This research aims to distribution of general voting pleaces member of the house of representative and regional people's representative asembly on sukoharjo sub-district and sound calculation results political parties general election participants member of the house of representative and regional people's representative assembly every pleace of voting votes in Sukoharjo sub-districtSukoharjo district's. This report uses quantitative descritive that is disclosure and know the location point spreadsof general election places members of the house of representative and regional people's representative assembly 2019. And resuilts of sound calculations every political party every place voting around sukoharjo sub-district, data colection techniques used are are through direct observation in te field, and documentation data analysis techniques used are analysis of table and data map. This research results are spreadd of spot vocational places in sukoharjo sub-district. There are 252 sound vocational places spreads in 14 areas set by the commission of general elections accordingto many population in every way, the most amount of the most vocational place is Sukoharjo cheap and Gayam cheap each with 27 sound vocational place, and the little area of number of sound votes Combongan cheap with 13 sound vocation place general election member of the house of representative, in the level of the people's representative of the republic of indo the provincial people's representativf council and the district representative concil in the sukoharjo sub-district dominated by PDIP parties Keywords: distribution, voting place house of representative, regional people's representatif assembly, Party

The Relationship Of E-Government And Working Performance Of Civil Servant Od Pidie District Government
One of the programs in Communication Information Technology in the government field is the implementation of E-Government. During this digital era, efforts to implement e-government are being actively carried out by public or government bureaucracy to improve services to the public and governance. Pidie district government has begun implementing e-government, one of which is through Pidie District Head Regulation No. 53 of 2018 concerning the Implementation of e-Perfomance in Pidie District Government Unit in which it is a part of e-government. Pidie Government through Pidie Regency Personnel and Human Resources Development Agency (BKPSDM) has begun to socialize e-government implementation by disseminating e-performance applications to the civil servantin Pidie District Apparatus Work Unit. This research was conducted to see the relationship between e-government implementation and the performance of the Civil servantin the Pidie District Government. This research used a combination method approach using sequential explanatory design. The data collection technique used in this study was the distribution of questionnaires to 22 Civil servant (ASN) in the Central Government Office of Pidie District, the Regional Secretariat of Pidie District, an office directly related to employment, namely BKPSDM. The sampling of this research is purposive sampling which is a non-random sampling or nonprobability sampling. Processing data using Partial least square (PLS) analysis which is a multivariate Structural Equation Modeling (SEM) data analysis method. In the PLS analysis method there are three stages of evaluation, first evaluating the outer model, second evaluating the inner model, and finally testing the hypothesis. The results of the final evaluation of hypothesis testing can be concluded that the implementation of E-Government has a significant relationship with improving the state civil apparatuses performance of the Pidie District Government with a contribution of 79.7%.

Cash Flow, Growth Opportunity, Government Bank Relationship, And Investment
This study aims to examined the effect of cash flow and growth opportunity to the investment, and whether the exclusive relationship owned by the company with a government owned bank relationship moderates the effect of cash flow and growth opportunity on investment. This study used a sample of data from 101 manufacturing companies listed on the Indonesia Stock Exchange in the period 2013-2017. The multiple linear regression results show that cash flow and growth opportunity have a significant positive effect on investment, the government owned bank relationship weakens the effect of cash flow on investment but strengthens growth opportunity's influence on investment. This means that if the company has an exclusive relationship with a state-owned bank, it will reduce the dependence of cash flow to invest and increase investment opportunities.

Takeda Rintaro and Orientalism : Focusing on the Representation of the ideology of Sameness in Jawa Sarasa
In 1942, proletarian writer, Takeda Rintarō, was sent from Japan to the Dutch East-Indies (Indonesia) as part of the Sendenbu (propaganda squad), where he led the literature section in the Keimin Bunka Shidōshō (cultural center) in Jakarta. Jawa sarasa documents Takeda Rintaro's activities and cultural experiences in Java, Indonesia, after he returned to Japan in 1944. Most Japanese literature and cultural writings about Nanyō or Nanpō ("South Islands" - South Asia and the Pacific, including Indonesia) from this era reference the concept of Imperialism in Asia. In the pre-war period, stereotypes such as dojin (local primitive) and tōmin (islander) defined South Island people as being lesser than or "other" than the Japanese people. Japanese literary depictions of tropical Eden's and exotic "uncivilized people" reflect similar perceptions and writings by Western authors towards Asia in the 19th century. This paper explores Takeda Rintarō's perspectives of "otherness" in prewar discourses about Indonesia. Through the influence of "The Greater East Asia Co-Prosperity Sphere" propaganda concept, the ideology of "sameness" was becoming a hegemonic cultural idea in Takeda's writings about Indonesia. Conversely, however, Takeda's depiction of the double-occupation of Java, with the political rule of Holland and economic domination of daily life by Chinese immigrants, implied criticism of Japan's administrative policies regarding economic exploitation in Java. Takeda's criticisms of Japanese policy are bedded in his emotion for the nature, culture and people of Indonesia.

