Avrupa bütünleşmesi içerisinde en önemli hususlardan bir tanesi de işçilerin serbest dolaşımıdır. Birlik içerisinde işçilerin serbest dolaşımı kavramından; üye ülke vatandaşlarının diğer üye devletlere serbestçe girebilmesi, oturabilmesi, işlere başvurabilmesi, mesleğini icra edebilmesi ve kaldıkları ülkelerin vatandaşlarıyla sosyal haklardan eşit bir biçimde yararlanması gibi durumlar anlaşılmaktadır. Son dönemlerde AB ile olan ilişkileri farklı boyutlara taşınan Türkiye'nin işgücünün serbest dolaşımı konusunda Birlik ile arasında olan münasebetleri Ankara Antlaşmasının yapılması ve Katma Protokolün uygulanması ile başlamış, bunlara dayanılarak alınan Ortaklık Konseyi Kararları ve Avrupa Topluluğu Adalet Divanı kararları ile şekillenmiştir. Gelinen noktada Avrupa Birliği ve Türkiye Arasında en önemli müktesebat konularından birisi olan İşgücünün Serbest Dolaşımını hukuki belgeleri esas alarak inceleyen bu çalışmada önce konuya AB müktesebatı açısından yaklaşılmış, ardından konunun Türkiye-AB ilişkileri açısından önemli görülen kısımlarına değinilmiştir. ; The European Union successfully put forward significant applications and innovations during its integration process until it reached its current state. One of the important subjects in the European Integration is freedom of movement of workers. Insıde the Union, from the notion of free movement of workers such condition as freedom of movements, freedom of establishment of member states in other member states, freely applying for jobs, freely practicing their jobs and benefitting equally from the social rights along the citizens of the resident states is understood. The relations with the Union about free movement of Turkey's workforce, whose relations with the EU recently moved to other levels, began with the Ankara Agreements and the application of the Additional Protocol and were shaped with the decision of Association Council and Court of Justice of The European Communities. In this study which examines the free movement of workforce, which is the most important acquis between the European Union and Turkey at this point, on the basis of legal documents, firstly the subject was approached from the acquis of the EU, and later the parts which were regarded important in terms of Turkey were mentioned.

Devletlerin iç hukuklarında, seçme hakkının da içerisinde bulunduğu belirli temel hak ve hürriyetler, anayasa ve ilgili kanunlar tarafından düzenlenme altına alınmış, sınırları tanımlanmış ve bireylere de etkili bir şekilde kullanım imkânı tanınmıştır. Seçme hakkının varlığı, demokratik bir seçim müessesinin bulunmasına bağlıdır. Demokratik bir seçimle iktidara gelmeyen yönetim, diktatör rejimin başlıca kaynağıdır. Seçme hakkı Türkiye'de sadece Türk vatandaşlarına tanınmıştır. Ancak seçme hakkı ile ilgili çağdaş düzenlemelerde yerleşik yabancılara yerel seçimlerde seçme hakkı tanınmasına yönelik bir eğilim söz konusudur. Seçme hakkı, Anayasalarda, bir temel hak ve özgürlük olarak düzenlenmiş ve kabul edilmiş haklardandır. Ancak seçme hakkı da toplumun bu haklar ile ilgili beklentisinin en adil yollardan sağlanması için diğer haklar gibi sınırlandırılabilmektedir. Demokrasi ile yönetilen ülkelerin olmazsa olmazı seçme hakkını kullanılmasının, kişilere külfet ve zahmet olacak şekilde yansıtılmaması ve seçme hakkının kullanılmasını teşvik eden yöntemler bulunması gerekir. Bu nedenle, ülkenin her toprağında, seçimlerin güvenli bir şekilde gerçekleşmesi sağlanmalı, seçmenler üzerlerinde etki ve baskı olmadan seçim sandıklarına gitmeleri ve tercihlerini özgür bir şekilde sandığa yansıtabilmeleri gerekmektedir. ; In the domestic law of the states, certain fundamental rights and freedoms, including the right to vote, have been regulated by the constitution and related laws, their borders have been defined and individuals have been given the opportunity to use them effectively. The existence of a right to vote depends on the existence of a democratic election institution. The government, which has not come to power with a democratic election, is the main source of the dictator regime. The right to choose is only granted to Turkish citizens in Turkey. However, there is a tendency towards the right to vote in the local elections for foreigners who are resident in the contemporary arrangements concerning the right to vote. The right to vote is one of the rights that are regulated and accepted as a fundamental right and freedom in the Constitution. However, the right to choose can be limited as other rights to ensure the society's expectation about these rights in the most fair way. The use of the right of choice for the countries which are governed by democracy should not be reflected in the way they are burdened and inconvenient, and there should be methods that encourage the use of the right to elect. Therefore, in every country of the country, elections should be ensured safely, voters should go to the ballot boxes without any influence and pressure and they should be able to freely reflect their preferences to the ballot box.

