Geopolitics as a multidisciplinary branch of social science and as a theory of foreign policy appeared on the Latin-American continent in the second half of the 1920s. The main features they include are the next: aggressive approach to the space, the continental adaption of the organic state-theory elaborated by Ratzel and Kjellen, moreover, the developed geopolitical theory was thought to be converted into practice via the growing role of the army. In all Latin- American countries the armed forces and their various institutions became the scientific centre of elaborating the new attitude to the international relations as a theory. When the army az an institution assumed the political power, however, it was given an opportunity to put these theories into practice. With the definition of the constant and conjuntural national goals those countries of the vast territories aimed at both re-determination of their international economic and political positions and solving their problems connected with their own inner space. Therefore the regional transitions, the settling in the rarely- populated areas, the usage of sources of raw material and reserves, the control of transport and communication network of international significance and obtaining the influence over the new territories were the problems that in many of those countries came to the front. On the Latin-American continent the geopolitical schools with important theo-retical background were established in Argentina, Brazil and Chile. In this study we are going to introduce the Chilean geopolitical theory and practice established by generals Ramon Cañas Montalva and Augusto Pinochet. As a motivational factor of action, political efficacy is an important predictor of political behaviour. The term was invented to capture the extent to which people feel that they can effectively participate in politics and shape political processes. Today, we have a comprehensive knowledge of the individual-level factors (socio-demographic variables, political preferences etc.) that shape the level of internal and external dimensions of political efficacy. However, while it is widely demonstrated that media consumption influences the level of political efficacy, the country-level media context factors affecting it have rarely been studied. This paper reports the findings of extensive research on how two crucial features of the media context, the political significance of the media and the level of political parallelism in the media system, shape the level of external and internal political efficacy. The investigation draws upon the dataset of the seventh round (2014 – 2015) of the European Social Survey (ESS) and includes more than twenty-two thousand respondents from nineteen European democracies. The research hypothesizes that in countries where the media play a more important role, people have lower levels of external and higher levels of internal political efficacy. Political parallelism, which shows the extent to which media outlets are driven by distinct political orientations and interests within a particular media system, is expected to directly increase both external and internal political efficacy. Its indirect effect is also hypothesized, arguing that partisan media amplifies the winner-loser gap in political efficacy as a kind of "echo chamber". The findings show that in countries where the media play a major role in shaping political discourse, people have lower levels of external political efficacy, while the political parallelism of the media system indirectly affects the external dimensions of political efficacy. Internal political efficacy is, however, not related to these context-level factors.

This paper explores how Britain's and Colombia's privileged relations with the United States (U.S.) influenced their journey through the European Community (EC) and the Union of South American Nations (UNASUR). The Anglo–American Special Relationship (AASR) was compatible with British participation in the European Single Market, but not with adherence to creating the EC's common currency, nor with leadership in building a European defence structure autonomous from NATO. Thus, since the start of the Iraq war, Britain played a rather obstructive role in what later was called European Common Security and Defence Policy (CSDP). The US–Colombia Partnership (USCP), based on a longstanding military association reinforced under Plan Colombia, naturally discouraged any meaningful Colombian participation in UNASUR's South American Security Council (CDS), a regional cooperative security project, promoted by Brazil. Cherished projects of the liberal CAP – such as triangular cooperation (to export Colombian security expertise to Central America with U.S. co-financing and oversight) and NATO partnership – also distracted Colombia's interest from UNASUR, diminishing the latter's relevance collaterally. A role for UNASUR – alongside the Organization of American States (OAS) – in South American security management was compatible with the liberal CAP, but not with the neoconservative CAP. Even a lopsided complementation – such as the one between NATO and the CSDP – proved unviable between the OAS and UNASUR.

This paper is aimed at analysing the impact of the crisis of the liberal international order on the transatlantic relations. Both the EU and the US have vital interest to maintain the existing international order, however regarding certain foreign policy goals we witness an increasingly divergent approach to world politics. This is the case with the Middle East, where the EU acts as a global player based on historical ties, while the United States have recently started a gradual disengagement from the region. The so-called post-American Middle East have its own opportunities as well as challenges for the European diplomacy. This article focuses on the differences between the EU and the US foreign policy goals related to the Middle East. It primarily addresses the Iranian nuclear program and the Middle East Peace Plan recently launched by the US. The author argues despite some differences in interests, the EU and the US do not perceive the region in an entirely different way.

