The aim of this dissertation is to examine inter-ethnic relations between organizationally active people with different ethnic backgrounds. I focus on relations that are based on a mutual interdependence between parties, mutual respect, common procedural rules, real opportunities that expressly approve or reject a proposal in a decision or deliberation situation free from compulsion, where people, who have different ethnic backgrounds, strive after insight and understanding in their relations. In this dissertation I present three empirical cases about cooperation, consultation and participation as forms of inter-ethnic relations from the organizational fields in the society. These cases are examples of what I characterize as "organizing inter-ethnicity", or organizing people with different ethnic backgrounds around common concerns. Organizing inter-ethnicity is in turn a part of organizing and integrating diversity in society. Drawing on the results of three case studies, I distinguish between opportunities and barriers. My case studies clearly illustrate that the tensions that influence the patterns of and variation in opportunities and barriers have sources that reach well beyond ethnicity. Tensions between old and new organizations, between working immigrant organizations and refugee organizations, between organizations from same group or between organizations that have conflicts from their members' countries of origin provide some examples of the difficulties that generate barriers to broad interest constellations between organizations.
This dissertation analyses how the Government runs governmental agencies. Which management methods can and may the Government apply for the purpose of implementing political decisions through administratively independent agencies? Can political actions be conducted with rational methods? In accordance with Swedish administrative practice, Government and Parliament are to set up comprehensive objectives and establish the principal direction of activities, while the agencies are responsible for the implementation of the political decisions. The subject of the dissertation is primarily results-based reports, and results are analysed and assessed relative to the objects. The purpose of this study is to compare how management should work according to political programs and intensions, and how it actually works in Parliament, the Government and Government Office, and agencies. It is based primarily on a close scrutiny of management in eight agencies and in the Government Office, Government and Parliament. Special attention is devoted to the implementation of results-based management in Swedish administration, and also to relations between politicians and civil servants at various stages of the management process. Considerable differences between objectives and reality are found, and also considerable differences between different agencies and fields of activity. Certain parts of the results-based management model have been over-applied, due to the fact that the Government has set too many and too detailed objectives. Other parts are under-applied, and there are too few examples of systematic follow-ups and assessment of activities. Results-based management contains valuable features, primarily that results awareness is emphasized in agencies, but the Government has taken its management ambitions too far. The consequence is that necessary developments and changes in the activities of the agencies have not been implemented.
Evaluation is an institutionalized practice in the western public sector with several applications and uses. At the same time, the effectiveness and use of evaluation is seldom demonstrated. This evaluation paradox is due to the fact that evaluation is constrained and shaped in relation to, among others, a political context. In this dissertation, the political context is examined from the assumption that governance shapes evaluation. The aim is to analyze the relationship between governance and evaluation, by studying the translation (i.e. interpretation) of the European Union evaluation approach ongoing evaluation in Sweden, in the context of Cohesion policy 2007-2013, which in Sweden aims at reinforcing competitiveness and employment. The relationship is examined through documents and interviews on a European union and a Swedish level, and in the translation process in between. With key concepts such as steering logics, participatory evaluation and translation through framing, the formation of evaluation in relation to governance has been mapped. This is particularly interesting in Sweden where the approach puts forth ideals of learning and interaction that seem to depart from ongoing evaluation. Results show that governance cannot fully explain the shape of evaluation. Instead, Swedish agencies and other implementing actors have promoted their evaluation norms while at the same time fulfilling the Swedish ministries' learning frame. It is an actor perspective complementing the relationship between governance and evaluation previously presented. The evaluation approach in Sweden has been translated to a practical participatory evaluation approach within a larger group of collaborative inquiry. In conclusion, evaluation on both levels has functioned as a relatively uncritical supportive resource for decision making within predetermined boundaries, more connected to the object of evaluation than to a larger governance context. Evaluation in Sweden is being separated from questions of accountability, and participation in evaluation is for goal fulfillment rather than for critical examination of basic assumptions underpinning projects and programs. Results made possible through the lens of translation show that the Swedish approach was made possible by the vague borders of the field of evaluation, the rhetorical use of evaluation terminology in translation, skilled institutional entrepreneurs using legitimizing strategies, and the framing by the Commission and state ministries that opens up for national variation.
