V okviru aktualnih procesov v mednarodni skupnosti je mogoče opaziti večje poudarjanje vloge nedržavnih akterjev v tradicionalnih državocentričnih oblikah vladanja. Aktivnosti slednjih so zaznane na področju problematike, povezane z oskrbo z globalnimi okoljskimi dobrinami. Magistrsko delo poskuša ovrednotiti vlogo nedržavnih akterjev, natančneje mednarodnih nevladnih okoljskih organizacij (MNVOO) v okviru mednarodnih okoljskih režimov, saj lahko aktivnosti MNVOO kritično vplivajo na učinkovito delovanje režimov samih. Predmet proučevanja je vpliv MNVOO v državocentričnih mednarodnih okoljskih režimih, primarni cilj pa je ovrednotenje vpliva MNVOO na spremembe v teh režimih. Vplive MNVOO bomo ovrednotili skozi zrcalo treh teoretskih perspektiv mednarodnih režimov. S podrobnejšo analizo Evropske unije kot pomembnega akterja mednarodnega režima za boj proti podnebnim spremembam, konkretno njenega sistema za trgovanje z emisijami (EU ETS), – in s to analizo povezanimi odzivi evropskih MNVOO na delovanje EU ETS – bomo dosegali cilj magistrskega dela. Ugotovitve pokažejo, da je vloga MNVOO v fazi oblikovanja mednarodnih okoljskih režimov manj pomembna kot v fazi implementacije. Realizem se pokaže kot najprimernejša teoretska perspektiva v fazi oblikovanja mednarodnih okoljskih režimov, saj ti kažejo posledice strukturnega izražanja moči med državami. Ker liberalizem poudarja pomen večjega vključevanja nevladnih akterjev v fazi implementacije mednarodnih režimov, se ta teoretska perspektiva izkaže kot najbolj primerna za obravnavo izbranega mednarodnega okoljskega režima. Liberalizmu se pridruži šibkejši kognitivizem, saj temelji na medsebojnem učenju ter delitvi informacij. ; Within the current processes of the contemporary international community, academic research observes a greater emphasis being placed on the role of international non-state actors in generally state-centered forms of governance. Their activities are manifested in the field of problems related to the supply of global environmental goods. This master's thesis aims to evaluate the role of non-state actors, (i.e. environmental non-governmental organizations (ENGOs)) in internationalenvironmental regimes (IERs), as ENGOs' activities can significantly contribute to a more effective operation of IERs. Thesis seeks to examine the impact of ENGOs on IERs, whereby its primary goal is to assess the actual ENGOs' influence on changes within state-centric IERs. ENGOs influence will be evaluated through the lens of three theoretical perspectives on international regimes. The set goal will be achived through detailed analysis of the European Union – and its emissions trading system (EU ETS), respectively – as one of the leading players within the international climate change regime – and through associated response of European ENGOs on EU ETS. Thesis shows that ENGOs play greater role at the IERs implementation phase in comparison to IERs formation phase. Realism proves to be the most applicable theoretical perspective at the IERs formation phase, as newly established IERs demonstrate structural power relations between the states. Placing greater emphasis on the ENGOs involvement at the IERs implementation phase, liberalism attests to be the most suitable theoretical perspective for this master's thesis case study. Being based on mutual learning and information sharing, liberalism is joined by weak cognitivism.

Although the new international economic
order (NIEO) has mostly been assessed as a failure, its
ideas still seem relevant in today's crisis environment.
The new context clearly shows that the existing liberal
international order is ineffective and calls for deep
changes like in the times of the developing countries'
fight for the NIEO. The article considers whether its
principles remain of relevance today, which ones have
been amended and which should be newly introduced,
all based on NIEO-related lessons. Dilemmas between
international law or a rules-based order as a framework for global governance and whether the proposed
new inclusive global economic order is to be based on
values (and if so, which) are evaluated.

