CEREMONIAL GIFTS – NICE GESTURE OR POTENTIAL RISK? GIFT REPORTING DISCREPANCIES IN SLOVENIA

Integrity and transparency are crucial elements of modern democratic countries, and trust in politico-administrative institutions must be pursued and maintained at every turn, including when it comes to reporting ceremonial gifts. Despite their (often) problematic connotations, ceremonial gifts are a major element of building strong relationships, from the highest positions in politics and diplomacy to the closest public servants. This article examines data concerning reported gifts in the Republic of Slovenia. Through in-depth statistical analysis, the authors established anomalies in the reporting of ceremonial gifts, in particular flawed descriptions of gifts and problematic assessment of their monetary values, which in most cases is left to the layperson. The authors conclude that a problem clearly exists with implementation of the normative framework because only the technical aspect and less the qualitative side is taken into account while reporting ceremonial gifts. Obvladovanje kreditnega tveganja pri bančnem poslovanju
Risk in banking business can not be avoided because the latter is strongly embedded in the very nature of it and banks should therefore be aware of the importance of effective risk management, encompassing the identification, measurement and assessment of each type of risk. Risk management can be important source of gaining competitive advantage and a way to survive in the world of banking. One of the most important risk in bank is the credit risk. Credit risk can be defined as the potential that a bank borrower or counterparty will fail to meet its obligations. The goal of credit risk management is to maximise bank´s risk-adjusted rate of return by maintaining credit risk exposure within acceptable parameters. Banks need to manage the credit risk inherent in the entire portfolio as well as the risk in invidual credits of transaction. Banks should also consider the relationships between credit risk and other risks. The effective management of credit risk is a comprehensive component of a comprehensive approach to risk management and essential to the long-term success of bank. Risk management is usualy regulated by bank directives, prescriptions, where the most important in Slovenia is the Law about banking with under law acts.

GENDER INEQUALITY ON DISPLAY IN THE FLEXIBILISATION OF EMPLOYMENT DURING THE COVID-19 CRISIS IN SLOVENIA

Abstract. Many risks are associated with the Covid-19 crisis and related lockdown measures in the areas of employment, the economy, and everyday life. Working parents have faced the challenge of combining their work and family obligations following the closure of schools and kindergartens. A considerable number have encountered a bigger risk of unemployment and the linked financial instability. The extensive literature analysing changes during Covid-19 suggests that women have tended to suffer more, been faced with both less stability since their employment statuses appear to be more precarious, and been disproportionally affected by the heavier burden of balancing family care and work obligations. Our own analysis of the most reliable survey data available shows corresponding changes in Slovenia, confirming that the crisis reveals certain less visible, already existing inequalities along with particular new gender inequalities, and in this respect also presents specific research design conditions for assessing otherwise hidden disparities. The results indicate the consequences for the subjective well-being of women compared to men of the more precarious employment and the stronger demand for family care. Strategije regulacije afekta pri osebah, ki se zdravijo zaradi odvisnosti od psihoaktivnih substanc ; Strategies of affect regulation in persons being treated for psychoactive substances dependecy
In order to achieve goals and wishes regarding one's own psychophysical wellbeing, humans use different strategies of emotional balancing. One of these is also the use of psychoactive substances (hereinafter PAS). In case of individual's common use of PAS, dependency can develop where individual's various brain mechanisms and functions, which are essential in balancing affect conditions, can be altered. The concept of alexithymia, which is characteristic for addicts, includes deficits in the cognitive-experiential domain of emotional responses and on the level of interpersonal regulation of emotions. Incapable of distinctly recognizing their own subjective feelings, the addicts communicate their own emotional distress to other people very unsatisfactory. Consequentially, they cannot obtain others as sources of help or comfort. The master's thesis tries to answer the research question whether the persons being treated for the dependency of PAS are different from the persons who are not treated for the dependency of PAS, i.e. in the field of the painful affects regulation, on the level of the risk of the abuse of PAS, and on the level of alexithymia. The master's thesis is divided into three theoretical chapters, which represent the concept of regulation of the positive and negative affect, the collection and the efficiency of various affect regulation strategies. The master's thesis represents various PAS and also the syndrome of dependency of PAS as well as emotions in the addicts. The methodology of research, the results, and the discussion on the acquired results are presented in the empirical part. The results of the research showed statistically significant differences between the groups on the level of the risk of the abuse of PAS, on the level of alexithymia, and in painful affects regulation strategies. The master's thesis contributes to better understanding of the role of the affective dis/regulation in persons treated for the dependency of PAS. It presents inner, personal factors which contributed to the emergence of the dependency. INDICATORS OF HUMAN SOCIALITY IN SLOVENIA AND THE NETHERLANDS: EVIDENCE FROM EXPERIMENTS WITH STUDENTS

