À travers une analyse des camps de réfugiés palestiniens en Jordanie, cet article montre que, afin de rendre compte de la multi-dimensionnalité qui caractérise l'expérience des réfugiés dans les camps, il est nécessaire de s'intéresser aux processus complexes par lesquels ces espaces deviennent des lieux « exceptionnels », mais aussi « ordinaires ». Le fonctionnement des camps en tant qu' « espaces d'ambiguïté » est ainsi le concept qui permet le mieux de saisir leur nature. En Jordanie, c'est le caractère ambigu des camps de réfugiés palestiniens qui permet de garantir une forme de stabilité politique. Afin de mettre en évidence cette ambiguïté, après avoir étudié son origine et sa mise en place, les auteurs analysent sa spatialisation dans les camps, en s'intéressant à la gestion de ces lieux. Il montre que la re-production de cette ambiguïté est le fait des acteurs en charge des camps, ainsi que des réfugiés eux-mêmes. ; This article looks at the evolution of Palestinian refugee camps in Jordan. To understand the complexity of refugees' experience, it is necessary to move beyond the discussion of whether refugee camps are « spaces of exception » or « ordinary spaces », and examine how exceptionality and ordinariness are dimensions ultimately interconnected in the camp. The authors argue here that the concept of « spaces of ambiguity » is the analytical category best suited to grasp the complex nature of refugee camps and the crucial role that they have played to the very political stability of Jordan. To show this, the article will explore the institution of this ambiguity, its spatialisation and its re-production within the camps. It will do so by looking at the management of camps and the main actors involved.

This article presents one component of a qualitative study that explored teaching and learning with and for youth from refugee backgrounds in Prince Edward Island (PEI) intermediate and high schools. Specifically, this article presents data and discussion regarding some of the challenges and professional development needs of teachers working with refugee youth. Findings from this study confirm that improvements are needed in services available to these students such as teacher training, resources, and school inclusive practices. Teachers also expressed the need for ongoing professional development related to areas such as teaching basic reading and working with students who have experienced trauma. Practical implications for policy and practice are discussed in relation to current research literature.Keywords: refugee youth, teaching, teacher training, language acquisition, inclusion ; Cet article présente une composante d'une étude qualitative qui s'est intéressée à l'enseignement et à l'apprentissage avec, et pour les jeunes à l'école intermédiaire ou secondaire appartenant à la population de réfugiés directs ou indirects sur l'Île-du-Prince-Édouard (Î.-P.-É.). Plus précisément, cet article présente des données et des discussions qui concernent certains des défis et des besoins au niveau du développement professionnel des enseignants travaillant avec des jeunes réfugiés. Les résultats de cette étude confirment que des améliorations sont nécessaires dans les services offerts à ces étudiants tels que la formation des enseignants, les ressources et les pratiques inclusives scolaires. Les enseignants ont également exprimé la nécessité d'un développement professionnel continu relatif à des domaines tels que l'enseignement des connaissances de base en lecture et le travail avec les élèves ayant subi un traumatisme. Comment expliquer le profond disfonctionnement du Système européen commun d'asile face à la « crise »? Au-delà du défi que représentait le grand nombre d'arrivées, n'y a-t-il pas un problème plus fondamental? Son origine se situe-t-elle du côté des réfugiés ou au sein même de la politique européenne d'asile? Cet article propose des clés pour comprendre les contradictions de cette politique en identifiant les deux paradigmes qui la structurent: contrôle et protection. La tension entre ces paradigmes conduit à une polarisation dans la représentation des réfugiés, reposant sur deux stéréotypes agissant comme cadre interprétatif: le phénomène de l'abus du système et celui de la vulnérabilité victimisée. Cette polarisation permet de mieux comprendre le compromis politique sur lequel repose le système commun d'asile: des règles strictes faites pour prévenir l'abus du droit d'asile, modérées dans leur impact par de multiples exceptions introduites progressivement afin de mieux protéger les personnes identifiées comme vulnérables.

To better understand these issues, this article proposes to examine the variations of the groups included in the refugee definition while putting them into perspective with those who are excluded, at several moments in the 20th and 21st centuries. Lastly, he proposes to focus as much on the transformations of refugee definitions over time as on the different interpretations to which the same definition has given rise, in this case that of the Geneva Convention since 1952 in France.
