Modern warfare, including the Ukraine-Russia war, relies heavily on disinformation. Fake news on social media is an integral part of this. At the same time, each conflict is characterised by distinct communication specificities and in the context of the complex effects of fake news, questions arise about their specificity for a given conflict. The aim of the presented research was to answer the question of what the various fake news about the Russian-Ukrainian war disseminated in Polish-language social media have in common and what narrative they generate. The analysis covered the construction of the messages as well as their contexts: social, cultural, historical, and political. For this purpose, a three-stage analysis of ten fake news cases disseminated between March and September 2022 was conducted, applying a three-element analytical matrix. The research made it possible to identify the properties of fake news, generated narratives, and their possible effects.
In this analysis, the Turkish Stream pipeline project infrastructure will be presented.We will concentrate on the gas transportation route from Russia to the Turkish energy market and then to the Southern European states. The Russian Federation, as the main exporter of the energy resources in the global scale, is interested to restore its strategic position in its relations with Turkey and the Southern European states. Such policy is corresponding with Turkish aspirations, to be much more influential in the region. Therefore, the joint strategic energy project will combine the interests of Russia and Turkey and will be important for both countries in terms of strengthening their position not only in the energy market, but also in the geostrategic dimension. ; Przedmiotem analizy artykułu jest budowa Turkish Stream, gazociągu eksportowego z Rosji, który będzie docierał na rynek energetyczny Turcji, a następnie ma przekroczyć granicę tego państwa z Grecją i kierować się do Europy Południowej. Działania Federacji Rosyjskiej demonstrują chęć odzyskania strategicznej pozycji w relacjach z T urcją i państwami Europy Południowej kosztem Unii Europejskiej. Propozycje Rosji są zgodne z polityką Turcji, która dąży do wzmocnienia swojej roli w regionie. Wspólny strategiczny projekt energetyczny połączy znacząco interesy Rosji i Turcji pomimo wielu sprzeczności oraz zwiększy znaczenie tych państw nie tylko w wymiarze energetycznym, lecz także geostrategicznym.
The aim of the article is to analyze the relationship between NATO and the Russian Federation. Deliberations are conducted within the institutional and historical-problematic approach. The author characterizes the institutional framework for cooperation between NATO and Russia, as well as discusses the factors which are barriers to this cooperation. Therefore focuses on the most important issues of common interest of partners, such as the problem of stabilizing the security environment, the fight against international terrorism, the use of the armed forces in foreign policy, the process of NATO enlargement and the maintaining of strategic balance between parties. The Author is skeptical about the possibility of establishing a lasting partnership between NATO and Russia. He indicates the difference between the period of the 90s of the twentieth century, when was evident weakness and submission of Russia to NATO and the beginning of the twenty-first century, when is an attempt of rebuilding Russia's superpower in a manner unacceptable by NATO. ; Celem artykułu jest analiza stosunków między NATO a Federacją Rosyjską. Rozważania prowadzone są w ujęciu instytucjonalnym i historyczno-problemowym. Autor charakteryzuje proces tworzenia ram instytucjonalnych dla współpracy między NATO i Rosją, jak również omawia czynniki stanowiące bariery tej współpracy. W związku z tym koncentruje się na najważniejszych kwestiach wspólnego zainteresowania partnerów, takich jak problematyka stabilizowania środowiska bezpieczeństwa, zwalczania terroryzmu międzynarodowego, wykorzystania sił zbrojnych w polityce zagranicznej, procesu rozszerzenia NATO i utrzymania równowagi strategicznej między stronami. Autor sceptycznie podchodzi do możliwości nawiązania trwałego partnerstwa między NATO i Rosją. Wskazuje on różnicę między okresem lat 90. XX w., kiedy widoczna była słabość i uległość Rosji wobec NATO, a początkiem XXI w., kiedy następuje próba odbudowy mocarstwowości Rosji w sposób nieakceptowany przez NATO.