In the article we report a series of experiments
with volunteers designed to detect differences in behavioural characteristics among Slovenian, Dutch and
international students. Using eight standard tasks from
experimental economics, we investigate the differences
using experimental measures of solidarity, trust, cooperation, positive and negative reciprocity, competition,
honesty, and risk attitudes. No significant cohort effects
in any of the eight decisions are found when we compare the Slovenian and international cohorts. Still, when
comparing the Dutch and Slovenian cohorts, Dutch
students are found to exhibit lower levels of solidarity,
generosity and honesty. This points to differences in sociality between institutionally similar yet ideologically distant countries like Slovenia and the Netherlands.

MIGRATION AND JIHADI TERRORISM IN EUROPE

Abstract. This article aims to answer the research question
of whether a relationship exists between migration
and jihadi terrorism in Europe. The core argument is
that increased migration from mainly Muslim countries
has added to the risk of jihadi terrorism in European
countries. The phenomena of homegrown extremism
within immigrant communities, the cross-border movement
of radicalised individuals, and the return of foreign
fighters have all raised the likelihood of Islamic
terrorism in Europe. The research results suggest that
while migrants coming from terrorist-prone states are
an important vehicle through which terrorism is manifested
and diffused, there is an even bigger threat of
jihadi terrorism from radicalised individuals within
European immigrant communities.

Uporaba drog na after partijih ; The use of drugs at after-parties
Magistrsko delo obravnava uporabo drog v sklopu nočnega življenja v Sloveniji, pri čemer se osredotoča predvsem na after partije. Uporabo drog in after partije obravnava kot specifičen vidik obiskovanja nočnega življenja, pri čemer izhaja iz teze, da ju je treba razumeti sociološko in v širšem družbenem kontekstu. Ker je fenomen after partija na splošno še neraziskan, delo najprej opredeli njegove specifike in značilnosti obiskovanja after partijev. Nato posebej obravnava značilnosti uporabe drog na after partiju, predvsem vzorce uporabe drog, razliko med vzorci uporabe drog na after partijih in partijih ter identificira subjektivne razloge za uporabo drog na after partijih. Nadalje delo razpravlja o možnih tveganjih, ki jih prinaša obiskovanje after partijev in uporaba drog na njih, ter o občutenih posledicah obiskovanja after partijev, ki so lahko bodisi negativne ali pozitivne. Na podlagi identificiranih tveganj delo obravnava ukrepe za zmanjševanje škode, pri tem pa identificira ukrepe, ki jih sogovorniki pogosto uporabljajo in so jih prepoznali kot potrebne, ter ukrepe, ki bi si jih sogovorniki želeli. Na podlagi rezultatov raziskave magistrsko delo ugotavlja, da se after partiji realno in simbolno razlikujejo od ostalih vidikov nočnega življenja, prav tako pa se razlikujejo značilni vzorci uporabe drog ter s tem povezana tveganja in posledice. Kot ugotavlja raziskava, so zaradi drugačnih tveganj in posledic za after partije potrebni tudi posebni ukrepi zmanjševanja škode, zato naloga v sklepnem delu predlaga nekaj možnih ukrepov zmanjševanja škode za after partije. ; This work discusses the use of drugs in the context of nightlife in Slovenia, focusing primarily on after parties. Both the use of drugs and the after parties are analysed as a specific part of nightlife, arguing that this phenomena need to be understood sociologically and in a broader social context. Because after party as a phenomenon has not yet been thoroughly researched, this work first defines its characteristics and analyses the specificities of attending such events. The use of drugs during after parties is also discussed, focusing specifically on the patterns of drug use, on the difference between the patterns of drug use during parties and after parties, and on the subjective reasons for the use of drugs. Moreover, the work discusses the possible risks of attending after parties and of drug use as well as the consequences that visitors of after parties recognise as either negative or positive. On the basis of the recognised risks, this work further discusses the harm reduction measures, identifying those measures that are often used and recognised as necessary by the participants and those measures that the participants recognised as needed. This work argues that after parties differ from the rest of the nightlife on actual and symbolic level and that they are characterised by specific patterns of drug use as well as specific risks and consequences. Due to these inherent specificities, it is maintained that particular strategies of harm reduction need to be implemented. Some possible harm reduction measures for after parties are hence proposed.