Administrative procedures, as well as public bodies that carry out these procedures, ought to perform functions related to the application of administrative law in a constantly changing social, economic, and political environment. This presents them with new challenges and expectations time and time again. According to the findings of the this study, the relation of transparency and administrative procedures – which could be described as a type of historically rooted but, at the same time, contemporary expectation towards public administration – fits in the above concept. The study attempts to interpret and define the concept of transparency on the basis of the terminology used by international organisations in the field of the examination of administrative procedures, and thus to highlight the issues, divergences and their causes.

The concept of territorial cohesion can not be reduced to regional disparities that are based on analyzes on the level of economic relations and of various infrastructures. Interpretation of cohesion between parts and units of European society, rethinking one of the challenges of the future. Increas-ing the value of social cohesion and European responses to demand arising from globalization and geopolitical challenges. The European Union is facing a series of decisions both trans-Atlantic co-operation initiatives and the East, Eurasia challenges with respect. The study presents a novel interpretation of the traditional and the cohesion of the European Union and anticipates resistance to external influences is important to increase, and the importance of new quality requirements. The continuing global economic crisis, international migration and global changes in energy prices are raise awareness of the sensitivity of European Union's economy and society.

Considering the recent series of events and intensified diplomatic and economic relations, many experts envisage a new Cold War between the two superpowers of the twenty-first century. Although the Chinese-American relationship over the last half-century has experienced some great moments, it has mostly been characterised by less amicable or even hostile attitudes, as well as economically volatile competition. The pragmatic realist approach and diplomatic appeasement of the 1970s and 1980s served mutual interests for the two countries against their common foe, the Soviet Union. Nevertheless, concerning their political values and visions, the democratic US and the Marxist-Maoist People's Republic of China have proven to be two irreconcilable political and social experiments, worlds apart from each other's spheres and paradigms. Within the context of the drastically altered global political milieu of the new millennium, the two great powers have manoeuvred themselves into heated confrontational positions over the last decade, not even excluding the possibility of a severe clash of interests in the future.

Central Europe means different political, economic, cultural, geopolitical and a "regional security community" contents in relation to my topic. Nowadays, this region, the "Central Europe" region primarily means the V-4 cooperation and the very important role and initiatives of the region in the EU. The V-4 cooperation, which was established in 1991, can be conceived as an attempt at creating a special form, as a mechanism and sub-stance to the political dimension of this region. The four members of the special mechanism are trying to get closer to one another by relying on solidarity with each other. The V-4 cooperation is based on the common history of the participating countries and close similarities between their recent transformation processes. Such resemblances explain the V4 structure's success, including parallel navigation in the problems of European Union and NATO accession. In the absence of permanent institutions [except the International Visegrad Fund (IVF)], the dimension and ambitions of the V-4 cooperation depends on the political objective of the governments and direct security environment, which impacts on these countries.

During the Cold War, the Philippines was an indispensable US ally, and this was still basically the case at the turn of the 21st century. However, the inauguration of President Rodrigo Duterte in June 2016 heralded great changes for the international position of the Philippines: a shift towards China and Russia occurred, followed by the emergence of a more balanced foreign policy. The partnership with the US has changed, too: during the Obama administration, the relationship between the two countries became cooler, although the foundations of the alliance were never contested. In the wake of Donald Trump's assumption of office in January 2017, the alliance seems to have become as strong as before, and economic as well as security-military cooperation has continued. The author's aim is to analyze the Philippines' position in the US-led world order from 1945 to the present, as well as the foundations of the United States–Philippines special relationship. After that the main components of Duterte's "independent" foreign policy and the fundamental changes in the Philippines' foreign relations are presented. The analysis focuses on the causes of the conflict at the end of Barack Obama's presidency, followed by the improving partnership during the Trump era and the main geopolitical challenges the alliance has had to face. According to its conclusion the US–Philippines security cooperation will remain strong under Presidents Duterte and Trump due to strategic considerations, which indicate the military alliance is in the interests of both nations.