Government Responses to Climate Change and the Implications for Economic Growth
Global climate change and its associated risks are serious issues for almost all countries in the world. There are many growing evidences of a shift in climate patterns with flow on effects for established environmental, economic and social structures and systems. Governments around the world have embarked on programs designed to cut greenhouse gas emissions that Juel climate change, but momentum for shifts in climate patterns is already established. Therefore, it is important for governments and private decision makers to begin planning for its potential consequences, as a complement to current mitigation action aimed at slowing its progress. Indonesia is the 4th largest greenhouse gas (GHG) emitter globally, and is now leading the way as one of the first non-Annex I countries to make a significant voluntary commitment to cut its national greenhouse gas emissions by 26% (unilaterally) and 41% (with support.from the international community) by 2020. Indonesia's commitment to climate change action has been increasingly evident since 2007, when the country hosted the UNFCCC 13th Conference of the Parties in Bali and a high level meeting of Finance Ministers.

Pada masa pemerintahan Jokowi, beberapa kebijakan pemerintah harus berhadapan dengan Kelompok Islam Indonesia. Front Pembela Islam atau FPI yang dituduh sebagai Islam garis keras, kemudian dibubarkan oleh pemerintah. Meskipun demikian, organisasi ini masih mendapat banyak dukungan public, bahkan setelah pemimpinnya, Habis Rizieq Shibab yang kharismatik berhasil dipenjarakan. Tulisan ini menjelaskan mengapa FPI berhasil mempertahankan popularitasnya serta tetap mendapat dukungan politik dari para elit. Dengan menggunakan studi pustaka, studi lapangan, analisis deskriptif dan metode penelitian kualitatif, hasil kajian menunjukkan bagaimana FPI bergerak pada sisi penegakan hukum dan melakukan berbagai aksi kemanusiaan yang kemudian mempengaruhi opini publik, terutama bagi mereka yang berasal dari kelompok Muslim yang taat.

A value chain analysis of health insurance industry, government and healthcare providers in Indonesia
This study explores the value chain of the health insurance industry, government institutions, and healthcare providers in Indonesia. It is designed as qualitative research using exploratory case study approach. Primary data are obtained through in-depth interviews with informants consisting of health insurance managers, government officers, and hospital managers. Secondary data are collected through public reports. Some parties contribute to the high cost of healthcare in Indonesia along the value chain of the health insurance industry, government institutions, and healthcare providers. The structural cost drivers include bureaucracy, lack of synergy, fraud, hospital claims, medicine price, participants' behavior, and insurance companies' behaviors.

Measuring the Impact of General Allocation Funds, Labor and Government Expenditures on Economic Growth
This study aims to analyze the effect of General Allocation Funds, Labor and Government Expenditures on Economic Growth in East Kotawaringin Regency. The research method used in this research is a descriptive-quantitative research approach. The analytical tool used in his study is multiple linear regression with the t test, F test, and the coefficient of determination test. The results of this study indicate that partially the variables of the General Allocation Fund and Government Expenditures have a significant effect on Economic Growth in East Kotawaringin Regency. While the Labor variable does not have a significant effect on Economic Growth in East Kotawaringin Regency. Simultaneously, the variables of the General Allocation Fund, Labor, and Government Expenditures together have an effect on the Economic Growth variable. The implications of this research include, among others, to encourage the economy of East Kotawaringin Regency, the general allocation fund should be increased for the advancement and improvement of economic growth as well as improving the quality of the Laborforce in the East Kotawaringin area.Keywords: Economic Growth; General Allocation Fund; Government Expenditure; Labor

The Policy Analysis Positions Mutation and Its Implication to the Government Performance in Soppeng Regency
Abstract This study aims to obtain explanations about the implementation of positioning mutation in the government of Soppeng regency. The method which used in this study is descriptive type in purpose to give a fact about the implementation of positioning mutation in the goverment of Soppeng regency in case of appointment the civil servant and find out about the implication of the implementation of positioning mutation in the government of Soppeng regency. Data is analyzed qualitatively. Data collecting technique which is observation and interview library study and documentation. The results of study showed that employees are in accordance with the principles profesionalism among base on competence, work performance, and objective condition only regardless of gender, religion, rece, or groups. Mutation were held in 2016, namely in August in government shows no political implications and administrative governmance. Keywords: mutation, government.

Indonesia as a developing country started from 2003 to develop their own e-Government to support their governance. Seven years after, there are indications that e-government has not been properly implemented. Indonesian e-Government has faced many problems, including a lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself. These barriers are the real perceived characteristics of the social, technological, legal and institutional context that hinder e-Government development either through hampering demand by citizens, and business of e-Government services or through obstructing supply of e-Government services by the public sector. This paper will only focus to the issues that become the inhibitor factors of the implementation of e-government in Indonesia, and gives solution rely on the adoption and diffusion approach.