Po terorističnih napadih Al Kaide v Združenih državah Amerike septembra 2001 se je dojemanje varnostni in groženj mednarodne skupnosti povsem spremenilo. Varnostni svet Organizacije združenih narodov je že dan po terorističnih napadih sprejel Resolucijo 1368 (2001), ki opredeli napade kot oborožen napad na Združene države Amerike in kot ogrožanje mednarodnega miru in mednarodne varnosti. Nepredvidljivo in spremenjeno varnostno okolje v svetu je zahtevalo takojšen odziv. Mednarodna skupnost kot vir ogrožanja identificira Afganistan. Še isto leto so z mandatom Organizacije združenih narodov vzpostavljene Mednarodne sile za pomoč v Afganistanu, katerih vodenje leta 2003 prevzame zveza Nato. Misijo, ki se je zaključila konec 2014, v letu 2015 nadomesti nebojna svetovalna Misija Odločna podpora in se izvaja še danes. Odziv na sodobne grožnje države rešujejo v medsebojnih zavezništvih ter delovanju v mednarodnih operacijah in misijah. Članstvo Republike Slovenije v zvezi Nato je prineslo obveznost izpolnjevanja zavez, ki so bile podane v pristopnem obdobju ter kasneje članstvu. Kot polnopravna članica poleg tega sodeluje v procesu oblikovanja in izvajanja varnostnih in obrambno političnih smernic. Republika Slovenija svoje obveznosti v Zavezništvu izpolnjuje tudi s sodelovanjem v mednarodnih operacijah in misijah, kot so Nato-vodene mednarodne operacije in misije v Afganistanu, kjer sodeluje od leta 2004. Vloga obveščevalno varnostnih služb pred napotitvijo, v času delovanja ter po zaključku delovanja slovenskih pripadnikov v Nato-vodenih operacijah je izjemno pomembna in ena od najbolj učinkovitih oblik zaščite lastnih sil. Ob upoštevanju omejenih resursov je mednarodno sodelovanje Republike Slovenije ključno pri zagotavljanju tovrstne podpore v Afganistanu. ; After the Al Qaeda terrorist attacks in the United States of America in September 2001, the perception of the security and threats of the international community has completely changed. A day after the terrorist attacks, the United Nations Security Council adopted Resolution 1368 (2001) defining attacks as an armed attack on the United States and as a threat to the international peace and international security. An unpredictable and changed security environment demanded an immediate response in the world. The international community identifies Afghanistan as a source of threat. In the same year, under the United Nations mandate, the International Security Assistance Force in Afghanistan was established and transformed in NATO-led mission in 2003. The mission that concluded at the end of 2014 was replaced today's ongoing by non-combat advisory Resolute Support Mission in the beginning of 2015. When responding to the modern threats countries develops mutual alliances and work together in international operations in missions. With membership in NATO, the Republic of Slovenia assumed responsibility for fulfilling the commitments made during the accession period in later on as a member of Alliance. As an Ally is involved in the process of designing and implementing security and defence policy guidelines. The Republic of Slovenia also fulfils its commitments in the Alliance by participating in international operations on missions such as NATO-led international operations in the mission in Afghanistan, where it has been participating since 2004. The role of intelligence security services before the deployment, during the operation and after the deployment is extremely important and is one of the most effective forms of force protection. Taking into account limited resources, the international cooperation is crucial for the Republic of Slovenia in providing such support in Afghanistan.

