Günümüzde tüm dünyada neredeyse her alanda çok yönlü bir değişim ve dönüşüm yaşanmaktadır. Tarihsel sürece bakıldığında, tarım toplumundan sanayi toplumuna, sanayi toplumundan bilgi toplumuna, ithal ikameci ekonominin mimarları sayılan ulus devletler dünyasından küreselleşmiş dünyaya doğru geçiş yaşanmaktadır. Dünyadaki değişim, 1980 sonrasında ülkemizde ithal ikameci ve içe dönük bir kalkınma stratejisinden ihracata dayalı dışa dönük bir stratejiye geçilmesini sağlamıştır. Bu durum piyasa ekonomisini geliştirmeye dönük politikaları gündeme getirirken, aynı zamanda bu politikalar kamu yönetimi alanında da değişimi uyaran önemli bir faktör olmuştur. Bu çerçevede her alanda olduğu gibi yönetim anlayışında da değişime gerek duyulmuştur. Bilim ve teknoloji alanındaki yenilikler karşısında kamu yönetimi yetersiz kalmıştır ve bu anlamda gerek yetersizliği giderebilmek, gerekse de vatandaşların beklentilerine cevap verebilmek adına yeniden yapılanma kapsamında değişimler başlamıştır. Yeniden yapılanma kavramı yeni ortaya çıkmış bir kavram olmamakla birlikte özellikle 1980'li yıllardan itibaren yeni sağ politikalar çerçevesinde tekrar gündeme gelmiş, 1990'larda önemi daha da artmış ve 2000'li yıllara gelindiğinde ertelenmemesi gereken bir ihtiyaç olarak gündeme oturmuştur. İlgili tez de, yeni sağ politikalar çerçevesinde kamu yönetiminde yeniden yapılanma konusu açıklanarak bu yapının vatandaşın beklentilere ne kadar katkıda bulunduğu sorusunun cevabı da yeni sağ yeniden yapılanma çalışmaları çerçevesinde değerlendirilecektir. ; Today, it is being experienced a versatile change and transformation in almost every fields in all over the world. Looking at the historical process, from agricultural society to industrial society, from industrial society to information society, there is a transition from the world of nation states which are considered as the architects of import substitution economy, towards a globalized world. Alteration in the world, provide making a transition from an import substitution and inward-looking development strategy to export oriented, outward strategy. This status not only brings policies towards developments for market economy to agenda, but also these policies become an important factor stimulating changes in the field of public administration. In this context, as in all areas, change is needed in the approach of administration as well. Public Administration has been insufficient against innovations in the field of science and technology and in this sense; changes within the scope of restructuring began on behalf of responding to the expectations of citizens as well as resolving the insufficiency. Although the concept of restructuring was not a concept that newly emerged, it came up again within the framework of the new right policies especially at the beginning of 1980s. Its importance increased more in 1990s, and by the year 2000s it sat on the agenda as a need which must not be delayed. In anent of the thesis, the topic about restructuring of the public administration will be explained within the framework of the new right policies; and the answer of the question "How much does this structure contribute to the expectations of citizens?" will also be evaluated within the framework of restructuring missions of the new right

Türkiye, II. Dünya Savaşının sonucunda ortaya çıkan demokratikleşme sürecinin etkisi ve tek parti iktidarının uygulamaları sonucunda oluşan iç etkenler dolayı 1946 yılında çok partili hayata geçmiştir. Çok partili hayat geçiş ile birlikte kurulan ilk partilerden birisi CHP'nin uygulamalarından rahatsız olan muhalif grubun oluşturduğu Demokrat Partidir. 1950 yılında iktidara gelen Demokrat Parti 1960 yılına kadar 10 yıl iktidarda kalmış, bu dönemde ülkeyi ekonomik anlamda dışa açarken, siyasi anlamda bazı hatalı uygulamalara neden olmuştur. Bu uygulamalarından birisi Kırşehir'in ilçe yapılma meselesidir. Kırşehir'in ilçe yapılmasındaki önemli unsurlardan birisi Cumhuriyetçi Millet Partisi Genel Başkanı Kırşehir Milletvekili Osman Bölükbaşı'nın sert muhalefetidir. 1946'da Demokrat Partide siyasete başlayan Kırşehirli Osman Bölükbaşı, DP ile uyuşmadığı için 1 yıl sonra bu partiden ayrılarak Millet Partisi'nin kurulmasında aktif görev almıştır. 1950 yılında Kırşehir Milletvekili seçilen Bölükbaşı, 1954'de Millet Partisi'nin kapatılmasıyla arkadaşları ile beraber Cumhuriyetçi Millet Partisi kurmuştur. 1954 yılında yapılan seçimlerde Demokrat Parti Türkiye genelinde büyük bir başarıya imza atarken Kırşehir'de hiçbir milletvekili çıkaramamış, Kırşehir'deki 5 milletvekilinin tamamı da Osman Bölükbaşı'nın partisi Cumhuriyetçi Millet Partisi'nden çıkmıştır. DP'nin Kırşehir'deki bu mağlubiyeti ve Osman Bölükbaşının sert muhalefeti Kırşehir'in ilçe olması konusunda etkili olmuş, 1954 yılında mecliste yapılan uzun tartışmalar sonucunda Kırşehir ilçe yapılmıştır. 