Demokrasi kilidinin anahtarı pozisyonundaki seçimler, bireylerin geleceklerini inşa etmeye aday siyasi partiler arasından seçim yapmak suretiyle iktidarı belirlediği en etkin siyasi denetim aracıdır. Seçimlerin siyasal hayatı şekillendirmedeki rolü, seçimlere büyük ilgi gösterilmesine neden olmaktadır. Seçimler, geçmişte sadece siyasi iktidarı belirleme aracı olarak görülürken, günümüzde özellikle de 2000 Amerikan Başkanlık seçimleri ve sebep olduğu gelişmelerinde tesiriyle, siyaset kurumunun ve akademik dünyanın ilgi odağı haline gelmiştir. Demokratik olsun ya da olmasın, diktatörlükle yönetilen ülkeler hariç, dünyadaki bütün ülkelerde iktidarlar seçimle belirlenmektedir. Dünya ülkelerinin siyasal ve tarihsel olarak farklı tecrübelere sahip olmaları ve kendilerine has siyasal geleneklerinin varlığı farklı seçim sistemlerinin kabulüne de beraberinde getirmiştir. Bu farklılık, seçimlerin işleyişi faaliyetlerinde de değişik yöntemlerin ve modellerin benimsenmesine neden olmuştur. Seçmen tercihlerinin sandığa adil ve dürüst şekilde yansıdığı bir seçim gerçekleştirme arzusu, seçimlerin ülke genelinde iyi teşkilatlanmış, liyakat esasına göre belirlenmiş personelin istihdam edildiği, teknolojik alt yapıya sahip ve toplumsal itibarı ve intibaı yıpranmamış ve siyasi iktidarın müdahale alanından tamamen uzaklaştırılmış özerk ve kurumsal yapıları zorunlu kılmaktadır. Adil ve dürüst seçimlerin mümkün kılınabilmesi ancak seçimlerin yönetim ve denetiminden sorumlu kurum ve kurulların etkin yönetim ve denetim mekanizmaları ile donatılmış olmasıyla mümkün olabilecektir. Seçimlerin yönetimi ve denetimi faaliyetleri, ülkelerin benimsedikleri seçim yönetim ve denetim modellerinin farklılık göstermesi sebebiyle ülkeden ülkeye farklılık sergilemektedir. Bu farklılığa rağmen, bu modellerin hepsinin ortak amacı, seçmen iradesinin sandığa yansıması sürecini sağlıklı bir şekilde yönetmek ve sürece ilişkin yaşanabilecek hukuksuzluklara engel olmaktır. Bu anlamda bu kurum ve kurullara demokrasinin sürdürülebilirliğinin sağlanması adına çok önemli görevler düşmektedir. Söz konusu kurum ve kurulların gösterecekleri olumlu performans seçim sürecinin adil ve dürüst bir şekilde yürütülmesi ve sonuçlandırılmasının teminatını oluşturacaktır. Türkiye'de seçim teşkilatı ile seçimlerin işleyişinin karşılaştırmalı hukuk perspektifinden tüm yönleriyle ele alındığı bu çalışmanın amacı; ülkemiz açısından daha etkin bir seçim yönetim ve denetim mekanizmasının hayata geçirilebilmesi için uygulayıcılara karşılaştırmalı hukuk pratikleri perspektifinden bir model önerisi sunmaktır. ; Elections, which are the key to democracy, are the most effective means for political supervision in which individuals make choices from among political parties, which compete to build their lives. The role of elections in shaping political life causes them to be paid enormous attention. In the past, elections were regarded as a means to determine the political power only, but today, especially under the influence of the 2000 American presidential elections and the developments it led to, they have become the center of attention for politics and academic World. Whether they are democratic or not, governments are determined through elections all over the world except for countries that are governed by dictatorships. The fact that countries of the world have different political and historical experiences and have their own unique political traditions have caused different elections systems to be adopted. This difference in turn has caused different methods and models to be adopted in the activities conducted during the implementation of elections. The desire to hold an election where voters' choices are reflected fairly and honestly in the ballot boxes requires autonomous and organizational structures that are well-organized, where personnel determined on the basis of merit are employed, that possess the technological infrastructure, have an undamaged social prestige and image and are totally out of reach of the interference of the party in power. Fair and honest elections will be possible only when institutions and boards that are responsible for the management and supervision of elections are equipped with effective managerial and supervisory mechanisms. Activities aimed at managing and supervising elections exhibit variations because the election management and supervision models which countries adopt change from country to country. In spite of this difference, he common goal of all these models is to manage the process of transferring voters' will to the polls properly and prevent injustices that might arise in the process. In this sense, these institutions and committees have very serious tasks and obligations in ensuring sustainability of democracy. Positive performance that will be displayed by the said institutions and committees will guarantee that the election process will take place and be completed fairly and honestly. The purpose of this study, in which election organization and election mechanisms have been handled in all aspects from the perspective of comparative law, is to propose a model to implementers from the perspective of comparative law practices in order to put into a practice a more effective election management and supervision mechanism.

