The research focuses on the relevant linguistic problem of scientific texts genre organization analysis aimed at identification of their common and distinctive features in different languages, and specifics of their linguistic means determination. The article represents the peculiarities of research paper carried out in the frameworks of German scientific discourse by a native German speaker and a non-native one. The research material is comprised of the German-language scientific articles on linguistics published in the collection of scientific works of an international conference. Three categories of scientific articles underwent the analysis: the article written by a native German speaker; the article written by a non-native German speaker; the co-authored article by native and non-native German speakers. The text array of the considered discourse has been studied in order to identify structural and verbal peculiarities of the text of scientific article, written by the representatives of different linguacultures – a native or a non-native speaker. Similarities and differences in dictum and modus components, thematic affiliation, research paradigm are established. The communicative purpose, the image of the author and the addressee, the elements of formal organization of the scientific text are determined. The most frequent verbal means, which indicate discursive parameters of a scientific article, are revealed. The analysis showed significant divergences in the use of linguistic means. The author argues that the articles of non-native German speakers demonstrate grammatical and genre interference of their native language: the author of a scientific publication in a foreign language applies linguistic means peculiar to the language system of the native language and adjusts their use to the genre conventions of the native language. It signifies linguacultural determination of scientific discourse and holds out prospects for further studies.
Abstrak: Harapan akan meningkatnya kualitas pendidikan di Indonesia mulai terwujud sejak diberlakukannya program sertifikasi guru oleh pemerintah sebagai upaya peningkatan kualitas dan kesejahteraan guru di Indonesia. Pemberlakuan kuota dan prioritas bagi guru yang telah memenuhi syarat minimal kualifikasi akademik dan masa kerja serta panjangnya antrian proses sertifikasi membuka kesempatan bagi guru-guru untuk mempersiapkan diri lebih dalam mengikuti sertifikasi guru dalam jabatan dengan matang. Salah satu komponen portofolio yang harus disiapkan adalah karya pengembangan profesi dimana guru dituntut untuk menghasilkan karya tulis ilmiah. Untuk itu, workshop ini bertujuan untuk membantu guru melalui pendampingan penyusunan artikel ilmiah dan publikasinya. Kegiatan pengabdian masyarakat ini tersusun dalam tiga kegiatan yakni persiapan, pelaksanaan, dan evaluasi. Dalam pelaksanaannya, kegiatan terdiri atas workshop sebanyak enam pertemuan, diskusi dan konsultasi secara daring, serta klinik penyempurnaan naskah artikel. Kegiatan dilaksanakan di SMA Laboratorium Universitas Negeri Malang. Hasil luaran dari kegiatan ini adalah artikel ilmiah guru yang telah dikirimkan ke seminar maupun jurnal berskala nasional atau internasional.Abstract: The expectation on the improvement of education quality in Indonesia has started to be realized since the enactment of the Teacher Certification Program (TCP) by the government as an effort to improve teachers' quality and prosperity in Indonesia. The implementation of quota and priority limitations for teachers who have met the minimum requirement either academically or based on years of service along with the long period of queue time for the certification process has opened the opportunity for the teachers to prepare themselves more carefully. One of the portfolio components that need to be prepared is the professional development papers where teachers are expected to write scientific papers. Hence, this workshop aims to help teachers through the writing assistance of scientific articles and publications. This community service consisted of three main activities including the preparation, the execution, and the evaluation. In the execution stage, the activities include six offline workshops, online discussion and consultation, and the clinic of article draft finishing. This workshop was held in Universitas Negeri Malang (UM) Laboratory Senior High School. Result outcome from this workshop is teachers' scientific articles published either through national or international scale conferences or journals.

Customer satisfaction plays an important role in government and private organization has been recognized. The aim of this study was to examine the effect of service quality, customer value and trust on satisfaction of training participant for article publication. The population of the study was lectures who attended training for article publication and the number of usable sample was 70 respondents. In order to testing the hypotheses, the study performs PLS. The results of analysis revealed that service quality, cutomer value, and trust were found to have significant effect on satisfaction of training participant for article publication. Specifically, trust was registered to have the strongest effect on saisfaction, followed by customer satisfaction and service quality. This article assesses the past 15 years' evolution of Public Sector Benchmarking (PSB) research. We do so with a database of 147 peer-reviewed articles published between 1990 and 2005. Over this period PSB evolved into a mature and strongly international field of research. A theoretical and conceptual rift runs through the literature, with those advocating PSB as a tool for managed competition on one side, and those promoting benchmarking as a voluntary and collaborative learning process on the other. A first challenge facing future PSB researchers is that of closing the gap between the managed and voluntary benchmarking perspectives; a second challenge concerns empirical tests that capture the effects of different benchmarking regimes on the performance of public sector providers. Points for practitioners Benchmarking is widely advocated as a tool for enhancing the performance of public sector providers. This article reviews the academic literature on benchmarking. This literature suggests that public sector benchmarking can fulfill its promise if only policy-makers pay sufficient attention to benchmarking design, particularly the development of appropriate accounting systems and the balancing of collaborative and competitive elements. Dos and don'ts for PSB innovators are discussed in the concluding section. An extensive reference list is appended to the article.

Approaches to the counting of scientiic articles are addressed in this paper. Principal attention is paid to fractional counting. It is designated that different approaches to fractional counting can be applied: fractioning with the input of authors, fractioning with organizational input, equal counting. Each approach is characterized by its logic and aim, and gives different results. At the same time the approaches are inter-connected and correspond to hierarchy: "organizations' group-organization-author". Fractioning for each hierarchic level shows different nature of article parts' accounting, which determines validity of managerial methods applied depending on aims and level of modiied object. The fractioning results considering organizational input let judge about managerial impulses between organizations' group and organization. The fractioning results considering organizational and author's input let judge about the organization of the working process in organization. To make correct decisions based on articles' fractioning it is needed to establish a criterion for each hierar-chic level. This will let combine different approaches to fractioning while making a managerial decision. At the same time using the results of fractional counting for decision making it is essential to keep in mind that quantitative analysis of publication activity is only an element of the basis for decision making. Managerial success depends on the data collection, methods of its analysis and number of qualitative characteristics of the operand and context.

UID/CPO/04627/2013 SFRH/BD/87140/2012 ; In recent years there has been a growing effort to trace the developments of political science in different countries through the analysis of articles published in academic journals. Building on existing literature on the history of the discipline, this contribution provides an attempt to produce a quantitatively informed description of political science publishing in Portugal from 2000 to 2012. Results show that the yearly output in national journals increased notably, mainly driven by international relations and comparative politics. A strong majority of articles are authored by researchers from domestic institutions. Nevertheless, the period under analysis witnessed an expanding scope beyond the domestic case and an increasing comparative focus. ; authorsversion ; published