V članku, ki temelji predvsem na arhivskem gradivu in publicistiki, je predstavljeno politično delovanje Ivana Švegla, nekdanjega avstro-ogrskega konzula v Združenih državah Amerike in Kanadi, ki je po prevratu deloval na pariški mirovni konferenci. V Začasnem narodnem predstavništvu v Beogradu je predstavljal Trst, na volitvah leta 1927 pa je kandidiral na listi Hrvaške kmečke stranke Stjepana Radića. V tem prispevku so predstavljene širše okoliščine Šveglove povezanosti z Radićevo stranko. ; This article presents the political activities of the Slovene diplomat and legal expert Ivan Krizostom Švegel (a.k.a. Hans Schwegel, 1875–1962), who primarily served as an Austro-Hungarian consul in the United States and Canada before the First World War. Although his involvement in the delegation of the Kingdom of Serbs, Croats, and Slovenes at the Paris Peace Conference of 1919 has not passed unnoticed in Slovene historiography, less is known about his political career. Švegel already expressed his sympathies for the Croatian national demands at the Paris Peace Conference, especially by interceding with American diplomats for the incorporation of Rijeka by Yugoslavia and helping his Croatian counterparts settle the question concerning the affiliation of the Repaš (Hung. Répás) area along the Drava River. In the Temporary National Representation in Belgrade, Švegel represented Trieste and worked within the framework of the Yugoslav Club, headed by the president of the Pan-Slovene People's Party, Anton Korošec. However, Švegel soon parted ways with Korošec and withdrew from active politics for a few years. In the election of 1927, he ran on the ticket of the Croatian Peasant Party in the Gorski Kotar region at the personal proposal of Stjepan Radić and made his way into the Croatian parliamentary representation in the Belgrade assembly. Radić's decision to nominate Švegel as a Slovene candidate in one of the traditionally winnable Croatian constituencies for his party undoubtedly added to the chagrin of Korošec, who had long been at odds with Radić. Much to the surprise of Radić's most intimate circle, at the end of 1927 Švegel joined the rebellious faction of Ljudevit Kežman, a priest and long-standing secretary of the Croatian Peasant Party. Yet rather than hold him to blame, Radić continued to cooperate with Švegel until the fateful shooting incident in the Belgrade assembly on June 20th, 1928. During the assassination against Radić and his colleagues, Švegel, according to his own testimony, was composed enough to help lift Svetozar Pribićević from his bench to safety. In the early period of the royal dictatorship, Švegel maintained a low profile until the spring of 1930, when he joined the government as a minister without portfolio, together with three other dissidents from the former Croatian Peasant Party. After he was soon forced to leave his position in the royal government, he briefly returned to diplomacy in 1931 by being appointed envoy of the Kingdom of Yugoslavia to Buenos Aires. However, no later than 1932, he was forced to leave his office due to disagreements with other officials at the legation and the heads of the foreign ministry and to retire. As his correspondence with Marija Radić reveals, Švegel also remained a faithful adherent to Radić's views after the Second World War.

V sodobni obrambnodiplomatski praksi vse pogosteje zasledimo gostujoče obrambne atašeje. Države so jih začele vpeljevati zaradi pritiskov po racionalizaciji obrambnodiplomatske dejavnosti, ki so se okrepili z začetkom zadnje finančne krize in gospodarske recesije. Z nalogo proučujemo funkcionalnost gostujočih obrambnih atašejev ter njihove prednosti in slabosti v primerjavi z rezidenčnimi diplomati. Posamezne slabosti poizkušamo relativizirati z vidika razvoja sodobnih informacijskih in komunikacijskih tehnologij ter okrepljenega zaupanja in spremenjene miselnosti mednarodnih odnosov, zaradi katerih se spreminjajo tudi naloge in funkcije obrambne diplomacije. Na podlagi mednarodne primerjave oblikujemo priporočila za organizacijo dela in izvajanje diplomatske dejavnosti gostujočih atašejev, med prednostmi pa podrobneje razdelamo njihovo vlogo v funkciji razvoja karierne poti. Slednja bi lahko še posebej koristila državam z omejenim