Demokratik sistemlerde seçimin önemi ve yeri tartışılmaz bir gerçektir. Seçimler ile halk kendisini yönetecek kişileri seçmektedir. Seçim yarışına giren adaylar herhangi bir siyasi partinin adayı ya da bağımsız aday olabilirler. 13 Mart 2018 tarihinde yapılan yasa değişikliğine kadar yapılan bütün seçimlerde siyasi partilerin seçim sürecinde yasa gereği ittifak yapmaları yasaktı. Yapılan yasa değişikliğiyle seçim ittifaklarının önündeki engeller kaldırılarak, siyasi partilerin seçimlerden önce ittifak yapmalarının önü açılmıştır. Dolayısıyla seçim ittifakları seçim sonuçlarını etkileyen önemli bir unsur haline gelmiştir. Seçim ittifakı birden fazla partinin seçimlerden önce veya seçim sırasında kalıcı ya da geçici güç, iş ya da eylem birliği yapması şeklinde tanımlanmaktadır. Seçim ittifaklarının seçim öncesi ittifaklar ve seçim sonrası ittifaklar türlerinin dünyada birçok örneği bulunmaktadır. Ülkemizde ise resmi olarak seçim ittifaklarıyla ilk kez 24 Haziran 2018 seçimlerinde karşılaşılmıştır. Yasa değişikliği sonrasında Türkiye'de yapılan seçimlerde ittifakların seçim sonuçlarına olan etkisi bu çalışmada kapsamlı bir şekilde ele alınmıştır. Bu çalışma ile seçim ittifaklarının bölgeler ve iller bazında siyasi partilerin oy dağılımı üzerinde önemli bir etkisinin olduğu belirlenmiştir. Seçim ittifakının, oy oranı yüksek olan AK Parti ve CHP gibi siyasi partiler üzerindeki etkisinin daha düşük olduğu; baraj altında kalan İYİ Parti, SP ve BBP ve oy oranı düşük olan MHP gibi siyasi partiler üzerinde ise olumlu etkisinin daha fazla olduğu görülmüştür. Bu durum küçük partilere siyasi çizgilerine yakın olan ve baraj sorunu olmayan partiler ile pazarlık masasına oturma fırsatını sunmaktadır. HDP ise ittifaklardan bağımsız olarak girdiği son seçimlerde önceki seçimlere göre oy sayısını arttırmıştır. Ayrıca seçim ittifakları tüm siyasi partilere mecliste temsil edilme fırsatını da sunmaktadır. Seçim ittifakları Türk siyaset tarihine katkı sağlayarak siyasi partiler arasında yaşanan oy geçişlerini kolaylaştırmaktadır. Sonuç olarak siyasi partiler olanaklarını ve güçlerini bir araya getirerek yalnız başlarına ulaşamayacakları siyasi hedeflerine seçim ittifakları ile ulaşma şansı yakalamıştır. Seçim ittifakları hükümetlerin kurulmasında, meclisteki sandalye sayısının belirlenmesinde ve diğer siyasi süreçlerde siyasi partilerin aktif olmalarına olanak sağlamaktadır. Türkiye'nin kozmopolitik nüfus yapısı göz önünde bulundurulduğunda farklı siyasi partilerin ve bu partileri destekleyen farklı kitlelerin olduğu söylenebilir. Dolayısıyla seçim ittifakları farklı etnik yapıda ve inançtaki siyasal görüşlerin bir araya gelmesine de imkân sağlamıştır. Seçimlere katılım oranı 2015 yılında .6 iken, 2018 yılında ise .37 olarak gerçekleşmiştir. Seçimlere katılım oranında %0.77 birimlik artış, ittifaklara dâhil olan küçük siyasi partilerin mecliste temsil edilme şansının olacağı ümidiyle söz konusu partilerin seçmenlerinin sandığa gitmelerinden kaynaklanmaktadır. Dolayısıyla seçim ittifakları ülkemizde seçimlere katılım noktasında da önemli katkı sağlamıştır. With the elections, the people choose the people who will manage itself. Candidates entering the election race can enter to the elections as candidates for any political party or as independent candidates. Till the elections held until March 13, 2018, political parties were forbidden to make alliances in the election process, but with the amendment made on this date, the obstacle to the election alliance was removed and the way for political parties to make alliances before the elections was opened. So, the election alliances have been an important issue affecting the election results. The election alliance is defined as the fact that more than one party cooperates with permanent or temporary power, work or action before or during elections. There are many examples of the election alliances in the world, before and after the election. In Turkey, official election alliances were applied in the June 24, 2018 elections, the first time. In the elections after the amendment of the law, the effect of the alliances on the election results is comprehensively discussed in this study. By the study, it was determined that the election