Celem tekstu jest szczegółowa analiza partycypacji wyborczej Polaków przebywających i głosujących za granicą w wyborach krajowych w Polsce (parlamentarnych i prezydenckich) w dwóch ostatnich dekadach (lata 1990-2011). W tym okresie odbyły się siedmiokrotnie wybory do Parlamentu i pięciokrotnie wybory Prezydenta. Celem poniższego tekstu jest przedstawienie wyników poszczególnych wyborów w oparciu o dane Państwowej Komisji Wyborczej, w tym liczby zarejestrowanych wyborców, oddanych głosów, frekwencji oraz liczby utworzonych obwodów głosowania za granicą. Analizując długofalowe trendy, zaobserwować można znaczący wzrost liczby oddanych głosów za granicą w wyborach krajowych po roku 2004, co bez wątpienia jest bezpośrednim rezultatem fali wyjazdów Polaków po wstąpieniu kraju do Unii Europejskiej (UE), ale także zwiększonym zainteresowaniem mediów i partii politycznych tematem emigracji i emigrantów w okresie kampanii wyborczych. Na zmienną dynamikę poziomu głosów oddanych przez wyborców za granicą mają zatem wpływ czynniki związane z sytuacją społeczno-polityczną Polski, ale także wynikające z procesu organizacji samych wyborów. Do tych ostatnich zaliczyć należy warunki rejestracji do spisu wyborców za granicą, liczbę tworzonych poza krajem obwodów głosowania oraz tryb oddania głosu. Preferencje polityczne Polaków głosujących za granicą nie są identyczne z tymi, jakie reprezentują wyborcy w kraju, dodatkowo wyraźnie widoczne są różnice pomiędzy polskimi wyborcami głosującymi na kontynencie amerykańskim i europejskim w poparciu partii politycznych. Tekst składa się z trzech głównych części. W pierwszej omówione są ogólne trendy partycypacji wyborczej Polaków za granicą w wyborach krajowych. Kolejna zawiera szczegółowe dane (ilościowe i jakościowe) dotyczące wszystkich wyborów (prezydenckich i parlamentarnych) mających miejsce w latach 1990-2011. W części podsumowującej wskazane są najważniejsze czynniki wewnętrzne i zewnętrzne determinujące dynamikę poziomu uczestnictwa Polaków głosujących za granicą w wyborach krajowych. ; The text presents a comparative analysis of participation of Poles residing abroad in national elections in Poland (both parliamentary and presidential) over the last two decades (1990-2011). There were seven parliamentary and five presidential elections in Poland during this period. The text contains a detailed analysis of particular elections based on the State Electoral Commission database, including the number of registered voters and votes cast abroad, the turnout level and the number of polling stations established out of Poland. Taking into account the long-term trends, there is a noticeable increase in the number of votes cast abroad in state elections after 2004. This is a direct effect of the growing number of Poles living abroad after Poland's accession to the EU, but it is also due to the fact that diaspora became an important target group for political elites and media during the electoral campaigns. Thus, the changing number of votes cast abroad has been influenced by various factors related on the one hand to the socio-political situation and, on the other - to the elections organization process, including the voter's registration scheme, the number of polling stations established abroad and the system of voting. The political preferences of Polish voters abroad are different from the population voting in the country. Additionally, when the political parties' support is examined, there are visible differences between Poles residing in American and European countries. The text consists of three main parts. The first presents general trends in electoral participation of Poles abroad in national elections. In the second part, there is a detailed data analysis (both qualitative and quantitative) of all elections (presidential and parliamentary) in the years 1990-2011. The "Revolution of Dignity" has led to the pre-term presidential and parliamentary elections. The article analyzes parliamentary election process and coalition policy of parliamentarian groups. As a result of the campaign, a bipolar model of competition has been shaped (Maidan – Anti-Maidan), while each of them has radical and moderate divisions. Analysis of election programs has shown that in most cases there are national security issues in the first place, including resistance to Russian aggression and conflict resolution. The most important demands included the issue of decentralization, fight against corruption, tax and justice reforms. As a result of the elections, a broad coalition "European Ukraine" has been set with the participation of five political parties related to Maidan. ; Rewolucja Godności doprowadziła do przedterminowych wyborów prezydenckich i parlamentarnych. W niniejszym artykule analizie poddano proces elekcji parlamentarnej oraz polityki koalicyjnej ugrupowań parlamentarnych. W wyniku kampanii ukształtował się dwubiegunowy model rywalizacji (Majdan – anty-Majdan), natomiast w obydwu nurtach zarysował się wyraźny podział na ugrupowania radykalne i umiarkowane. Analiza programów wyborczych wykazała, że w większości wypadków na pierwszym miejscu znalazły się kwestie bezpieczeństwa państwa, w tym przeciwstawienie się rosyjskiej agresji i rozwiązanie konfliktu. Do najważniejszych postulatów należały także kwestie decentralizacji, walki z korupcją, reformy systemu podatkowego i wymiaru sprawiedliwości. W wyniku wyborów powstała szeroka koalicja "Europejska Ukraina" z udziałem pięciu partii politycznych związanych z Majdanem.

