The relevance of the research topic is due to the need to comprehend the problems of naval policy in order to solve them within the framework of the implementation of the goals of strategic planning of maritime activities of the Russian Federation for the period up to 2030. The purpose of the study is a political analysis of the current problems of Russia's naval policy, the solution of which is necessary to achieve the goals of strategic planning for the period up to 2030 in the field of maritime activities. The objectives of the study were: 1) political analysis of the latest documents of the state policy in the field of maritime activity of Russia in order to identify the most significant problems that require prompt resolution; 2) content analysis of certain provisions of the Strategy for the Development of Maritime Activities in the Russian Federation adopted until 2030; 3) analysis of the research directions of the naval policy of Russia by Russian scientists; 4) development of recommendations on possible solutions to problems of a political and legal nature that contribute to improving the effectiveness of further implementation of Russia's naval policy for the strategic period up to 2030. The methodology of scientific research is based on the use of methods of political science and content analysis of strategic documents that determine the vector of development of modern Russian naval policy for the next decade. The research uses methods of political science and jurisprudence (in particular, legal analysis). The author substantiates the most pressing problems of Russia's naval policy, the solution of which directly affects the results of strategic planning of maritime activities in the Russian Federation for the period up to 2030. The analysis of the positions of Russian scientists and practitioners on the problem of research is carried out. The study made it possible to formulate the necessary recommendations regarding the solution of the problems of incompleteness of international legal regulation of the maritime borders of Russia with certain neighboring states as the main problems of the implementation of modern naval policy of the Russian Federation.

In the conditions of modern economic development, the subjects of the Russian Federation are given an increasingly important role in increasing the scale and priorities of their investment activities. The formation and implementation of the investment policy of the regions of the Russian Federation is becoming, in general, an important innovative and socially oriented direction of the economic policy of the Russian state. The primary and twofold goal of the regional investment policy is the mobilization of state investment resources while creating favorable and comfortable conditions for the activation of investment activity. It is in the constituent entities of the Russian Federation that projects are being implemented to modernize the production potential, structural shifts in the region's economy are being laid and developed, and the necessary economic and social facilities are being created again. According to the majority of economists, the problems of investment policy, all its most important directions, have been and remain relevant, in general, for the Russian Federation and its regions: the emasculation of the economic essence of investment, investment recession, i.e. an increase in the number of subjects of the Russian Federation with decreasing volumes of investment activity.

The problems of sustainable development, the development of a resource-saving economy, and a closed-cycle economy are becoming increasingly relevant for the Russian Federation, as a state whose economy accounts for a significant volume of its raw materials sector. The stable state of the extractive industry enterprises, the continuing internal and external demand for natural resources of our country reinforce the need for the formation and implementation of a balanced macro- and meso-economic policy of resource conservation, financial and investment support for extractive and processing enterprises for the implementation of environmental and environmental programs, as well as further development and improvement of economic tools for managing resource conservation processes. The problem of resource conservation is complex and its solution is impossible without the participation of the state and business. The significant role of the regions of Russia and its subjects in solving issues and problems of resource conservation on the ground is also noted. The proposed relevance of the study determined its purpose and objectives, research methods and approaches to its implementation. The research methodology is a combination of general scientific research methods — analysis, synthesis of the information received, interpretation of data. The study uses data from statistical observation of current (operational) environmental protection costs in the Russian Federation, posted on the official website of the Federal Statistics Service. The article presents statistical data on the volume of extraction of raw materials in Germany. The method of economic analysis is logically defined as the main research method. In modern Russian economics, in general, the composition of economic instruments for managing resource-saving processes has been formed. The main economic tool for managing resource-saving processes on the part of the state are government subsidies to the regions of Russia. A significant contribution to protective and environmental measures is also made by business entities, primarily corporate business.
Modern look of youth social policy in the Russian Federation began to take shape in the 90s, when, due to socio-political and administrative reorganization of the society, the state recognized the need to support young people. Youth is one of the most vulnerable social groups. In this article, it is described on methods and systems analysis techniques, summarizing the results accomplished. The key aspects of youth social policy at the federal and regional levels are also presented. It is proved that the youth is now at risk requiring care of the state. Despite more than 20 years of history of formation, youth social policy is just beginning to take shape and to go beyond the boundaries of the federal legislation. The targeted youth programs of social policy are certainly significant, but require not only testing, but also the introduction by the state of the Russian Federation. ; peer-reviewed

This paper presents a sociolinguistic analysis of the current linguistic situation in the Russian Federation. Preservation and development of the Russian language represents the national interest of the state. The Russian language has the status of a state language, but, given the large number of ethnic groups living on the territory of Russia, it must not jeopardise other national languages, as this could lead to inter-ethnic conflicts. Some of the key issues Russia is currently facing in this field are: the process of globalisation, the uncontrolled penetration of anglicisms into the Russian language, the adverse impact of the Internet and social networks on literacy, especially with the younger population. All valid rules of the Russian orthography are, in fact, prescribed by the Government of The Russian Federation. Laws regulating the area of language policy are the Constitution of the Russian Federation, the Law on the Languages of the Peoples of the Russian Federation, and the Law on the State Language of the Russian Federation.