alliances had a significant effect on the distribution of votes of political parties on the basis of regions and provinces. HDP increased the number of votes compared to previous elections in the last elections it entered independently from alliances. It was observed that the election alliance had a lower impact on political parties such as the AK Party and the CHP which had a high voting rates, and had a positive effect on the political parties such as the IYI Party, the SP and the BBP that under the election threshold and the MHP with a low voting rate. This gives small parties the opportunity to sit at the bargaining table with parties that are close to their political lines and have no election threshold problems Election alliances also offer to all political parties the opportunity to be represented in parliament. Election alliances contribute to the history of Turkish politics and facilitate voting transitions among political parties. As a result, by bringing together the possibilities and powers, political parties have the chance to reach their political goals, which they could not reach alone, through election alliances. Election alliances enable political parties to be active in establishing governments, determining the number of seats in parliament, and other political processes. It can be said that there are different political parties and different fans who support these parties, when considering Turkey's cosmopolitan population structure. Therefore, the election alliances also allow to come together political views which different ethnicities and beliefs. While the rate of participation in the elections was 86.6% in 2015, it was 87.37% in 2018. The 0.77% increase in the participation rate is due to the small political parties' voters going to the polls. Because with the participation of these parties in the alliances, also the hope of party fans to be represented in the parliament will increase. Bu çalışmada seçim sistemleri teorik ve uygulamalı yönleriyle incelenmeye çalışılmıştır. Kavramın işlevi, özellikleri ve öğeleri açıklanmıştır. Dünyada değişik ülkelerde değişik seçim sistemleri uygulanmaktadır. Avrupa Birliği parlamentosu seçimi değişik seçim sistemi uygulayan ülkelerin ortak tek seçim sistemidir. Çünkü burada baraj yoktur. Örneğin iki AB ülkesi farklı seçim sistemi uygulamakla birlikte tek AB parlamentosu seçim sistemini uygulamaktadır. Bunlar arasında barajlı D'Hondt,İmperial Kota,Devredilemeyen tek oy,Hare Kota gelmektedir.Ülkelerin meclislerinin tek veya çift oluşu,partilerin yapısı,demokrasi geçmişleri seçim sistemini etkilemektedir Çalışmanın ikinci bölümünde,Türkiye'de uygulanan seçim sistemi tarihsel çizgide incelenmiş,özellikle Türkiye'de uygulanan seçim sisteminde temel kavramlar verilmiştir.Özellikle çoğunluk, nispi ve yarı nispi temsil ve karma seçim sistemleri kategorisinde incelenmiştir.Son bölümdeyse dünyadaki değişik ülkelerden seçim sistemiyle ilgili örnekler verilmiştir.Bunlar arasında, Kanada, Japonya, Güney Afrika,Fransa, Şili, İsrail, Yunanistan gelmektedir. ; In this study, election system had been investigated theoritical and emprical aspects.The concept of election system has been defined and the basic principles have been explained.There are a lot of election system from country to country.Those depends on the country political structure.In practice D'Hondt,İmperial Quota,Independaple one vote,Hare Quota are election system.Uni cameral and two cameral parliament structure has important role election system.Political party system and history of democracy has important role also.İn this study second point is Turkey's election system.Turkish election system had investigated historical backgraund.espacially from period Meşrutiyet to 2008.The election system had been examined within majority,semi majority, semi relative and relative representation and mixed election system.About the election system Europen Union parliament system is differnt from other.For example,two member of european union country may be election system but they has some rule about Europen union election.Some countreis election system had been compare with another example, Canada, Chili, Spain, Japan, South Africa, Meksico, İtaly, Greece.

