluslararası sistem; ortak çıkar, kimlik, norm, kural ve kurumlar vasıtasıyla bir uluslararası topluma dönüşecektir. Bu argüman üzerinden, güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaşın devletlerin bir arada barış içerisinde var olmasına yardımcı kurumlar olduğunu ileri sürmektedir. Bu uluslararası toplumun beş kurumunun İsrail-Filistin sorunu üzerindeki etkisi ve sürece katkısı nedir? sorusuna yanıt aramaktadır. Bu soruya İsrail'in kurulması öncesi süresi ile başlayıp ikinci intifada hareketi aralığı incelenerek yanıt aranmaya çalışılmıştır. Tezin temel argümanı; düzen ve barışa hizmet eden uluslararası toplum kurumlarının taraflar arasında adalet noktasında net bir denge oluşturamamakla birlikte İsrail-Filistin sorununda aktif ve yapıcı bir rol oynayarak düzenin ve barışın tesisinde etkin olduğudur. ; The Theory of the English School of International Relations and the conceptualization of international society espouses the assumptions that states in the international system form a society with common interests, values, norms, rules and institutions. Institutions play an important role in maintaining order and ultimately peace in the international society. In the thesis, the Israeli-Palestinian dispute is investigated as a case study, and the impact of these institutions on the Israeli Palestinian problem are examined within the framework of the institutions of the international society. In the thesis, five institutions at the system level by Hedley Bull are put forthed. These institutions are; balance of power, great power management, international law, diplomacy and war. This thesis attempted to contribute to the existing literature, both by adopting a holistic understanding of international society, to examine state relations in this holistic way, and to evaluate an event that is generally examined from a realist perspective from a different perspective. Thesis; "The international system of sovereign states, which the English School accepts as the most important actor; It promises peaceful coexistence of states within the framework of order and justice in the international society, through the argument that it will become an international society through common interests, norms, rules and institutions. What is the impact and contribution of the five institutions of this international society on the Israeli-Palestinian dispute ?" concentrated on the question. An answer was sought for this question by starting with the period of Israel before its establishment and examining the second intifada movement range. The main argument of the thesis is that while the international society institutions serving order and peace cannot create a clear balance between the parties on the point of justice, they play an active and constructive role in the Israeli-Palestinian dispute and are active in the establishment of order and peace.