diplomatskim aparatom, ki nimajo vzpostavljenih inštrumentov kadrovske selekcije ter inštitucij za izobraževanje in usposabljanje bodočih diplomatov. Hkrati proučujemo prevladujoče čine v obrambni diplomaciji ter obseg obrambnodiplomatskega delovanja, tako na strani držav pošiljateljic kot držav sprejemnic. Na splošno so čini obrambnih diplomatov bolj kot od značilnosti držav in oboroženih sil odvisni od različnih političnih, gospodarskih in kadrovskih dejavnikov, vključno z načelom recipročnosti, politično propagando, izzivi vojaškega kariernega razvoja ter promocijo vojaško-industrijskega kompleksa. Z vidika držav sprejemnic pa najštevilčnejše obrambnodiplomatske aparate ter diplomate z najvišjimi čini najdemo v vodilnih vojaških in političnih velesilah, s čimer jim države pošiljateljice izkazujejo posebno priznanje, pozornost in čast. Čini obrambnih predstavnikov pri mednarodnih organizacijah pa odražajo predvsem obseg prevzetih obveznosti posamezne države do konkretne mednarodne inštitucije. Kot zanimivost velja izpostaviti še izjemno nizek delež žensk v obrambni diplomaciji. Poglavitne ugotovitve obeh raziskav apliciramo na slovenski obrambnodiplomatski sistem. ; Contemporary defence diplomacy is earmarked by Roving Defence Attachés. Countries started to introduce them under the pressure to rationalize defence diplomacy, culminating in the last financial crisis and economic recession. Master's Thesis examines the functionality of Roving Defence Attachés, and their advantages and disadvantages compared to Resident Defence Attachés. Particular disadvantages are relativized and diminished in the light of modern information and communication technologies, increased mutual trust and mind-set shift in international relations, resulting in changes of tasks and functions of defence diplomacy. Based on international comparative analysis we put forward recommendations for work organization and activities management of Roving Defence Attachés. Among the advantages of Roving Attachés we elaborate in more detail the function of career development. The latter could be especially beneficial for countries with limited diplomatic apparatus, lacking human resource selection tools along with the education and training institutions for future diplomats. At the same time we examine prevailing military ranks in defence diplomacy and the scope of defence diplomacy engagement, from both perspectives of sending and receiving states. The military ranks of defence diplomats depend more political, economic and human resource factors, including reciprocity principle, political propaganda, the challenges of military career development and the promotion of military industrial complex, than the characteristics of states and their armed forces. From the viewpoint of receiving states the largest defence diplomacy corps and the diplomats with the highest military ranks can be found in leading military and political superpowers, as the sending states try to express special recognition, attention and honour to them. The military ranks of defence representatives in international organizations by-and-large reflect the assumed responsibilities of a country towards respective international entity. You may find interesting the extremely low proportion of women in defence diplomacy. Main research findings are applied to Slovenian defence diplomacy system.

Abstract. The article analyses the innovative Marxist conceptualisation of
politics proposed by the Slovenian political scientist Adolf Bibič. The latter
built on the contributions of Heglo-Marxists and Gramsci to political theory.
At the core of his theory, he placed the question of the political power–class exploitation relationship. He distinguished political politics from self-managing politics, and problematised the dominant Western understandings of politics as well as the theories of elitism and pluralism. Moving away from such theories and dogmatic Marxist notions about the withering away of politics, he formulated his project of humanising politics beyond class exploitation and capitalist relations of production. This project assumed a necessary transformation of political practice in terms of the dialectical process of the socialisation of politics and the politicisation of society.

