The city vs state relationship is examined, noting that modern megacities are powerful enough to be viewed as opponents & competitors by state governments & bureaucracies. A historical excursion is made, discussing the causes responsible for the success of the Hanseatic League, a mercantile league of medieval German towns that effectively functioned as a business network from the 12th to 16th centuries. The importance of some German cities is still being recognized today on the federal level, as Hamburg & Bremen enjoy the status of autonomous German states. Big cities' governing model can be characterized as "metropolitan governance," & these large urban centers are laboratories for developing & testing policies & solutions applicable later for the whole nation. Three distinctive features of a metropolis are briefly discussed: (1) a specific cultural space , (2) a socially diverse community, & (3) a competitive commune on the international arena. It is concluded that instead of fearing the autonomy of global cities & opposing their independent metropolitan governance, state governments should live in symbiosis with their big cities & learn from their experience.
