The study elaborates essentials, in the author's opinion, of the answer to the following query formulated at the outset: is the formation and the development of contemporary crisis phenomena related, and to what extent, to the present policies of infrastructure developement and to its attained level. A decision to elaborate this subject can be justified, on the one hand with prevalent disturbances of the economic developement in European States and on the other, with the weight attributed to infrastructure as a substantial determinant of economic changes. Relations between infrastructure and a developement of capitalist states can be characterized by means of presentation of three crucial moments. The first one incidental to the 19 c. industrial revolution, the second, resulting from Keynsian assumptions and the third one, started, in the author's opinion, in 1973 along with the oil crisis and a process of the EEC extension. As far as the socialist States are concerned, the author indicates at the significant reasons of apparent tendencies in economic practice in those States, they are rooted in the views on understanding a socialist economy, still vivid in the theory and present in the practice of economic life (e.g. identifying it with one giant enterprise), on principles and conditions of development (e.g. a tendency to allow a preferential treatment to accumulation in a distribution of national income), as well as on a practical interpretation of goals of socialist economy. Many conclusions and theses could be illustrated on account of a wide employment of statistical data on a state and a pace of transformations of economic infrastructure of the 20 European states, on utilization of infrastructure services in relation to the gained effect of GNP and on assessment of interactions between a level of infrastructure developement and a general stage of developement. ; Digitalizacja i deponowanie archiwalnych zeszytów RPEiS sfinansowane przez MNiSW w ramach realizacji umowy nr 541/P-DUN/2016

The reform of planning and managing system of the national economy in Poland is mostly concerned with a functioning of State enterprises. The new economic model has endowed its organizations with an economic independence, self-management and self-financing. The idea of self-management of enterprises is manifested in the shape of worker's self-management. Worker's councils are presently functioning as a basic and permanently active organ of the worker's self-management. According to sec. 2, par. 2 of the Act of 25 Sept. 1981, the worker's council is an organ and representation of the personnel's self-management. Simultaneously, by virtue of the State enterprises' Act, the workers' council obtained a status of the organ of State enterprise. Being the organ of workers' self-management, the worker's council enjoyes an attribute of independence from the State administration organs, as well as from the political and union ones. Consequently no pressure can be exerted by these organs on the worker's council in the scope of its preemption. There are direct ties between the council and the personnel of an enterprise in order to secure the independence of the first: the council is elected by the personnel in a direct, general and equal poll. The independent status of the council member is guaranteed by the interdiction of a notice or dissolution of an employment contract without a previous consent of the council. The attribute of council's independence does not imply its isolation from other organs of the enterprise management. It concerns both the workers' self-management organs and organs managing professionally i.e. the enterprise director. Relations of the council to the general assembly of the personnel are based on a definite dependence of the council from the assembly. The assembly passes, among others, a statute of the workers' self management, the basic, internal normative act stating the position and functioning rules of the workers' council. The assembly is also vested with a right to recall a council in toto or its individual members. Mutual interdependence and, to some extent, keeping each other under control are characteristic of the relations between the council and the director of an enterprise. The workers' council is vested with the right to suspend the execution of a director's decision and the director, in turn, can suspend the execution of a council's resolution. Contentions as to an application of the supervisory measures are tried under special mode of proceedings. The up-to-date practice does not allow for more exhaustive evaluation of the effectiveness of self-management organs in the State enterprises. The task of the article is a comparison of theoretical findings of the conception of the international economic cooperation of the CMEA member states with the premises of their economic policies in this scope and with the previous course of integrational processes in the CMEA group. In the first part of the study, three basic theoretical concepts of economic cooperation are presented which can be related to differing views of economists on the part played by planning and international market in the socialist economy. In the second part of the study a system of the international economic cooperation adopted in the premises of the economic policies of the CMEA member states is analyzed. The author's attention is focused mainly on those elements of the international cooperation system which are compromising opposing pursuits of the particular member states of securing themselves most favorable conditions for balancing necessary means with needs stated autonomously in the national plans of economic developement. The third part of the study is devoted to the analysis of features of functioning of the present system of international cooperation of the CMEA states. The actual distribution of competence and roles in the system of relations between various levels of domestic and international institutions and organizations are characterized. The scope of implementation of resolutions and recommendations of the CMEA on the developement of the international specialization and productional cooperation is evaluated. The excessive build up of the consulting and negociating activities almost on all the levels of economic organizations of the member states and of the CMEA organs is also indicated. The identification and analysis of structure of interdependence of economic interests in the sphere of realization of international economic cooperation in the CMEA are performed. Particularly, following groups of interests can be singled out: Party and government governing bodies, central economic administration, productional and trade enterprises, international organs of the CMEA. The paper gives W. Lenin's views upon the correlation of productive forces and production relations and the policy of the state. It consists of two part's. In the first one the role of economics in policy has been discussed. The problem has been handled in a historical approach. The works of W. Lenin on the capitalistic economy and the socialistic economy have been a starting point for a survey of the problem. After considering the subject, the authors of this paper came to the following conclusions: a) policy is a reflection of economics, b) policy represents basic economic class interests, c) policy generalizes economic phenomena and processes, which are reflected in the acts of the state and in the activities of social and political associations. The second part of this paper is concerned with the role of policy in relation to economics. An analysis of views proves that W. Lenin has formulated a principle that the rank of policy is higher than the rank of economics. Latin America has played at all times a significant