Climate migration, as an image of people moving due to sea-level rise and increased drought, has been presented as one of the main security risks of global warming. The rationale is that climate change will cause mass movements of climate refugees, causing tensions and even violent conflict. Through the lens of climate change politics and securitisation theory, Ingrid Boas examines how and why climate migration has been presented in terms of security and reviews the political consequences of such framing exercises. This study is done through a macro-micro analysis and concentrates on the period of the early 2000s until the end of September 2014. The macro-level analysis provides an overview of the coalitions of states that favour or oppose security framings on climate migration. It shows how European states and the Small Island States have been key actors to present climate migration as a matter of security, while the emerging developing countries have actively opposed such a framing. The book argues that much of the division between these states alliances can be traced back to climate change politics. As a next step, the book delves into UK-India interactions to provide an in-depth analysis of these security framings and their connection with climate change politics. This micro-level analysis demonstrates how the UK has strategically used security framings on climate migration to persuade India to commit to binding targets to reduce their greenhouse gas emissions. The book examines how and why such a strategy has emerged, and most importantly, to what extent it has been successful. Climate Migration and Security is the first book of its kind to examine the strategic usage of security arguments on climate migration as a political tool in climate change politics. Original theoretical, empirical, and policy-related insights will provide students.

KEY ISSUES Context: Since the last Article IV Consultation in 2012, notable progress has been achieved to enhance macroeconomic stability, underpinned by the Fund-supported program. However, continued progress could be tested as the country faces a more challenging environment, due to increasing social and political tensions and frequent strikes in the run-up to the 2015 elections. Moreover, recent political developments reinforce uncertainties surrounding external budget support. Program: The Executive Board approved the three-year arrangement under the Extended Credit Facility (ECF) on January 27, 2012, with a total access of SDR 30 million. The first, second, third, and fourth reviews were completed on July 27, 2012, February 14, 2013, September 6, 2013, and February 28, 2014, respectively. For the fifth review, all end-March performance criteria were observed, but fiscal revenues underperformed in the first quarter of 2014 requiring corrective fiscal measures (about 1 percent of GDP on an annual basis). Satisfactory progress has been made on structural reforms, albeit with some delays. Outlook and risks: The medium-term macroeconomic outlook is challenging. The principal near-term risk is an intensification of election-related uncertainty, economic disruptions and violence, which would affect investment and growth. Governance issues or delays in making measurable progress in public financial management (PFM) reforms, and heightening of political tensions could curtail donor support. Reintegrating repatriated refugees is likely to add to unemployment pressures, increase demand for public services, and exacerbate social conflict over access to land. Staff Views: The staff recommends the completion of the fifth review under the ECF arrangement, setting of revised performance criteria and indicative targets for September-December 2014, and disbursement of SDR 5 million. Sir Alexander Grantham was Governor of Hong Kong from 1947 to 1957, one of the most dramatic decades in the city's history. This was a time of rapid reconstruction after World War II and growing prosperity. But civil war and revolution in China posed new challenges to the precarious British colony and tested Grantham's skills as a diplomat. With the opening of sea routes in the fifteenth century, groups of men and women left Portugal to establish themselves across the ports and cities of the Atlantic or Ocean sea. They were refugees and migrants, traders and mariners, Jews, Catholics, and the Marranos of mixed Judaic-Catholicculture. They formed a diasporic community known by contemporaries as the Portuguese Nation. By the early seventeenth century, this nation without a state had created a remarkable trading network that spanned the Atlantic, reached into the Indian Ocean and Asia, and generated millions of pesos thatwere used to bankroll the Spanish empire. A Nation Upon the Ocean Sea traces the story of the Portuguese Nation from its emergence in the late fifteenth century to its fragmentation in the middle of the seventeenth and situates it in relation to the parallel expansion and crisis of Spanish imperialdominion in the Atlantic. Against the backdrop of this relationship, the book reconstitutes the rich inner life of a community based on movement, maritime trade, and cultural hybridity. The surveillance of immigrants and potential terrorists preoccupies leaders throughout the industrialized world. Yet these concerns are hardly new. Policing Paris examines a critical moment in the history of immigration control and political surveillance. Drawing on massive police archives and other materials, Clifford Rosenberg shows how in the years after the Great War the French police, terrified by the Bolshevik Revolution and the specter of immigrant criminality, became the first major force anywhere systematically to enforce distinctions of citizenship and national origins. As the French capital emerged as a haven for refugees, dissidents, and workers from throughout Europe and across the Mediterranean in the 1920s, police officers raided immigrant neighborhoods to scare illegal aliens into registering with authorities and arrested those whose papers were not in order. The police began to concentrate on colonial workers from North Africa, tracking these workers with a special police brigade and segregating them in their own hospital when they fell ill. Transformed by their enforcement, legal categories that had existed for hundreds of years began to matter as never before. They determined whether or not families could remain together and whether people could keep their jobs or were forced to flee. During World War II, identity controls marked out entire populations for physical destruction. The treatment of foreigners during the Third Republic, Rosenberg contends, shaped the subsequent treatment of Jews by Vichy. At the same time, however, he argues that the new methods of identification pioneered between the wars are more directly relevant to the present day. They created forms of inclusion and inequality that remain pervasive, as industrial welfare states around the world find themselves compelled to provide benefits to their own citizens and recruit foreign nationals to satisfy their labor needs.

The second section on policy and management addresses such dilemmas as whether some health care issues are impossible to solve through traditional policy reforms; how international refugees should receive health care; and whether policy reform lessons from other countries can be adapted and applied to transform another country's health system. The third and final section on performance and management addresses issues such as whether the quality of care can be managed at the hospital level, how human resource management can be benchmarked within and across health care organizations, how health care informatics and telemedicine can improve the continuity of care, and whether different ways of accessing care within health systems can be systemically compared and improved. Authors from Australia, Chile, Finland, France, Germany, Greece, South Africa, Taiwan, the United Kingdom, and the United States of America contributed to this volume. They explore the delivery and organization of care in health systems from Africa, Asia, Australia, Europe, North America, and South America, encompassing more than 20 countries in their comparisons. The papers included in this volume were only accepted following a rigorous peer review process.