Ukrayna krizi sonrasında uluslararası ilişkiler sisteminde yoğun bir tartışma yaşanmıştır. Bu kriz dış dünya ile Rus ilişkilerinde bir sarsıntıya neden olmuş, NATO'nun stratejilerini yenilemesine neden olmuştur. Bu nedenle, makalenin amacı Ukrayna Krizi çerçevesinde ortaya çıkan NATO stratejilerindeki dönüşüm çerçevesinde Rusya ve NATO ilişkilerinin incelenmesidir. Rusya, Vladimir Putin'in Rusya Güvenlik Konseyi'nde yaptığı bir görüşmede açıkça ortaya koyduğu gibi ekonomik diplomasi ve yumuşak güç yöntemlerini kullanarak uluslararası arenada aktif bir politikayı sağlamak ve sürdürmekle ilgilenmektedir. Ancak, Ukrayna krizinden sonra 2014-2015 yılları arasında dünyada Rus pozisyonu çarpıcı şekilde değişmiştir. Kuzey Atlantik Antlaşması Örgütü (NATO) ve Moskova arasındaki ilişkinin tarihi tam olarak "sorunlar, güvensizlik ve yanlış anlamalar" şeklinde yorumlanabilir. Ukrayna çatışması, Rusya-Batı ilişkilerini Soğuk Savaşın bitiminden bu yana ilk defa çatışma sınırına getirdi. NATO Soğuk Savaşın bittiğinden bu yana yeni bir stratejik vizyon arıyor. Şu anda, yeni bir siyasi-askeri atmosfer Rusya'nın eylemleri tarafından tehdit edilmekle birlikte, bu yeni iklimin tüm tarafların menfaatine olmadığı açıktır; bir takım güvenlik tehditleri hem Avrupa Atlantik hem de Avrasya için ciddi zorlu olmuştur. Birinci bölümde Tarihsel süreç ve stratejiler, İkinci bölümde soğuk savaş'tan günümüze NATO ile Rusya arasındakı İlişkinin değerlendirilmesi, Üçüncü bölümde Ukrayna krizi ve sonuncu bölümde ise Ukrayna Krizi'nden sonra NATO-Rusya arasındaki yeni ve değişen stratejiler tanımlanacaktır. ; Through the Ukrainian crisis, we have realised a thoughtful debate in the international relations method. This crisis has shaken Moscow's relationships with the external world and has led NATO to renew its strategies. Therefore, the aim of this article is to examine the relations between Russia and NATO in the context of the transformation of NATO strategies that emerged within the framework of the Ukrainian crisis. Nowadays, Russia is interested in achieving and continuing a dynamic strategy in the international arena, by means of economic negotiation and soft power methods, as evidenced by Russian president Vladimir Putin in a board meeting with the Russian Security Council. However, the Russian situation in the outside world has radically changed after the Ukrainian crisis, during 2014-2015. The history of the relationship between the North Atlantic Treaty Organization (NATO) and Moscow can be fully interpreted as "problems, insecurity and misunderstandings". For the first time, since the end of the Cold War, the Ukrainian conflict brought the Russian-Western relations to the borderline of confrontation. Alliance has been trying to find a different strategical concept since the end of the Cold War. Nowadays, although a different political-military environment is threatened by Russia's activities, however, it's clear that this different environment is not in the interest of all parties as a number of security threats have been severely challenging for equally the Euro- Atlantic and Eurasia. Firstly, I would try to underline historical processes and strategies between NATO-Russia, then I will describe the evaluation of the relationship between NATO and Russia since the Cold War. Secondly, I will discuss the Ukraine crisis and Finally, I will try to show new and changing strategies between NATO and Russia after the Ukraine crisis.

Georgia's inclusion in the agenda of international relations can be assessed from various angles. To properly understand the current situation in Georgia, it is necessary to first assess its knowledge of geopolitics, geoculture and geoeconomics. This study analyzes the political situation in the South Caucasus at the beginning of the XXI century, the process of bilateral and multilateral integration of the region's states and the conditions necessary for the implementation of this process, the place and importance of the region in the "New Great Game". The article also examines the difficult issues in the South Caucasus, the Turkish-Russian competition in the face of promising potential, and the place and importance of this competition in their regional policy. The results of the Azerbaijani-Armenian war were analyzed in the regional policy of Turkey and Russia. The article aims to explain the dynamics and development of the region, where, in addition to global actors, there is serious competition, including the countries of the region.