The purpose of this article is to trace the ambiguous images of Russia which had been presented after October Revolution in propaganda of Central Powers. Because of the Bolsheviks' peace slogans this country suddenly became the most desired ally of Germany, Austria-Hungary and Bulgaria. The autor aims to answer the following questions: – Which narratives connected to Russia did dominate in German society in 1917–1918? – To which extent were they similar and in which different from the leading narratives in such countries as Austria-Hungary and Bulgaria? – What was the background of the mentioned narratives and images? The author distinguished two major motifs connected to the image of Russia as a kind of providential force: 1) of Russia-the-Saviour (as an exemplification of the myth of "Grandpa Ivan"), 2) of Russia-a-fighter-for-peace (as a continuation of the myth of Russian Revolution).

The aim of this study is to broaden knowledge about the conditions/factors, priorities and effectiveness of Polish foreign policy towards the Russian Federation. After 2014, this policy is characterized by a classic security dilemma, in which the continuation of Russia's aggressive policy in Ukraine caused the need to increase the defense potential of the Polish state. The annexation of Crimea by the Russian Federation in March 2014 contributed to changes in Polish security policy, economic policy (including energy) and social contacts aimed at limiting relations with Russia. ; Celem niniejszego opracowania jest poszerzenie wiedzy na temat uwarunkowań, priorytetów i efektywności polskiej polityki zagranicznej prowadzonej wobec Federacji Rosyjskiej. Po 2014 r. politykę tę charakteryzuje klasyczny dylemat bezpieczeństwa, w którym kontynuacja agresywnej polityki Rosji na Ukrainie wywoływała potrzebę zwiększenia potencjału obronnego państwa polskiego. When the Constitution was ratified on May 3, 1791, establishing good relations with Russia was the most important issue for the security of the Commonwealth. As leaders of the Great Diet noticed that prosperous situation in the Polish-Lithuanian state's international relations was ending, they suggested Stanisław August to turn to Russia. Because of their initiative, the king introduced several members of the St. Petersburg court to the Guardians of the Laws. Yet, it did not reorient Polish foreign policy. Having strengthened his position, Stanisław August was delaying direct talks with the empress. He was convinced, that to avoid Russian intervention in the Commonwealth's internal affairs, one should not provoke Russians and appease any internal conflicts. That assumption turned to be wrong, though. Contrary to the views of the vast majority of Polish historians, who believed that Russian intervention in Poland was predetermined, the St. Petersburg court was divided, when it came to the policy on the Polish-Lithuanian state. Some advisers of Catherine II believed, that without a final agreement with German courts, one should not start a war with the Commonwealth, because it would be hard, long-lasting and costly. Yet, views of Polish malcontents and empress's favorite, Platon A. Zubov, were taken into account, and a military operation was launched, without looking at Vienna and Berlin's position. A passive diplomacy turned out to be a fatal mistake of the Polish king and his advisers. The concept of a limited warfare was equally wrong. The weak resistance of the Polish army strengthened the position of the empress's favorite. When Stanisław August's letter to Catherine II arrived at St. Petersburg, already in the course of war, at the Russian court a group of war opponents took a final attempt to stop hostilities, and start negotiations with the Commonwealth's ruler. However, successes of empress's troops, that rapidly moved towards Warsaw after the withdrawing Poles, favored supporters of an armed intervention. The king and his advisers ceased to believe in the possibility of victory too soon, and capitulated at the time, when there was still a chance to continue the war, a prolongation of which by several weeks might have prompted the empress to start peace negotiations. It was a great political mistake, which turned out to be the beginning of the end of the First Republic. ; Po uchwaleniu Konstytucji 3 maja ułożenie stosunków z Rosją było najważniejszą kwestią z punktu widzenia bezpieczeństwa Rzeczypospolitej. Widząc wygasanie pomyślnej dla państwa polsko-litewskiego koniunktury w stosunkach międzynarodowych, przywódcy Sejmu Wielkiego zasugerowali Stanisławowi Augustowi dokonanie zwrotu ku Rosji. To z ich inicjatywy król wprowadził do Straży Praw kilku stronników dworu petersburskiego. Nie pociągnęło to jednak za sobą reorientacji polskiej polityki zagranicznej. Umocniwszy swoją pozycję, Stanisław