The article examines research data practices in the Humanities within the European area.The great attention paid to research data in European policies on research confirms their strategic role in the development and optimization of the scientific research.The analysis of some research infrastructures and projects focused on research data in the Humanities shows how the European Member States can act centrally in improving and developing them, in order to make efficient individual activities and to reduce the lack of homogeneity, and to support the presence of easily identifiable, usable and integrated systems. ; L'articolo indaga il tema dei research data nell'ambito delle discipline umanistiche, in area europea. Definendo tale tipologia di dati come risorsa primaria e fondamento dei risultati della ricerca scientifica, si sono individuate le specificità che la caratterizzano nel settore delle scienze umane. L'attenzione rivolta ai research data nelle politiche europee ne conferma il ruolo strategico per lo sviluppo e l'ottimizzazione del sistema della ricerca. L'osservazione di alcune realizzazioni di infrastrutture e progetti dedicati ai research data nelle discipline umanistiche, mostra l'importanza del ruolo degli Stati nel definire politiche volte a potenziare e valorizzare tali sistemi, per rendere efficienti le singole iniziative e limitare la disomogeneità, favorendo l'esistenza di sistemi facilmente individuabili, utilizzabili ed integrati tra loro. In questo contesto la posizione dell'Italia, fino ad oggi arretrata in relazione ai sistemi di raccolta, gestione, conservazione, condivisione dei dati risultanti dalla ricerca, sembra collocarsi in una prospettiva di sviluppo.

Open Science is the new keyword in scientific research: sharing data and results to increase the quality, impact, and benefits of science. Sharing accelerates the advancement of knowledge by making it more reliable, more efficient, and more accurate. This process also improves usability and understanding by the society. This is affirmed by the European Union and this is what is required in the management of data and knowledge that is produced in projects funded by Europe. This approach has been fully implemented within the RaCHy (Radiotherapy Coupled with Hyperthermia) European project to which the National Centre for Radiation Protection and Computational Physics of the Italian National Institute of Research (ISS) participates. The management of Open Science aspects in the RaCHy project was developed by the ISS project unit using the Zenodo platform, one of the possible solutions for the dissemination and reusability of research data over time. There are rules and guidelines to be implemented and followed both in the sharing of data within the project and in the way in which the data produced are then available to the scientific community and society. Librarian data stewards can propose an update of the SA 8000 standard by integrating as a crosscutting requirement the data stewardship for open science based on the European FAIR data guidelines and the GDPR directives for open data, pursuing the Agenda 2030 targets: Target 4.6 "Ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy"; Target 16.6 "Develop effective, accountable and transparent institutions at all levels"; Target 16.10 "Ensure public access to information and protect fundamental freedoms, in accordance with national legislation and international agreements".In the evolution of IoT (internet of things) related apps and tools, data driven algorithms are crucial. We therefore speak of IoD (internet of data) as a source for the experimental development of integrated and innovative applications in the environmental and energy services field, the healthcare sector, and also in the context of Smart Cities. For a correct and transparent management of the micro and macrosystemic information flow it becomes essential to share and aggregate different and interoperable sources.The librarian as data steward has the task of promoting cultural change towards shared research, acting on those who produce and reuse data. Si parla quindi di IoD (internet of data) come fonte per lo sviluppo sperimentale di applicazioni integrate e innovative nel campo ambientale, sanitario, energetico, con implementazioni anche nelle smart city. Per una corretta e trasparente gestione del flusso informativo microsistemico e macrosistemico diviene indispensabile condividere e aggregare fonti diverse e interoperabili.Il bibliotecario come data steward ha il compito di promuovere il cambiamento culturale verso la ricerca condivisa, agendo su chi produce e su chi riusa i dati. Per questo obiettivo serve agevolare il trasferimento tecnologico necessario per la scienza aperta, tramite la sinergia tra stakeholder e produttori di dati.

