This article offers historical insights into the crisis in Sierra Leone. It focuses on the emergence of the Revolutionary United Front (RUF) as the nemesis of the post-independent political class which mismanaged the mineral-rich economy and squandered the opportunities for transforming Sierra Leone into a developed country. It involves an analysis of the RUF, its origins, ideology, organization, and the misery and destruction it wrought on Sierra Leonean society. In conclusion, it is argued that the RUF is a bandit organisation totally bereft of revolutionary credentials or a social agenda. (NJIA - Nigerian Inst Int Aff/DÜI)
The article explores the strategies for ensuring permanent peace in Post-war Sierra Leone. It traces the history of conflict to the pre-colonial period, and the contradictions between the various factions of the post-independence elite, and the collapse of the economy. The descent into authoritarianism, and the alienation of popular groups coupled with the emergence of organizations such as the RUF, and the crises in neighbouring Liberia, all played a role in Sierra Leone's descent into a most destructive and painful civil war. Der vorliegende Bericht befaßt sich detailliert mit dem Zeitraum zwischen Februar und Juni 1998 und stützt sich auf Augenzeugenbericht von ca. 500 Überlebenden, die einzeln oder in Gruppen Opfer der Gewalt von AFRC/RUF-Kämpfern und in geringerem Maße auch von den Regierungstruppen CDF (Civilian Defense Forces) wurden. Die Liste der systematisch verübten Gewalttaten und Mißhandlungen umfaßt ein breites Spektrum. Neben der Lage in Sierra Leone selbst werden auch die Lebensumstände in Flüchtlingslagern in Guinea und Liberia sowie die internationale Reaktion auf die Krisenentwicklung dargestellt. Human Rights Watch formuliert ausführliche und konkrete Empfehlungen an verschiedene Akteure und gibt einen sehr knappen Überblick über den Krisenverlauf seit 1996. (DÜI-Spl)
