Ponadto ASEAN odgrywa istotną rolę w umacnianiu poczucia podmiotowości Federacji Rosyjskiej i równowagi na międzynarodowej arenie azjatyckiej, szczególnie wobec partnera chińskiego. Temat jest jak najbardziej aktualny, ponieważ analizowana polityka zagraniczna Federacji Rosyjskiej wobec Azji Południowo-Wschodniej najprawdopodobniej będzie intensywnie ewoluowała w kolejnych latach, szczególnie w kontekście pogarszających się relacji Rosji z szeroko pojmowanym Zachodem."--

A military presence on the territory of the Republic of Belarus is highly significant for the Russian Federation geopolitically. Russia is very particular about having buffer zones, client and neighbouring states with limited sovereignty on its borders. The aim of this article is to analyse the specificity of the Russian Federation's military presence in Belarus. In the following article, two hypotheses have been verified using factor analysis. Firstly, sustaining control over the territory of Belarus is of particular importance for the military safety of Russia, while at the same time, it detrimentally affects the stability of the Central and Eastern Europe countries. Secondly, the Russian Federation does not have a permanent military base within Belarusian territory and its military presence is solely confined to the use of military and transport infrastructure, which is indispensable for rapid accommodation and deployment of the Armed Force formations as well as for the rotation of strike forces. Due to political reasons, a permanent military presence enables Russia to keep Belarus within its area of influence. Nevertheless, in military terms, the utilisation of military and transport infrastructure in order to rapidly deploy strike forces within the territory of the Republic is far more important.

Following the outbreak of the conflict in Syria, the United States and Russian Federation became involved in the peace process aimed at stabilizing the internal situation. In the initial phase of this process, Russia introduced political plans to resolve the dispute, while successively blocking UNSC projects calling for the resignation of Bashar al-Assad. As a consequence of the changes that took place in Russia's foreign policy after the annexation of Crimea, it began conducting military activities aimed at ousting opposition forces from Syria and preventing the West from making any possible intervention. Due to the lack of a decisive response from the United States, within a few years the Syrian regime's offensive, militarily supported by Russia, reduced the opposition forces supported by the US to the defense. As a result of Russi's intense involvement in the process of resolving the Syrian conflict, this country has once again started to play a key role in the international arena. The conflict in Syria has highlighted the Russian government's aspirations to rebuild its state as a superpower.

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.

The aim of the article is to analyze the relationship between NATO and the Russian Federation. Deliberations are conducted within the institutional and historical-problematic approach. The author characterizes the institutional framework for cooperation between NATO and Russia, as well as discusses the factors which are barriers to this cooperation. Therefore focuses on the most important issues of common interest of partners, such as the problem of stabilizing the security environment, the fight against international terrorism, the use of the armed forces in foreign policy, the process of NATO enlargement and the maintaining of strategic balance between parties. The Author is skeptical about the possibility of establishing a lasting partnership between NATO and Russia. He indicates the difference between the period of the 90s of the twentieth century, when was evident weakness and submission of Russia to NATO and the beginning of the twenty-first century, when is an attempt of rebuilding Russia's superpower in a manner unacceptable by NATO. ; Celem artykułu jest analiza stosunków między NATO a Federacją Rosyjską. Rozważania prowadzone są w ujęciu instytucjonalnym i historyczno-problemowym. Autor charakteryzuje proces tworzenia ram instytucjonalnych dla współpracy między NATO i Rosją, jak również omawia czynniki stanowiące bariery tej współpracy. W związku z tym koncentruje się na najważniejszych kwestiach wspólnego zainteresowania partnerów, takich jak problematyka stabilizowania środowiska bezpieczeństwa, zwalczania terroryzmu międzynarodowego, wykorzystania sił zbrojnych w polityce zagranicznej, procesu rozszerzenia NATO i utrzymania równowagi strategicznej między stronami. Autor sceptycznie podchodzi do możliwości nawiązania trwałego partnerstwa między NATO i Rosją. Wskazuje on różnicę między okresem lat 90. XX w., kiedy widoczna była słabość i uległość Rosji wobec NATO, a początkiem XXI w., kiedy następuje próba odbudowy mocarstwowości Rosji w sposób nieakceptowany przez NATO.

W artykule autorka stawia tezę, że w latach pieriestrojki, a następnie pierwszego etapu istnienia Federacji Rosyjskiej, nie zaistniały warunki gospodarcze, społeczne i polityczne dla budowy demokracji. Przyczyny tego stanu rzeczy autorka upatruje w źle przeprowadzonych reformach ekonomicznych, słabości instytucji systemowych, braku konsensusu elit. Istotny, okazał się wysoki poziom inercji społeczeństwa, zwłaszcza po nieudanych reformach pieriestrojki i rozpadzie państwa. Otoczenie międzynarodowe początkowo wspierało, głównie deklaratywnie pieriestrojkę Gorbaczowa, jednakże w wyniku naruszania standardów demokracji przez Jelcyna i jego ekipę, nie sprzyjało w sposób efektywny, procesom demokratyzacyjnym w tym państwie. ; The author of the article puts forward a thesis that the economic, social and political conditions at the time of perestroika and, then, in the first period of the Russian Federation were not conducive to the emergence of democracy. The article deals with the problem of Russia's aspirations to revise the geopolitical system created in Soviet times using Crimea as an example. It shows the activities of both local political circles and the central authorities of the Russian SFSR, and later the Russian Federation, aimed at revising the existing borders and integrating the Crimean peninsula into Russia. The article covers the years from the collapse of the Soviet Union to the 1997 agreement between Russia and Ukraine.