Ortadoğu, jeopolitik ve ekonomik olarak dünya politikasının en önemli ve sorunlu bölgelerinden birisidir. Orta Doğu bölgesi, gerek sahip olduğu doğal kaynaklar bakımından olsun, gerekse de siyasi istikrarsızlıklar ve etnik-dini çatışmaların merkezi olması bakımından olsun, sürekli göz önünde olmuştur. Tarih boyunca da büyük güçlerin dikkatini üzerine çekmiştir. Özellikle, Soğuk Savaş sonrasında ABD'in en önemli müdehale alanlarından birisi olmuştur. Rusya ise, bu dönemde daha çok enerji politikası bakımından bölgeye ilgi duymaktadır. Bu tez çalışmasında, Soğuk Savaş sonrasında ABD ve Rusya'nın Orta Ddoğu politikaları karşılaştırmalı olarak değerlendirilmiştir. ABD, Orta Doğu politiksını İsrail'in ve bölgeye yerleştirdiği askeri varlığının güvenliği üzerine kurgulamaktadır. ABD, Irak'ın istikrarı ve İran'ın nükleer silahlara sahip olmasının engellenmesi konusunu da böleye yöenlik politikalarında en önemli başarı kriteri olarak kabul etmektedir. Rusya ise, SSCB tecrübesinden de hareketle bölgeye oldukça ilgilidir. Rusya, ABD'nin 11 Eylül sonrası giriştiği saldırgan politikasını iç istikrarını sağlamak için kullanmıştır. Rusya, ABD'den farklı olarak daha çok bölgedeki yerleşiklere yakın olma yolunu seçmiştir. Rusya için en önemli amaç, kendi enerji havzasını genişletmek ve bölgenin de bu bakımdan güvenli olmasını sağlamaktır. ; As geopolitically and economically, the Middle East is one of the most important and problematic region in the world politics. The Middle East has rich natural resources, but the region is politically unstable and centre of ethnic-religious conflicts, all of these aspects attract the attention to the region. The region attracted the attention of big powers during the history. The region became the most important intervention land of USA, especially after the Cold War. But Russia has interested in the region mostly because of its energy politics. Middle East politics of the USA and the Russia after Cold War were evaluated by comparison in this thesis study. USA installs the Middle East politics on the safety of the Israel and the military existence in the region. USA accepts that the Iraq stability and prevention of Iran to have the nuclear weapons are the most important success criterions in the politics which are directed to the region. And Russia is pretty interested in the region because of the experience from USSR. Russia used the aggressive policy of USA after September 11, to provide internal stability. Russia, unlike the United States, has chosen to be close to residents in the region. The most important objective for Russia, is to expand its energy basin in the region, and in this regard, to ensure security of the region.

