The peat phenomenon that occurs in Riau Province negatively impacts the environmental conditions resulting from the management and utilization of peat ecosystem areas that are out of control and irresponsible. For example, forest fires and land that occurred have an impact of smoke haze that hit Riau and Sumatra region. This study aims to analyze the Effectiveness of Peat Restoration in Riau Province. This research is done by using qualitative method. The peatland restoration program that has been established in several districts in Riau Province is also influenced by several factors that influence the implementation process, including the following: (1) Conceptualization of Peatland Restoration Program. Since the restoration program has been rolled out, there are still many parties who do not understand what peatland restoration is. This caused inequality in the implementation of the restoration program. So far, the community considers restoration of peatlands to the extent of government tasks, and for local governments the restoration program is only a pilot project of the central government. In fact, it is wrong, therefore the conceptualization of this restoration must be clear and submitted continuously to the government apparatus, stakeholders and the community. (2) Implementing Institutional Preparedness The readiness of the implementing agency in this case is whether the institutions involved in this peat land restoration program are ready to implement with all the preparations in the form of activity designs, socialization to be performed, supporting funding, and how to respond to society. (3) The Encouragement of Good Local and Formal Figures at Provincial, District, District and Village Levels. In implementing peatland restoration programs, encouragement or support of parties other than those of the relevant official are indispensable, both formal and informal. The conclusions of this study indicate that overall government efforts to implement peat restoration have not been too effective. Some districts have successfully restored their peatlands but in some districts peat restoration has not been an important agenda in the formulation and implementation of policies in the district

Petroleum downstream industry in Riau Province is still not optimal. The data shows that from 98,892,755 barrels lifting oil each year only 62,050,000 barrels could be processed in refinery unit II Dumai operated by PT Pertamina. There is a potential of 35-40% of downstream industry. Indonesian Government through The Ministry of Energy and Mineral Resources declared the construction of a mini refinery to boost oil processing output in the downstream sector. A feasibility study of development plan mini refinery is needed. The study includes production capacity analysis, product analysis, development & operational refinery analysis and economic analysis. The results obtained by the mini refinery capacity is planned to process crude oil 6000 BOPD with the products produced are gasoline, kerosene, diesel and oil. Investment cost consist of is capital cost US $ 104419784 and operating cost US $ 13766734 each year with net profit earned US $ 12330063/year and rate of return from investment 11.63%

Ten years have passed and there has been no result of an empowerment program for remote indigenous Akit tribal communities in Riau. The Akit tribe is an ancient native Malay tribe (Proto Melayu) in Riau Province. These indigenous people are still less fortunate in terms of health and social. This study investigates the root causes of health inequalities in the Akit community to get a complete picture of the problem. By using a qualitative approach and case study methods, this research is conducted by means of in-depth interviews, observation, and literature study. The results of the study show that the root cause of failed empowerment is a lack of synergy between government agencies, in which each agency had its own program, thus it poses disadvantages to the society where there are still illiterate sufferers, people who are heavily dependent on the underdeveloped environment that make them ill, and cultural institutions that are not feasible and binding to the social system that prevents people from developing.

Indragiri Hilir Regency has great potential in catch fisheries sector. However, many obstacles and challenges faced by local governments in the development of capture fisheries business, due to various factors. The objectives of this research are: 1) to identify the potential of capture fisheries, ie facilities and infrastructure, and the existing condition 2) to formulate the strategy of developing the capture fishery business. This research used qualitative and quantitative approach. The data collected includes primary and secondary data. Data collection techniques were condusted through in-depth interviews and FGDs with business actors, as well as stakeholders in Indragiri Hilir District equipped with observations and documentations. Data analysis used SWOT method by first analyzed the internal and external factors that produced 3 alternative strategies. These alternatives strategies then re-analyzed using the QSPM analysis unit to determined of priority strategies. The results of this research is the potential of capture fisheries in Indragiri Hilir Regency is very large, but there are still many obstacles due to facilities and infrastructure support is still minimal. Alternative strategies generated in this study are 1). utilization of fisheries and marine resources through improvement of facilities and infrastructure of environmentally friendly fishing units, 2). optimizing the role and function of TPI through PPI development, 3). increasing the role of "Pokmaswas" through the provision and utilization of monitoring facilities.

The purpose of this activity is to provide an understanding of the benefits of waste banks to the community. This is done because there are still many people who do not know about the waste bank. The initial motivation in establishing the Pandau Jaya Waste Bank was to support the Kampar Regency government program in managing waste that had been issued by the Kampar Regency Regent through Perbup No 40 of 2018. In addition, it was also to provide education about the economic value of waste. Namely that waste can also be an additional side income for the surrounding community. However, due to lack of information and understanding, Pandau Jaya Waste Bank does not yet have a place in the community. Therefore, it is necessary to socialize the Pandau Jaya Waste Bank which contains education about the economic value of waste to the community in the RW where the waste bank is established. The methods used in this service are lectures, distribution of questionnaires before and after socialization, and discussions. The lecture was directly filled by Mr. Prama Widayat as the owner of the Pandau Jaya Waste Bank. Attended by the heads of RT and RW throughout Pandau Jaya Village, this service went smoothly, several RT and RW heads gave their appreciation by visiting the Pandau Jaya Waste Bank directly to see the work process at the Waste Bank.