In the spring of 1935 there was the general election in Hungary. At this time Gyula Gömbös was the Prime Minister of Hungary. The vote still passed off by the general election law of 1925. In the city of Hódmezővásárhely the election was secret and made with party lists. It was held at the end of April. In the course of the campaign three parties managed to have the enough recommendations: the Party of National Unity (with the leadership of András Tasnádi Nagy under-secretary for Religion and Education) the National Agricultural Opposition (with the leadership of Béla Kun) and the Hungarian Social Democratic Party (with the leadership of Ferenc Takács). The recommendation threshold was 10 percent of the number of all constituent, which was meant 1828 people in this case. In the course of the campaign all of the parties attacked each other in the pages of newspapers.The election ended in complete victory for the opposition. The vote result was a big surprise. The winner was in close fight the Hungarian Social Democratic Party. The second place was owned by the National Agricultural Opposition. The parliamentarian of the city became Ferenc Takács and Béla Kun. They both lived in Hódmezővásárhely.

What we today call the international system was created by the West from early modern age. This term is often used in political theory, but less focused on how to classify integrative forces within the international system. In the context of this study, we are attempting to lay down some conceptual basis. How do we understand the linking and unifying factors within the international system? Initially, the emergence of the international system was largely attributed to political factors in theory, but we can also refer to other explanatory principles: one considers economic factors and civilizational factors are taken into consideration as essential aspects of the international structures. According to our viewpoint, inter-civilization dialogue seems to be a "third way" that goes beyond the expansive one-sidedness of Western universalism and the world-level confrontation of hostile civilizations. This "civilizational approach" incorporates the two previous aspects - economic and political - and this is what gives its importance. In our view, inter-civilization dialogue is the only viable way to create global ethos, and only the resulting "intellectual revolution" can make national and supranational economic and political institutions to operate in effective way under the conditions of globalization.

The aim of this study is to present the main events in the Hungarian-Serbian economic relations during the last two decades by summarizing the most important moments, their causes and consequences. After the fall of Milošević, it was necessary to re-establish the contractual relationship between the two countries and the corporate relationships terminated during the embargo. After the very promising start, the assassination of the Serbian prime minister, the constant domestic political crises, the government unwilling to make closer contacts, and according to the European standards the closed society of Serbia at that time, hasn't become a political or economic ally of Hungary. In the time when the world economic conditions were in favour of overall development of bilateral economic relations. However the global economic crisis and recession has brought back not only the willingness to invest in Hungary, but also the bilateral trade. The historic reconciliation following the slow political rapprochement in 2014, has made the breakthrough, and contributed not only to the better enforcement of the Hungarian economic interests, but also to the prosperity of Hungarians in their native country, in Serbia. The Hungarian government is supporting Serbia's EU integration process and in all foreign policy issues. As the result of this approach, there are no open questions between Budapest and Belgrade. The preconditions for the constant evolution of the economic relations without special support were the political gestures and friendly attitude of the two governments regarding the earlier sensitive questions and the national issues.

The EU is bound to respect the national identities of Member States. States might, at occasions, define their national identities in ways that breach inclusive constitutional values (e.g. equality) protected under TEU Article 2. The assumption behind the recognition of diverse constitutional identities is the peaceful coexistence of both, which is challenged by illiberal national developments. Instead, we see a zero-sum game between the constitutional recognition of exclusive values (e.g. dominant ethnicity or religion) and inclusive constitutional values; every gain by the proponents of emergent authoritarianism translates to a loss on the side of constitutional democracy. While exclusive norms appear in virtually every constitutional system, a critical mass of exclusive values can lead to the hollowing out of a democratic order, both on the national and on the supranational level. To try to draw the line where this shift happens, we are relying on the limits of toleration, and recognition, of exclusive norms and identity elements of minority communities in liberal theories of multiculturalism (e.g. Raz, Taylor, Kymlicka). We think that the case of illiberal minorities raise structurally similar theoretical questions, insights, and experiences than the dilemma defined above, the challenge of illiberal Member States undermining EU fundamental values.