"Savr Devrimi" olarak adlandırılan 1978 hükümet darbesinin Sovyet yanlısı yönetimine karşı başlayan münferit ve örgütsüz ayaklanmalar Sovyet Ordusu'nun Afganistan'a girmesiyle üçüncü tarafların desteklediği geniş kapsamlı bir direniş mücadelesine dönüşmüştür. Krizin asıl aktörleri Sovyetler Birliği ve Marksist Afgan Hükümeti ile bunların karşısındaki direnişçilerdir. Afganistan topraklarındaki direniş grupları, Pakistan ya da İran'da yerleşik dinî nitelikli siyasi partilerin şemsiyesi altında faaliyet gösterirlerken aynı zamanda ABD, Pakistan ve Suudi Arabistan gibi ülkelerden finansal yardım ve silah desteği alıyorlardı. Bu siyasi partiler söylemlerinde yoğun olarak İslami temaları kullanmalarına rağmen aslında etnik temel ve arka planda oluşmuşlardı. Genel olarak Afganistan'daki halkın bir kısmı etnik yakınlık duydukları siyasi partilerin himayesindeki direnişçi gruplara katılmışlar, bazıları ise Sovyet yanlısı hükümet tarafında olmayı tercih etmişlerdir. Çoğunlukla Kuzey Afganistan'da yerleşik Türkler de diğer etnik gruplarda olduğu gibi aynı yolu izlemişler, Kâbil hükümetini desteklemeyi ya da Sovyet askerî güçlerine karşı koymayı seçmişlerdir. Afganistan harekâtına katılan Türk kökenli Sovyet vatandaşları da göz önüne alındığında bu coğrafyadaki Türklerin silahlı çatışmanın farklı taraflarında savaşmak zorunda kaldığı olgusu ile karşılaşılır. Bu çalışmada, Sovyet işgali ve sonrasındaki yakın dönemde Afganistan'daki ve Sovyet ordusunda görev alan Türklerin durumu ve faaliyetleri öne çıkan Türk kökenli şahsiyetler çerçevesinde incelenmiştir. ; Soviet invasion of Afghanistan which lasted between the years 1979 and 1989 sparked off the last principal armed conflict of the Cold War. The seperate and unorganized uprisings against the pro-Soviet government of the 1978 coup d'etat, namely "Saur Revolution", had transformed to be far-reaching resistance with the help of third parties wherafter the Soviet invasion took place. The primary actors of the crisis were the Soviet Union, Marxist Afghan government and the per contra insurgents. While the resistance groups in Afghan territory were operating under the umbrella of religious political parties, stationed in Pakistan or Iran, they were also enjoying financial aid and arms supply, procured by the countries like the US, Pakistan and Saudi Arabia. Although these political parties were extremely making use of the islamic themes in their discourses they had actually been shaped on ethnic basis and background. In the general sense, part of Afghan people partook in the resistance groups under the auspices of a political party with affiliation motives and some other preferred to be on the side of pro-soviet government. The Turks, mostly resident in Northern Afghanistan followed the same course as is the case with the other ethnic groups and they either chose the option to support Kabul government or to resist the Soviet military forces. Taking into account the Soviet citizens of Turkic origin who participated in the military expedition in Afghanistan, it is deducible to say that Turks in this geography had to fight on different sides of the armed conflict. In this paper, the situation and activities of Turks in Afghanistan and the ones who partook in the armed conflict as soviet soldiers are examined during the Soviet invasion and soon after within the scope of prominent personalities of Turkic origin.

Dış ticaret ve yatırım politikaları, ülkelerin ekonomik kalkınma, sanayileşme ve bu sayede sosyal refahı sağlama hedefine ulaşmada kullandığı en önemli temel araçların başında gelmektedir. Bu çalışmada; 2002-2012 yılları arasında ülkeler düzeyinde gerçekleştirmiş olduğumuz dış ticaret istatistikleri ile yatırım verileri arasında esas alınan 90 ülke 1 için, 2012 yılı ihracat, ithalat ve 2011 yılı doğrudan yatırım değerlerine yönelik rank korelasyonu ve kümeleme analizi yapılmıştır. Her üç değişkene göre de 2002-2012 yılları arasında ülke sıralamaları dikkate alındığında, çok değişken bir yapının olduğu dikkati çekmektedir. Ülkemiz 2012 yılında en fazla ihracatı Almanya ile yapmış ve bu durum 2002 yılından, 2012 yılına kadar da değişmemiştir. Aynı yıllar arasında ülkemiz 2006-2012 arasında en fazla ithalatı Rusya Federasyonu'ndan yaparken, 2002-2005 yılları arasında ise en fazla ithalatı Almanya'dan yapmıştır. Yurt içinde yerleşiklerin en fazla yatırım yaptığı ülke de 2002-2011 yılları arasında Hollanda olmuştur. 