Global developments that are full of dynamics are marked by the emergence of interdependence between countries. Global developments are in line with the development of science and technology which causes countries to seem borderless. The blurring of boundaries between countries and the development of an increasingly dynamic environment are also accompanied by the development of increasingly broad and multidimensional threats. This global development is also marked by the emergence of new actors in international relations. The development of threats and increasing global issues that cannot be handled by the state alone have created a new phenomenon in the international relations order, namely global governance. Previously, the state was the sole actor in the order of international relations. However, with global governance, there is a new arrangement in the international relations system that accommodates all actors who play a role. This research will use a qualitative phenomenological method. The theory used in this research are global governance, defense diplomacy and international organization as a basis theory and concept, and also a security theory as supporting theory. In the end, we can see that the change of international order can bring the positive effect for countries in achieving their national goals and accomplish their national interests.

Direct elections for regional heads by the people began after the issuance of Law no. 32 of 2004 concerning Regional Government. After the implementation of direct regional head elections by the people for 12 years, there were pros and cons regarding the implementation of direct regional head elections so that Law No. 22 of 2014 concerning the Regional Head Election in a representative manner by the DPRD which was later canceled through Government Regulation in Lieu of Law (Perpu) No. 1 of 2014 concerning Direct Regional Head Election by the People. The issuance of a Government Regulation in Lieu of a Law is intended so that democracy at the regional or local level can develop where regional people can directly elect their leaders at the regional or local level. This research is a normative legal research where the focus of the study is the norms contained in Perpu No. 1 of 2014 which returns the regional head elections directly elected by the local people. This research approach uses a qualitative juridical approach, namely examining from the legal side in addition to providing explanations regarding the considerations issued by the president's Perpu and the public's response to direct regional head elections. The purpose of this study is to determine the process of regional head elections that are directly elected by the local people so that the development of democracy at the local level can run well. The results obtained from this research are that direct regional head elections by the local people reflect more of a democratic nature than through representation and are in accordance with the wishes of the constitution that sovereignty is in the hands of the people.

Tanzania in embarking the decentralization by devolution policy (D by D) as a mechanism of facilitating quick development process through the involvement of people from grass root levels has been carried out through the inter-government relations between the central government and the local government authorities (LGAs). Throughout its implementation there had been a supportive structural set up, including a constitutional mandate for local governments. Also, there has been an increased recognition of LGAs by central and sector ministries as partners rather than subordinate structures. However, the lack of a clear and effective institutional framework to govern the implementation of D by D and the lack of a shared understanding of D by D across ministries and other governmental institutions has made led to structural confusion between the Central government and the Local Government Authorities. Thus, this paper explores the undertakings of the inter-government relations between the central government and the local government authorities (LGAs) in order to forge a way forward for a inclusive and responsive governance in the country.

The Military Campaign is a series of several joint operations carried out sequentially, to achieve strategic and operational goals in a space and time (TNI 2019). This study aims to a). To analyze the implementation of Kogabwilhan I military operations in support of the military campaign in the Natuna region. b) To analyze the Riau Islands Provincial Government in support of the military campaign. c) To analyze the integration strategy of Kogabwilhan I and the Riau Islands Provincial Government in carrying out the military campaign. This study uses a qualitative method. Data collection techniques are interviews, observations and documentation studies. Research Results 1) Kogabwilhan I served as initial action, restorer, and deterrent according to the policy of the Commander-in-Chief. 2) the functions of the Riau Islands Government include security, economic development and infrastructure. 3). The implementation of territorial development activities through the Komsos method with community components. Discussion of the concept of the Kogabwilhan I military campaign in the implementation of the state's Strategic framework to determine goals in national defense and security efforts and develop national resources including the military, but to achieve this the context is also determined by community relations that support and intertwine activities between civilians and the military so that soldiers can love and respect loved by the people and awakened awareness of defending the country. Cooperation is defined as a form of social process to achieve common goals by helping each other and understanding each other's activities. So the implementation of the Defense Area Empowerment policy with the support of the Riau Islands community built a close and positive emotional relationship between soldiers and the community

This essay takes as its focal point the emergence of the development-security nexus, which reproblematised underdevelopment as inherently dangerous. Conflict, having been rediscovered post-Cold War as an ethno-cultural war waged by civilians within states, was internalised within various forms of scarcity to render the underdeveloped prone to violence In light of this, the main contention of this paper is that development is not a problem of security, but an artificially constructed discourse, which generates further insecurity for people living in the Global South. By employing the Foucauldian theory of biopolitics as methodology to demonstrate that the concept of development is a reductionist and colonial disciplinary technique, which creates the underdeveloped. The present study will refer to colonial Jamaica as an example of this. Subsequently, an analysis will be provided in relation to human security, which will be defined as a technology of governance, a method of ruling over the populace of the Global South. Illustrative of this will be Mozambique, post-1992. Lastly, the study will show how the masses have been construed into political consent of development as a problem of security.

