AS THE 1980S DREW TO A CLOSE IN THE MAGHREB, OLD PLANS FOR UNIFICATION WERE RENEWED WITH THE CREATION OF THE ARAB MAGHREB UNION, AN ORGANIZATION BRINGING TOGETHER ALL FIVE COUNTRIES OF NORTH AFRICA: ALGERIA, MAURITANIA, MOROCCO, TUNISIA, AND LIBYA. THIS ARTICLE SEEKS TO ANALYZE THIS NEW DYNAMIC OF REGIONAL INTEGRATION BY EMPHASIZING ITS SIGNIFICANCE, ITS CHARACTERISTICS, ITS SCOPE, AND ITS LIMITS. IT EXPRESSES THE HYPOTHESIS ACCORDING TO WHICH THE PROCESS OF THE MAGHREB'S INTEGRATION HAS BEEN SET IN MOTION LARGELY BY THE CRISIS IN THE INTER-ARAB SYSTEM. ABOVE ALL ELSE, IT REPRESENTS A RESPONSE TO THE CONSTRAINTS IMPLICIT IN THE PUSH TOWARDS EUROPEAN UNION.

Regional wars, civil wars, & external interventions dominate the Middle East's international politics, which is influenced by the involvement of great powers interested in the region's oil as well as its strategic location in the international community. Competitive intervention by a group of great powers is likely to lead to a regional balance of power rather than regional hegemony, since the Middle Eastern states are unlikely to succeed in forming a countervailing coalition. This paper offers several propositions about the effects of the international system on the balance of power in the region, analyzes the balance of power politics in the region during the Cold War, explores how the US emerged as a hegemon in the Middle East after the fall of the USSR & the defeat of Iraq in the Gulf War, & considers the effects of the 9/11 terrorist attack on the US & the latter's intervention in Iraq. It concludes with a discussion of the enduring regional conflicts & presence of revisionist forces & the challenges they pose to American efforts to achieve peace in the area. J. Stanton

A hierarchical regional system may be defined as a regional international system composed of a single Great Power and a number of relatively small states. This article attempts to clarify the conditions under which member states of a hierarchical regional system, including both the great-power regional hegemon and the relatively small powers, seek to influence the salience that boundaries have for such a system. Scholars and policymakers alike may use several criteria in defining the boundaries of a regional system: 1) A system may be delimited geographically; 2) marked discontinuities in transactional interchanges (language, trade patterns, communication flows) may serve to set it off from the general international system as may common membership in formal international organizations; 3) boundaries may similarly be established by emphasizing behavioral criteria, i.e., by identifying norms especially pertaining to conflict management and resolution which are specific to a group of states. Unless otherwise specified, I employ the last definition throughout this article.

"Lateinamerika wurde als Akteur im internationalen System bisher eher gering eingeschätzt. Dominierten zu Beginn des 20. Jahrhunderts noch europäische Mächte in Südamerika, etablierten sich nach dem Zweiten Weltkrieg die USA als Hegemonialmacht. Südamerika bewegte sich lange Zeit eher im 'Windschatten' der Weltpolitik. Mit Beginn und während des Kalten Krieges - zumal unter dem Eindruck der kubanischen Revolution (1959) und der Kuba-Krise (1962) - änderte sich dies gravierend. Zeitweilig gewann man den Eindruck, dass südamerikanische Staaten unter dem Einfluss der USA in die Rolle von Klientelstaaten gerieten. Erst in diesem Jahrhundert beginnt Südamerika - und dort vor allem Brasilien - als wichtiger Akteur in der internationalen Politik aufzutreten. Seit der Jahrtausendwende mehren sich die Anzeichen Air eine Neuverortung und größeren Einfluss Südamerikas in der internationalen Politik. Wolf Grabendorff erörtert in seinem Beitrag die einzelnen Phasen sowie Epochen der südamerikanischen Außenpolitik. Die konzise Darstellung berücksichtigt die Außenbeziehungen zu den USA, zur Europäischen Union (EU) und zu Deutschland sowie die intraregionalen Integrationsversuche und Organisationen der Kooperation in Südamerika selbst. Die zunehmende Diversifizierung der Außenbeziehungen hat zu dem neuen Selbstbewusstsein Südamerikas beigetragen. Dabei ist freilich ein einheitliches Profil der südamerikanischen Staaten angesichts der Themenvielfalt auf der internationalen Agenda nicht erkennbar. Südamerika spricht außenpolitisch mit vielen Stimmen. Weiterhin bestimmen innenpolitische Faktoren Inhalt und Form der außenpolitischen Aktivitäten und damit auch das Allianzverhalten."