part in the foreign policy of the United States. Its geographical proximity, colonial descent, as well as common interests of all American countries toward the policy of the European colonial powers - these are historically primordial factors that have determined their relations. In course of time, as USA investments in Latin America grew, and the system of the political-military relations consolidated, also with respect to the USA global policy, the countries of Latin America got interrelated in a peculiar way with their northern neighbour. At present their mutual relations are noticeable at the arena of culture and propaganda. The present work perceives the cultural policy and foreign propaganda pursued by the United States as a broad complex of phenomena involving both the passage of wealth, values, and standars of culture, and the political purposeful persvasive actions, affecting the views, attitudes, and conduct of the pe.ople, as an instrument applied to put into effect the strategical aims of the. USA foreign polioy. At the same time it represents a stable integrator of the western hemisphere. The two decades (1960s and 1970s) of cultural policy and foreign propaganda discussed in the present work are' a period that allows to trace the characteristic manifestations, and to regard the trends appearing as the regularities of this sphere of social activity. The conception of tjie culture and propaganda influence, elaborated in the beginning of the 1960s has been modified in accordance with new occurrences taking place in Latin America, and with their perception by the particular administrations. The political function of this influencing, its aims,¡contents and implementing methods have not undergone any change. The work is composed of three fundamental sections - chapters. The first one "The determinants, and the programmatic directions of the USA culture-propaganda influence in Latin America" attempts to present the foreign policy programmes, and their stageB to define the place and role of the culture-propaganda influence in the USA strategies adopted to Latin America. Chapter two "The organization of the administration machinery" illustrates the extremely complex, multisectorial, and hierarchical system of the state and non-state organizations programming, coordinating, and implementing the actions under discussion. The third chapter "The forms, and techniques of the culture-propaganda influencing" describes the big business activity in Latin America in the field of mass-communication, its dominance at the information market, and its impact on the mass culture and education. Moreover the author discusses the state institutions activity in the field of radio, TV and film propaganda, face-to-face communication, bi-national centres and military schooling stations, as well as public utilities operation. Latin America constitutes too differentiated area to adopt preferential techniques to the entire region. Nevertheless the preference is noticeable. This refers to the radio-TV propaganda, face-to-face communication, bi-national centres operation, and arises from the influencies directing mainly onto middle classes predestinated to adopt foreign standards and values.

Both the present theory of international conflicts and recent development in international relations in the sphere of procedures and bases for pacific solution of international disputes call for an urgent re-examination of a number of relevant problems involved. There are three such problems the examination of which is essential to meet the necessity of a new approach to international disputes and their solution by pacific means. First of all it seems to be of primary importance to propose a new and more adequate systematization of international disputes using such criteria as they appeared to have played in practice decisive role in the originating (sources) of particular disputes their stages and possible mutations. The author proposes five such criteria which give an opportunity to systematize all disputes and show them in the light of variety of characteristic features. These criteria are as follows: a) substance of the dispute (the subject matter may be territorial or personal), b) persons meaning parties to a dispute (there may by bilateral or multilateral disputes; disputes between states, states and an organization, or between organizations etc.), c) the factor of time which may have and material significance or plays a formal and procedural role, d) the factor of the locus in the meaning of the character of circumstances (local, regional or universal) which bear upon sources of a particular dispute, and e) the factor of forum which shows whether and under what conditions a particular dispute may be discussed on the international plane or falls within the exclusive national jurisdiction. The visible decline of using existing devices and means of pacific solution of international disputes as listed in the article 33 of the Charter tends to expose the international peace to a real danger. There is therefore a further need of thorough research of present practices spontaneously and often informally developing. The author gives a number of such instances which together with some other propositions may be used as a helpful indication by drafting new devices and institutions of pacific solution of international disputes. Finally there is another problem which consists in an hypothesis that there is an intimate relation between particular types of international disputes and means best calculated to bring such disputes to an desirable end. In the introduction the author underlines the importance and role of the foreign trade in the socialist economy. The rate of increase in the trade with abroad in CMEA countries ought to undergo a considerable acceleration and surpass the rate of increase of the national income and industrial production. In the course of the last years the socialist countries have done and still do big efforts aiming at extension and deepening of the profits of economical relations with highly developed West European countries. These efforts were expressed in active cooperation in bilateral talks that were to lead to liberalization of export to CMEA and EFTA countries, to the membership of GATT reacted by some of the socialist countries and in finished negotiations under the name of Kennedy Round. In that way we theoretically reached the approach to western markets — that in general depends on the quality of exported goods, their attractive price, short terms of delivery and profitable sale conditions for foreign contractive parties — this fact however does not solve the problem. Liberalization of import to CMEA and EFTA countries secures the approach to the west markets only in formal and legal terms. But there exists still another aspect of the problem. These markets got under control of the state and international concerns. The introduction of a new competitor is very difficult in that situation. A solution could be found in creating such a situation in which our presence on the West markets would be not only a competition but simultaneously a form of cooperation, profitable for our partners. Cooperation in the international scale would be the required form. Further on, the author discussed in the article three forms of cooperation: licence agreements in the branch of building and exporting machines, gadgets and agreements for cooperation with West enterprises in the aim of supplying on the markets of the third world. The author dealt as well with forms of scientific and technical cooperation and discussed profits of cooperation for both sides. Finishing the article the author put forward the thesis that cooperation helps to enliven the economical relations between East and West.