1957 yılına kadar ilçe olarak kalan Kırşehir bu üç yıllık süre içinde gelişmesi yavaşlamış, yüzölçümü olarak küçülmüş, daha önce kendisine bağlı olan Kozaklı ve Hacıbektaş ilçelerini kaybetmiştir. Bu uygulama ile ilk kez bir il iktidar tarafından ilçe haline getirilmiştir. ; Owing to the trend of democratization that emerged after the Second World War and to the domestic factors, which were created by the policies of the single party government, Turkey started its own experience of a multi-party democracy in 1946. One of the first parties established during this transition was the Democratic Party that was made up of an opposition group within the CHP, which had a critical stance regarding the policies of the said party. Democratic Party assumed power in 1950 election and remained as the government until 1960. During this period, while trying to open the land to the outer world in an economic sense, this party was also responsible for some political blunders. One of these mistakes was the demoting of a once-prefecture Kırşehir to the status of township. One of the reasons underlying this decision was the tough opposition by the chairman of the Republicanist Nation Party Osman Bölükbaşı, who happened to be the elected MP from the said city. Bölükbaşı, who embarked on his political career in the ranks of the Democratic Party in 1946, left the party one year later and took an active role in the establishment of the Nation Party. He was elected as MP in 1950 and following the closure of the Nation Party in 1954 established the Republicanist Nation Party with his compatriots. In the general elections held in 1954, DP enjoyed huge success almost in all electoral districts, except in Kırşehir, where Osman Bölükbaşı and his friends secured 5 MP positions in the parliament. The defeat of the DP in Kırşehir electoral district along with the ensuing opposition from Osman Bölükbaşı paved the way for the decision to declare the city as township in the parliament after long deliberations in the parliament. Kırşehir was doomed to remain as a town until 1957. This inferior status not only caused the development of the city to slow down, but also caused the loss of two towns; it used to have before the mentioned decision, Kozaklı and Hacıbektaş. This was the first case in which a city was demoted to the status of a town

This paper argues that by portraying minority concerns primarily as cultural concerns and by discussing minority existence independently of capitalism, neoliberalism, feminism, environmentalism,
globalization, and the distinction between the Right and the Left, the dominant discourse on ethno-cultural minorities, namely multiculturalism, may lead to the reduction of minority communities to cultural entities in the collective consciousness of the dominant majority. Such reductionism endangers minority existence by identifying the question of minorities with the question of culture to the point that minorities voicing their noncultural political concerns increasingly appear unintelligible, presumptuous, or even destructive to wider society. Against this background, the paper discusses why and how ethno-cultural minorities may find their collective identity in different, not necessarily ethno-cultural, political formations in the age of neoliberal globalism, such as anti-neoliberal, anti-globalist, cosmopolitan, environmentalist, anti-capitalist, feminist, radical democratic, republican, and anti-imperialist. This discussion is based on Ernesto Laclau's and Chantal Mouffe's understanding of hegemony and social antagonism.

Avrupa'da sanayi devrimini büyük ölçüde tamamlamış olan ülkelerde, ezilen işçi sınıfının haklarını koruma amacıyla dayanışma merkezli ortaya çıkan sosyal demokrasinin Türkiye'de ortaya çıkışının, tabandan yukarıya doğru bir baskıyla oluşmadığı görülmektedir. Çok partili düzene geçişle birlikte Türk siyasi hayatına katılan yeni partilerin kendilerini ideolojik bir düzlemde tanımlama ihtiyacı doğmuştur. 1960 ihtilali sonrası ortaya çıkan yeni siyasi ortam, sol fikir kulüplerinin ve sol söyleme sahip partilerin kurulmasına imkân vermiştir. Bu başarının yakalanmasında, parti programının sosyal demokrat ilkeler doğrultusunda değiştirilmesinin etkisi vardır. ; With the transition from agricultural society to industrial society, it was through CHP that the Turkish political life became part of the development and spread of social democracy that emerged as an answer to social problems. While, in the European countries that considerably completed the Industrial Revolution, solidarity-based social democracy emerged with the purpose of protecting the rights of the oppressed working class, in Turkey, it didn't emerge through a bottom-up pressure. With the transition to the multi-party order, new parties that recently participated in Turkish political life had the need to define themselves on an ideological level. The new political environment that emerged after the 1960 coup allowed the establishment of left-wing clubs and left-discourse parties. Especially with university students and intellectuals gathering around left-wing thoughts, CHP tried to get hold of the ideological discourse that it was seeking, through the left of the center. Initially, CHP continued its "despite the people, for the people" philosophy to impose social democracy on large masses of people. The within-the-party-struggle which accelerated with the military intervention on March 12, 1971 started to use a new discourse by switching to the philosophy of "with the people for the people". While awaiting public approval by putting forward two different interpretations of social democracy between 1965 and 1977, CHP achieved its long-awaited success by changing its leading staff and changing its discourse in the left of the center. Changing the party program in line with social democratic principles has an effect on this success.

