This report gathers the most relevant results of the analysis and design activities for the Big Data Analytics management system. Introducción y objetivo: El presente texto aborda los aspectos más significativos para compartir datos de investigación del área de otorrinolaringología en el contexto de la ciencia abierta como ecosistema. Su objetivo es ofrecer una mirada panorámica que ayude al investigador a gestionar sus datos como parte de la ciencia enriquecida. Método: Se efectuó una revisión bibliográfica y de la propia experiencia en el campo de los datos de investigación. Resultados: Se ofrecen los pilares básicos para alcanzar el éxito: sus dimensiones, política, técnica y las capacidades necesarias. Discusión: Las tareas de hacer disponibles los datos deben estar reconocidas como parte del currículo del investigador porque documentarlos para que sean reutilizables es una tarea altamente especializada y laboriosa. The purpose of this paper is to address some legal challenges posed by the new scenarios of international collaboration in genetic research. From the perspective of private international law, we will take care to reflect on the territorial application of legislation for obtaining and managing biomedical research data. Three basic statements we must make: first, the research data in human genetics are personal data; secondly, thus considered, research in human genetics is subject to the current regulations on the protection of personal data; and, third, these new scenarios of international collaboration in genetic research are objectively translated into the promotion of international transfers of personal data. Thus, in the following pages we will deal with the legal regime of protection for the determination of the law applicable to international transfers of personal data provided in Directive 95/46 EC and in the General Data Protection Regulation of The EU. ; El objeto de este trabajo es abordar algunos de los retos jurídicos que plantean los nuevos escenarios de colaboración internacional en la investigación genética. Desde la perspectiva del Derecho internacional privado nos ocuparemos de reflexionar acerca de la aplicación territorial de la legislación de obtención y gestión de datos de investigación biomédica. Tres afirmaciones de partida debemos hacer: primera, los datos de investigación en genética humana son datos de carácter personal; segunda, así considerados, la investigación en genética humana está sujeta a la normativa vigente sobre protección de datos de carácter personal; y, tercera, estos nuevos escenarios de colaboración internacional en la investigación genética se traducen, objetivamente en el fomento de las transferencias internacionales de datos de carácter personal. Así las cosas, en las páginas siguientes nos ocuparemos del régimen jurídico de protección para la determinación de la ley aplicable a las transferencias internacionales de datos de carácter personal previsto en la Directiva 95/46/CE y en el Reglamento General de protección de Datos de la UE.
This document gathers the most important results related to the implementation, test and validation of the management system of Big Data Analytic Services. This project is focused on developing a cloud service that acts as an entry point to the Big Data Analytics services. For doing so, the document details each of the component's and service's implementation steps and how they can be combined in order to create BigData Analytics services. Moreover, it includes flow diagram of each component's execution and the communication's channels interconnection used to link components with the aim of creating a new service. Finally, this document shows all the test performed in order to validate the functionality of each service and it also illustrates the main validations done. This validation has been done using kernels which allows us to evaluate the performance of each component over the ECloud platform. ; Radiatus. Currently a vast number of scientific publications in Russia and abroad are devoted to the phenomenon of Defense Advanced Research Projects Agency (DARPA). Success factors of the Agency are usually identified as: a recruitment policy of research managers, scientific resources of the Agency's contractors, unique super-system of the DARPA's external environment and significant costs of R&D initiatives spent by the US Department of Defense. At the same time, systems engineering and technical assistance (SETA) contracting in the implementation of DARPA's high-risk projects have been neglected as a rule by the time. This paper describes the role of SETA-support contractors in ensuring the success of DARPA's ambitious projects and the impact of government contracts technical support on perspective defense R&D programs. The SETA rate in total R&D expenditures of DARPA are evaluated as 7,4-9,9%. Finally, the possibility of implementation of best practices and experiences of SETA system utilization for technological support of perspective high-risk R&D programs for governmental Russian agencies is analyzed. This paper has reviewed the field of Data Science and how Data Science techniques can be applied to building energy management. Specifically, we have