Bu çalışmanın amacı, Rusya'nın Orta Asya politikasının temel karakteristiklerini analiz etmektir. Orta Asya bölgesi ve buradaki ülkelere ilişkin olarak Rusya hükümetinin izlediği politikalar ele alınırken, söz konusu politikaların oluşumuna etki eden faktörler ile Rusya ve bölge ülkeleri arasındaki ilişkilere yansıyan temel eğilimler de incelenmeye çalışılmıştır. Konunun tarihsel perspektiften incelenmesi, aynı zamanda SSCB dönemi sürecinin de ele alınmasını gerektirmiştir. Orta Asya bölgesinin, Rusya için Soğuk Savaş sonrası dönemde bile hayati çıkarları arasında yer almaya devam etmesi ve Putin'in iktidara gelişi gibi itici güçlerle bu politikanın yeni bir hız kazanışı çalışmanın önemli boyutlarını teşkil etmektedir. Orta Asya coğrafyasının stratejik ve ekonomik açıdan önemli olması nedeniyle, Rusya'nın Orta Asya'ya nüfuz etme çabalarını sürdürdüğü görülmektedir. Çalışmada Rusya'nın, Sovyetlerin dağılmasından sonraki dönemlerdeki Orta Asya politikaları ele alınıp analiz edilerek gelecek için öngörülerde bulunulmaya çalışılacaktır. Bunun için Rusya Federasyonu ve bölge ülkeleri arasındaki siyasi, askeri, sosyo-ekonomik alanlardaki ilişkiler tahlil edilmiştir. Ayrıca Rusya Federasyonu'nun Orta Asya bölgesinde varlığını koruyabilmek için ABD, Çin, AB ve Türkiye gibi diğer güçlerle nasıl bir rekabet içine girdiği araştırılmaktadır. Çalışmanın "Sonuç" kısmında da görüleceği gibi, Rusya'nın Orta Asya için, Çarlık döneminde beslemeye başladığı ilgi hala varlığını korumaktadır. Bölgede ABD, Çin, AB, Türkiye gibi büyük güçlerin seslerinin de işitilir olmasına rağmen Rusya, benzerlik ve yakınlık ile bu coğrafyadaki etkinliğini devam ettirmeye çalışmaktadır. ; The aim of this study is to analyze the main characteristics of Russia's Central Asian policy. While addressing the policies of the Russian government regarding the Central Asian region and the countries in the region, the factors affecting the formation of these policies and the main trends reflected in the cooperation between Russia and the countries of the region were also examined. The study of the subject from the historical perspective also required the consideration of the period of the USSR and the period before. The fact that Central Asia continues to take its place among the vital interests of Russia even in the post-Cold War period and the impulses such as the Putin's coming to power constitute a significant dimension of this study. Because of the strategic and economic importance of the Central Asian geography, it seems that Russia is continuing its efforts to penetrate Central Asia. In this study, it is tried to make predictions for the future by analyzing and analyzing the Central Asian policies of Russia after the disintegration of the Soviets. For this purpose, the relations between the Russian Federation and the countries of the region in the political, military and socio-economic areas were analyzed. In addition, in order to maintain the US presence in Central Asia, the Russian Federation, China is being explored how one enters into competition with other powers such as the EU and Turkey. As can be seen in the "Conclusion" part of the study, the interest that Russia has begun to feed for Central Asia during the Tsardom period still exists. In the region the US, China, EU, although Turkey is also heard as the voice of great power, Russia is trying to maintain its influence in geography and similarities and proximity.

