Der Autor beschäftigt sich mit der Aufgabenstellung, der Zusammensetzung, Arbeitsweise und Ergebnissen der Royal Commissions in England. Anhand von Beispielen der Royal Commission zur Rolle der Gewerkschaften und Verfassungs-Kommission wird der generelle Überblick konkretisiert. Anhand dieser Fallbeispiele wird die Frage beantwortet, welche legislatorischen Konsequenzen die Arbeit der Kommissionen hatte. Die Kommissionen können als Beispiel dafür angesehen werden, wie in einem hochindustrialisierten Staat mit einflußreichen Interessengruppen Probleme behandelt werden können. (BG)
To ascertain the underlying causes of the disturbances which broke out in Palestine in the middle of April; to enquire into the manner in which the Mandate for Palestine is being implemented in relation to the obligations of the Mandatory towards the Arabs and the Jews respectively; and to ascertain whether, upon a proper construction of the terms of the Mandate, either the Arabs or the Jews have any legitimate grievances on account of the way in which the Mandate has been or is being implemented; and if the Commission is satisfied that any such grievances are well-founded, to make recommendation; for their removal and for the prevention of their recurrence.

AbstractRoyal commissions are established at the Commonwealth and state levels in Australia to investigate matters of significant public concern. These distinctive entities are highly respected both by government and the community. They are typically expected to produce reports that will have significant impact. Although a large number are created primarily to determine why specific events happened and where accountabilities lie, many are expected to generate findings and recommendations that will lead to policy change. We review common strategies that actors in and around government deploy with the purpose of shaping public policy. This leads to an exploration of the influence strategies deployed by three Australian royal commissions that achieved high levels of policy impact. Lessons are drawn for how future royal commissions might create policy legacies that deliver high public value.
After more than a yr of hearings Canada's Royal Commission on Broadcasting presented its report in 1957 endorsing Canada's systems of private & public ownership of broadcasting & their objective 'to encourage the development of an indigenous cultural identity.' Though leaving the system intact, the Commission report recommended changes in the 'structure & character of Canadian broadcasting.' (1) Recognizing the private broadcasters' claim that regulation by the Canadian Broadcasting Corporation (CBC) was regulation by a competitor, the Commission recommended establishment of a new regulatory agency, 'the Board of Broadcast Governors, to regulate all broadcasting, with CBC as an interested party only.' (2) It strengthened regulatory agencies in recommending a system of fines & suspensions for private broadcasters who fail to abide by certain content requirements. (3) It recommended that CBC be placed on a firmer econ footing by guaranteeing it, for a period of yrs, a budget tied to an econ index. Additional recommendations were made in regard to radio & TV network expansion. The commission, which included the President of the Canadian Pulp & Paper Assn, the President of the Canadian Bank of Commerce, & a member of the diplomatic service, viewed (a) Canadian broadcasting as 'similar to a U & a corporation' both in providing entertainment & in having an important soc function as a national socializing institution; (b) the CBC as a large-scale org with the problems of a big bur'cy in regard to financing & policy making. After taking over the reins of Gov Prime Minister Diefenbacker indicated that the Commission recommendations would be implemented & appointed members to the Board of Broadcast Governors on whom the character & success of Canadian broadcasting now greatly depend.