The Westphalian system refers to the shifting of the supreme political authority from medieval practices to modern sovereign states and related concepts such as sovereignty, non-intervention, and international law. While the system has shaped the Western political environment since 1648, it has in fact not been validated for the rest of the world. In this paper, the idea that the Westphalian system has not opened a new avenue in the discipline of International Relations is exemplified by the case of the British occupation of the Mosul Vilayet. Contrary to the terms of the Mudros Armistice and Woodrow Wilson's Fourteen Points, the British illegally occupied Mosul. The occupation was a clear violation of the Westphalian principles and thus the British mandate regime encountered resistance from both the Ottoman Empire and further the Republic of Türkiye. Despite all resistance, Mosul was ceded to the Iraqi government under the British mandate after the war.

other ; İktisatçılar açısından anayasa, bir toplumun iktisadi ve siyasi örgütlenmesini, bu iki örgütlenmenin birbiriyle ilişkisini ve bu iki örgütlenmenin gerektirdiği kaynak tahsis mekanizmalarını düzenleyen ekonomi-politik modeldir. Bu bağlamda, Türkiye'nin kalkınma sorunu ile anayasacılık hareketi arasında bağ aramak yanlış olmaz. Nitekim 1990'lı yılların ortalarından itibaren, Avrupa Birliği müktesebatı çerçevesinde mevcut 1982 Anayasası'nın iktisadi hükümlerinde yapılan değişikliklerin, Türkiye için etkin bir ekonomi-politik model inşa etmekten uzak olduğunu söylemek mümkündür. Bu iddia, yaşanan iktisadi krizlerle sabittir. Çalışmanın Türkiye-AB ilişkilerinde, siyasi örgütlenme ve iktisadi örgütlenme arasındaki bağın/uyumun ihmal edilemeyeceğine dikkat çekmesi bakımından önem arz ettiği düşünülmektedir. ; From the point of view of the economists, a constitution is an economic-political model which arranges the economic and the political organizations of a society and the tie between these two organizations. In this respect, it will not be wrong to search a tie between the development problem and the constitutional movement in Turkey. Nevertheless, for the mid 1990s, it is possible to say that the amendments in the Constitution 1982 in accordance with European Union acquis are distant to build an efficient economic-political model for Turkey. This claim is definite considering the economic crises experienced in Turkey in the past. Unfortunately, for long years, the works done for the conformity of Turkish legal system with European Union legal system are based on the floor of the necessity of progress in the individual rights and freedoms and the issue of progress in the economic and social rights and freedoms of Turkish citizens is neglected. Here, within this paper, the economic rights and freedoms under the economic and social rights and freedoms which is one of the category of constitutional rights is elaborated under the scope of Turkey-EU relationship. The study is formed of three parts. In the first part, the open society ideal of EU, in the second part the use of right of resistance under the relationship between EU and Turkey and in the third part the economic articles of the 1982 Constitution in regard to the open society ideal of EU are evaluated. It is thought that the study has significant considering the fact that the study takes attention the necessity not to neglect the tie/conformity between political and economic organizations in the constitution.