The thesis provides an empirical analysis relative to the estimation of the effects of fiscal policy on GDP. The research is conducted through the the study of the causal relationships that emerge from the implementation of some Structural Vector-Autoregressive models, which are estimated with U.S. time series data. Although Fiscal multipliers are the important tools that are able to capture the effect on GDP of one dollar spent by the State in increasing government expenditure or in reducing Taxation, economists until now have not reached a consensus about their size (and even their sign). For this reason one of the main topic on which the thesis is concentrated is the computation of fiscal multipliers. Three are the main innovative aspects of the work, respect to the literature of the empirical fiscal studies. The first one is the data-driven approach that characterises all the aspects of the work. In particular, differently from the majority of researches in the literature, the "identification" of fiscal shocks relies completely on a data-driven procedure (The Independent Component Analysis). This important innovation permits to detect the causal effects of fiscal policy relying exclusively on the properties of the data, avoiding in this way the imposition of some restrictions that are driven by some ex-ante economic knowledge. The second point of differentiation from a standard fiscal SVAR analysis is the completely new interpretation of what is called a "fiscal shock". The Fiscal shock is considered in the work as a unique mixture of exogenous and interrelated measures on Taxes and Government expenditure at the same time. In fact, given the evidence of some recent studies about how the fiscal policy is practically designed and implemented, the common assumption about the existence of two separate and independent fiscal shocks, one on taxes and one on government expenditure, is rejected in this work. Finally the results of government expenditure and Tax multipliers computed in the data-driven environment of the work result to be positive (Government expenditure also above the unity) and even persistent 2 years after the shock, something that is not very common in the literature.

Si sente sempre più parlare di oggetti intelligenti, in grado tra le altre cose di acquisire ed elaborare dati, con l'intrinseca capacità di connessione, che rende possibile il trasporto dell' informazione raccolta. Questo fenomeno coinvolge, quindi, inevitabilmente la protezione dei dati personali oltre che problemi crescenti in termini di sicurezza. Le conseguenze dell'uso "trasformativo" dei dati personali ha drasticamente limitato la consapevolezza dei consumatori, la loro capacità di valutare le varie conseguenze delle loro scelte e, quindi, di dare un consenso libero e informato. Per rispondere alle nuove esigenze, dunque è stato necessario partire dai principi alla base delle protezione dei dati, come quelli dello scopo specifico, della minimizzazione dei dati, del "notice and consent" ecc. - a cui vanno aggiunte le varie tecniche di anonimizzazione - per poi re-interpretarli alla luce del dinamismo e della complessità caratterizzante il nuovo contesto. Si arriva a sostenere che la soluzione più adatta deve prevedere l'azionamento di meccanismi di trasparenza e accountability, oltre che di architetture orientate alla protezione dei dati (come ad esempio la "privacy by design"). Il nuovo modello dovrà così basarsi sulla valutazione dei rischi del trattamento di dati, effettuata da terze parti sotto la supervisione di autorità di protezione di dati. Al consumatore rimane solo la possibilità di esercitare o meno il diritto di uscita (modello opt-out). Inoltre, i dispositivi operanti in IoT hanno caratteristiche e risorse – energetiche e di potenza di calcolo- non adatte per affrontare problemi di sicurezza. Questo ha portato alla nascita e espansione di attacchi anche verso le "cose intelligenti". Per affrontare questo tipo di problema si devono sviluppare meccanismi di responsabilità tra i vari stakeholders del contesto IoT, incentivando un atteggiamento proattivo, che prevede la valutazioni di sistemi di sicurezza in toto e l'allineamento con standards di sicurezza riconosciuti a livello internazionale. Rimane comunque la convinzione che non esiste, ad oggi, una soluzione a questi tipi di problemi. Infatti, sono ancora aperti i dibattiti, che prevedono la partecipazione di più stakeholders, sull'adozione di un framework legislativo unico, che tenga conto delle esigenze di tutti.

Le linee guida nazionali per la valorizzazione del patrimonio informativo pubblico 2016 recano le indicazioni dell'Agenzia per l'Italia digitale relative all'attuazione della politica di open data. In un contesto caratterizzato dalla scarsa attenzione dei governi per la programmazione e il monitoraggio di questa politica, le nuove indicazioni incidono più sugli aspetti tecnici che su quelli organizzativi del processo di apertura delle basi dati detenute dalle pubbliche amministrazioni. Eppure, gli aspetti organizzativi costituiscono l'ambito su cui è necessario intervenire per conseguire i benefici che gli organismi internazionali associano agli open data. In questo modo l'apertura delle basi dati risulta essere ancora estranea alla politica di trasparenza amministrativa, restando una appendice isolata della politica di digitalizzazione.

