This special issue of Res Publica may already dedicated to the Belgian Presidency of 2010, the Union has meanwhile - Belgium possible exception - not stood still. The machinery of the EU continue to run, new presidents have tried to Council in the right direction and as always come and go policy topics. The Belgians are no longer at the helm, they have the name tag of 'Chairman' exchanged for that of 'Belgium'. But to do what? The increased tensions surrounding radical Muslims and radical movements in the political Islam are not only manifested in the Western countries but also in the Muslim world itself. Tendencies and political movements that undermine the status quo have proliferated since the 1970s. They plead for a far-reaching islamization: funding politics, law and society on Islamic foundations. This study of the Netherlands Scientific Council for Government Policy (WRR) analyses the developments in Islamic beliefs, political activism, society and law since the 1970s. To what extent has islamization been successful? What are its consequences for attempts in and outside the Muslim world to come to extend democratization and respect for human rights? And what can the Netherlands and the European Union contribute to support developments towards democratization and human rights? In August 2013, a committee of peers visited the Waddenacademie to evaluate its performance according to a standard protocol. The Waddenacademie was established in 2008 to coordinate and reinforce research towards understanding geobio- physical and socio-economic processes in the Wadden sea area, and to attune research that is done to the needs for knowledge in the area. The review committee was impressed by the quality of the work of the Waddenacademy. That work is unique because it integrates knowledge from many disciplines. The quality of the work was rated as 'very good'. Productivity was 'very good to excellent': many publications were produced that had a very high impact. Societal relevance was rated as 'very good', because publications, symposia etc were highly appreciated by many parties, such as the trilateral Common Wadden Sea Secretariat, and because many stakeholders rely on the Waddenacademie for help to get access to research. On this moment, the position of the Waddenacademie is critical. Current financing ends on July 1st 2014, and on the same date the Royal Netherlands Academy of Arts and Sciences (KNAW), of which the Waddenacademie is part, will give up its responsibility as part of her strategy towards her affiliated but non research organisations. A decision for new financing will be made at the end of 2013. The committee is concerned about these circumstances. The committee states that the Waddenacademie deserves her right to exist beyond doubt, and formulated some considerations and recommendations about additional tasks and organization.
The author introduces the article by describing why the term Jihad-terrorism shouldn't be used (it's not an ideology, but a method; the term hammers on an intrinsic link between Islam and violence). The Belgian international attitude stresses that a wrong perception within European policy will actually lead to an anti-Western radicalization, and that terminology is part of that. The article continues with four EU anti-terror strategies: proactive: prevention and protection; reactive: prosecution and response. Regarding suppression of radicalization and recruitment, three factors are mentioned: facilitating factors within a globalized world (travel and communication, money operations, internet availability); an anti-western enemy perception; structural environmental factors, the so-called root causes (social circumstances, democratic imperfection, modernization badly directed, economic and political perspectives, unsolved conflicts, lack of education). This book presents a classic legal study of banning organisations in Dutch law. One of the main research questions is when, according to our law, an organisation is right for a ban. Must the organisation commit criminal offences, or are there other starting points for banning it? Another key question is what kind of organisations can be banned. Are, for example, political parties and denominations excluded, given the special function of these organisations in our society? Other important questions are how the procedure works, which body is authorised to ban and how legal protection against a ban is designed. In answering these questions, the author focuses on the fundamental question of the extent to which the regulation complies with the requirements arising from the freedom of association enshrined in our Constitution and treaties binding under international law. By no means all regulations meet these requirements. With a comparative law analysis of German and French law, the author makes recommendations to improve our prohibition regime on these issues
The impact of the EU on everyday life is huge, but not always visible. Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation. This book is a practical guide for secondary or higher education teachers aiming to train their students to be critical citizens through a variety of different subjects and courses. The exodus from the Netherlands or brain circulation: Push and pull factors of remigration among highly educated Turkish-Dutch An increasing number of Turks, the Netherlands' largest ethnic minority, are beginning to return to their country of origin, taking with them the education and skills they have acquired abroad, as the Netherlands faces challenges from economic difficulties, social tension and increasingly powerful right wing parties. At the same time Turkey's political, social and economic conditions have been improving, making returning home even more appealing for Turkish migrants at large. This article gives explanations about the push and pull factors of return migration. The factors influencing return to one's country of origin are "pulls". It is assumed that remigration is more affected by positive developments in the country of origin than by negative developments in the country of residence. Civil society, business world and the Dutch government can develop policies to bind these capable people to the Netherlands, at least in the form of "brain circulation" so that they can serve as "bridge builders" between the two countries.