The thesis has two purposes. The first is to understand the organizational forms of the public administration when it participates in international rule making processes. The second purpose investigates democratic implications of internationalization of the Swedish state administration. A theoretical framework, combining theories of governance with ideas on resource dependence and a neo-institutional approach, is applied to three empirical cases. The cases follow decision making processes within the European Employment Strategy, The Kyoto Protocol for reduction of green house gasses and negotiations on trade facilitation within the WTO. The studied processes can be described as complex and fragmented, containing multiple types of actors and parallel arenas, complex technical material and bureaucratic processes. They were also characterised by the fact that policy was created throughout the course of the processes. They also seemed to lack an ending and were to a high degree bound by their history. The administrations' response resulted in an organisational form that is theoretically developed in the study – enclaves. Enclaves contain members from different organizations, both private and state organizations and the work within them is carried out in an informal and interactive way. They are de-coupled units with stable membership that is related to positions in the hierarchy. As opposed to networks, enclaves are not self-organizing but the membership is mainly controlled by state-actors. The second aim of the study is carried out through a number of indicators derived from the deliberative and the representative models of democracy. The blurring of responsibilities, the lack of transparency and the barriers for entrance into the enclaves made the organisational forms of the administration seem problematic in relation to the representative model. However other features of the enclaves seemed to support a more communicative logic of action, leaving the deliberative model more promising as a way of understanding the administrations' work as democratically legitimate. Still, the analysis showed that the deliberative model also faced some challenges in terms of lack of openness and inclusion of all relevant stake holders.
This is a study of inter-organizational relations, especially of control relations, applied to Swedish state enterprise.The growing interdependence between different parts of society as well as the dynamic environment of organizations bring forward a need for new patterns of interaction. Organizations of very dissimilar types have to cooperate in new areas. The state enterprises have an external environment that exhibit both political and economic characteristics. The control relation, to the owner, may involve both types.The study consists of three parts. Part one present an initial theoretical framework, used in an empirical study (part two). This shows the need for a further development. A revised and enlarged framework is presented in part three. In the initial framework the concept of control, within a systems approach, was the focus of investigation. The approach was traditional and pointed to the importance of structures and of characteristics of the decision process. Control of two levels was discussed — organizational control and control of specific situation. The model suggested was mainly developed for description of control of state enterprises.The empirical study was conducted as an interview study in nine state enterprises. The interviews were of a semi-structured type and the purpose was to gain new insights as to the conditions of control of organizations. The enterprises were selected according to mission, three types were identified: strictly political tasks, strictly economic tasks and a mixture of tasks. The findings were that organizational control differed according to task so that political task gives a more strict control: The differences in control of ongoing avtivity was less pronounced. The most striking finding was the relevance of expectations of control. The empirical study led to demands for a more actor-oriented approach.This was the starting point for the revised and enlarged framework. A review of studies of relations in the systems approach and within a more actor-oriented approach was made. The role of the actor in the organization is discussed. The importance of structural conditions and of process in control is also analyzed. This review and analysis forms the basis for a somewhat different approach to relations. A concept of complexity is developed. This concept involve the total variation in a situation. Complexity is a main factor in perceptions of uncertainty < Coping with uncertainty gives power, which is the prerequisite of control.These concepts are used to form a game approach to control. Control is considered as the result of a game of power. Two types of games are presented — for organizations as a whole and for situations of a deviant character. Already from the title of this dissertation can two important points be made. The first is that the dissertation is about the relationship between central and local government, more specifically in Sweden today. The second point is that this relationship is seen from a balance of power perspective, where the relative power of the actors is an empirical question rather than derived from a given hierarchical structure. Such a perspective is based on analysing the actors as interdependent. The central government can thus be dependent on the local government, as well as the other way around, and this interdependence can vary over time and between policy areas. This perspective differs from that of most studies, which often see the relationship either in terms of steering (that local governments are executing centrally determined policies) or local self-government (that the Swedish local governments has a constitutionally protected right to handle their own affairs within certain legal limits). I argue that both these perspectives take a hierarchical point of departure and are, to a large degree, static in their approaches, which means that they risk not discovering, or have problem explaining, changes in the relation between central and local government. To view the relationship between central and local government as interdependence leads to a focus on the resources that the actors possess. For public organisations the most relevant resources are: authority-related resources, financial resources, political resources, informational resources, and organisational resources. The central government has a power advantage concerning authority and financial and political resources while local governments generally have an advantage in terms of informational and organisational resources. The policy area chosen is Swedish refugee policy. The basic paradox within this area is that the central government grants the refugees asylum but cannot give them a place to live without the permission of the local government. This permission is accomplished through voluntary agreements signed between the National Integration Office and the local governments. It is then the local governments that integrate the refugees to Swedish society by providing housing, education, healthcare and so on while the central government is giving the local government a grant to cover the expenses. The central government has lacked political, informational and authority-related resources. The resource used to compensate for this has been the financial resource. By economic incentives the central government has encouraged local governments to increase their refugee reception. This has been the central government's universal weapon and has been used to reduce its vulnerability as well as its sensitivity. For local governments, authority-related and financial resources have been lacking. The resource that the local governments have had, all the way through the time period studied here, is the organisational resource. This is something that the central government simply cannot provide and this is why there is a relationship of interdependence – just as only the central government has authority in its power base, the local level is the only one with organisational resources.