Questo lavoro, partendo da una definizione ampia del termine "corruzione", intesa come il generico abuso da parte di un soggetto del potere a lui affidato per ottenere vantaggi privati, si propone di indagare il potenziale delle ICT nella promozione della trasparenza e, quindi, nella lotta alla corruzione. La tesi, dopo aver fornito un inquadramento generale del fenomeno corruttivo e aver presentato la situazione italiana in termini di corruzione percepita e di interventi portati avanti dallo Stato per favorire la legalità, espone alcuni contributi della letteratura che evidenziano una significativa correlazione statistica tra applicazione dell'e-government e riduzione della corruzione. Vengono quindi presentati i più importanti risultati riportati dall'Italia in materia di open government e open data e vengono infine segnalate le difficoltà che il nostro Paese deve ancora affrontare.

L'elaborato si propone di illustrare l'importanza dei "Big Data" dal punto di vista economico e i rischi legati ad un utilizzo scorretto di questi ultimi, con un focus sul caso specifico del Data Gate che ha riguardato Facebook e la società britannica di consulenza Cambridge Analytica. I dati personali e gli algoritmi che li elaborano stanno aprendo la strada ad un nuovo tipo di economia, la "Data Economy". I big data rappresentano ormai un fattore concorrenziale e funzionale allo sviluppo delle singole aziende, nonchè un vantaggio informativo-competitivo non indifferente, influenzando la produttività e creando un valore economico significativo per le stesse. Grazie ai dati personali dei consumatori, le aziende sono in grado di approfondire al meglio le esigenze dei loro clienti, di ampliare le loro conoscenze di mercato, di elaborare offerte mirate per specifici target e mettere in atto pratiche competitive. Di fatto, i big data costituiscono un valore aggiunto per le imprese, che, tramite il feedback dei loro clienti, possono migliorare i servizi e agire con operazioni più efficienti. Tuttavia, bisogna considerare come i big data nascondano anche delle insidie per gli utenti soggetti al trattamento dei dati, dal momento che permettono, non solo un match migliore tra azienda e cliente/utente, bensì anche di influenzare le scelte di quest'ultimo con una comunicazione mirata e fondata proprio sui dati raccolti.

The MAPPA Open Data (MOD) archaeological repository (www.mappaproject.org/mod) stores and considers openly accessible all kind of archaeological data from raw data to linked open data produced during the research process, including metadata, and it's connected with the Journal of Open Archaeological Data for good quality data. Our infrastructure is hosted on GNU/Linux of the Centro Interdipartimentale di Servizi Informatici per l'Area Umanistica (CISIAU) of University of Pisa, is designed on an Open Source LAMP technological platform using an Apache HTTP Server, PHP 5.x scripting language and MySQL Open Source relational database. Currently, as our main purpose was to persuade the archaeological community of the importance of open data, we use a basic policy for data management: we acquire raw data from archaeologists, and we validate the data from a legal point of view. Various types of records are published on the MOD which refer to archaeological interventions: preliminary reports, reports, context lists, context records, lists of finds, quantification records, period tables, stratigraphic diagrams, lists of activities, masonry contexts, masonry context records, rapid archiving records, excavation diaries, letters and communications, maps, sections, drawn records and photographs. Consequently, we checked the legitimacy of the activities carried out in the MOD with the records (uploading and dissemination to the public via the Internet) in the light of the following regulations: – Lawno.633of22April1941,"Protectionofcopyrightandrightsrelatedtoitsexercise"(LdA); – Legislative Decree no. 42 of 22 January 2004, "Code of the cultural and landscape heritage, pursuant to article 10 of Law no. 137 of 6 July 2002" (CBC); – Legislative Decree no. 196 of 30 June 2003, "Personal data protection code" (Privacy Code); – LegislativeDecreeno.30of10February2005,"Industrialpropertycode,inaccordancewith article 15 of Law no. 273 of 12 December 2002" (CPI). We published a detailed guide in which are explained the procedures that must be followed to prepare and provide the material to be published. In compliance with the laws, published documents are not expected to contain the personal data of natural persons who have not previously agreed to their publication, whether they are authors or third parties mentioned inside the records. Specific disclaimers have been prepared and can be downloaded to help authors correctly collect the authorisations needed to put their material online. Once validated the data, we embed metadata to each dataset describing all the information regarding the dataset itself, we stored the data in our repository, providing protection. We use a metadata schema for each dataset describing all the information regarding the dataset itself: the structure and format of the digital data, the history of the archaeological investigation, the sources used, the method and the relationship with the physical data. The schema is composed partly from Dublin Core and partly from ISO 19115 metadata core for the geographical section. We don't describe the quality of data, because we firmly believe that the quality of research data must be responsibility of researchers in a sort of open peer review method.