SOL, LİBERALİZM VE DEMOKRASİTÜRK AYDINLARININ DÖNÜŞÜMÜ (1980-2008)ÖZETBu çalışmanın amacı, seksenli yıllardan itibaren Türkiye solunda, bir deradikalizasyon süreci olarak tanımlanan liberal demokratikleşme perspektifinin ortaya çıkışını farklı görünümleriyle incelemektir. Solcu entelektüeller tarafından yayılan bu liberal-demokrat söylemin şekillenişi 12 Eylül 1980 darbesi karşısında devrimci hareketlerin yenilgisi ve Yeni Sağ'ın hegemonyası çerçevesinde ele alınır. Kemalist rejime ve Türkiye sosyalist hareketinin geçmişine yönelik bu "sol liberal" düşünce akımı tarafından formüle edilen eleştiriler ve savunulan demokratikleşme stratejisi, özerk bir sivil toplumun ortaya çıkmasını engellediği varsayılan "güçlü devlet geleneği" tezine dayanan bir tarih okumasıyla ilişkileri bağlamında incelenir. Çalışmamızda, aynı zamanda doksanlı yılların ortasından itibaren liberal yayın organlarının ortaya çıkışını açıklamak üzere medyatik ve entelektüel alanlarda meydana gelen dönüşümlere odaklanılır. Liberal sol söylemin sözcülüğünü yapan başlıca entelektüeller, Türkiye'nin Avrupa Birliği'ne katılımına dayalı ve siyasal ilişkilerin "normalleşmesini" sağlayacak hegemonik projeyle yakından ilişkili bir "demokratik söylemin" inşasına bu gazeteler aracılığıyla katılır. The emergence of this democratic- liberal discourse among leftist intellectuals is placed in the context of revolutionary movements' defeat in the face of 1980 military coup and the construction of the hegemony of new right. Different critiques of Kemalist regime and the past of socialist movement in Turkey as well as democratization strategies formulated by this "left liberalism" are analyzed in their relations with the hegemonic reading of the Ottoman-Turkish historical development conventionally known as the thesis of "strong state tradition" which has supposed to prevent the emergence of an autonomous civil society. Our study also focuses on the transformations in the media and of the intellectuals in order to expose the rise of the liberal press after the mid 1990s. Outstanding intellectuals, who are the spokesmen of the liberal left movement, have contributed to the construction of a "democratic" discourse through their columns and newspaper articles. This discourse is deeply linked with the project of Turkey's adhesion in the European Union, which is constructed as a hegemonic project that would lead to a process of "normalization" of the political relations to be emancipated from military tutelage. The final chapter is reserved to the analysis of the political positioning and analyses of the "democratic intellectuals" on the basis of their columns in the course of two period of political crisis and military interventions, namely 1996-1997 and 2007-2008. This article delves into the transformative decade between 1999 and 2009, exploring the intricate web of Jewish-Arab relations in Israel and the consequential impact of Jewish-Arab tensions on Arab politics and Arab voter behavior in Israeli elections. During this decade, internal factors, such as generational shift, leadership changes, and political pluralism, played a pivotal role in reshaping the societal landscape in the Arab sector. On the other hand, external factors, including the collapse of the Israeli-Palestinian reconciliation process and the eruption of the Second Intifada, intensified the predicament of Israeli citizens of Arab origin, amplifying their national identity dilemma. The primary objective of this study is to analyze voting patterns within the Arab sector during the elections of 1999, 2001, 2003, 2006, and 2009, thereby highlighting the profound political implications of the Jewish-Arab tensions on Arab political engagement and voting behaviors. By doing so, this research provides insights into the changing patterns of Arab votes and their impact on the broader political landscape of Israel. The findings reveal that the growing social marginalization and disconnection from the Jewish sector significantly influenced the Arab sector's electoral participation. This period witnessed a decline in Arab voter turnout and a shift in support from left-wing Jewish-Zionist parties to Arab parties, paradoxically contributing to the electoral performances of both Arab parties and right-wing Jewish-Zionist parties.

Sol, politik bir pozisyonu işaret ettiği ilk günden günümüze kadar ekonomik, siyasal ve sosyal sisteme yönelik eleştiriyi, mevcut düzeni değiştirme iradesini, bir anlamda kurtuluşu ve yeni yaşam, yönetim ve paylaşım düzeni kurma inisiyatifini karşılamaktadır. Aşırı sol bağlamı içerisinde değerlendirilen sosyalizm ve komünizm de kapitalizmin aksaklıklarının ve dengesizliklerinin eleştirisine ve bir üretim biçimi olarak kapitalizmin toplumdan tasfiye edilmesine başka bir ifade ile kökten değişimi üzerine odaklanmıştır. Marksist teoride kökten değişim yani devrim, devlet aygıtında politik iktidarın bir sınıftan başka bir sınıfa geçmesi ve topluma hâkim olan üretim biçiminin ileri bir aşamaya sıçraması şeklinde ele alınmaktadır. Türkiye aşırı solunun da politik faaliyetlerinin içeriğini bu hedef oluşturmaktadır. Öte yandan aşırı solda gözlemlenen fikir ayrılıkları da nihai hedefe ulaşmak için sorulan ne yapmalı sorusuna verilen farklı cevaplardan kaynaklanmaktadır. Söz konusu ayrışma ile meydana gelen aşırı sol çevreler ve örgütler Marksizm'in kuramsal mirasını, Türkiye'nin ekonomik, siyasal ve sosyal şartlarını ve toplumsal sınıflarını, dönemin iç ve dış konjonktürünü farklı biçimlerde yorumlamışlardır ve sonuç olarak birbirinden kopuşlar gösteren ancak benzer koşullardan beslenen farklı devrim metotları geliştirmişlerdir. Bu çalışmanın amacı; 1960-1971 yılları arasında Türkiye'de öne çıkan aşırı sol çevreleri ve örgütlerini oluşturan Yön dergisi çevresinin, Milli Demokratik Devrim çizgisinin, Türkiye Halk Kurtuluş Ordusu'nun, Türkiye Halk Kurtuluş Partisi-Cephesi'nin, Türkiye Komünist Partisi/Marksist-Leninist'in ve Türkiye İşçi Partisi'nin sundukları devrim metotlarını analiz etmektir. ; The left wing meets the criticism of the economic, political and social system, the desire to change the existing system, the liberation and the initiative to establish a new life, management day of becoming a political position. Socialism and communism, which are evaluated within the context of the extreme left, also focused on the criticism of the deficiencies and imbalances of capitalism and the radical change of capitalism form the society as a from of production. In Marxist theory, radical change, revolution, is considered as the transition of political power from one class to another class in the state apparatus and the leap of the mode of production that dominates society to an advanced stage. The content of the extreme left political activities in Turkey constitutes this goal. On the other hand, the differences of opinion observed on the extreme left arise from the different answers given to the questions of what to do to reach the final goal. These surrounds occurred by weathering and extreme left organizations Marxism's theoretical legacy of Turkey's economic political, and social conditions and social classes, internal and external conjuncture have interpreted the term in different ways. And a result, they developed different methods of revolution, which showed disconnections from each other but fed from similar conditions. The years between 1960-1971 highlight the extreme left circles and organizations in Turkey which constitutes Yön magazine environment, the National Democratic Revolution line, the People's Liberation Army Of Turkey, Turkey People's Liberation Party- Front, The Communist Party Of Turkey / Marxist – Leninists, and Workers Party Of Turkey.