An estimated 90% of all confirmed COVID-19 cases occur in rural and urban areas around the world, where all industries and sectors have been severely impacted. The ongoing COVID-19 pandemic has highlighted and intensified many of the difficulties and uncertainties local governments face in carrying out their responsibilities. Apart from restoring normalcy, local governments in the National Capital Region face specific challenges, as they must double their efforts and interventions to achieve the Sustainable Development Goals (SDGs), as well as restore and reinforce community resilience in both short and long-term response and action. Local government plays a significant role in providing social services in normal times and ensures that these public services are accessible in times of adversity and distress, as well as acting as first responders in disaster prevention, rescue, and restoration. While the world has not yet crossed everyone, and some issues remain unresolved, the author agrees that unprecedented decisions and good practices from neighboring countries should have been taken to protect citizens, especially the most vulnerable. The author examined and reviewed the various mechanisms used by various local governments in Metro Manila, as well as the SDG framework, to analyze the challenges and good practices for local responses to the pandemic and mitigating its effects. The author finds that identifying the challenges faced by various local governments in Metro Manila as well as how they deal with these challenges and recognizing their good practices would aid local governments in long-term sustainability planning and development.

The border areas between countries in Indonesia are faced important problems caused by the clash of management authorities, poverty, development disparities, technological mastery gaps. The promising potential of natural resources is not fully maximized. This condition reflects the need for responsive and progressive local regulations to anticipate the problems that occur. The commitment of the Regional Government is a priority to build a prosperous and socially equitable border area for the community. The border area in Sambas Regency requires products from Regional Regulations which can contain integrated border area management values, especially concerning the authority for border management which does not only emphasize infrastructure and physical development, but also must be considered the level of welfare of border communities. The policies and development carried out by the Central Government will not be able to be felt in the border area as long as the Regional Government has not been able to translate it into the local regulation order. .

Post-Independence federal arrangement of the Nigerian state has suffered undue torture of tinkering, especially during the prolonged military rule. It's coming into power had resulted in the emergence of unitary federalism with the attendant fall-out of over-concentration of powers and resources at the centre, thereby rendering other component units of the federation, a mere appendage in inter-governmental relations. The current agitation for restructuring that is the re-ordering of relationships, distribution of power and resources within the components of the federation, by a wide-spectrum of ethnic nationalities across the geopolitical zones, is a reaction to the current arrangement of the Nigerian federation. This paper using Deils Wrights' models as a framework of analysis with data generated through secondary sources, examines federal-Local and State-Local relates which is receiving scant attention compared to federal-state relations in the current agitation. Findings revealed that Local Governments has been at the mercy of the other two levels of government in fiscal, political and administrative relations. This has rendered the institution mostly ineffective in their functional responsibilities. It is therefore concluded that any reform agenda that will improve the standard of governance in Nigeria, should pay particular attention to this inclusive authority model of inter-governmental relations. Therefore the need arises for constitutional reforms for devolution of power and financial resources to local government for an effective local governance system that ultimately translates to national development.

Critical discourse analysis (CDA) is previously not a homogenous model, nor a school or a paradigm, but at most a shared respective in doing linguistics, semantics, or discourse analysis. The objective of CDA is to perceive language use as social practice. The researchers in this paper have done this at the 58th session of the UN General assembly, New York. The theoretical framework used for the analysis is Fairclough's model, 1992. This research paper has analysed the data qualitatively. This research work has explained and clarified the intellectual and invulnerable strategies, ideologies of President Musharraf, Pakistani president for global, political, economic, social and cultural development not only for his own country but for the entire world, especially developing countries. CDA of G-P-M speech shows that his motto is peace, security and development of human rights, implementation of international law, social justice for everyone and multilateral diplomacy by the support of the war on terror and cooperation with the international community. If there was a referendum in Mozambique today, an overwhelming majority of the people would vote against their government having anything to do with the current model of democracy. They know all too well that there has definitely been a considerable welfare reduction to them as a result of the way this thing called "Representative Democracy" has been being played out in their country during the past decade. There is no doubt that the overwhelming majority of the Mozambican people if not, most African governments would prefer to see fundamental changes in their countries' relations with this Western model of democracy. There is a virtual consensus among the general public, vocally expressed in the local media, as well as among officials, who naturally prefer putting forth their views in more private settings, that the relationship between citizen and the democratic institutions has been detrimental to the country, that far from helping it to become politically and economically viable, these institutions have been capitalising on, exacerbating and perpetuating Mozambique's crisis. The research was based on participant observation, and it also involved a bibliographic review of relevant documents in the area of political participation, philosophy and other documents such as the 2004 Constitution of the Republic of Mozambique, Mozambican legislation, reports and research already published by other organizations.