Big data we mean a huge set of data in heterogeneous sources and forms, continuously fed in real time, which requires processing technologies and different management, better than traditional technologies, able to change the decision-making processes, methods production of knowledge and the cultural approach to the data value. The processing of big data gives the opportunity to those who are in possession of these particular types of data to collect an unprecedented amount of data, to gain a predictive capability on social, economic or political phenomena already in place or under development to others foreclosed and the tendency to use and continually reuse the data in such a way as to derive new information and new knowledge about reality. One can not ignore, therefore, the potential impact of these new technological and cultural possibilities inherent in the data and their management on the action and administrative organization. Govern with the Big Data means knowing produce, process and reprocess data from public sources and private owned by public administrations so as to enhance knowledge of the factual situations to which the administration must intervene, the speed and effectiveness of ' public intervention, efficiency and good management of public services. The processing of big data sets all'amministrativista the issues of no small moment: their use during the administrative action changes the traditional canons procedural investigation? Approaching the administrative decision to the optimal decision? It makes it increasingly relevant to the principle of material truth that must tend the administrative action? Govern with the Big date includes, however, the ability to govern the Big Date, ie the ability to equip public authorities the right technological infrastructure in order and to organize the internal information systems and the coordination of information between the administrations just as appropriate: ultimately to be able to organize the management of data held by public authorities. The management of big data sets, the same way, relevant legal issues: how we collect and how we retain this data? Which data quality can be achieved and what quality you have to ensure that these data? Which of these files you make reusable? The Big Date, ultimately, emphasize that it is necessary to rethink the cognitive function of government, understood in its dynamic sense (administrative action), both in its static sense (organizational): a cognitive function more and more autonomous because highly technical and difficult to place as assets only instrumental administrative action.

L'ultimo decennio ha reso estremamente popolare il concetto di Open Government, un modello di amministrazione aperto che fonda le sue basi sui principi di trasparenza, partecipazione e collaborazione. Nel 2011, nasce il progetto Dati.gov.it, un portale che ha il ruolo di "catalogo nazionale dei metadati relativi ai dati rilasciati in formato aperto dalle pubbliche amministrazioni italiane". L'obiettivo della tesi è fornire un efficace strumento per ricercare, usare e confrontare le informazioni presenti sul portale Dati.gov.it, individuando tra i dataset similarità che possano risolvere e/o limitare l'eterogeneità dei dati presenti. Il progetto consiste nello sviluppo su tre aree di studio principali: Standard di Open Data e Metadata, Record Linkage e Data Fusion. Nello specifico, sono state implementate sette funzioni contenute in un'unica libreria. La funzione search permette di ricercare all'interno del portale dati.gov.it. La funzione ext permette di estrarre le informazioni da sette formati sorgente: csv, json, xml, xls, rdf, pdf e txt. La funzione pre-process permette il Data Cleaning. La funzione find_claims è il cuore del progetto, perché contiene l'algoritmo di Text Mining che stabilisce una relazione tra i dataset individuando le parole in comune che hanno una sufficiente importanza all'interno del contesto. La funzione header_linkage permette di trovare la similarità tra i nomi degli attributi di due dataset, consigliando quali attributi concatenare. In modo analogo, record_linkage permette di trovare similarità tra i valori degli attributi di due dataset, consigliando quali attributi concatenare. Infine, la funzione merge_keys permette di fondere i risultati di header_linkage e record_linkage. I risultati sperimentali hanno fornito feedback positivi sul funzionamento dei principali metodi implementati per quanto concerne la similarità sintattica tra due dataset.

La Politica dei Dati dell'INGV è composta da tre documenti: i principi generali, pubblicato nel febbraio 2016, e due documenti che regolano la condivisione dei risultati delle attività di ricerca, il primo dedicato alle pubblicazioni scientifiche e pubblicato nel luglio 2017, il secondo dedicato ai dati scientifici e pubblicato nel luglio 2018. La stesura dei testi fu affidata dal Presidente dell'INGV a un gruppo di lavoro a composizione mista (ricercatori, tecnologi, bibliotecari, avvocati, esperti di comunicazione, amministrativi). Le bozze furono discusse con il Presidente, i Direttori dei tre Dipartimenti tematici (Terremoti, Vulcani, Ambiente) e i Direttori delle varie Sezioni in cui è suddiviso geograficamente l'INGV.