Polscy politycy i publicyści dostrzegali przy tym, że polityka zagraniczna Ukrainy jest niejednoznaczna, "zawieszona" między Brukselą a Moskwą. Nie do końca uczciwe zwycięstwo Partii Regionów nie oznaczało, że Polska zamierza zablokować integrację Ukrainy z Zachodem. Uznawano, iż mimo występowania tendencji autorytarnych na Ukrainie, Polska powinna być promotorem zbliżenia wschodniego sąsiada z państwami Unii. Przyjęcie takiej optyki uzasadniano polską racją stanu, potrzebą kształtowania na Ukrainie prozachodnio i demokratycznie zorientowanego społeczeństwa. ; This paper aims to analyze the attitudes of the Polish political elite and journalists to the 2012 parliamentary elections in Ukraine. It refers to the statements made by the leaders shaping Poland's foreign policy, the President of Poland, Prime Minister, Minister of Foreign Affairs, MPs involved in the issues of Ukraine as well as political commentators and analysts. The broadly understood issue of the Ukrainian elections was to a limited degree addressed by such newspapers as Rzeczpospolita, Gazeta Wyborcza, Dziennik, and some online portals. The failed hopes to democratize Ukraine, following the orange revolution, made Poland withdraw from supporting a single political option in Ukraine. Polish politicians and journalists expressed little interest in the 2012 parliamentary elections in Ukraine. This made the diplomatic efforts of the President of Poland, Bronisław Komorowski, exceptional. In general, the Ukrainian election was perceived in the context of human rights, democratic standards and the geopolitical future of Ukraine. The fairly conducted election was to be a condition for the further support Poland would offer to Ukraine in signing an association agreement with the EU. Polish politicians and journalists would observe at the time that theforeign policy of Ukraine was ambiguous, being 'suspended' between Brussels and Moscow. The not entirely legitimate victory of the Party of Regions did not mean that Poland would block the integration of Ukraine with the West. It was concluded that despite the emergence of authoritarian tendencies in Ukraine, Poland should promote the rapprochement of its eastern neighbor with EU states. Looking atthis matter in this way was justified by the Polish raison d'etat and the need to create a pro-Western and democratically oriented Ukrainian society.

W ramach artykułu autor podejmuje się analizy wyborów samorządowych z perspektywy rywalizacji politycznej pomiędzy Platformą Obywatelską a Prawem i Sprawiedliwością. Dodatkowym obszarem badawczym autora było zjawisko upartyjnienia wyborów samorządowych. Artykuł stanowi analizę typu case study, zaś obiektem zainteresowania autora były wybory do płockiej rady miasta. Autor analizuje wyniki wyborcze, jakie na lokalnej arenie w latach 2002-2018 osiągały partyjne i niepartyjne komitety wyborcze, w szczególności jednak stara się określić pozycję PO i PiS w przestrzeni wyborów samorządowych. W wyniku analizy został określony stopień upartyjnienia wyborów samorządowych oraz zakres dominacji PO i PiS w Płocku. Obie te kwestie były analizowane na gruncie wyników wyborczych do płockiej rady miasta w latach 2002-2018 na poziomie liczby uzyskanych głosów oraz liczby uzyskanych mandatów ; In the article the analysis of self-government elections from the perspective of rivalry between two political parties: "Platforma Obywatelska" and "Prawo i Sprawiedliwość" is undertaken. Factionalisation of self-government elections is the additional research area presented by the author. The article is a case study of the city council election in Płock, Poland. The author analyses the election results achieved on local area between 2002 and 2018 by partisan and non-partisan electoral committees, especially the positions of PO and PiS in the sphere of self-government elections are indicated. As the outcome of the analysis, the level of factionalisation of self-government elections has been established together with degree of PO and PiS domination in the City of Płock. Both those aspects were analysed on the ground of election results for Płock city council between 2002 and 2018 based on the number of obtained votes and electoral mandates.

