I propose that—contrary to previous interpretations—the transfer of cows has had the function of making concrete certain already existent social relationships. In order to ensure continuity and stability in a highly complex society, such as Gisaka, these relationships had to be made readily and materially obvious to all, in a way easily understood by all. Thus, the transfer of cows came to be the device through which the relationships were rendered concrete and unavoidable. Cow transfers, and even many well‐known institutions involving transfers of objects other than cows, might be reinterpreted in these terms, with theoretical implications affecting the entire range of cultural data.

In September 1967, the Organization of African Unity (OAU), meeting in Kinshasa, adopted a certain number of resolutions. One of these called upon the mercenaries to leave the Congo and offered to effect this by peaceful methods, with the help of the appropriate international institutions. Following on this resolution, Mr. Mobutu, in his capacity as Chairman of the OAU Conference, appealed to the International Committee of the Red Cross to help him in this task. He also declared that he would like to make contact with a representative of the ICRC.
