After the termination of war confrontations, on the basis of the UN Security Council Decision, a protectorate had been established in Kosovo and Metohia, including the engagement of international security and civil forces. The order of interim administration ended in 2008, when the self-proclaimed Kosovo assembly adopted the decision on declaration of independence from the Republic of Serbia, and the process of administrative mandate transfer started from international to local institutions. In the paper, first of all, general performances of social and political life were delineated, and then the complex architecture of security forces active there during previous eleven years was presented. Also, all the most important problems Kosovo and Metohia faces are enumerated. The post-war Kosovo and Metohia may be characterized as a society in disorganization. The old system of institutions was destroyed, and a new one has not been established. The number of Serbs is decreasing, and local Albanians have not maturated for a self-administration of the newly established state. The further maintenance of this circumstances or even its deterioration might move towards social riots, caused by the bad living conditions, large unemployment, impoverishment of significant social groups or the escalation of attacks at remaining non-Albanian population, which could induce serious security threats in the region.

Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia. ; Опадање градова (енг. urban shrinkage) је процес са којим се последњих деценија суочавају многе земље у Европи и свету. The development of the regional cooperation in South-Eastern Europe was at its lowest in comparison with other European regions. The changes occurring in the attitudes of the international community (through increased sensitivity and familiarity with the situation in the field and the new democratic advances of Croatia) are now creating favourable conditions for the development of the regional cooperation. It can be further fortified through international efforts, as well as through the international community's presence, since with its economic, political and even police/military resources it has enough instruments to support these developments. Within the emerging sintagm, "through cooperation to security", South-Eastern Europe is expected to commence its transformation of the relationships by developing different forms of useful cooperation which should lead to increased security and more peaceful coexistence. In such context, by means of regional cooperation, it is possible to attempt torging links with Europe and incorporating this region into the Euro- Atlantic integrations. (SOI : PM: S. 78)

Mediterranean cooperation is dealt with in the context of the creation of the Euromediterranean zone. The European Union has been developing various modes of cooperation with non-member Mediterranean countries by signing association agreements or cooperation agreements. The new European states, created after the disintegration of former socialist federations demonstrate interest for the Mediterranean cooperation, though they tend to have different attitudes towards it. Their interest is solely based on the fact that the Mediterranean cooperation has not been standardized and that it has a poorly developed institutional framework. To these countries this enables and facilitates to tune in from time to time, when it suits their purposes. Regarding the role of the new states, the author distinguishes between two types of cooperation: (a) autonomous regional cooperation, which is not beneficial for the new states (e.g. those on the Balkans) and (b) occasional, specialized and dispersed cooperation which might attract the countries of Central and Eastern Europe. Due to their strategic position, the Baltic peoples throughout their history have always been a kind of a buffer-zone, which has to a large extent affected their development. In the new European environment, the Baltic region is today somewhat marginalized, but because of its proximity to Russia it has an important strategic position. They want to join NATO and the EU because the Baltic states in this see a guarantee of their security and stability. Following the disintegration of the socialist system in Europe and the end of the bloc-based relations, American politics has changed the course of its operation. In present-day circumstances, Southeastern Europe is becoming increasingly prominent in American foreign-policy projections, particularly during Clinton's administration. Clinton has defined a clear-cut policy towards Europe's southeast due to its vicinity to certain neuralgic points of American engagement (Near East, the Caspian region, the Gulf, eastern Mediterranean). In this way American politics has proved its leading global role. At the time of scarcity of foreign-policy events, Clinton's team has thus been served on a platter a major foreign-policy arena, in which its engagement - which has all the symptoms of a long-lasting one - has not proved too costly.