V magistrskem diplomskem delu je predstavljena Konvencija Združenih narodov proti korupciji, prvi in edini univerzalni mednarodnopravno zavezujoči protikorupcijski instrument. Ta je rezultat večletnih naporov številnih držav in iskanja potrebnega konsenza za njeno sprejetje, danes pa ima že 182 pogodbenic. Konvencija obravnava preventivne ukrepe, inkriminacijo, kazenski pregon, mednarodno sodelovanje, povračilo premoženja, strokovno pomoč in izmenjavo informacij. Vzpostavljen je ocenjevalni mehanizem implementacije Konvencije, ki se v ciklih posveča vsem njenim določbam, tudi pravno nezavezujočim, katerih število in odsotnost strogega režima izvrševanja neizbežno pomeni, da Konvencija sama po sebi ne bo odpravila korupcije. Kljub temu državam nudi skupni okvir na katerega se lahko oprejo ter dodatno vzpodbudo za sodelovanje. Zato je ključno uporabiti in po potrebi nadgraditi regionalne mehanizme, ki lahko kakovostno dopolnjujejo cilje Konvencije. Končno poročilo prvega cikla ocenjevanja implementacije III. in IV. poglavja je za Slovenijo vzpodbudno. Izdana so bila določena priporočila, a hkrati prepoznani številni primeri dobre prakse. Učinki Konvencije bodo vidni postopoma, ko in če bodo države upoštevale izdana priporočila, počakati pa je treba še na zaključek drugega cikla in s tem pregled II. in V. poglavja. Za prihodnost brez korupcije je bistveno, da ob spoštovanju nacionalne suverenosti države ohranijo voljo za skupen mednarodni boj, Konvencija pa zaenkrat deluje kot dober skupni imenovalec na tej poti. ; This master thesis analyses United Nations Convention against Corruption, first and only universal legally binding anti-corruption instrument. The latter is a result of years of efforts made by numerous states in search of required consensus to adopt a document, which has 182 parties by now. Convention deals with preventive measures, criminalization, law enforcement, international cooperation, asset recovery, technical assistance and information exchange. An implementation review mechanism has been established, which will address all the Convention's provisions in cycles, including the non-binding ones. The number of those and lack of a strict enforcement regime inevitably means that Convention on its own cannot put an end to corruption. What is crucial, is a common framework for states to lean on and above all, encouragement for cooperation. Therefore it is vital to utilize and, depending on the needs, upgrade existing regional mechanisms, which can complement goals of the Convention. Final report of the first review cycle of the implementation of chapters III. and IV. is reassuring for Slovenia. Certain recommendations were made, but numerous examples of good practice were also recognized. Effects of the entire Convention will be seen gradually, when and if states follow issued recommendations, plus we need to wait for the end of the second cycle and with it the review of chapters II. and V. For a future without corruption it is crucial that states, while respecting national sovereignty, preserve their will for the joint international fight. And so far Convention works as a good common denominator on this path.

Abstract. The challenge of ensuring the space environment's long-term sustainability in the context of the exploration and commercialisation of outer space raises several important issues and dimensions with respect to both international environmental law and sustainable development. The research question analyses the extent to which such exploration benefits humanity and expands the province of all humankind. In this article, historical achievements of the international legal framework governing the area of space exploration are presented. Opportunities for further developing and strengthening this framework to ensure the cooperative, transparent, inclusive and equitable development of space exploration are deliberated, notably those that do not limit the interests and opportunities of space-faring countries. The key finding and proposition of this article is that while discussing the need to improve and strengthen the international regulatory framework, developing countries' needs and interests should also be effectively incorporated. More equitable, inclusive and sustainable development is as much in the interest of developed countries as it is of developing countries. Magistrska naloga se ukvarja z vprašanjem dejanskega in ne zgolj deklarativnega strateškega partnerstva med Evropsko unijo in Rusko federacijo. Dobri odnosi so namreč ključnega pomena v luči pogajanj o novem sporazumu. Ruska federacija je ena izmed najpomembnejših gospodarskih partnerk Evropske unije. Ta povezanost ju sili, da skušata kljub ne vedno enakim in včasih celo nasprotujočim si pogledom globalne in regionalne izzive reševati z medsebojnim sodelovanjem. Magistrska naloga podrobno predstavi odnose med Evropsko unijo in Rusijo ter analizira dejavnike, ki prispevajo tako k pozitivnemu razvoju odnosov kot k naraščanju napetosti. Na podlagi analize magistrsko delo zaključi z ugotovitvijo, da se soodvisnosti med partnerkama ni mogoče izogniti in da je napočil čas, da konfliktne predpostavke izkoristita kot možnosti za poglobljeno sodelovanje in vzpostavitev stabilnih politik za reševanje skupnih izzivov. ; The thesis discusses the question of actual and of not just declarative strategic partnership between the European Union and Russian Federation. Good relations are namely key in the light of negotiations on the new agreement. Russian Federation is one of the most important economic partners of the European Union. Despite not always equal and sometimes even divergent positions this relation forces them to solve global and regional challenges with cooperation. The relationship between the European Union and the Russian Federation is presented in great detail. Individual factors, which contribute to a positive development of relations on the one side and to the increase of tensions on the other, are also analyzed. On the basis of the analysis the thesis concludes that interdependence is inevitable and therefore the time has come to turn conflicting suppositions into possibilities of profound cooperation and establishment of stable politics to cope with common challenges.

