AN ANALYSIS OF THE FOREIGN POLICIES OF BLACK AFRICAN STATES TOWARD INDUSTRIALIZED NATIONS IN THE MIDDLE 1960'S IS EMPLOYED IN A PARTIAL TEST OF A THEORY OF THE FOREIGN POLICIES OF SUBORDINATE STATES IN ASYMMETRICAL DYADS. FINDINGS CONFIRM THE IMPORTANCE OF STRUCTURAL ASYMMETRY AS A SCOPE CONDITION ON THE THEORY BUT OFFER LIMITED SUPPORT FOR THE USE OF ECONOMIC STRENGTH IN EXPLAINING FOREIGN POLICY.

Although some Middle Eastern countries, such as Saudi Arabia and Turkey, have tried to influence developments in Afghanistan from time to time, Iran-due to a long common history, geographic proximity, and cultural similarities-is by far Afghanistan's most important neighbor. In this article I seek to demonstrate that Iran, contrary to its image and often even more consistently than pro-Western countries such as Saudi Arabia and Turkey, has since 1979 acted in favor of an independent, centrally and moderately governed Afghanistan. Therefore, Iran will probably also be a stabilizing factor rather than a spoiler in every post-International Security Assistance Force (ISAF) scenario in Kabul.(As Perspective)

This collection of original essays takes a comprehensive look at Latin America's regional and global foreign policies. The book begins with an assessment of the current state of research in the field, followed by an overview of Latin American foreign policies and the political determinants of those policies. Next, an examination of the global policies of Brazil, Cuba, Mexico, and Peru demonstrates differing theoretical perspectives and provides information for cross national comparisons. The third section presents case studies of regional foreign policies in Argentina, Brazil, Chile, Bolivia, Venezuela, Mexico, Cuba, and the Anglophone Caribbean nations. In the concluding chapter, the editors review the recurring themes in the book and propose a theory for the analysis of Latin American foreign policy behavior.