2012 yılı değerlerine göre ihracatta ilk üçteki ülke; Almanya, Irak, İran, ithalatta ilk üçteki ülke; Rusya Federasyonu, Almanya ve Çin iken, yatırımda da ilk üçteki ülke; Hollanda, Azerbaycan ve ABD'dir. Türk firmalarının yurt dışındaki yatırımları Batı Avrupa, Doğu Avrupa-Balkanlar, Orta Asya ve Afrika olmak üzere dört bölgede yoğunlaşma göstermektedir. 2002-2012 yılları arasında ihracat değerlerine göre ülkelerin sıra numaralarına yönelik rank korelâsyon katsayısı en yüksek değerine 0,983 ile (α=0,01 yanılma düzeyinde) 2006-2007 yılında ve 0,985 değeri ile de (α=0,01 yanılma düzeyinde) 2010-2011 yılında sahipken, ithalat değerlerine göre de rank korelâsyonu α=0,01 yanılma düzeyinde en yüksek değerine 0,991 değeri ile 2009- 2010 yılında sahiptir. Yatırım değerine göre ülkelerin sıra numarası rank korelâsyonu da α=0,01 yanılma düzeyinde en yüksek değerine 0,984 değeri ile 2006-2007 yılında sahiptir. Ülkelerin; ihracat, ithalat ve yatırım değerlerine göre rank korelâsyon katsayısı takip eden bir sonraki yıl ile en yüksek değerine sahiptir. Seçilen 90 ülke 2002-2012 yılları arası ihracat, ithalat ve doğrudan yatırım değerlerine göre kümeleme analizine tabi tutulduğunda da ABD, İran ile bir küme oluştururken, Almanya, Çin, Hollanda ve Rusya Federasyonu ise tek başlarına birer küme oluşturmuş ve 90 ülkeden 80'i ise bir kümede yer almıştır. ; Foreign trade and investment policies, the countries' economic development, industrialization, and thus used in achieving the goal of providing social welfare is one of the most important basic tools. Danışman: Alihan Limoncuoğlu ; Çokkültürcülük, bir devletin ulaşmak istediği kültürel politikalar manzumesi anlamına gelmektedir. Devlet, inşa ettiği politik duruşta her ne kadar bir etnik unsura diğerlerinden daha fazla yer verse de çokkültürcülük kavramı, var olan tüm kültürlere yer veren normatif ilkeler toplamıdır. Çokkültürlülük ise bir politik duruştan çok mevcut durumu özetleyen tanımlayıcı bir kavramdır. Çokkültürlülük, bir toplumdaki etnik, kültürel, dilsel, ırksal, dinsel ve/veya bireysel tüm farklılıkların, siyasal ve kamusal alanda kendini özgürce ifade etmesi ve tanınması anlamına gelir. Çokkültürlülüğü çoğulculuktan ayıran temel fark, onun yirminci yüzyılın idealleştirdiği demokrasi, bireycilik ve insanların evrensel eşitliği gibi ilkelerini, bireylerin farklılığına rağmen değil, bu farklılıklar sebebiyle uygulama isteğidir. Siyasal manada politik bir duruş olan çokkültürcülük ve toplumdaki birden fazla kültürel durumu betimleyen çokkültürlülük kavramı devlet etkisini en aza indirmeyi düşünen liberal kültürün bir parçası olmasına karşın, azınlık hakları konusunda sorumluluğu yine devlete devreder. Çokkültürlü anlayışın Avrupa'ya yansıyan en büyük sorunu, yerleşik olmayan topluluklarda gözlemlenmektedir. Avrupa ülkeleri, İkinci Dünya Savaşı sonrası ve Soğuk Savaş boyunca ekonomilerini ve ülkelerindeki refah seviyelerini geliştirmektedirler. Çokkültürlülüğün gelişimi bağlama oturtularak, yani çokkültürlülük bilinen şekli ile içinde doğduğu Batı demokrasilerinin siyasi çerçevesi içine yeniden yerleştirilerek çokkültürlülüğün "kapsayıcı" bir tanımı yapılacaktır. Çokkültürlülük bu durumda, belirgin niteliği birlik ve çoğulculuk arasındaki gerilim olan daha genel bir sorunsalın, milli birlik sorunsalının özel bir biçimi olarak karşımıza çıkmaktadır. Çokkültürlülük söz konusu olduğunda üzerinde durulan kimlik etnik kimliktir. Bu etnik kimlik belli bir soya aidiyeti ifade eder. Ulus devlet sürecinde millet oluşumunda soy ikinci planda kalmaktadır. Günümüzde, kültürel aynilik anlayışından uzaklaşma ile birlikte etnik kimliklerin yeniden kendini tanımlaması ve otantik gerçekliğine yeniden dönmesi refleksi ortaya çıkmaktadır. Çokkültürlülük bu noktada gündeme gelmekte ve kendine meşruiyet zemini aramaktadır. Avrupa Birliği'nin bugün içinde