Demokratik toplumlarda basın; siyasal süreçlerde kamuoyunu doğru bilgilendirmek, tartışma ortamı oluşturmak, toplumsal siyasal bilincin oluşmasına katkı sağlamak gibi çeşitli misyonları yerine getirmek zorundadır. Bu misyonun gerçekleştirilmesinde basın çalışanlarına birbirinden farklı görevler düşmektedir. Köşe yazarları da bu siyasal süreçlerde toplumu oluşturan bireylerin sadece haber ihtiyacını gidermekten öte onları aydınlatacak, onlara kılavuzluk yapacak ve doğru kararlar alarak siyasal tercihlerinin belirlenmesine katkı sağlayacaktır. Özellikle seçim dönemlerinde toplum kendi geleceğine yön verecek önemli kararları verme arifesindedir ve bu nedenle bu dönemde daha çok bilgilendirilmeye ihtiyaç duymaktadır. Bu siyasal süreçte köşe yazıları arasındaki en belirgin ayrım ise siyasal aktörler ve siyasal partilerin temsili aşamasında kullanılan dil ve söylemlerde ortaya çıkmaktadır. Bu çalışmada; özellikle seçim dönemlerinde basının önemini ortaya koymak amacıyla gazeteciliğin bir alt alanı olan köşe yazarlarının siyasal eğilimleri de dikkate alınarak siyasal aktörler ve siyasal partiler için yazılarında kullanmış oldukları dil, söylem ve temsillerden yola çıkarak toplumu oluşturan bireylerin siyasal tutumları üzerindeki etkisi incelenmiştir. Çalışma kapsamında içerik analizi yöntemi kullanılarak farklı siyasal eğilimlere sahip Cumhuriyet, Hürriyet, Ortadoğu, Sabah, Sözcü, Star, Yeniçağ ve Yeni Şafak gazetelerinin köşe yazarlarının yazmış oldukları köşe yazıları incelenmiştir. Çalışmanın örneklemini 16 Nisan 2017 Anayasa Referandumu kapsamında 1Nisan - 16Nisan 2017 tarihleri arasındaki 15 (on beş) günlük süre içinde yayınlanan ilgili köşe yazıları oluşturmuş ve kültürel çalışmalar yaklaşımı çerçevesinde irdelenmiştir. Elde edilen bulgular ışığında Türkiye özelinde siyasal süreçlerde köşe yazarlarının kamusal işlevlerinden uzak olduğu ve dolayısıyla toplumsal siyasal bilince yeterli katkıyı sağlayamadığı görülmüştür. Bununla birlikte farklı düşüncelerin seslerini kamuya duyurabilmesi için bir platform olan köşe yazılarında siyasal parti ve aktörlere eşit oranda yer verilmediği, siyasal parti ve siyasal aktörler için kullanılan dil, söylem ve temsillerin tartışma kültüründen yoksun, ayrıştırıcı ve ötekileştirici bir üslupla inşa edildiği, olumsuz davranışları pekiştirip normalleştirdiği tespit edilmiştir. ; In democratic societies, the press must perform various tasks such as informing the public throughout political processes, setting the stage for debate and contributing to the constitution of socio-political consciousness. All press employees have different parts to play while carrying out these tasks. During these political processes, columnists have an obligation to the individuals of the society which is beyond just satisfying their need of news and includes enlightening and guiding them, contributing to right decision making and determining their political choices. Especially during election periods, the society is about to make important decisions which will shape its future and thus needs to be informed more than ever. While the columnists carry out their duties such as interpreting the news and giving details about political issues, researching the details which the public has missed or conveying the right information about political actors' projects and party politics, they also influence the political attitudes of the society in various ways. The most obvious distinction between columns during this time of political process is seen in the language and expressions with reference to the representation of political actors and political parties. Throughout this study; in order to set forth the importance of journalism especially during election times and taking into consideration the political tendencies of the columnists who belong to a sub branch of journalism; the aim is to look into the influence of columnists' over the political attitudes of individuals based on language, expressions and representations used in their columns. Within the scope of this study, columns written by columnists of newspapers that represent different political tendencies such as Cumhuriyet, Hürriyet, Ortadoğu, Sabah, Sözcü, Star, Yeniçağ and Yenişafak were examined using content analysis method. Columns published during the 15 (fifteen) day period between 1st and 16th of April regarding the Constitutional Referendum on April 16th, 2017 constitute the sampling of the research and have been discussed with respect to cultural studies approach. In the light of these findings it is concluded that specifically in Turkey, columnists do not perform their public duties properly during political processes and so, cannot contribute enough to socio-political consciousness. In addition to this, political parties and actors are not allocated equal mention in newspaper columns which should in fact be the platform to voice different opinions for the public. Also it is determined that the language, expressions and representations intended for political parties and actors lack the politeness of a discussion atmosphere, are written in a discriminating and ailenating fashion and intensify and even normalize negative behaviors.