The relationship between politicians and civil servants is ambiguous and potentially problematic in democratic terms. The aim of the thesis is to examine this relationship in the Swedish core executive, Regeringskansliet. More specifically, the analysis emphasises the respective role expectations of the two groups when interacting with each other. The thesis is based on two extensive qualitative interview studies with politicians and senior civil servants, one carried out in the early 1980's and one undertaken more recently. Hence it also offers an opportunity to analyse whether these expectations have changed or remained stable during the last decades. The findings reveal that the role expectations of politicians and civil servants to a high extent correspond, and have remained relatively stable over time. The relationship between politicians and civil servants is based on norms such as (conditional) trust, delegation and yet relatively close interaction. If so, politicians are unloaded by the civil service in order to handle their external responsibilities. Although relatively informal, a passive hierarchy of roles ensures the superiority of politicians and more specifically of the minister. Civil servants adapt to roles taken by politicians, although providing guidance to the politicians on how to behave in office. The division of labour is not based on the different tasks performed in the policy-making process. Instead, politicians assume responsibility for all actions and decisions – also those undertaken by the civil servants – within the ministries, while civil servants offer politicians protection and security. Taken together these results indicate that the institutionalised norms that surround the relationship between politicians and civil servants are highly powerful. Nevertheless, the thesis also reveals tendencies towards a departure from these norms, suggesting that this relationship is to some extent fragile and exposed to various attempts at reform.
"""Guiden till Spaniensverige"" (The Guide to Spanish-Sweden) is an ethnographic account on the mobilisation of a social community of Swedish migrants who otherwise belongs to the diverse networks of lifestyle migrants or resident tourists in Southern Spain. The book is based on interviews with people who are engaged in Scandinavian associations/clubs or in other ways involved in practices which are associated with a Swedish community in Costa Blanca and Costa del Sol, which are two main destinations for lifestyle migrants in Spain. In addition the analysis is based on the discursive material that the social clubs, and to some extent other organisations and networks, are using in the service to their members. The book demonstrates how the practices of the large Scandinavian social clubs, but also other organisations like the Swedish church and some of the business associations, are operating at the locus of an ethnic and transnationalised form of community-making. The offering of a home-like social arena with social and cultural activities are privileging the Swedish language and the Swedish origin. This study concludes that the social practices employed by the clubs are guiding potential members to a social space in which preferably 'senior' Swedish migrants meet, socialise, and, to some extent, also consume in 'Swedish'. The book argues that the practices of the social clubs reveal the contours and infrastructure of a lifestyle diaspora in which a comfortable life in Spain – but in Swedish and with maintained relations with the Swedish society – is accentuated and given priority."
Homosexuality, bisexuality, transgender and queer have long been a sensitive topic in Christian churches. As society has changed, some denominations have become increasingly affirming, while others see the changes as incompatible with Christian values. A Conditional Community is based on in-depth interviews with 29 lgbtq Christians and is the first Swedish scientific study on the subject. Using a phenomenological approach, the author investigate how sexuality, intimacy and faith are experienced by the interviewees and how their Christian identity interacts with their identity as lgbtq people. A Conditional Community is aimed at teachers, researchers and students in fields such as religious studies, sexology, gender studies and psychology. The book is also of interest to professionals who require knowledge on the subject, such as pastors and therapists. Furthermore, it can serve as a basis for discussions and reflection on faith, sexuality and lgbtq in the Free Church contexts.