Elections are a means of democracy used to rotate governmental circles, both executive and legislative powers. Voter participation in the holding of elections in 2019 is very high compared to the previous elections and therefore the potential for voters who cannot use their voting rights is very high as well. The research method used is sociological juridical research methods, with data collection techniques from primary data sources, data collection techniques by interviewing, observing, and studying literature. Problems in the form of the exercise of voting rights in Siak Regency in the General Election, that every voter can use their voting rights at the polling station, but in the implementation of simultaneous elections in 2019 in Siak District there are still Voters who cannot give their voting rights due to the endless availability of ballots, this is due to lack of effective in carrying out the data collection of potential voters conducted by election organizers when updating data, systems and infrastructure and the readiness of organizers to face simultaneous elections, low public awareness of their own voting rights.

Controlling and determining ownership of forest area in Indonesia are done by units of forest area gazettment, which are ranging from designation to determination of boundary. The process is not quite easy and have tendency to be unsuccessful. The aim of study was to reveal the difficulty and to analyze series of measurements to reform. Descriptive data were analyzed qualitatively using strategy typology based on data collected through in-depth interviews, participant observation and document review. The results showed that forest area gazettments had not been able to guarantee tenure as proof of ownership at local level dominated by proven un-written rights. Delineation process had potential conflict because it did not disclose claims process in a transparent manner. The mechanism of strengthening forest area did not meet the rules. This is because of low capability of Forest Boundary Committee (PTB). Therefore, it requires a set of actions namely strengthening of the PTB, separating duties between achievement and maintenance of legitimacy. To maintain the legitimacy needs the presence of managers at site levelwith strong legitimacy from government to collaborate with non-governmental organizations.

Research purposes are to design management of fisheries environment sustainable in Bengkalis district. This study was conducted in Bengkalis district, in Riau province. This location is situated in a strategic area of the Malacca Strait.This research used survey method. Types of data collected in the form of primary and secondary data. Data analysis techniques used in this research is descriptive analysis, sustainability analysis (Rapfish), stakeholder needs analysis and prospective analysis.The analysis showed the management of fisheries environmental in Bengkalis district is in the bad category level or less sustainable with MDS value of 39.59 overall. Implementation of management strategies to fisheries environmental in Bengkalis district (P) with the interaction scenario between the migration distance (j), Pressure mangrove land (m), level of education relative coastal communities (r), fisheryenvironmental policy (k), cooperation among stakeholders (s).

ABSTRACT. Border area as a front line of a country needs special attention from the government of that country. Most of the domestic problems experienced by a country come from the border. Human and drugs trafficking, also illegal timber transactions are examples of problems that still occur in Indonesia nowadays especially located in Kepulauan Riau Province. This study aims to describe the Integrated Border Management based on European Commission carried out in Indonesia, especially at the country border in Kepulauan Riau Province, Indonesia. By using the post-positivistic paradigm, this study uses interviews and documentation as data collection techniques. Interviews were conducted to actors, both central and regional, such as the Deputy for Border Management (BNPP-RI), the Head of the BNPP Planning and Cooperation Bureau, the Head of the Riau Islands Province Government Bureau and his staff, the Head of Local Development Planning Agency of Batam City, Natuna Regency. The results showed that the state border managers at the central, provincial, and regency/city governments have different institutions which result in differences in personnel procedures, finances, and resource allocation. The concept of Integrated border management needs to be adjusted to the concept considering the geographical characteristics of Indonesia, which has sea and land borders.

Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riau's APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.

Narcotics abuse can be categorized as a criminal act as regulated in Law Number 35 of 2009 concerning Narcotics. The method used in this research is socio-legal research. In Law Number 35 of 2009 concerning Narcotics, there is no distinction between the abuse committed by children who are already drug addicts and children who are victims of narcotics abuse and are taking narcotics for the first time, so that these children are combined at the time of the crime. It is hoped that there will be political will from the Government of the Republic of Indonesia to revise Law Number 35 of 2009 concerning Narcotics in order to provide legal protection for children who are victims of narcotics abuse. One of the obstacles faced by the Riau Regional Police in eradicating narcotics abuse by children is the minimal role of parents who are willing to report their children. Therefore, the Riau Regional Police should cooperate with religious leaders from MUI, traditional leaders from LAM Riau, as well as community leaders in order to provide enlightenment to the public about the dangers of narcotics abuse for the future of children.

Natural rubber has an important role in the life of human beings. Besides maintaining the functions of environmental life, (carbon producer, land and water conservation, and fauna habitat), natural rubber can also provide socioeconomic benefits to the village community as a source of living and income. However, in the past decade, the price of natural rubber in international market has declined very significantly which has badly affected the life of the small holders. In fact, the government of Indonesia has increased its development programs for the welfare of the small holders, but to this end this effort has not yet yielded optimum results. Based on the results of the analysis of Multi Dimentional Scalling (MDS), the index of ecology sustainability is 52,96%, technology sustainability is 62,35%, economy sustainability is 60,18%, social sustainability is 53,62%, and institution sustainability is 20,73%. Therefore, the structuring of the small holders institution is expected to be able to empower them to compete so that they can improve their welfare sustainably in the future.
