As Arctic navigation increases and states work, both at the international and the domestic level, at ensuring legal readiness, this article takes a closer look at regulation of Arctic Shipping in Canada and Russia. The analysis first focuses on the current domestic regimes that have developed over the past decades. It highlights that dissimilar political, economic and environmental contexts have shaped not only different shipping patterns off the Canadian and Russian coasts, but also dissimilar coastal state approaches that do not seem to converge noticeably under the influence of the Polar Code. The analysis then turns to challenges that lay ahead as existing regimes could be called into question due to receding ice cover and may need to adapt to evolving shipping patterns and technological innovations.

The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and/or cooperation? Here we start from the theoretical premise that states are not pre-constituted political entities, but are constantly in the making. How Russia views its own role and how it views other actors in the Arctic changes over time, calling for differing approaches. That holds true for Norway as well. To clarify the premises for interaction between Russia and Norway in the Arctic, we scrutinize changes in official discourse on Self and Other in the Arctic on both sides in the period 2012 to 2016, to establish what kind of policy mode—"realist," "institutionalist," or "diplomatic management"—has underlain the two countries' official discourse in that period. Has Norway continued to pursue "balancing" policies undertaken in the realist mode with those in the diplomatic management mode? Which modes have characterized Russia's approach toward Norway? Finding that realist-mode policies increasingly dominate on both sides, in the conclusion we discuss how the changing mode of the one state affects that of the other, and why a New Cold War is now spreading to the Arctic.

In Russia, there exist legal norms providing for the protection of indigenous small-numbered peoples' rights. Yet, indigenous small-numbered peoples face multiple challenges when it comes to the implementation of their rights. After a brief presentation of the Russian legislation on the rights of indigenous small-numbered peoples, peculiarities of the Russian legal system and impediments to the legal provisions regulating the status of indigenous small-numbered peoples, this article addresses several issues related to the implementation of indigenous small-numbered peoples' rights in Russia today. One of the core issues is the attribution of individual members of indigenous communities to indigenous small-numbered peoples. Such an attribution is still challenging despite the newly adopted amendments to the 30 April 1999 Federal Law N 82-FL: 'On Guarantees of the Rights of Indigenous Small-Numbered Peoples of the Russian Federation'. Another issue is application of the notion 'foreign agent' to individuals and non-commercial organizations. Still another issue is the State's pressure on independent indigenous organizations. The final challenge is the possible impact of amendments to the Constitution approved by popular vote in July 2020 on the rights of indigenous small-numbered peoples.

Za zemlje koje nisu članice EU–a, EU je razvila Europsku politiku susjedstva putem koje surađuje sa južnim i istočnim susjedima kako bi postigla blisku i stabilnu političku zajednicu i najviši mogući stupanj ekonomske integracije. Rusija nije članica ovog instrumenta već je s EU-om razvila četiri zajednička prostora, ekonomski prostor, prostor slobode, sigurnosti i pravde, prostor vanjske sigurnosti i prostor istraživanja i obrazovanja te kulturnih aspekata. Najvažnija područja suradnje EU–a i Rusije jesu ona u energetskom sektoru pri kojem ima usuglašen Akcijski plan do 2050. godine te suradnja u području znanosti, tehnologije i inovacija što je među glavnim prioritetima Europe 2020 te je Rusiji bitno i jačanje razvoja istraživačke infrastrukture. ; Cooperation between European Union and Russia offers plenty opportunities to European continent and beyond its boundaries. Eastern Partnership is the main connection but also a barrier of Russia and EU because of their common neighbourhood with countries which are not members of the EU, and also do not want to be under continuous Russian influence. For countries that are not members of the EU, European Union developed European Neighbourhood Policy which cooperates with South and East neighbours so it could achieve close and sustainable political community and the highest possible level of economic integration. Russia is not a member of this instrument but instead it developed four common spaces with EU, economic space, freedom, security and justice, external security and research and education, including cultural aspects. The most important areas of cooperation between the two sides are the one in energy sector with established Roadmap until 2050, cooperation in science, technology and innovation which is included as the main priority of Europe 2020 and it is also important the development of the research infrastructure in Russia.