August zwlekał z nawiązaniem bezpośrednich rozmów z cesarzową. Był przekonany, że wystarczy nie prowokować Rosjan i łagodzić wszelkie konflikty wewnętrzne, żeby uniknąć rosyjskiej interwencji w wewnętrzne sprawy Rzeczypospolitej. Założenie to okazało się błędne. Wbrew twierdzeniu ogromnej większości historyków polskich, którzy uważali, że rosyjska interwencja w Polsce była z góry przesądzona, na dworze petersburskim do ostatniej chwili trwały spory i dyskusje dotyczące kształtu polityki wobec państwa polsko-litewskiego. Część doradców Katarzyny II była zdania, że bez ostatecznego porozumienia z dworami niemieckimi nie należy zaczynać wojny z Rzecząpospolitą, gdyż będzie ona ciężka, długotrwała i kosztowna. Namowy polskich malkontentów sprawiły jednak, że ostatecznie zwyciężyła, lansowana przez faworyta cesarzowej – Płatona A. Zubowa, koncepcja rozpoczęcia działań zbrojnych bez oglądania się na stanowisko Wiednia i Berlina. Bierność dyplomatyczna okazała się fatalnym błędem polskiego króla i jego doradców. Równie błędna była koncepcja prowadzenia wojny w ograniczonym tylko zakresie. Słaby opór polskich armii umacniał bowiem pozycję faworyta cesarzowej. Już w trakcie działań wojennych, po nadejściu do Petersburga listu Stanisława Augusta do Katarzyny II, grupa przeciwników wojny na dworze rosyjskim podjęła ostatnią próbę przerwania działań zbrojnych i rozpoczęcia rozmów z władcą Rzeczypospolitej. Sukcesy wojsk cesarzowej, które w ślad za wycofującymi się Polakami zmierzały szybko w kierunku Warszawy działały jednak na korzyść zwolenników zbrojnej interwencji. Król i jego doradcy zbyt szybko przestali wierzyć w możliwość odniesienia zwycięstwa i skapitulowali w chwili, kiedy wciąż istniały szanse na kontynuowanie wojny, której przedłużenie o kilka tygodni mogło skłonić cesarzową do wyrażenia zgody na rozpoczęcie negocjacji pokojowych. Był to fatalny błąd polityczny, który okazał się w konsekwencji początkiem końca pierwszej Rzeczypospolitej.

Research shows that geopolitical and economic factors are very important in creating dynamics that takes place in advisory groups of the European Council; nevertheless, despite these differences, unanimity is observed that is largely the result of the actions of France and Germany.

Publikacja recenzowana / Peer-reviewed publication ; The objective of the article is to indicate similarities as well as discrepancies between the Polish and German governments' stands on the crisis and conflict in Ukraine. The author tries to respond to the question: What will be the implications of the conflict in Ukraine for the "Eastern policy" of Poland and Germany? Will they result in the continuation of their current "Eastern policy", its evolution or maybe they will bring an essential change to their policy in the region? In author's opinion, taking into account significant differences between the Polish and German foreign policies towards Russia and Ukraine between 2014 and 2015 as well as before that period, the possibility for enhanced cooperation between the two governments in relation to their foreign policy towards Russia and Ukraine will continue to be remote in the upcoming years.
In the article authors draws our attention to the gaps in understanding the complexities of modern warfare and extensive use of irregular forces. Russia is using new forms of war and resistance: open and secret terror, diversions and operations of underground groups, which include citizens from this region, soldiers and mercenaries from different countries. The main problem in the regulation of any hybrid warfare by international humanitarian law is that it focuses solely on the physical dimension of the conflict and its role is getting smaller – replaced by economic and informational war successfully used by Russia. Non-military activities used within the framework of hybrid conflicts are mainly aimed at the impact on the civilian population and the international community. Their task is to weaken the will of resistance, increase the level of discouragement and social discontent, which in turn will lead to the end of the conflict in accordance with the interests of the aggressor. We are witnessing such methods are being used against Ukraine as attrition warfare as well as the destruction of the psychological balance of the whole society. Not military methods, which are used by Russia against Ukraine are: political, social, humanitarian, economic and energy instruments; high activity of special services; new information technologies, including information attacks, offensive actions in cyberspace; multidirectional diplomacy.Key words: hybrid warfare; military actions; non-military methods of warfare; asymmetric threats. ; W artykule autorzy zwracają uwagę na braki w zrozumieniu złożoności współczesnej wojny oraz szerokie