The article deals with the concepts formulated by Wincenty Witos (1874–45) regarding Russia, its policy towards the Polish nation from the partitions times and throughout the period of Soviet Russia and the USSR, as well as the political thought regarding the security of state borders against its eastern neighbour. According to Witos, the biggest obstacles in Polish-Soviet relations were of political nature, such as the state system, but were also influenced by all problems, prejudices, and issues that arose in over a century of Russian rule in Poland after the partitions. In his opinion, these difficulties should be overcome in the name of the most vital interest: the good of the state and the maintenance of peaceful relations with its neighbours. ; Przedmiotem rozważań w artykule były formułowane przez Wincentego Witosa (1874–1945) koncepcje odnoszące się do Rosji, jej polityki wobec narodu od czasów zaborów, okresu Rosji Radzieckiej i ZSRR oraz myśl polityczna dotycząca bezpieczeństwa granic państwowych ze wschodnim sąsiadem. Wyzwaniem dla Stanów Zjednoczonych, Unii Europejskiej oraz jej państw członkowskich jest próba powrotu do polityki neoimperialnej przez Moskwę za prezydentury Władimira Putina. Z uwagi na szereg uwarunkowań dotyczących między innymi odmiennych wizji stosunków międzynarodowych i stosowania siły, Amerykanom i Europejczykom jest trudno przyjąć wspólne stanowisko wobec Rosji. Jest to jednak konieczne nie tylko dla przeciwdziałania agresji Rosji na Ukrainie, ale również dla odrodzenia i rozwoju wspólnoty atlantyckiej. ; The aim of the article is an attempt to identify the basic problems in adopting the transatlantic strategy towards the Russian Federation in the context of the war in Ukraine. The challenge for the United States, the European Union and its member states is an attempt by Moscow to return to neo-imperial during the presidency of Vladimir Putin. Due to a number of determinants concerning, among other things, different visions of international relations and the use of force, it is difficult for Americans and Europeans to adopt a common position on Russia. However, this is necessary not only for counteracting Russian aggression in Ukraine, but also for the revival and development of the Atlantic community.

This article raises the issue of how the Russian Federation could benefit from the instrumental use of ethnic heterogeneity to pursue its geopolitical interests. The paper focuses on the recent case of a Polish-Ukrainian historical memory dispute which affected relations between Warsaw and Kyiv. The research focus is on how vulnerable Poland and Ukraine are to Russian active measures which potentially target not only national minorities but also groups of people who are only temporarily present in these states, such as economic migrants and tourists. An analysis is conducted of Russia's geopolitical objectives and its strategy toward Polish-Ukrainian relations in the broader context of the rivalry between Russia and the West. The analysis is conducted within the framework of the neorealist theory of international relations. The case study of specific events discloses how Russia could exacerbate tensions between nations and the role of ethnic heterogeneity in this regard. Against this backdrop, the author shows how Russia may challenge other states of the Euro-Atlantic community with similar active measures.

For a growing group of voters the UKIP party ceases to be a second choice, and it becomes a main party. But, contrary to popular belief, its electoral success is only partly due to its Eurosceptic program. Its growing support is rather the result of disappointment in policies of the main parties and a sense of alienation of a growing social group, failing to find its way in a liberal, multicultural society. Note, however, that the UK electoral system rewards parties that have geographically concentrated support, yet in case of UKIP it is distributed fairly evenly. For this reason, even a significant popular support will translate only in a small degree into the seats in the House of Commons. UKIP electoral successes has forced the major political parties to modify their policies, which manifested mainly in radicalization of their programs in the area of immigration and asylum policy, as well as their attitude towards the UK's membership in the European Union.