focused on building operation, energy load prediction, and identification of consumption patterns. Our experiments show that Big Data technologies can solve the computational problems that appear when processing of large amounts of data, which are likely to have an increasing relevance with the advent of the Internet of Things –with smart meters and appliances fully connected to the Internet. However, the applications to real-world scenarios are still scarce. In our experience, one of the most important aspects to improve is achieving a greater involvement of the building managers in the data analysis process. To do this, future research work should explore two complementary directions, namely, showing the potential of Data Science to building managers, and developing more user-friendly algorithms and tools. In this way, we expect that new approaches will be less opaque, easier to use, more customizable, and above all other features, more engaging. ; Tesis Univ. The article looks over the situation and management of the environmental research in Peru, with regard to the national politic to increase the budget for research. Moreover, the characteristics and methodology of the environmental sciences research are addressed and its difficulties are discussed. The national efforts and strategy to improve the management of environmental research are analyzed, establishing the need to emphasize efforts in the promotion of applied environmental research. Finally, the institutional roles and progress in the matter are described, and a proposal to improve the environmental research management is presented. ; El artículo revisa la situación de la investigación ambiental en el Perú a la luz del aumento nacional de presupuesto destinado a la investigación. Se resaltan las peculiaridades y metodología científica que utilizan las ciencias ambientales y se discuten sus dificultades. Se analiza la estrategia para mejorar la gestión de la investigación ambiental, sosteniendo la necesidad de poner mayor énfasis en la investigación ambiental aplicada. Finalmente, se describen los roles institucionales y avances en la materia y se plantean propuestas para la mejora de la gestión.
Open Data (OD) is a topic of high relevance in public administrations related to innovation and modernization of the public sector, not only for its recent disruption, but for its potential in terms of public value. The implementation of policies that promote free data access is transforming the services offered by the government and generating unprecedented value. This phenomenon is occurring mainly under the new public management model called Open Government. In this sense, this paper presents a review of the concept of OD mainly linked to an idea of government openness, the relevance of OD is also discussed and some reflections are made about the role and political-administrative implications that these data represent. ; Los Datos Abiertos (DA) u Open Data están siendo un tema de alta relevancia en las administraciones públicas cuando se habla de innovación y modernización del sector público, no solo por su reciente disrupción, sino por su potencial en términos de valor público. La puesta en marcha de políticas que impulsan el acceso libre de datos está transformando, en gran medida, los servicios que ofrecen los gobiernos y generando un valor transformador sin precedentes. Este fenómeno se está dando principalmente bajo el nuevo modelo de gestión pública llamado Gobierno Abierto. En este sentido, este trabajo presenta una revisión sobre el concepto de DA principalmente vinculado a una idea de apertura gubernamental, así mismo se discute la relevancia de los DA y se hacen algunas reflexiones sobre el rol y las implicaciones político-administrativas que representan este tipo de datos.
The "open data" movement is becoming more popular in different contexts: public administration, science and companies; therefore, it is important to know its scope. The term has generated a lot of expectations related to transparency at all levels, data reuse and free access. This review discusses some of the expectations generated by this movement. When the term "open data" is used is usually understood as the opening of digital data, but this concept also fits the data on printed documents. There is a huge amount of data stored in archives and libraries that have been built with the taxes of the citizens who are not scanned. Opening data is increasingly demanded by the public. Promoting access, therefore, is linked to the transparency of the processes. Depending on who the data producer will talk about transparency in government, research or business.

In a small country like Uruguay - despite the isolated efforts of some companies, NGOs and government agencies - it has still not found its place in the media. This research tries to clarify the concept of data journalism in order to break down the state of the art in Uruguay, through interviews with journalists, members of NGOs and members of the academic staff of the universities where the future journalists are being formed. Thus being able to point out the impulses and obstacles data journalism has encountered in order to foresee its possible future.