wykorzystanie nieregularnych sił zbrojnych. Rosja wykorzystuje nowe formy przeprowadzenia wojny i oporu: otwarty i tajny terror, dywersje i działania grup konspiracyjnych, do których wchodzą obywatele regionu, żołnierze i najemnicy z różnych państw. Głównym problemem w regulacji wojen hybrydowych międzynarodowym prawem humanitarnym jest to, że koncentruje się ono wyłącznie na fizycznym wymiarze konfliktu a jego rola jest coraz mniejsza – zastępują ją wojna gospodarcza i informacyjna, które Rosja z powodzeniem wykorzystuje. Działania niemilitarne wykorzystywane w ramach konfliktów hybrydowych mają na celu głównie oddziaływanie na ludność cywilną oraz społeczność międzynarodową. Ich zadaniem jest osłabianie woli oporu, zwiększanie poziomu zniechęcenia oraz niezadowolenia społecznego, co w rezultacie ma doprowadzić do zakończenia konfliktu zgodnie z interesem agresora. Jesteśmy świadkami tego, że w stosunku do Ukrainy stosuje się metody wojny na wyczerpanie, zniszczenie równowagi psychologicznej całego społeczeństwa. Metodami niemilitarnymi, które wykorzystuje Rosja w stosunku do Ukrainy są: szerokie zastosowanie politycznych, społecznych, humanitarnych, ekonomicznych, energetycznych instrumentów; duża aktywność służb specjalnych; nowe informacyjne technologie, w tym ataki informacyjne, działania ofensywne w cyberprzestrzeni; wielokierunkowe działania dyplomatyczne.Słowa kluczowe: wojna hybrydowa; działania militarne; pozamilitarnych metody prowadzenia wojny; zagrożenia asymetryczne. ; Автори звертають увагу на прогалини в розумінні складнощів сучасної війни із широким використанням нерегулярних сил. Росія використовує нові форми війни і опору: відкритий і секретний терор, диверсії та операції підпільних груп, сформованих з громадян цього регіону та солдатів і найманців з різних країн. Основною проблемою в регулюванні гібридної війни міжнародним гуманітарним правом є те, що ця війна зосереджена виключно на фізичному вимірі конфлікту, отож його роль стає все меншою. Натомість її замінено економічною та інформаційною війнами, що успішно використовує Росія. Використання невійськових методів у рамках гібридних конфліктів здебільшого спрямоване на цивільне населення і міжнародне співтовариство. Їхнє завдання полягає в тому, щоб послабити волю опору, підвищити рівень розчарування та соціального невдоволення, яке, своєю чергою, спровокує завершення конфлікту відповідно до інтересів агресора. Ми бачимо, що проти України використовують методи війни на виснаження, руйнування психологічної рівноваги всього суспільства. Hевійськові методи, які використовує Росія проти України, – це політичні, соціальні, гуманітарні, економічні та енергетичні інструменти; висока активність спецслужб; нові інформаційні технології, в тому числі інформаційні атаки, наступальні дії в кіберпросторі; різностороння дипломатія.Ключові слова: гібридна війна; військові дії; невійськові методи ведення війни; асиметричні загрози.
Artykuł podejmuje ważny oraz złożony problem, związany z analizą wpływu kształtowania nowego porządku międzynarodowego dla polityki Niemiec wobec Rosji. Składa się on z trzech części: 1) ogólne tendencje niemieckich badań nad przemianami porządku międzynarodowego; 2) istota nowej strategii polityki Niemiec wobec Rosji; 3) wyzwania realizacji polityki Niemiec wobec Rosji. Jako czołowe państwo UE o rozbudowanych interesach globalnych Niemcy będące czwartą gospodarką światową korzystały w XXI w. w dużym stopniu ze zdobyczy globalizacji oraz dominującego w skali całego świata – międzynarodowego porządku neoliberalnego. W tym kontekście pierwszoplanowe znaczenie dla Niemiec miała współpraca z Rosją jako partnerem strategicznym. Uległa ona ograniczeniu po przejściu Rosji do polityki jawnej agresji przeciw Ukrainie w 2014 r. (aneksja Krymu oraz wsparcia dla Separatystów w Donbasie), podważając tym samym istniejący porządek międzynarodowy. W konsekwencji nałożenia na Rosję sankcji – przez USA, kraje NATO i UE – ekipa rządząca na Kremlu na czele z W. Putinem dokonała zwrotu w kierunku pogłębienia współpracy z Chinami, zmierzając zarazem do osłabienia wpływów USA i budowy konkurencyjnego porządku multilateralnego. Napięcia i trudności w relacjach transatlantyckich na tle polityki "America first" nowego prezydenta USA D. As a consequence of imposing sanctions on Russia – by the USA, NATO countries and the EU – the Kremlin's leadership team headed by W. Putin made a shift towards deepening cooperation with China, aiming at weakening US influence and building a competitive multilateral order. Tensions and difficulties in transatlantic relations against the background of "America first" policy of the new US president D. Trump from the beginning of 2017 prompted Germany to maintain relations with Russia and China in a bilateral and multilateral dimension.