Pazarlamanın her geçen gün gelişmesi ile birlikte farklı alanlardaki kullanımı da artmaya başlamıştır. Çünkü pazarlama yalnızca malların pazarlandığı ve satılmaya çalışıldığı bir alandan ibaret değildir. Oldukça geniş bir kapsamı olan pazarlama mallar, hizmetler, kişiler, fikirler gibi farklı türdeki bileşenlerin pazarlanmasından oluşmaktadır. Son yıllarda siyaset de pazarlamanın aktif olarak kullanıldığı alanlardan biri haline gelmiştir. Siyasal pazarlamada ürün kavramının içerisinde yer alan parti lideri, parti programı ve adaylar da siyasal pazarlamanın en önemli bileşenleridir. Siyasetin doğası gereği, bu siyasi ürünler halk ile sürekli temas halinde olmaktadırlar. Bu temas da siyasal pazarlama teknikleri ile sağlanmaktadır. Siyasal kampanya süreçlerinde kullanılan şarkılar da siyasi partiyi, partinin adayını veya liderini tanıtma ve akılda kalıcılık sağlama konusunda son yıllarda oldukça popüler hale gelmiştir. Bu çalışmada, Türkiye'de 1995 yılından günümüze kadar yapılan tüm genel seçimlerde iktidar ve ana muhalefet partilerinin kullandığı şarkılar üzerine nitel bir araştırma yapılmıştır. Bu araştırma ile birlikte siyasal pazarlama yöneticilerinin şarkılarda hangi mesajları vermeye çalıştıkları, insanları etkilemek için en çok hangi kalıpların kullanıldığı, hangi kelimelere başvurulduğu gibi sorulara yanıtlar aranmıştır. ; With the development of marketing day by day, the use of marketing has started to increase in different areas because marketing is not just a sector where goods are commercialized and tried to be sold. Marketing, which has considerably wide range, consist of marketing of different tyeps of components such as goods, services, people and ideas. In recent years, politics has also become one of the areas where marketing is actively used. The political leaders, party programs and candidates, which are product in political marketing. Due to the nature of politics, these political products are in close contact with the public. This contact is provided by political marketing techniques. The political songs which are used for political campaingns have also become quite popular in recent years to introduce the political party, the candidate or leader of the party and memorability. In this study, a qualitative research has been conducted on the political songs used by the ruling and main opposition parties in all general elections in Turkey held from 1995 until today. With this research, answers have been sought for questions such as what messages have been used by political marketing administrators in political songs, which molds have been used more to affect people, and which words have been preffered.

Ülkeler içinde bulundukları koşullara, toplumsal ve siyasi yapıya, siyasilerin tercihlerine göre farklı seçim sistemleri uygulamakta, hatta farklı sistemleri kendilerine göre uyarlayarak yepyeni ve özgün sistemler oluşturabilmektedir. Uygulanan sisteme bağlı olarak seçmenlerin verdikleri oylar dağıtılmakta ve parlamentoda belli bir süre için görev yapacak temsilciler belirlenmektedir. Seçim sistemleri yöneten ve yönetilen arasındaki karşılıklı ilişkiyi ve bu ilişkinin temel prensiplerini ortaya koyan iyi bir yönetişimin kurgulanması için de belirleyicidir. İyi yönetişim anlayışı üzerinde şekillenmiş bir yönetim anlayışı için ise mümkün olan en geniş katılımla yapılan demokratik seçimlere ve seçmen iradesinin çıkan sonuçlara tarafsız şekilde yansıyabildiği seçim sistemlerine ihtiyaç duyulmaktadır. Bu çalışmada Avustralya'da uygulanan, ülkeye özgü seçim sistemi iyi yönetişim ilkeleri ve özellikle de katılım boyutu doğrultusunda ele alınmıştır. Sistem bir yandan bütün oyların sonucu etkileyebilmesi sebebiyle seçmenlerin demokratik katılımını teşvik ederken, bir yandan da adayların hesap verebilirliğini, etkileşime açık ve etkin politik söylemler geliştirmesini sağlamaktadır. Avustralya'da uygulanan seçim sisteminin seçmen ve aday arasında kurduğu bu karşılıklı etkileşim sayesinde yönetimde katılım, hesap verilebilirlik, sorumluluk, tarafsızlık gibi iyi yönetişim prensipleri de yerine getirilmektedir. Çalışmada iyi yönetişim bağlamında Avustralya seçim sistemi 2 Temmuz 2016 tarihli son Federal seçim sonuçları üzerinden bazı eyalet ve bölgeler örnek verilerek incelenmiştir. ; Countries can implement different electoral systems according to their social structures, political conditions and preferences of politicians. They can even create new and original systems by adapting different systems to themselves. Depending on the system implemented, the votes are distributed and the representatives who will serve in parliament for a certain period of time are determined. The electoral system is also determinative for the creation of a good governance that establishes the mutual relationship between the ruling and the electorate and the basic principles of this relationship. For a political administration shaped on a good governance network, there is a need for a system of elections in which a broad participatory democratic election and the will of voters can be reflected in an impartial manner. In this study, the country-specific electoral system implemented in Australia was addressed in terms of good governance principles, and in particular the dimension of participation. While the system encourages democratic participation of voters because all voters can influence the outcome of the votes on the one hand, it provides the candidates' accountability and the development of clear and effective political discourse. By the mutual interaction between the electorate and the candidate in the electoral system implemented in Australia, good governance principles such as participation, accountability, accountability and impartiality in management are also fulfilled. In this study, in the context of good governance, the Australian electoral system was examined by examining some states and territories over the results of the latest federal elections of 2 July 2016.

This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.
