Based on an impressionistic analysis, this article assigns centrality in the Arab world to Egypt, Syria, Iraq, and Saudi Arabia in the east and to Tunisia, Algeria, and Morocco in the west. It suggests reasons for the centrality of the respective countries and discusses ways in which centrality might be more rigorously defined and analyzed. (DÜI-Hns)

In seinem Beitrag zum System der internationalen Beziehungn befaßt sich der Autor schwerpunktmäßig für die Zeit seit dem II. Weltkrieg (eher analytisch als deskriptiv) zunächst mit der sich wandelnden Außenpolitik der USA, der UdSSR, Großbritanniens, der VR China, Japans und Indiens, um sich sodann der Untersuchung der regionalen Systeme zuzuwenden, wobei Krisensituationen, Konfliktherde sowie schwer zu handhabende, ungelöste Probleme wie z.B. die deutsche Teilung im Vordergrund der Betrachtung stehen. Der Beitrag diskutiert nach der Darstellung der Ideen imperialer Ordnung die Grenzen amerikanischer Ordnungsmacht. Anhand des israelisch-palästinensischen Konfliktes wird gezeigt, welchen Beschränkungen amerikanische Ordnungspolitik unterliegt, die trotz des beachtlichen Machtpotenzials in vielen Fällen nicht in der Lage ist, die von ihr favorisierten politischen Lösungen und Konzepte durchzusetzen. Die Untersuchung der amerikanischen Politik im Nahen Osten basiert auf vier Analyseebenen: (1) die außenpolitischen Entscheidungsprozesse der amerikanischen Innenpolitik, die sicherstellen, dass sich die USA überhaupt dauerhaft in dieser regionalen Ordnung engagieren; (2) die Innenpolitik der regionalen Akteure und die Verfasstheit ihrer politischen Systeme, die als Bedingungsfaktoren der amerikanischen Politik, indem sie sich als offener oder verschlossener gegenüber den Einflussbemühungen Washingtons erweisen; (3) die Qualität der regionalen Ordnung, d.h. die für das Handeln der regionalen Akteure maßgeblichen Prinzipien; (4) die Einbettung der regionalen Ordnung in das extraregionale System und der damit zusammenhängende Einfluss anderer extraregionaler Akteure, die die regionale Ordnung beeinflussen und damit die amerikanische Politik in dieser befördern oder beschränken können. In einem Fazit stellt der Autor fest, dass die USA mit ihrem Anliegen der Transformation der regionalen Ordnung seit 2000 weitgehend gescheitert sind: Die vereinbarten Regeln zur Kooperation werden weder von Israel noch von den arabischen Akteuren eingehalten und die Qualität der regionalen Ordnung ist mit der zweiten Intifada wieder auf das Niveau eines Mächtegleichgewichts zurückgefallen. The paper examines governmental strategies, main actors and instruments of innovation policies shaping innovation-driven economy in Finland, with particular attention to the regional scale. The analysis focuses on how the regional innovation systems approach became a framework for the design of innovation policies. An innovation system involves cooperation between firms and knowledge creating and diffusing organizations, – such as universities, colleges, training organizations, R&D-institutes, technology transfer agencies. Innovations are considered as interactive learning process. Cooperation and interaction between regional/local and national/international actors is necessary to combine both local and non-local knowledge, skills and competences. The key elements of the policy environment, as well as implementation of the main regional innovation policy instruments – the Centers of Expertise Programme and Regional Centre Programme – are described.