It was curtailed after Russia's transition to a policy of explicit aggression against Ukraine in 2014 (annexation of Crimea and support for separatists in Donbas), thus undermining the existing international order. As a consequence of imposing sanctions on Russia – by the USA, NATO countries and the EU – the Kremlin's leadership team headed by W. Putin made a shift towards deepening cooperation with China, aiming at weakening US influence and building a competitive multilateral order. Trump from the beginning of 2017 prompted Germany to maintain relations with Russia and China in a bilateral and multilateral dimension. ; Artykuł podejmuje ważny oraz złożony problem, związany z analizą wpływu kształtowania nowego porządku międzynarodowego dla polityki Niemiec wobec Rosji. Składa się on z trzech części: 1) ogólne tendencje niemieckich badań nad przemianami porządku międzynarodowego; 2) istota nowej strategii polityki Niemiec wobec Rosji; 3) wyzwania realizacji polityki Niemiec wobec Rosji. Jako czołowe państwo UE o rozbudowanych interesach globalnych Niemcy będące czwartą gospodarką światową korzystały w XXI w. w dużym stopniu ze zdobyczy globalizacji oraz dominującego w skali całego świata – międzynarodowego porządku neoliberalnego. W tym kontekście pierwszoplanowe znaczenie dla Niemiec miała współpraca z Rosją jako partnerem strategicznym. Uległa ona ograniczeniu po przejściu Rosji do polityki jawnej agresji przeciw Ukrainie w 2014 r. (aneksja Krymu oraz wsparcia dla Separatystów w Donbasie), podważając tym samym istniejący porządek międzynarodowy. W konsekwencji nałożenia na Rosję sankcji – przez USA, kraje NATO i UE – ekipa rządząca na Kremlu na czele z W. Putinem dokonała zwrotu w kierunku pogłębienia współpracy z Chinami, zmierzając zarazem do osłabienia wpływów USA i budowy konkurencyjnego porządku multilateralnego. Napięcia i trudności w relacjach transatlantyckich na tle polityki "America first" nowego prezydenta USA D. Trumpa od początku 2017 skłoniła Niemcy do podtrzymania relacji z Rosją oraz Chinami w wymiarze bilateralnym i wielostronnym.
The aim of this article is to analyse the international legal and political process of reconciliation between Serbia and Kosovo in terms of its impact on the scope of development directions and strategies of the European Union countries as well as Russia and the USA. Particular emphasis was placed on the treatment of these issues in the light of the activities of the Kosovo Specialist Chambers and Specialist Prosecutor's Office. The main theses assumed for the purposes of this article are as follows: firstly, that the policy of reconciliation between Serbia and Kosovo is multidimensional, including the necessity of the process of international criminal liability for the crimes committed by both states, while at the same time influencing the dilemmas of the development directions of individual European countries, but also of the European Union and the United States. In addition, the legal and political stabilization of the Balkan region, especially in the context of relations between Kosovo and Serbia, and the possibility of cooperation with these states as part of intergovernmental international organizations, is strategically extremely important for the EU, the USA, as well as for Russia. The Author critically analyses issues using polemics with the standpoint presented in the doctrine of the subject as well as interpreting selected instruments of international law and Kosovo's national law. The deliberations resulted in conclusions as to the determinants in terms of the directions of the legal and political development of the EU and Russia resulting from the complicated process of reconciliation and mutual settlement of sins by Serbia and Kosovo.