The imprint on rural areas from social change since the 1950s is a decline in population, farming and other local working places, services, political platforms and meeting places. The aim of the thesis is to understand how these changes have affected the interrelations between people, place and history. The fieldwork was conducted in Locknevi, a parish in Småland. Interviews and participant observation were undertaken for four months, during a span of five years. In spite of the impoverishment of rural areas inhabitants seek to maintain social and time-space relations through new practises, mostly in local associations. These associations were once an important arena for modernising both agriculture and rural life. Now they are divided into agricultural and community based associations. People moving into the community often engage in community based associations. Hence local communities are now upheld by activities within associations and among friends instead of by work within agriculture. Three cases from Locknevi are the basis for discussions of the effect of social change over the last decades. For example the school is an important institution and meeting place. Here the struggle to retain the village school shows that when meeting places are in danger of disappearing people tend to mobilize against deterioration in living conditions. Furthermore the church is an important local political arena, institution and meeting place. The conflict within church leadership represents divergent views in the community, namely the old independent view and the new view incorporated in a global world. Moreover the moose hunt as an institution serves to maintain the sense of community. In this regard the effects of change are manifested in the way the local hunting teams respond to the activities of hunting tourism. Here tensions often emerge between cultural/social and economic stakes within the community. The empirical findings shows no conflict between seeking to maintain a strong place identity and embracing an openness towards society. On the contrary, this combination could well be the fundamental driving force for building society. However it is hard to create a viable community in the absence of local subsistence, meeting places, institutions and a concrete use of place.

We live in a moment of hardening of nationalist discourses against immigration and racial minorities. In this conservative climate, Canada prevails as a benchmark for multicultural integration. However, there are voices within the nation that question this image of harmony. The case of the Black Vancouver community has not yet been studied in depth in this regard. This article of reflection aims to contribute to the debate on the relations of the nation-state and subaltern groups, and how they manifest themselves in the multicultural city. Vancouver has been chosen as a paradigmatic space because of its transcultural character built on indigenous lands. The object of study was the literature of Wayde Compton author and black activist of the city. Stemming from theories of the socio-spatial dialectic of Edward Soja and Leonie Sandercock, this article analyses the connection between the city, its representation in literature and its effects on social relationships. The work of Compton and its parallelism with the geo-history of Vancouver and subaltern ethnic communities were analysed. The result reaches a reading of Vancouver as a (post)colonial city and space of subaltern multiculturalism, regarding the official Canadian model, and colonialism that has made invisible to the Black Vancouver and the indigenous communities.
The deliverable D6.1 of the LIFT project explores what types of discourses are used in six European Union (EU) member states' Rural Development Programs (RDP) and other agricultural policy documents and how they incorporate ecological approaches acrossthree Common Agricultural Policy (CAP) periods. This multiple case study highlights similarities and differences in the dominant discourses as emerging from national policy documents in the following selected EU member states: France, Germany (Bavaria), Hungary, Poland, Romania and Sweden. It also demonstrates how discourse analysis can be used to gain understanding about the dominant discourses expressed in these documents in relation to how ecological approaches are defined, the policy rationale for encouraging ecological approaches and the expected consequences of doing so. Conceptually, we focused on two types of discourses identified from the literature: 1) the three CAP discourses: i) neomercantilism; ii) neoliberalism and iii) multifunctionality, and 2) the five socio-political discourses of Rural Development (RD): iv) agri-ruralist, v) hedonist, vi) utilitarian, vii) nature conservation and viii) community sustainability. These types of discourses were together integrated in a model, where each policy discourse depicts agriculture as accomplishing a specific function. The theoretical framework is grounded within a political economy perspective. This means that policy develops because of confrontation between different concerned agents with different interest, pushing for different objectives. The state acts as an intermediary between these agents and aims at ensuring consensus and maintenance of agreement. Policy documents are therefore often the result of competing discourses and contradicting policy objectives. Across EU member states, the results show that ecological approaches are mainly depicted with the multifunctionality discourse with two dominating sub-discourses of nature conservation and agri-ruralism. Nevertheless, we observe an increase in the use of the neomercantilist discourse in the last CAP period. This parallels what the previous literature finds in Commissioners' speeches: a reappearance of the traditional neomercantilist discourse in the CAP agenda 2014-2020. Farming systems (with farming practices) related to agroecology, biodiversity-based and organic farming are among the most commonly mentioned farming systems.