bulunduğu refah paylaşımı ve işsizlik temelinde gerçekleşen durağan yapı, birliğin çokkültürlü sisteminin iflas etmesine sebep olmaktadır. Küreselleşme ile terörist organizasyonların propaganda imkanının gelişmesi bu durumun da ırkçılık ve yabancı düşmanlığını tetiklemesi dolayısı ile kimlik politikalarına bağlı çokkültürlülük iflası arasında güçlü bir bağ vardır. Çokkültürcülüğün iflası sadece sağ veya muhafazakar siyasetçiler tarafından değil ana akım partilerin tümü tarafından dile getirilmektedir. Bu düşünceler birleştiğinde Avrupa'da özellikle ll. Dünya savaşı sonrasından günümüze görülmemiş düzeyde yabancı düşmanlığını körüklemektedir. En azından Avrupa'nın gelişmiş ülkeleri düzeyinde, Avrupalı devletler ve bu devletlerde çalışan misafir işçiler arasındaki ilişkinin, bir karşılıklı gönüllülük (arz-talep) dengesine dayandığı, çokkültürlülük tarafından ihmal edilen bir olgu olagelmiştir. ; Multiculturalism means the cultural politics that a state wants to achieve. The concept of multiculturalism is the sum of normative principles that embrace all existing cultures, although the state has more of an ethnic component in its political stalemate than any other. Multiculturalism, on the other hand, is a descriptive concept that summarizes the current state rather than a political one. Multiculturalism means that all ethnic, cultural, linguistic, racial, religious, and / or individual differences in a society are freely expressed and recognized in the political and public arena. The main distinction that distinguishes multiculturalism from pluralism is that it wants to apply the principles such as democracy, individualism and universal equality of people idealized by the twentieth century, not because of individual differences, but because of these differences. The concept of multiculturalism, which is a political stance in the political sense and multiculturalism, which describes more than one cultural situation in society, is part of a liberal culture that considers the least to be a state influence, but it also transfers responsibility for minority rights to the state. The greatest problem of multicultural understanding reflected in Europe is observed in non-resident communities. European countries are improving their economies and the prosperity of their countries throughout the post-Second World War and the Cold War. The development of multiculturalism will be restrained, that is, multiculturalism will be redefined in the political context of the Western democracies in which it is born in order to make a "covering" definition of multiculturalism. In this case, multiculturalism emerges as a specific form of the question of national unity, a more general problematic which is the tension between unity and pluralism. When it comes to multiculturalism, the identity is the ethnic identity. This ethnic identity refers to a certain soya belonging. In nation-state process, the second line remains in nation formation. Today, with the departure from the understanding of cultural identity, the reflex of ethnic identities to redefine themselves and return to their authentic reality emerges. Multiculturalism is at this point in the world and is looking for a legitimacy ground for itself. The stagnant structure of the European Union, which is based on welfare sharing and unemployment today, causes the multicultural system of the Union to go bankrupt. There is a strong link between globalization and the development of the propaganda opportunities of terrorist organizations, which in turn triggers racism and xenophobia, and therefore the multiculturalism connected with identity politics. The work of multiculturalism is not only spoken by right-wing or conservative politicians, but by all mainstream parties. When these considerations are combined, especially in Europe, It has fueled xenophobia at an unprecedented level after World War II. At least at the level of Europe's developed countries, the relationship between European states and guest workers working in these states has become a phenomenon neglected by multiculturalism, based on a mutual volatility (supply-demand) balance.