Food security for the world's growing population is one of the biggest challenges of the future due to resource constraints and global climate change. Fish and other aquatic foods can play a prominent role in the food supply, especially as the ecological footprint of aquaculture is smaller than that of other food production systems. Although the production of marine aquaculture shows an increasing trend, freshwater aquaculture remains dominant in world aquaculture production, especially in developing countries. The resilience of developing countries to the future challenges in food production is very low, so many international projects are trying to improve the situation. Laos is one of the least developed countries of the world, where aquaculture plays an important role in fish supply and employment. In Laos, several international projects are addressed to develop the agricultural economy and food supply, but Hungary is one of the largest donors in this field, given the traditional agricultural relations and strategic cooperation between the two countries. Although the abundance of aquatic resources provides a good opportunity for the development of fisheries and aquaculture in Laos, the growth of the fishery sector is hampered by several factors. These include the lack of good quality stocking material and fish feed, the underdeveloped infrastructure and institutional system, funding problems and weak human resources. The main purpose of the tied aid loans provided by the Hungarian government to Laos is to improve food safety and food security. The development of the fish value chain plays an important role in these programs, which can be considered as a good example even on international level. Hungarian projects also help Hungarian institutions and small and medium-sized enterprises to strengthen their presence in Southeast Asia, that is a region of the world where economy is developing in a dynamic way. ; A világ növekvő népességének élelmiszerellátása a jövő egyik nagy kihívása tekintettel az erőforrások szűkösségére és a globális klímaváltozásra. A hal és más vízi élelmiszerek kiemelkedő szerepet játszhatnak az élelmiszerellátásban különös tekintettel arra, hogy az akvakultúra ökológiai lábnyoma lényegesen kisebb, mint más élelmiszertermelő rendszereké. Bár a tengeri akvakultúra termelése növekvő tendenciát mutat, a világ akvakultúra termelésében meghatározó marad az édesvízi élőlények termelése, különösen a fejlődő országokban. A világ szegényebb országai élelmiszertermelésének a jövőbeni kihívásokkal szembeni ellenállóképessége igen gyenge, ezért számos nemzetközi projekt próbál a helyzeten javítani. A világ legfejletlenebb országai közé tartozik Laosz, ahol az akvakultúrának fontos szerepe van a halellátásban és a foglalkoztatásban. Laoszban több nemzetközi projekt segíti az agrárgazdaság és az élelmiszerellátás fejlesztését, azonban Magyarország az egyik legnagyobb donor e területen, tekintettel a két ország közötti hagyományos agrár kapcsolatokra és a stratégiai együttműködésre. Laoszban a gazdag vízi erőforrások jó lehetőséget biztosítanak a halászat és az akvakultúra fejlesztésére, azonban a lehetőségek kihasználását számos tényező nehezíti. Olyanok, mint például a minőségi ivadék- és takarmányellátás hiánya, a fejletlen infrastruktúra és intézményrendszer, a finanszírozási problémák, illetve a képzett munkaerő hiánya. A magyar kormány által Laosz számára biztosított kötött segélyhitelek kiemelt célja az élelmiszerbiztonság és az élelmiszerellátás biztonságának javítása. E programokban a hal értéklánc fejlesztésének fontos szerepe van, amely nemzetközileg is példaértékű. A magyar projektek segítik azt is, hogy magyar intézmények, illetve kis- és közepes vállalkozások erősíthetik jelenlétüket Délkelet Ázsiában, amelyik a világ egy gazdaságilag dinamikusan fejlődő régiója.

The presentation is a summary of the experiences of régiónál development over a quarter of a century, from the aspect of Hungárián bordér researches. European integration and the unfurling Schengen process changed the relationship of Hungárián régiónál Science and bordér researches in the interpretation of territorial processes. There was a gradual shift of focus by régiónál policies: the so-called "Trianon-syndrome", the analysis of the traditional controlling and restricting functions of State borders was gradually replaced by the analysis of the character of cross-border cooperations. From the point of view of development policy, the tight relationship of régiónál Science and bordér research was founded by the need fór the utilisation of internál and extemal resources, which is the prime motivation of cross-border relations. It is beyond doubt that the use of Hungárián and even more so the EU régiónál supports can effectively serve the moderation of the development disparities of bordér regions, the catching up of the extemal (bordér) peripheries, the "unification" of the spatial structural functions disintegrated by the Peace Treaty of Trianon, the creation and cohesion of a functioning macro-regional economic space in the Carpathian Basin - and all in all the issue of European integration, the improvement of neighbourhood relations.
