Naciones Unidas estima que globalmente hay 300.000 niños y niñas soldados en conflictos. Según dicha organización en 2018 el reclutamiento de niños y niñas aumentó en varios países como en la República Centroafricana y República Democrática de Congo, y alcanzó cifras alarmantes en Sudán del Sur y Somalia. Sin embargo, ni la literatura académica ni la cobertura mediática han dedicado espacio suficiente a esta grave problemática, en especial cuando se trata de representar en los medios la realidad de las niñas soldado desde el enfoque de género. Esta investigación aborda el estudio de caso de la representación de las niñas soldado en dos conflictos africanos: Sudán del Sur y República Centroafricana. Para ello hace un análisis cualitativo de la cobertura de dichos conflictos en dos diarios considerados quality press: The Guardian y Le Monde, entre 2011-2017. Los resultados mostraron que la presencia discursiva de niñas soldado en los artículos analizados es muy limitada en comparación a los niños soldados, con un encuadre predominante de víctimas de abusos sexuales, y no en el rol de combatientes supuestamente masculino, y sin apenas cobertura de noticias positivas como los procesos de rehabilitación de estas niñas. ; The United Nations estimates there are 300,000 child soldiers in conflicts around the world. According to the UN, in 2018, recruitment of child soldiers increased in several countries, such as the Democratic Republic of Congo and the Central African Republic. Recruitment activities attained an alarming level in South Sudan and Somalia. However, academic literature and media have not devoted enough coverage to this critical issue, in particular with regard to child soldiers' media coverage from a gender perspective. This project sought to study girl soldiers' representation within the frame of two African conflicts: Southern Sudan and the Central African Republic. The study entailed a qualitative analysis of these conflicts in two quality newspapers: The Guardian and Le Monde from 2011 to 2017. The results showed that the discursive presence of girl soldiers in the articles analysed is very limited in comparison to that of boy soldiers. Girl soldiers are mainly represented as victims of sexual abuse rather than in the role of supposedly male combatants. In addition, minimal coverage relating to positive news, such as girls' rehabilitation processes, was also highlighted.

En el siguiente trabajo se examinan las representaciones de lo monstruoso en la narrativa fantástica chilena, particularmente en el formato cuento. Para ello se propone un análisis temático e histórico de esta vertiente desde el romanticismo político hasta la literatura reciente, siempre desde una mirada general pero enmarcada en una matriz de sentido fundada en el terror como manifestación estética. El estudio se fundamenta a través del análisis de las transgresiones del terror sobrenatural y las implicancias políticas y sociales que inciden en el sistema de representación chileno. Lo anterior con el propósito de reactualizar el canon nacional más allá del dominio mimético. ; The following work examines the representations of the monstrous in Chilean fantastic narrative, particularly in the short story format. For this purpose, a thematic and historical analysis of this aspect is proposed from political romanticism to recent literature, always from a general perspective but framed in a matrix of meaning based on terror as an aesthetic manifestation. The study is based on the analysis of the transgressions of supernatural terror and the political and social implications that affect the Chilean system of representation. The pandemic COVID-19 became a challenge for both societies and governments. While most countries and citizens reacted similarly to the unknown strength of the virus at the start of the pandemic, the situation in each country began to vary more and more each month. Poland and Slovakia are interesting cases in this context. One year after the WHO declared a pandemic, these countries are experiencing one of the worst crises in history. In Poland, despite the initial social mobilisation, after a very short time, many government decisions ceased to be perceived as protecting citizens. In the first period of the pandemic, the Slovak government coped with the situation much better, which changed significantly in the autumn of 2020. The article aims to analyse how an active "rally 'round the flag" effect and the resulting natural potential for social mobilisation to fight the pandemic were wasted in Poland and Slovakia due to irresponsible political decisions undermining the citizens 'trust in the governments' good intentions.

This policy history describes how community choice aggregation was created in Massachusetts by a small group of advocates and subsequently spread across the US. Twenty-one interviews with key participants, primary materials from government and personal archives, and newspaper articles were used to attribute and corroborate these events. A new finding is that community choice aggregation was created as part of electric sector restructuring efforts in Massachusetts in 1997, but that this new policy was barely perceived by many stakeholders in the larger restructuring process, and was included by legislators in response to advocates who organized local governments through direct democracy strategies. Kingdon's multiple streams approach provides a useful framework to understand how organizing by advocates led to successful passage of legislation in Massachusetts. The spread of community choice aggregation to other states occurred through organizing that combined advocacy with policy learning and emulation. CCA has since been adopted by more than 1800 local governments that represent more than 36 million people in six states. This article concludes by discussing the early outcomes, current status, and some prospective implications of community choice aggregation.

The domestic and international transmission mechanism of fiscal policy shocks are analysed in the United States and in Germany. Using a Bayesian VAR approach, we find that in both of these countries a fiscal expansion is associated with increases in output as well as in private consumption and investment. The terms of trade, which affect the international transmission of fiscal policy shocks, depreciate in response to a fiscal expansion, thus transferring some of the increased domestic purchasing power abroad. A US government spending shock is expansionary for all non-US G7 members. A German government spending shock is expansionary for most, but not all European economies, both within and outside the euro area. The dynamics of the BVAR can be rationalised using a dynamic stochastic general equilibrium model where heterogeneous households and firms face borrowing constraints.

This article proposes a constitutional approach of the role of Government in Economy, and the principle of subsidiarity in the 1993 Peruvian Constitution. The proposal discusses the generally accepted notion of promotion in Public Law, as a reference to establish when Government can develop business activity within the framework of the 1993 Constitution. Cell membranes are integral to the functioning of the cell and are therefore key to drive fundamental understanding of biological processes for downstream applications. Here, we review the current state-of-the-art with respect to biomembrane systems and electronic substrates, with a view of how the field has evolved towards creating biomimetic conditions and improving detection sensitivity. Of particular interest are conducting polymers, a class of electroactive polymers, which have the potential to create the next step-change for bioelectronics devices. A common approach used to mitigate riverbank erosion and maintain watercourse alignments has been through the application of riprap or larger, more stable particles to channel boundaries along reaches of interest. However, very often, these large particles become dislodged from their intended locations (failed erosion measures), becoming part of the bed material composition. In natural systems, large immobile sediments or boulders can also be found, which are often sourced from glacial erratics or colluvial inputs with different spacing and arrangements among them. In lower gradient gravel-bed channels, the impacts that large clasts may impart on river morphologies are uncertain and are studied in this paper. This paper utilizes laboratory experiments to evaluate the effects that varying spacing of large immobile particles in a gravel-bed channel have on sediment transport and bed morphology. The laboratory experiments consist of a series of test cases with a varying spacing of large immobile particles and one base case with no large immobile particles present. In each case, the flume bed was composed of a poorly sorted gravel mixture with a bimodal distribution of sand and gravel meant to be representative of a natural gravel-bed channel. The results of the test cases demonstrated that at a low spacing of large immobile particles, the transported material and the bed material both became coarser. At a medium spacing of large immobile particles, the bed material size and erosion reached a maximum, and the coarser bed material was transported at approximately the same rate as the finer material.