Osmanlı İmparatorluğu Birinci Dünya Savaşına Almanya'nın yanında katılmıştı. Ağır ve yorucu savaşlardan çıkmış Osmanlılar savaş sırasında kahramanca çarpışmalarına rağmen, düşman kuvvetlerinin tüm yurdu işgal etmelerine engel olamamışlardı. Bu sıralarda imzalanan Mondros ateşkes Antlaşması, Osmanlı İmparatorluğu'nu tamamen yok etmeye ve Türk yurdunu parçalamaya yönelik hazırlanmıştı. Bu antlaşmanın 7. maddesi, galip devletlere istedikleri her yeri istedikleri zaman işgal etme hakkını tanıyordu. Böylelikle işgaller bu antlaşmanın arkasına sığınılarak yapılabilecekti. İşgallere ilk tepki işgale uğrayan bölgelerde yaşayan halktan gelmiştir. İzmir'de Hasan Tahsin işgale karşı ilk kurşunu atarak halkın bu haksız işgallere sessiz kalmayacağını göstermişti. Mustafa Kemal Paşa ise İstanbul'daki kurtuluş çarelerinin hiçbirine itibar etmeyerek 19 Mayıs 1919'da Anadolu'ya geçmiş ve topyekûn bir kurtuluşun ateşini yakmıştır. Düzenlenen Amasya, Erzurum ve Sivas Kongreleri ile tam bağımsız Türkiye idealinin temelleri atılmış, halkta milli bilinç uyandırılmıştır. Mustafa Kemal Paşa ve arkadaşlarının çalışmaları sonucunda İstanbul Hükümeti, Anadolu hareketine yakınlaşmış ve Amasya Görüşmeleri ile de Mebus 'an Meclisinin açılması kararlaştırılmıştır. 2 Ocak 1920'de Osmanlı Meclis-i Mebus 'an son kez toplanır. Bu meclisin verdiği en önemli karar, taslağı Mustafa Kemal tarafından mebuslara Ankara'da verilen ve sonraları Misak-i Milli olarak adlandırılacak olan Ulusal And'ın 28 Ocak 1920'de kabul edilmesi olmuştur. Meclisin ve İstanbul Hükümeti'nin çalışmalarından ve Anadolu'da artan direniş hareketlerinden rahatsızlık duyan İtilaf Devletleri 16 Mart 1920'de İstanbul'u işgal ettiler. İstanbul'un işgaliyle beraber Meclis-i Mebusan'ında basılması ve birçok mebusun tutuklanması ve sürgüne gönderilmesi üzerine Heyet-i Temsiliye 19 Mart 1920 tarihinde bir beyanname yayımlayarak, Meclisin Ankara'da tekrar toplanabilmesi için seçimlerin yapılmasını istemiştir. Yapılan seçimler sonucunda Ankara'da TBMM açılır. 23 Nisan 1920'de açılan Meclis, Osmanlı Devleti'nin elinden bir takım yetkileri alarak Anadolu'nun kaderine el koymuştur. Bundan sonra milletin ne şekilde yasayacağına, milletin kendi seçtiği mebuslar karar verecektir. İtilaf Devletleri mütareke sonrası Mersin ve Tarsus'u işgal etmiştir. İçel Vilayeti işgal edilmese de, Silifke ve Silifke'den Mersin'e kadar İçel'e bağlı kasaba ve köyler Fransızların Anadolu'dan çekilmesine kadar işgal tehdidi ile karşı karşıya kalmıştır. İçel'de kurulan Müdafaa-i Hukuk Cemiyetleri ve bunlara bağlı müfrezeler, İçel'i işgalden korumaktan öteye düşman işgalindeki Mersin ve Tarsus'u kurtarmak amacıyla da faaliyette bulunmuşlardır. Mustafa Kemal'in 19 Mart 1920 tarihli genelgesi doğrultusunda İçel'de 29 Mart 1920 Pazartesi günü, Müdafaa-i Hukuk Cemiyeti İdare Heyeti'nin, mutasarrıfın ve halkın iştirakiyle hükümet konağında seçimler yapılmıştır. Bu seçimlerde yirmi bir aday arasından Ahmet Şevki Bey, Naim Efendi, Hacı Ali Efendi, Haydar Lütfi ve Sami Bey milletvekili seçilmişlerdir. Meclis-i Mebusan'a seçilen Ali Rıza Efendi'nin de Ankara'ya gelmesi ile İçel vilayetinin milletvekili sayısı altıya çıkacaktır. Birinci dönem İçel milletvekillerinden Sami Bey, Haydar Lütfi Bey ve Ali Sabri Efendi( Hacı Ali) mecliste II. Grupta yer almışlardır. Yukarıda ismi zikredilen altı milletvekilinden beş tanesi bir daha meclise giremezken sadece Haydar Lütfi Bey VIII. Dönemde Demokrat Parti'den Meclise girebilmiştir. ; Ottoman Empire joined The First World War with Germany.Despite struggling and fighting bravely during the battle , The Ottomans, having lived through severe wars, couldn't stop