Анализируются взгляды активиста кооперативного движения, политического деятеля, публициста и исследователя Сергея Семеновича Маслова о советской доколхозной деревне, о положении крестьянства, самой важной социальной группы, по мнению С.С. Маслова, о том, как повлияла коллективизация на развитие деревни, а также как изменилось отношение крестьянского населения к колхозам. Приведена биография С.С. Маслова, представлена его деятельность в качестве кооператора и члена партии социалистов-революционеров, показана его работа за рубежом в период вынужденной эмиграции. Автор также приводит точку зрения Маслова о нэпе как явлении, которое способствовало восстановлению хозяйственной деятельности в стране. Дается оценка работ С.С. Маслова как современника событий, что позволяет увидеть изменения, происходившие в аграрном секторе и в жизни людей, однако одновременно отмечается и необходимость критического отношения к его исследованиям в силу недостаточного использования фактического материала и субъективному отношению С.С. Маслова к проводимой в стране советской аграрной политике.DOI 10.14258/izvasu(2018)2-17 ; The article deals with the views of S.S. Maslov, a volunteer of cooperation activity, a politician, a researcher and an essay writer, about the village before the establishing of kolkhoz; peasantry - the most important social group, according to S.S. Maslov and about the influence of collectivization on the development of the Soviet village and changes in peasants' attitude to kolkhoz. The article provides the biography of S.S. Maslov, showing his activity as a cooperator and a member of the socialist revolutionary party and his activity in the forced emigration. The article provides Maslov's opinion about new economic policy and its beneficial effects toward the reconstruction of the country's economy. The article assesses the works of S.S. Maslov, a contemporary of the given event, which allows seeing the changes in the agrarian sector and in peoples' life, however, it states the necessity to take a critical look at his research due to the insufficient use of factual data and S.S. Maslov's subjective attitude towards the Soviet policy in agriculture.DOI 10.14258/izvasu(2018)2-17

В представленной статье показаны взгляды выдающегося мыслителя эмиграции С.С. Маслова на путь и судьбу русского крестьянства в первой четверти ХХ века. Ученому принадлежат оригинальные оценки причин нарастания кризисных явлений в аграрной сфере России, собственный смелый взгляд на перспективы развития русского села. Яркий сторонник самобытной деревенской жизни С.С. Маслов не мог согласиться ни с либеральными, ни с марксистскими оценками крестьянства как мелкобуржуазного класса. На протяжении всего своего творческого пути мыслитель пытался реабилитировать сельских тружеников, снять с них обвинения в социальной неорганизованности и политической пассивности. Многие взгляды С.С. Маслова не утратили своей актуальности и сегодня особенно в условиях экономических санкций против России, когда вновь востребовано сильное и независимое аграрное производство. ; In the presented article the views of outstanding thinker of emigration S.S. Maslov on the way and fate of Russian peasantry in the first quarter of the 20th century are shown. The original assessment of the causes of crisis in the agricultural sphere of Russia, his own bold look at the prospects of development of Russian village belong to this scientist. A vivid supporter of original village life, S.S. Maslov couldn't accept either liberal or Marxist estimates of peasantry as petit bourgeois class. Throughout his career he tried to rehabilitate the rural workers, to withdraw their accusations in social disorganization and political passivity. Many views of S.S. Maslov are still relevant today, especially in the context of economic sanctions against Russia, as claimed by a strong and independent agricultural production.

Статья посвящена анализу малоизученного направления русской аграрной мысли в эмиграции взглядам ученых неонародников на развитие крестьянского хозяйства в России. В творчестве ученых, покинувших Родину из-за политических преследований, сохранились оригинальные подходы к решению аграрных проблем, изучение которых способно обогатить современную науку. ; Modern scientific community and practices of agricultural manufacturing show increased interest in little known theory of the agriculture development. Agricultural concepts emerged in the early 20th century during the period of acute land crisis in Russia (which was the largest peasant country in the world) are of particular interest in the current economic conditions. The subject of my research, which is agricultural development theory formulated by representatives of the Russian neo-populist school in exile has not lost its relevance today. Using historical-comparative, issue-chronologicalб retrospective and statistical methods allowed me to reveal the essence of neo-populist views on the development of the peasant economy. In 1920-1930-s, in centers of Russian neo-populist agrarian thought abroad, outstanding Russian economists (V.M. Chernov, S.S. Maslov, A.N. Chelintsev, S.N. Prokopovich, A.N. Antsyferov and others) continued their studies in peasant farming economics, cooperation, agrarian manufacturing and production distribution. They compared Russian agrarian traditions with European experience and asserted the peasantry's economic and political self-sufficiency and viability that Soviet Marxists and Russian and European liberal theoreticians disputed. Russian scientists of neo-populist schools in exile were joined together by Ideas of land socialization, land transformation into public property, the construction a fair society based on economic and political democracy. Formation of Russian neo-populist agrarian thought abroad occurred against the backdrop of continuous and fierce struggle with the theorists of Marxism and liberalism, which assigned a minor part to the peasantry in socialist mode of production. I conclude on the special value of ideas of Russian economists-neo-populists in exile about the necessity of revival of Russian countryside, increase of its economic activity, and raising the level of culture and education of the peasantry.