Efficiency and Effectiveness of Government Expenditure on Education at Districts/Cities Level in East Java Indonesia
The purpose of this study is to investigate and analyze the efficiency and effectiveness of local government expenditure on education sector in districts and cities level of East Java, during the periods 2007-2014. Furthermore, this study will evaluate the impacts of local government expenditure, household expenditure for education, and regional product domestic bruto or (PDRB) on the educational outcomes, namely education index. Data Envelopment Analysis (DEA) is selected as the methodology for analyzing the efficiency of local government expenditure on educational outcome. The model assumes constant return to scale (CRS) and variable return to scale (VRS). Measurement of the effectiveness of government spending is done by using panel data regression. Data for supporting the analyses is panel data from 38 districts and cities in East Java for the periods of 2007 – 2014. The results show that government expenditure in educational sector is relatively inefficient. Government Expenditure for Education (PPP) has no significant impact on educational index, while Household expenditure for education (PPRT) and GRDP per Capita positive has significant impact on the Education Index (IP). This imply that government expenditure for educational sector is not effective improving educational index.

Divided Government and Its Impact on the Performance of Legislation in the Indonesian Province of Aceh
The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people's interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance. Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh's provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.

Representasi Pejabat Pemerintah terhadap Kebijakan Lockdown Pada Tayangan ILC TV One
The purpose of this study is to see how the representation of government officials about the pros and cons of lockdown by those who are pro with the policy of government officials; and how the representation of government officials about the lockdown counter by those who are counter to the policy of government officials in conveying their ideology in a speech on the ILC TV ONE talk show with the theme Corona: Pro and Counter Lockdown. This type of research is qualitative research with descriptive methods. The data in this study were in the form of speeches from each of the speakers, namely government officials and experts. The subjects in this study were government officials and experts who were the speakers at the ILC TV ONE program. The approach of this research is AWK Norman Fairclough's qualitative approach. The results of this study indicate that, that there is no one vote whether the pros or cons lockdown. Because there are a lot of considerations and shadows if the lockdown is done what the impact is and if nothing is done. There are 3 findings of representation from government officials' statements on the lockdown policy, namely (1) Government officials in their speeches do not have strong control to make decisions, local government officials still play it safe and maintain respect for the government above it. (2) Central government officials, which are represented by the President's spokesman, can only provide an educational explanation on what is social distancing and what is lockdown and the policies that are carried out; and (3) Representative government officials and experts criticizing the policies taken by the government have not been maximized and are not firm. AbstrakTujuan penelitian ini adalah untuk mengungkapkan bagaimana representasi pejabat pemerintah tentang pro dan kontra lockdown oleh pihak yang pro dengan kebijakan pejabat pemerintah; dan bagaimana representasi pejabat pemerintah tentang prokontra lockdown oleh pihak yang kontra dengan kebijakan pejabat pemerintah dalam menyampaikan ideologinya dalam tuturan di talk show ILC TV ONE dengan tema Corona: Pro dan Kontra Lockdown. Jenis penelitian ini adalah penelitian kualitatif dengan metode deskriptif. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis wacana kritis model Norman Fairclough yang meliputi teks, discourse practice, dan sociocultural practice. Pendekatan penelitian ini berupa pendekatan kualitatif prespektif AWK Norman Fairclough. Hasil penelitian ini menunjukkan bahwa, bahwa tidak satu suara apakah pro atau kontra lockdown. Karena banyak pertimbangan dan bayangan-bayangan jika lockdown dilakukan apa dampaknya dan jika tidak dilakukan apapula dampaknya. Ada 3 temuan representasi dari tuturan pejabat pemerintah atas kebijakan lockdown, yaitu (1) Pejabat pemerintah dalam tuturannya tidak mempunyai kendali yang kuat untuk membuat keputusan, pejabat pemerintah daerah masih bermain aman dan menjaga kehormatan kepada pemerintah diatasnya. (2) Pejabat pemerintah pusat yaitu diwakili oleh jubir Presiden hanya bisa memberikan penjelasan pendidikan mengenai apa itu sosial distancing dan apa itu lockdown serta kebijakan yang dilakukan; dan (3) Pejabat pemerintah wakil rakyat dan pakar mengkritisi kebijakan yang diambil pemerintah belum maksimal dan tidak tegas.

The Impact Of Unemployment Rate, Labor Force, Capital, Inflation Rate, And Government Expenditure On Economic Growth In Indonesia
This study was conducted to examine the effect of unemployment rate, labor force, investment, inflation rate, and government expenditure on economic growth in Indonesia in the long term and short term for the period 1986-2015. This research uses cointegration and Error Correction Model (ECM) method. The results of ECM treatment with EViews 8 indicate that the unemployment rate and capital have significant positive effects, labor force and inflation rate have significant negative effects, and government expenditure has an insignificant effect on economic growth in Indonesia within the study period.
