The position of immigrant workers in the Belgian labor market & social security system is examined, based on statistical evidence. Total employment of immigrants has more than doubled, from 114,000 in 1954 to 245,900 in 1978. The proportion employed in industry has remained stable, while that in mining has declined & that in the tertiary sector has greatly expanded. The immigrants' young family structure is reflected in their relatively high share of family allowances & low demand on pension funds. Although there is no evidence of discrimination in the social security system, the immigrants' labor market position is unstable, especially for those who are not citizens of European Economic Community countries, which affects their social security rights; it is therefore suggested that immigrants be granted full citizenship after five years' residence in Belgium. 4 Tables, 2 Figures. It is often argued that new social movements, in contrast to earlier ones such as the Wc movement, should be analyzed primarily in terms of value change rather than of structural characteristics of movement participants. The influence of three major value types associated with new social movements -- postmaterialism, individualism & hedonism, & antimodernism -- on the Dutch peace movement is examined through research findings. Individualism & hedonism are unrelated or negatively related, & antimodernism is only weakly related, to the individual potential for new social movements; only postmaterialism is strongly related to it. Postmaterialism is itself primarily related to structural variables such as SC position & integration into institutions such as the Church & the private sector of the economy that reproduce existing social conditions. S. M. Lipset's thesis (see SA 8:1/607105) that the Wc, more so than other SCs, is predisposed to authoritarian & antidemocratic attitudes is criticized on the grounds that his conceptualization & measurement of SC is inaccurate & inappropriate. Investigation using an empirical class model (see Eric Olin Wright's Class, Crisis and the State, London: Verso [NLB 1978], 1979) fails to show the Wc as more authoritarian than other SCs; on the contrary, education seems to be the most important factor. It is concluded that the measurement of SC is crucial to empirical investigations of Wc authoritarianism; some theoretical implications are briefly discussed. 6 Tables, 2 Figures, 39 References. From 1980 to 1982 there were many conflicts between the youth movement & the authorities in Zurich, Switzerland. A study by H. Kriesi (Die Zuricher Bewegung. Bilder, Interaktionen, Zusammenhange [The Zurich Movement: Representations, Interactions, Correlations], Campus Verlag: Frankfurt am Main, 1984) revealed three different social images held by authorities, members of the youth movement, & others concerned. Here, a replication of this study is described in which Q-sort data were collected in Amsterdam, the Netherlands, where there is a youth movement of squatters, & the social situation is comparable to that of Zurich in some respects. Rs, who included squatters, local authorities, & others, were found to hold the same social images as found in Zurich, although squatters in Amsterdam do not seem to isolate themselves as much as in Zurich, & the authorities seem to tolerate more. A subsequent exploratory factor analysis of the Q-sort data supports the findings. 4 Tables, 3 Figures, 7 References. Modified HA

Public Administration; Social Sciences - Het huidige stelsel is sterk geënt op het model waarbij het gehele gezinsinkomen wordt verdiend door één kostwinner met een volledige baan. Dit model boet aan belang in en daarnaast kan de overheid geen volledige werkgelegenheid waarborgen. Dit vraagt om een stelsel waarin de band tussen uitkering en arbeid losser is dan nu. De sociale zekerheid wordt thans vooral gefinancierd door heffingen op arbeid, waardoor de relatieve prijzen van arbeidsintensieve goederen en diensten zijn gestegen, zodat de vraag naar deze producten nadelig wordt beïnvloed en verschuiving van formele naar informele productie in de hand wordt gewerkt. De werkgelegenheid neemt hierdoor af. De WRR komt met een aantal voorstellen.

A comparison of the social security systems developed since WWII in 10 European nations: Austria, Belgium, GB, France, West Germany, the Netherlands, Denmark, Italy, Norway, & Sweden. Differences in the systems that reflect ideology & social forces have often been more controversial than the amount of social expenditure. It is argued that the labor movement had a particular vision of social security, which was legislated where labor had the political majority & defeated elsewhere. Postwar developments have been shaped primarily by this factor, which has become more evident in the current crisis than in the period of general expansion in the 1960s to 1970s. 1 Table, 1 Schema.