The security situation in Papua has recently escalated and tends to heat up. Responding to the escalation and violence that occurred in Papua, ensure that the government has categorized the Papuan Armed Criminal Group and all organizations and people who are members of it, and who support the movement, as terrorists. The increasing security situation in the Papua region is an urgency for the need for a comprehensive approach between the TNI, Polri, Satkowil, Regional Government, Ministry and Institutions to synergize in order to reduce the Papua conflict. The theory used in analyzing this problem is the theory of optimization, synergy, counter insurgency, the concept of terrorism, and the concept of national defense. The method that the researcher uses is a qualitative method with a phenomenological approach, based on the researcher's experience while on duty in Papua. The results of this study indicate that synergies between institutions / ministries have been carried out in the form of dialogue, a soft power approach within the OMSP framework, as well as empowerment of local communities by synergizing with local governments. However, with the ongoing conflict and several escalations that occur, this shows that the synergy is still not optimal enough.

This article explores the significant role that the state is still expected to play in initiating and implementing the energy transition. In this regard, it is laid out in three parts. Part I focuses on the premise of the role that derives from constitutional law. This role is considered classic, because it is based on different functions of the state, and the legitimate constrain that distinguishes it from other social actors, including non-state actors. Tremendous materials are offered by the analysis either from the perspective of sociology or law studies when it comes to the specific situation of French-speaking African states. The scope of analysis is broadened with the energy law approach. With a focus on African English-speaking countries, the article examines both the way the state is enforcing statutes aiming to design its own transition scheme and exercising its discretionary power through its energy policy. Beyond the functions of the state—deriving from its sovereign power—these elements set out the direction in quest of a specific role the state can play in the energy transition as a process in Part II. As such, the energy transition, if it is to lead to coherent social change, requires strong and dynamic leadership, including clear, nuanced, and forward-looking direction on the broad sections of the overall process, and the environmental justice issues that necessarily cluster around them. For this reason, the role of the state is construed as both a steering role, and an integrative role for environmental, economic and social issues. Part III provides a rationale for the necessary and strong support of international cooperation—to the state—in order to achieve the paradigm shift smoothly. In Part IV, I emphasize the African Union's transition initiatives in the run-up to COP 25, which I hold out as an inducement for states' efforts. In fact, this article seeks to address these issues. Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. : Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. The article looks into the contemporary challenges for higher education in the era of unexpected global turbulences following the processes of globalisation not only in the social, political, economic and financial contexts but also in the educational domain. Multidimensional reality has brought its changes to communication and risen the standards of effective communication much higher than forecast in the previous years. The global developments drive for efficiency in intercultural dialogue, which causes reconsideration of the lingual status of education in multinational classrooms. The burning issues arise more sharply for cross border communication for business and diplomacy purposes. It means that a high demand in the educational market for LSP instructors (LSP – languages for specific purposes) at philology departments in Ukraine and abroad has started moving higher education to become more business oriented and stakeholder and university partnered. That said, it is necessary to analyse the existing foundations for poly- / multiculturality in higher education as supported by governments and the government of Ukraine, in particular, as well as go deeper into the levels of the research concept, the methodological level, to be more precise. As part of the research, the paper describes the key methodological approaches to foster and cultivate poly- / multiculturality in multi-dimensional classrooms – polylingual and multicultural. Such approaches are viewed fundamental to educate high-class LSP instructors in the field of foreign language instruction and acquisition in higher education. Among them are the systemic approach including the structural one, the synergic approach to cultivate poly- / multiculturality with future LSP educators in foreign language classrooms, cross-cultural approach, axiological and communicative approaches, environmental and reflexive approaches, etc.