This paper examines how a transnational corporation (TNC) translates global standards and corporate policies into programs at sites of extraction. We explore this question through a comparative analysis of ExxonMobil's operations in two different politico-economic contexts: the Sakhalin-1 project in Russia and the Point Thomson project on the North Slope of Alaska, with field work on Sakhalin Island in 2013–2015 and in Alaska in 2015–2018. Theoretically, we use the Deleuzian concept of "diagram" as a lens through which to examine corporate policies, and a governance generating network (GGN) approach to analyze similarities and differences in benefit-sharing programs in both localities. We show that while global commitments and corporate principles contribute to a standardized approach to community engagement, Indigenous movements and associations, the government, and other corporate actors may play important roles in influencing how corporate policies and global standards are implemented at sites of extraction. Moreover, adaptation of community engagement, benefit-sharing, and environmental monitoring in one location may shape how the company's strategies are implemented in other sites of extraction.

This article discusses how the war in Ukraine, started by Russia, impacts the lives of Russian Indigenous small-numbered peoples. First, one can observe Russia's growing disregard for its international legal obligations. Second, the Russian State is continuously introducing new sanctions against persons and organizations who do not support the Russian regime. Third, the pressure on Indigenous peoples' representatives is increasing. Fourth, a significant number of members of Indigenous small-numbered peoples actively participate in the war due to, inter alia, socio-economic problems and lack of reliable and objective information about it. Fifth, there is a decline in international cooperation with the Indigenous small-numbered peoples of Russia. Finally, it is visible that the role of Indigenous peoples, including Russian Indigenous peoples, in international decision-making changes.

The article addresses the issue of indigenous agency and its influence on the contestation of indigenous rights norms in an extractive context from the perspective of organizations representing people, whose recognition as 'indigenous' is withheld by the Russian authorities. The article argues that a governance perspective and approach to recognition from 'below' provides a useful lens for comprehensively exploring strategies on norms contestation applied by these groups in the authoritarian normative context of Russia. Based on findings from a case study of Izhma-Komi organizations in the northwest Russian Arctic, the article identifies three strategies utilized by these organizations. By mobilizing inter-indigenous recognition, forging alliances with environmentalists and negotiating with an oil company, Izhma-Komi organizations have managed to extend certain rights and power previously not granted to them in an extractive context locally.

This article will explain why Russia annexed Crimea and is destabilizing eastern Ukraine. To do this, three different theoretical approaches on various levels of analysis will be used. It will be examined how far the expansion of NATO, as well as that of the European Union (Theory of Neorealism), was a motive for Russia's action. NATO's enlargement is analysed predominantly. In addition, politicalpsychological motivations of the Russian leadership are considered. But it is also analysed whether Russia's pure power interests have played a role (Theory of Realism). Uspostava novih političkih sustava u Srednjoj i Istočnoj Europi nakon pada komunističkih režima značila je i izbor novog sustava vlasti umjesto dotad proklamiranog skupštinskog. Stajalište ustavotvoraca o potrebi snažne institucije predsjednika države tijekom procesa tranzicije, te odnos snaga između različitih aktera u političkoj areni, rezultirali su uspostavom polupredsjedničkog sustava u mnogima od tih zemalja. U Rusiji i Poljskoj su s prvim promjenama ustava prihvaćeni neki elementi, a zatim i čitav koncept semiprezidencijalizma. Ustavni modeli u te dvije zemlje u skladu su s kriterijima polupredsjedničkih sustava – posjeduju dualnu strukturu izvršne vlasti, te fi ksni mandat predsjednika države izabranog na općim izborima i politički neodgovornog parlamentu. Politička je praksa u njima u posljednjih petnaestak godina pokazivala različite učinke uspostavljenog sustava. U Rusiji je predsjednik države dominirao političkim sustavom u tolikoj mjeri da je sustav u praksi bio predsjednički, dok su u Poljskoj ustavne promjene iz 1990., 1992. i 1997. godine rezultirale promjenom odnosa snaga unutar dualne strukture izvršne vlasti. ; The establishment of new political systems in Central and Eastern Europe after the collapse of communist regimes implied a decision on a new system of government instead of the earlier proclaimed assembly system. The position of the framers of the Constitution on the need for a strong institution of state presidency during the transition process, and the correlation of forces between diff erent actors in the political arena, have resulted in the establishment of the semi-presidential system in many of these countries.