Dünya siyaset tarihi içerisinde en fazla öne çıkan ve toplumun geneli tarafından kabul gören siyasal anlayışların başında, muhafazakâr düşünce sistemi gelmektedir. Bu düşünce sistemi kimi zaman iyi ve güzeli koruma, kimi zaman ise yeniliklere kapalı olma özelliği göstermiştir. Ancak bu düşünce sistemi özellikle demokrasi kültürünün tüm toplumlarda kabul görmesi ile birlikte bir kısım değişikliklere uğramıştır. Muhafazakâr düşüncenin demokrasi gibi önemli bir kavramı yok sayması mümkün olmamış ve neticesinde muhafazakâr demokrasi adı verilen ve hem muhafazakârlığı hem de demokratik unsurları içerisinde barındıran bir düşünce sistemi ortaya çıkmıştır. Tüm dünyada ilgi gören muhafazakâr demokrasi kavramı, ülkelerin kendi yönetim sistemleri ve kültür şekillerine göre olgunlaşmıştır. Bu bağlamda kimi ülkelerde muhafazakârlık kavramı ağır basmış iken bir kısım ülkelerde ise demokrasi kavramı güncelliğini korumuştur. Türkiye'de bu yeni kavrama kayıtsız kalmamış ve özellikle son yarım yüzyılda yeni sağ düşünce görüşüne uygun olarak muhafazakâr demokrasi kavramını savunan siyasal partiler ortaya çıkmıştır. Bu partilerden en önemlisi ve Türk siyasal yaşamına damgasını vuran parti ise AK Parti olmuştur. AK Parti kuruluşundan kısa bir süre sonra tek başına iktidara gelmesi ve halen daha bu vasfını devam ettirmesi nedeniyle Cumhuriyet tarihinin en önemli partileri arasında yer almıştır. Ayrıca benimsediği muhafazakâr demokrasi düşüncesi de büyük kitleler tarafından kabul görmüştür. Bundan sonraki dönemlerde yeniliklere uyum sağlayabildiği ölçüde toplum tarafından kabul görmeye devam etmesi beklenmektedir. ; One of the most prominent political approaches in the history of politics in the world is the conservative thought system. This system of thinking has been shown to be good and beautiful and sometimes closed to innovations. However, this system of thought has undergone some changes especially with the adoption of democracy culture in all societies. It was not possible for conservative thought to ignore an important concept like democracy, and as a result, a system of ideas, called conservative democracy, which contained both conservatism and democratic elements, emerged. The concept of conservative democracy, which attracts attention all over the world, has been matured according to the countries' own management systems and culture forms. In this context, while the concept of conservatism was dominant in some countries, the concept of democracy remained up to date. Turkey has not indifferent to this new grip, especially in the last half century, according to conservative views right new idea has emerged political parties advocating the concept of democracy. The most important of these parties and the party that marked the Turkish political life was the Adalet ve Kalkınma Partisi (AK Party: Justice and Development Party). The AK Party has been one of the most important parties in the history of the Turkish Republic due to the fact that it came to power in a short period of time after its establishment and still has this characteristic. In addition, the idea of conservative democracy has been accepted by the masses. In the following periods, it is expected to continue to be accepted by the society to the extent that it can adapt itself to innovations.