Doseganje ciljev trajnostnega razvoja (Sustainable Development Goals – SDG) bo zahtevalo več sredstev, kot jih imajo države trenutno na voljo, kar predstavlja izziv predvsem v državah, ki imajo sicer hitro, a hkrati ne vključujočo se gospodarsko rast. Gospodarska rast namreč ne pomeni nujno razvoja, kljub temu pa vpliva na to, koliko uradne razvojne pomoči (Official Development Assistance – ODA) mednarodne skupnosti bo država prejemnica prejela. Nekatere gospodarsko hitro razvijajoče se države tako na eni strani dobivajo vse manj ODA, hkrati pa ostajajo dom najrevnejšim predelom sveta. Ta pojav kliče po novih oblikah in načinih financiranja ter novih pristopih. Prostor se odpira zasebnemu kapitalu na čelu z zasebno filantropijo, ki je, predvsem v državah v razvoju, močno v porastu. Filantropija se na eni strani pojavi kot akter, ki ima velik potencial, da v veliki meri zapolni (in že zapolnjuje) vrzel pri dosegi SDG, na drugi strani pa ni zavezana slediti splošnim sprejetim smernicam trajnostnega razvoja (od držav). To filantropiji omogoča, da svoje delovanje usmerja na podlagi lastnih interesov, ki pa bodisi sovpadajo bodisi nasprotujejo skupnim ciljem trajnostnega razvoja. Regulacija na tem področju je šibka, pogosto se soočamo s pomanjkanjem razumevanjem delovanja filantropskih organizacij kot tudi s pomanjkanjem informacij o njihovih finančnih tokovih. Hkrati pa se je treba zavedati, da je z naraščajočim se zasebnim premoženjem v mednarodnem razvojnem sodelovanju in potrebo po dosegi SDG bolj kot kadarkoli prej pomembno razumeti obseg, potencial in vpliv filantropskih organizacij tako pri dosegi SDG kot v tradicionalnih odnosih v mednarodni skupnosti. ; Reaching Sustainable Development Goals (SDG) demands more resources than are currently available to many states. This is a particular problem in developing countries, which are experiencing fast but not inclusive economic growth. Even though economic growth does not necessarily bring development, it remains a standard which defines how much international Official Development Assistance (ODA) a country receives. As a consequence, some countries with rapid economic growth are receiving less and less ODA, while still including some of the poorest parts of the world. This calls for new approaches and sources of financing to aid in development, and opens the door to private capital, including private philanthropy, which is especially important in developing countries. While philanthropy is seen as having a lot of potential with regard to pursuing SDG, it is not obliged to follow the same guidelines for sustainable development that have been adopted by state organizations. This enables philanthropic projects to act in their own interests, which may or may not coincide with the SDG agreed for a particular place. Moreover, regulation in this field is weak, and it is often unclear how specific philanthropic organizations operate. These facts, together with the growing amount of private wealth directed towards international development and the need to reach SGD, mean that it is more important than ever to understand the scope, potential and influence of philanthropic organizations in terms of both SDG and the changes we are seeing in traditional relations among members of the international community.