DEBUNKING 'THE GREAT EQUALISER' DISCOURSE: MINORITY PERSPECTIVES FROM BULGARIA AND KOSOVO DURING THE FIRST SHOCKWAVE OF THE COVID-19 PANDEMIC

Abstract. During the first shockwave of the Covid-19 pandemic, the risk of infection was inaccurately touted as 'the great equaliser'. However, the virus' rapid spread and the state of emergency accelerated the magnitude of pre-existing inequalities by taking a heavy toll on already marginalised, exploited and extremely poor segments of societies. Focussing on sub-national contexts in Bulgaria and Kosovo, this article demonstrates how Bulgarian Roma and Kosovo Serbs were not only hit the hardest by the introduction of ad hoc lockdowns and curfews, respectively, but also how disciplinary mechanisms of control and surveillance were embedded in public methods and cultural policies of scapegoating and ascribing images of societal irresponsibility and backwardness upon these two minority groups. FAILURES IN CRISIS COMMUNICATION DURING THE COVID-19 PANDEMIC IN SLOVENIA: WHAT CAN WE LEARN FROM AUDIENCE FEEDBACK?

Abstract. During a pandemic, it is essential that most people respect the measures in place so as to keep the health
crisis at bay. Still, a consensus must exist in society that
the measures imposed by government are truly needed,
just and legitimate, with several factors affecting whether
this is achieved. In the article, we present the results of
qualitative research (23 in-depth interviews) conducted
in Slovenia at the peak of the first lockdown, focusing
on how the study participants (women who were living alone during the first lockdown) perceived communication from the government and the public health
authorities that comprised the official crisis communication group for managing the pandemic in Slovenia. The
results present critical mistakes in communication that
shaped trust in the official communicators and failed to
motivate and encourage respondents to comply with the
recommended and prescribed protective measures.

Responses of social work to measures for containing the Covid-19 epidemic in homes for old people
The first part of the article shows how the covid-19 epidemic revived ideas about the development of social work with old people. More frequent violations of human rights, increasing discrimination of old people, and searching for answers to the increasingly severe hardships of the social isolation of the old people – these are topics that call for the establishment of specialization for social work with old people. The development of specialized knowledge also benefits the development of social work in homes for old people. Some key practices for the development of new areas of social work in homes are shown. In the central part of the paper, research with social workers in Slovenian homes is described and the results of the epidemic's impact on social work are presented. The article presents the key challenges for social work, how social work maintains its role at organizing institutional care and what are the most pressing ethical dilemmas of social work. Both the shortcomings and advantages of social work are shown in order to recognize the existing risks for social work as an opportunity for further development of the profession.
Socioeconomic and environmental characteristics of regional development in Slovenia after 2010 ; Socialno-ekonomske in okoljske značilnosti regionalnega razvoja Slovenije po letu 2010
The primary goals of regional policy in Slovenia are reducing regional development disparities and ensuring balanced development based on the principles of sustainable development. This article examines the performance of Slovenian regions in achieving these goals in the socioeconomic and environmental fields after 2010. For this purpose, four synthetic indicators (gross domestic product per capita, ecological footprint per capita, development risk index and indicator of sustainable regional development) and 32 separate economic, social and environmental indicators, which are also included in the calculation of the indicator of sustainable regional development, were examined. Most of the economic and social indicators indicate progress towards the strategic development goals, while most of the environmental indicators show a shift away from them. ; Zmanjševanje regionalnih razvojnih razlik in uravnotežen razvoj, temelječ na načelih trajnostnega razvoja, sta osrednja cilja regionalne politike v Sloveniji, zato v članku preučujemo uspešnost slovenskih regij pri doseganju teh ciljev na socialno-ekonomskem in okoljskem področju po letu 2010. V ta namen so bili preučeni štirje sintezni kazalniki (bruto domači proizvod na prebivalca, ekološki odtis na prebivalca, indeks razvojne ogroženosti in kazalnik trajnostnega regionalnega razvoja) in 32 posameznih ekonomskih, socialnih in okoljskih kazalnikov, ki so vključeni tudi v izračun kazalnika trajnostnega regionalnega razvoja. Večina ekonomskih in socialnih kazalnikov kaže približevanje strateškim razvojnim ciljem, večina okoljskih pa oddaljevanje od njih.