Türk siyasal hayatının 1960'lı yıllara damgasını vuran en önemligelişmelerden bir tanesi ülkenin kurucu ideolojisinin temsilcisi olan CHP'deyaşanan değişim ve dönüşüm sürecidir. 27 Mayıs askeri müdahalesininardından gelişen süreçte sol siyasetin artan etkisi CHP'nin de bu dönüşümedahil olmasını beraberinde getirmiştir. CHP açısından 27 Mayıs sonrasıdönem yeni bir sürecin başlangıcına da işaret etmektedir. Siyasal olarak solbir söyleme sahip bu dönemdeki değişimin adı "Ortanın Solu" olaraktanımlanmıştır. "Ortanın Solu", CHP'nin Avrupa merkezli bir sosyaldemokrasi düşüncesi ile daha yakın ilişki kurmasını sağlamıştır. Sosyaldemokrasi söyleminin geleneksel sola karşı eleştirel tutumu CHP'yi de etkisialtına almıştır. "Ortanın solu" düşüncesi, "radikal" olarak tarif edilen vedaha çok SSCB eksenli bir sosyalizm siyasetine alternatif olmayı amaçlamıştır.Avrupa solu içindeki Stalinizm eleştirilerinin Türkiye'deki yansıması olarakgörebileceğimiz "Ortanın Solu" düşüncesi benzer bir biçimde Türkiye tarihinede eleştirel bir perspektiften bakmıştır. Tek parti dönemi ve Kemalizm de bueleştirilerin merkezinde yer almaktadır. Kemalizm'in sosyalist sol içindetartışılmaya başlandığı bu dönemde CHP de bu tartışmalara dahil olmuştur.Asya Tipi Üretim Tarzı (ATÜT) tartışmaları aracılığı ile merkeziyetçilik vebürokrasi üzerine pek çok eleştiri getirilmiştir. Kurtuluş Savaşı ve tek partidönemi de bu eleştiri sürecine dahil edilmiştir. ; One of the most important developments that marked the Turkish political life in the 1960s was the process of change and transformation in the RPP, the representative of the constitutive ideology of the country. The growing influence of left-wing politics in the process after the coup d'etat of 27th May has also drawn the RPP into this transformation. From the perspective of the RPP, the post-May 27th period also marked the beginning of a new process. The change in this period, which was characterised by a left-wing discourse in political terms, was called "Left of the Center". The idea of "Left of the Center" enabled the RPP to easily get in touch with the idea of European type social democracy. The critical approach towards the traditional left embraced by the discourse of social democracy also influenced the RPP. The idea of "Left of the Center" aimed to be an alternative to an understanding of socialism based on the experience of USSR. The idea of "Left of the Center" , which can be seen as a reflection of criticism towards Stalinism within the European left, had a very similar critical perspective on Turkish history. The single-party period and Kemalism were located at the center of these criticisms as well. In this period in which Kemalism has become a subject of discussion among socialist left-wing circles, the RPP also involved into these debates. In these dabates, centralism and bureaucracy drew many critics via discussions on Asiatic Mode of Production (AMP). The Independence War and the singleparty period were also included in this criticism.

Tezin inceleme alanını 2009-2014 döneminde Türkiye'nin Avrupa Birliği, İsrail ve Suriye ile kurduğu ilişkiler oluşturmaktadır. Tezde genel olarak, Türkiye'nin çok boyutlu ve yapıcı dış politika aktivizmini sürdürebilmesi için; Avrupa Birliği çıpasını kendi dış politikasının ve demokrasisinin ana ekseni olarak görmesi gerektiği ve aynı zamanda Türkiye'nin bölgesel ve küresel siyaset faktörlerinin konjonktürel gerçekliğe uygun değerlendirmesini yapması gerektiği öne sürülmektedir. Türkiye tarihsel süreçte elde ettiği uzun yönetim geleneğiyle hadiselere geniş boyutlu bakabilmiş, başkalarıyla evrensel düzlemde karşılıklı yarara dayalı ilişkiler modeli geliştirebilmiştir. İsrail ile ilişkilerde söz konusu dönemde yaşanan problemleri bu yaklaşımla aşmak mümkün gözükmektedir. Türk dış politikası'nın 2009-2014 döneminde yaşadığı zorluklar hem Türkiye'nin devlet kapasitesindeki eksikliklerden, hem de mevcut bölgesel ve küresel dengelerin zorluğundan kaynaklanmaktadır. Suriye ile yaşanan sorunlar bu durumun göstergesini oluşturmaktadır. Tezde kullanılan "Osmanlılık" kavramı - halk iradesinin siyasete yön vermesi- Türkiye için söz konusu dönemde karşılaşılan zorlukları çözmede önemli bir araç olabilecektir. Öte yandan, Türkiye yumuşak gücünün önemli bir unsuru olan liberal, çoğulcu niteliklere sahip demokrasiyi kurumsallaştırmada tam bir başarı örneği gösterememiştir. Bu bağlamda AB süreci Türkiye demokrasisinin gelişmesi için önemli bir destek sunmakla birlikte; demokrasinin yerleşebilmesi için birincil öneme sahip olan unsur, iç politikadaki demokrasi destekçileridir. İç politikanın önemli bir unsuru olan devlet-halk ilişkisinin, hak ve yükümlülükler temelinde bilinçlenme ile sağlam ve kalıcı bir sisteme dayandırılması büyük önem taşımaktadır. ; The scope of the thesis is the relations established by Turkey with the EU, Israel and Syria in the period 2009-2014. In this thesis, it is mainly suggested that, in order to sustain its multidimensional and constructive foreign