This study takes as its point of departure the theorizing on citizenship and globalization. Today it is common to discuss a "flexible" citizenship beyond the paradigm of the nationstate, which, besides its legal aspects of rights and obligations, also includes identification with and participation in various communities, primarily political ones. "Politics", in this context, is considered to be constituted on the micro-level, discursively between individuals (e.g. Laclau and Mouffe 1985). The aim of the study is to, through the study of collective meaning making, contribute to the theory building about citizenship and globalization. The study consists of three cases, each of which attracted much media attention, with varying degrees of proximity and distance. The construction of political community, on various levels on the globalization scale (subnational, national, transnational) within the collective meaning making, is studied. The aim of the study also includes the analysis of the discursive resources that are used for the making of meaning. "External" discourses such as media messages and interpersonal communication are analyzed as well as "internal" ones: e.g. values, norms, identifications and experiences. In addition, the study aims at localizing the construction of meaning and community within the structural context , and relating it to current structures of power. The thesis is concluded with a suggestion of how to relate the discursive construction of political identity to deliberative democracy theory. The empirical material is collected by means of focus-groups interviews, including 2–5 people, with a total of 133 respondents. The transcribed material is analyzed by means of critical discourse analysis, CDA. The study identifies two different types of identity constructions: processes of nationalization, where the experienced Swedish identity and community function normatively in the making of meaning, and processes of subnationalization, among those groups that somehow felt excluded from and mistreated by the national (Swedish) environment. The thesis concludes that the collective making of meaning within an assumed national community contains ideological elements and works to a large extent in the service of power. However, the subnationally compressed communities create meaning in an oppositional manner, compared with the nationalized community and in relation to structures of power. Active citizenship is thus best located in conflict, among groups that experience exclusion and oppression in different situations (Mouffe 1995b). If this is right, the focus must shift from consensus to communication, efforts to open up discursive bridges between the hegemonic community and dissident voices should be made (c.f. Aronowitz 1995). An important space for transgressing communication is of course the media. However, the study shows that the media must deal with some problems before they are ready to serve as discursive bridges, for instance the tendency to make the factual antagonisms subordinate to homogenizing emotional reporting. In addition, there seems to exist a need for the political institutions to move beyond the paradigm of the nation-state, and find other frameworks for the democratic processes, not least at the subnational level. Thus, instead of discussing either a global or a national citizenship one could, with Habermas (2001), reflect on a postnational citizenship relating to the reflexive transformation of national civic sovereignty into subnational and supranational citizenship.
This thesis focuses on the territorial dimension of democracy by studying the division of Swedish municipalities. It consists of two parts focusing on two types of changes to the division of municipalities: amalgamation and secession. The consequences of a series of amalgamation reforms are the starting point for the first part. The question is if the new structure of the municipalities following from amalgamation, e.g. increased size, changed centre-periphery relations and an increased number of urban areas within municipalities, has had any importance for local democracy. The structural factors are looked at in the light of three aspects of democracy: municipalities as community units, their democratic legitimacy and political participation. This study shows that amalgamations can have negative effects for democracy and the conclusion is that the optimal division, from a democratic point of view, is one of small municipalities with only one dominating urban area in each municipality. As for secession, the study shows that few citizens want their part of the municipality to secede, except for those who live in parts that have had an application for secession rejected in recent years. The most important reason for supporting secession is that it would improve democracy. The main reason for opposing secession is that it would lead to decreased efficiency. The study also shows that certain conditions may change the attitude to secession, but these conditions cannot explain why a higher proportion than average is positive to secession in municipality parts that have applied for secession in recent years.
This paper developed a simple dynamic model in order to analyse the impact of social capital on violation of environmental regulations. Two main channels of influence were identified; through informal enforcement of regulations and through effects on costs from disinvestment in social capital caused by violation. The model was tested using survey data on enforcement and violation of command and control regulations at municipalities and counties in Sweden. Four different measures on the social capital variable were used; general trust, trust in local and national governments, and organizational activity. Count data models were used for estimating the explanatory power of these variables in relation to inspection frequency and control variables of community characteristics. Statistically best results were obtained for organizational activity for all firm categories. The results showed that both the level of this social capital measure and its growth over time curb violation.