Okoljska varnostna paradigma Zahodnega Balkana ; Environmental security paradigm of the Western Balkans
V današnjem času se soočamo s številnimi varnostnimi grožnjami, med katerimi se pojavljajo tudi naravne nesreče, (ne)nalezljive bolezni ter lakota in žeja. Vpliv na manifestacijo teh groženj je moč posredno ali neposredno pripisati tudi stanju v našem okolju. V Evropi Zahodni Balkan izstopa s slabšim stanjem okolja in z višjo stopnjo okoljske degradacije v primerjavi s preostalimi regijami na kontinentu. V tem magistrskem delu sem preučeval stanje okolja v državah Zahodnega Balkana ter njegovo povezavo z varnostno paradigmo. Pri tem sem uporabil kombinacijo različnih raziskovalnih metod: analiza primarnih in sekundarnih virov, deskriptivna metoda, metoda primerjalne analize ter analiza statističnih podatkov. Prek analize sem ugotovil povezanost med stanjem okolja in varnostnimi grožnjami. Najvišjo stopnjo ogrožanja zaradi stanja okolja sta po indikatorjih imeli BiH in Črna gora, medtem ko sta najnižjo stopnjo ogrožanja zaradi stanja okolja imeli Severna Makedonija in Albanija. Pozitivni del okoljske varnostne paradigme Zahodnega Balkana, v primerjavi s preteklostjo, so zvišanje kakovosti vodnih virov ; gradnja sanitarne, vodne in okolju prijazne energetske infrastrukture, ter izboljšanje pravnih in regulativnih okvirjev za zaščito in varovanje okolja. Kljub napredku se Zahodni Balkan še vedno sooča z nekaterimi okoljskimi izzivi, kot so slabo stanje ozračja, slabo upravljanje z odpadki, ter slaba implementacija okoljskih strategij in pravnih aktov. Države Zahodnega Balkana bodo tako v prihodnosti morale še veliko postoriti za izboljšanje stanja svojega okolja, s čimer bi se znižala ogroženost ljudi, ki na tem prostoru živijo. ; We are currently facing numerous security threats, including natural disasters, diseases, hunger, and thirst. Some of the influence for the manifestation of these threats can be ascribed, either directly or indirectly, to the condition of our environment. In Europe, the region of the Western Balkans stands out as being in one of the worst environmental conditions and having some of the worst levels of environmental degradation, when compared to other regions. In this Master's thesis I studied the condition of the environment in the states of the Western Balkans and its connection with the security paradigm. I utilised the following research methods: primary and secondary source analysis, descriptive method, comparative analysis, and statistical analysis. Through this analysis I established the connection between the condition of the environment and security threats. According to the indicators, the two states with the highest security risk due to environmental conditions were Bosnia and Herzegovina and Montenegro, while the two states which had the lowest risk were North Macedonia and Albania. The positive parts of the environmental security paradigm of the Western Balkans, when compared to the past, are the increase in the quality of water sources, the construction of sanitation and water treatment infrastructure, the construction of environmentally friendly energy infrastructure, and the improvement of legal and regulatory frameworks for the protection of the environment. Despite this progress, the Western Balkans are still facing problems such as poor air quality, inadequate waste management, and poor implementation of environmental strategies and legal acts. The states of the Western Balkans, therefore, still have a long way to go in order to improve the condition of their environment, which would also lower the security threat to the people who live in the region.