policy activism, Turkey should consider the EU anchor as the main axis of its foreign policy and democracy, as well as evaluate regional and global political factors in accordance with conjunctural reality. Turkey has been able to evaluate the events in a large perspective and develop win-win relationship models with others, thanks to its long management tradition gained in the historical process. It seems possible to overcome the problems with Israel in the mentioned period with this approach. The difficulties encountered by Turkish Foreign Policy in the period of 2009-2014, stem both from the deficiencies in Turkey's state capacity, and from the challenges of existing regional and global balances. The problems encountered with Syria is a sign of this situation.The concept of "Ottomanism" (Osmanlılık) put forward in the thesis - the public will to give direction to the politics - could be an important tool for Turkey to solve the difficulties encountered in the mentioned period. However, Turkey could not demonstrate a success in institutionalizing the liberal, pluralist democracy, which is an important component of its soft power. In this context, although the EU process gives an important support for Turkey to improve its democracy; the most important factor for the settlement of democracy, is the democracy supporters in domestic politics. It is of utmost importance that the state-people relation, which is a significant element of domestic politics, be based on a sound and permanent system by raising the awareness of rights and obligations.

Modernleşme süreci Türkiye'sinde siyasi ve sosyal dönüşümün çok tartışılan alanlarından biri de milli egemenlik prensibinin anlam ve yorumlanmasına ilişkindir. Türkiye'de milli egemenlik düşüncesinin muhteva ve kapsamı, Batı siyasal ideolojilerinin tesirinde gelişip dönüştüğü gibi, Osmanlı Devleti'nin içerisinde bulunduğu siyasi ve sosyal hadiselerden de etkilenmiştir. Osmanlı Devleti'nden ulus devletine geçiş sürecinde Milli egemenlik prensibinin "padişahın" kutsal mevcudiyeti ile nasıl uyumlulaştırılabileceği, daha açık birifade ile padişahın varlığının, Osmanlı halkı üzerindeki haklarının nasıl sürdürülebileceği bir sorun olmuştur. II. Meşrutiyet döneminin ilk yıllarında kurulan siyasal partilerin programlarında, kutsal bir şahsiyet olan padişaha bağlılık ifade edilirken, zamanla padişah, varlığı meclise gölge düşüren bir hükümdara dönüşecektir. Bu bakımdan Türkiye'de modernleşme süreci içerisinde milli egemenlik prensibinin dönüşümü II. Meşrutiyet dönemi siyasal parti programları dikkate alınarak incelenmelidir. Türkiye'deulus devlet anlayışının ve Türkçülük ideolojisinin açık olarak ilk savunucusu Milli Meşrutiyet Fırkası'nın, mensuplarının "milli egemenlik" ilkesi hakkında görüş ve yorumları bu çalışmanın konusunu teşkil edecektir. Söz konusu fırkanın geleneksel otoriteyi, yöneten ile yönetilenler arasında var olan, karar vericinin üstünlüğüne dayanan bir ilişki biçimini koruma ve sürdürme inancı, İttihat ve Terakki Fırkasıve Hürriyet ve İtilaf Fırkası mensuplarınca eleştirilmiş ve fırka yalnızlaştırılmıştır. ; One of the most discussed areas of political and social transformation during the modernization process in Turkey was related to the meaning and interpretation of the principle of national sovereignty. While the content and scope of the idea of national sovereignty in Turkey developed and transformed under the influence of the Western political ideologies, they were also affected by the political and social events in which the Ottoman State was included. In the process of transition from the Ottoman State to the nation-state, how the principle of national sovereignty could be harmonized with the sacred existence of the padishah, more clearly, how the rights of the padishah's existence over the Ottoman people could be maintained was a problem. While loyalty to the padishah, a sacred character, as indicted in the programs of the political parties established in the first years of the II. Constitutional Monarchy period, padishah would turn into an "emperor" the existence of whom overshadowed the parliament in time. In this regard, the transformation of the principle of national sovereignty within the modernization process in Turkey should be examined by considering political party programs during the II. Constitutional Monarchy period. The opinions and comments of the members of the National Constitutional Monarchy Party (Milli Meşrutiyet Fırkası), who were clearly the first advocates of nation-state understanding and the ideology of Turkism in Turkey, about the principle of "national sovereignty" constituted the subject of this study. This party's belief in preserving and maintaining the traditional authority and a form of relationship based on the superiority of the decision-maker between the rulers and the ruled was criticized by the members of the Union and Progress Party (İttihat ve Terakki Fırkası) and the Freedom and Accord Party (Hürriyet ve İtilaf Fırkası).