This article identifies the political challenges for Central Europe resulting from the Russian Federation conducting competition below the threshold of war. The main research methods, both inductive and deductive, were analysis and a survey of the existing literature. There is still aggression in international rivalry, and its level is deliberately regulated so as not to cross the threshold of open armed conflict as defined by international law. The contemporary rivalry of the Russian Federation takes on an unlimited scope and goes beyond the physical sphere: the main emphasis in its application is on non-military and non-lethal forms of influence that can be easily combined with kinetic ones. The exploitation of the space between the binary borders of war and peace was practically verified both under the Tsarist Russia and the Soviet Union. It has been confirmed that a great deal of importance in Russia is now attached to unconventional activities and that their application offers great opportunities to achieve strategic objectives without the need to resort to direct military confrontation.

Głównym tematem niniejszej pracy jest wsparcie Unii Europejskiej dla Rosji w ramach programu TACIS. Było ono długofalowe i miało kształt programu celowego. Program pomocy technicznej trwał od 1991 po 2006 rok i stanowił bardzo ważną platformę współpracy w zakresie ekonomicznym, politycznym oraz socjalnym pomiędzy Rosją a Unią Europejską. Wnikliwe badania przeprowadzone w zakresie współpracy rosyjsko-unijnej w ramach TACIS ukazały, że bez względu na pewne trudności w procesie realizacji niektórych projektów program śmiało można uznać za pozytywny przykład współpracy na podstawie wzajemnie korzystnego partnerstwa. Dzięki programowi, z jednej strony Unia Europejska otworzyła sobie dostęp do trudnodostępnego rynku rosyjskiego, z drugiej strony Rosja uzyskała znaczne środki materialne i doświadczenie w realizacji podobnych inicjatyw. W 2007 roku europejski program TACIS realizowany w FR został zastąpiony Europejskim Instrumentem Sąsiedztwa i Partnerstwa, a FR uzyskała status partnera strategicznego Unii Europejskiej. ; The primary topic of this paper concerns the matter of the European Union's aid to Russia, offered under the TACIS program. This long-term special program of technical aid spanned the period from 1991 to 2006, providing a highly important platform for economic, political and social cooperation between Russia and the EU. A thorough examination of the Russian-EU cooperation within the framework of TACIS has shown that, despite certain difficulties in the implementation of several projects, the program can certainly be considered a successful example of cooperation based on mutually beneficial partnership. On the one hand, the program enabled the European Union to find a way into the otherwise inaccessible Russian market. On the other, Russia obtained considerable financial resources and experience in the implementation of such initiatives. After the transition from the TACIS program to the European Neighborhood and Partnership Instrument in 2007, Russia was eventually given the status of EU strategic partner. This paper examines the main principles o f the functioning of the TACIS program and its implementation in the Russian Federation in 1990-2006. It also touches upon the matter of legal foundations, programming process and the selection of projects. On the basis of selected sources, this study also assesses the program's efficiency and future prospects for using the experience gathered there.

Both Russian authorities and Russian society have a sense of harm associated with the position of Russia in the world. They do not agree with the dominant role of the West. To a large extent it is associated with a sense of Russian pride. The consequence of this situation is the growing confrontation between the Russian Federation and the West. Currently, the theatre of confrontation is i.a. the conflict in the east of Ukraine and the war in Syria. The intensification of military tension is also observed, the confirmation of which is the violation of the airspace of NATO members. The author of this article undertook research effort associated with the determination of the fields of confrontation between Russia and the West.

This article raises the issue of how the Russian Federation could benefit from the instrumental use of ethnic heterogeneity to pursue its geopolitical interests. The paper focuses on the recent case of a Polish-Ukrainian historical memory dispute which affected relations between Warsaw and Kyiv. The research focus is on how vulnerable Poland and Ukraine are to Russian active measures which potentially target not only national minorities but also groups of people who are only temporarily present in these states, such as economic migrants and tourists. An analysis is conducted of Russia's geopolitical objectives and its strategy toward Polish-Ukrainian relations in the broader context of the rivalry between Russia and the West. The analysis is conducted within the framework of the neorealist theory of international relations. The case study of specific events discloses how Russia could exacerbate tensions between nations and the role of ethnic heterogeneity in this regard. Against this backdrop, the author shows how Russia may challenge other states of the Euro-Atlantic community with similar active measures.

Particular attention is paid to the intersecting lines of interest and, nevertheless, important aspects of historical participation in intra-regional relations between the two actors. The article addresses both political, social and economic issues, which are the merits of mutual relations both within the Russian Federation – the European Union as well as between the two actors and the countries of the region. ; W niniejszym artykule autorzy prezentują relacje pomiędzy Federacją Rosyjską a Unią Europejską w kontekście rywalizacji o wpływy na obszarze Bałkanów Zachodnich. Szczególną uwagę autorzy zwracają na przecinające się linie interesów i niemniej ważne aspekty historycznej partycypacji w stosunkach wewnątrz regionu obu aktorów. W artykule zarówno poruszono kwestie polityczne, społeczne jak i gospodarcze, które stanowią meritum wzajemnych relacji zarówno na przestrzeni Federacja Rosyjska – Unia Europejska, jak i pomiędzy oboma aktorami a państwami regionu.

W tym celu Moskwa świadomie kreuje kontrolowany konflikt z Zachodem aby wywołać efekt skupienia zagrożonego narodu wobec władzy w celu poprawy jej legitymizacji nadszarpniętej przez trudności gospodarcze. ; The main goal of this article is to synthetically depict the sources of Russian foreign policy, especially with regard to the European Union. The central thesis is, that the main driver behind Russian international conduct is the preservation of power by current government. To do so Moscow intentionally orchestrates controlled conflict with the West to induce the rally-around-the-leaders effect. It is supposed to augment the legitimization of the authorities which has been diminished by the economic hardships.