the enemy forces to occupy the whole country.The peace armistice of Moudros signed on in the meantime was prepared with a wiew to completely terminating the Ottoman Empire and comminuting the Turkish homeland. The 7th clause of this armistice gave the victorious states the right to occupy any place any time.The occupations hereby were suppose to be realised on the grounds of this clause. The first reaction to the occupations aroused from the residents of the occupied regions.Hasan Tahsin in Izmir who fired the first bullet to the enemy proved that the Turkish people wouldn't keep silent against the unjust occupations.Mustafa Kemal Pasha ,in the meantime,ignored all the propositions of salvation in Istanbul and went down to Anatolia on May 19, then lit the fire of an overall salvation of the nation.With the congresses held in Amasya,Erzurum and Sivas cities , the fundamentals of fully independent Turkey ideal was set up and the national consciousness was awakened among the people .As a result of Mustafa Kemal's and his fellows' efforts , The Government of Istanbul came closer to the Anatolian movement ; and with the negotiations in Amasya, it is agreed to open a national assembly. On October 2, 1920, The Ottoman Parliament gathered last time.The most important decision of this parliament was to accept The National Oath on January 28 ,1920 whose drafts had been given to the members of the parliament in Ankara by Mustafa Kemal ,and which would later be called as the National Treaty.The Allied Powers , upon getting annoyed by the operations of the Parliament and the Istanbul Government and by the increasing resistance movements in Anatolia,occupied Istanbul on March 16,1920.With the occupation of Istanbul , when the Parliament was assaulted and a number of members of Parliament were arrested and forced to exile, the representative committee,issuing a declaration on March 19,1920, requested to hold new elections for the parliament to gather again in Ankara After the elections, The Turkish grand national Assembly opened in Ankara.The Parliament ,starting on April 23 ,1920 , took over a number of competences from the Ottoman State and took the initiative on behalf of the Anatolia .Henceforth, it would be the members of the Parliement elected by the people themselves to decide the way of life that the people would live. The Allied Powers occupied Mersin and Tarsus cities after the armistice.Much though İçel province was not occupied , Silifke, the villages and towns between Silifke and Mersin faced the threat of occupation until the withdrawal of the French from Anatolia. Associations for the Defence of The National Rights and the battalions dependent on these associations ,beyond saving İçel from enemy occupation,had operations with the aim of rescuing Mersin and Tarsus which were under the occupation of enemies. Based on Mustafa Kemal's notice dated March 19,1920, the elections were held in the government Office with the participation of executive board of Association for the Defence of The National Rights ,the governor and the people.Among 21 candidates, Mr Ahmet Şevki, Mr Naim, Mr Hacı Ali,Mr Haydar Lütfi and Mr Sami were elected as the members of the parliament. With the election of Mr Ali Rıza to the Parliament , the number of the memers of İcel in the parliament would increase to six. The first term members of the Parliament Mr Sami,Mr Haydar Lutfi, and Mr Ali Sabri (Haci Ali) took place in the second group.While five of the above mentioned members of the parliament couldn't be elected again,only Mr Haydar Lutfi was re-elected from the Democrat Party in the eight legislation term. …
